INISTER for Defence Khawaja Muhammad Asif on Thursday said the government would extend no concession to former premier Imran Khan for his misleading remarks on the army chief ’s appointment and it would be probed thoroughly before proceeding any legal action In an interview to a foreign news channel the Defence Minister said that he would not take any decision under the pressure of anyone regarding the appointment of the army chief Asif said that the controversial statement of Imran Khan regarding the appointment of the army chief would be investigated before taking legal action It should be noted that in his address to the rally in Faisalabad on Sunday, Imran Khan accused the leaders of the ruling coalition, Nawaz Sharif and Asif Zardari saying that they were not conducting the elections because the appointment of the new army chief in November According to him [Imran Khan], these two were trying to bring their favorite army chief The statement of the former prime minister faced criticism from political and military circles and the spokesperson of the army has also said in a statement that the attempt to make the top leadership of the army controversial at a critical time was very sad To a query, Khawaja Asif said that there were still three months left for the appointment of the new army chief and the government would not take a hasty decision in this regard He added that it was the government’s priority to restore the sanctity and dignity of the institution on the issue of the appointment of the army chief ‘We will not allow the issue of appointment of army chief to become controversial’, the Minister said The Defense Minister said, tell me one incident in the 75 year history of Pakistan that the appointment of an army chief was announced two or three months or a month ago, adding that that making the process of appointing the army chief controversial was not a service to the nation and the country, but he considered it as enmity The minister said that the procedure for appointing the Chief of Army Staff was enshrined in the Constitution, whereby the names of four or five senior generals were submitted to the Prime Minister by the Army, out of which the Prime Minister appoints one at his discretion On the question of consultation with the coalition parties on the issue of the appointment of the army chief, Khawaja Asif said that while being in the coalition government, it was necessary to consult in important decisions “Certainly, the names that come forward from the army will also be put before the coalition leaders ” He made it clear that in this process the government would not deviate from the rules and the decision will be taken according to the pre established rules and law Khawaja Asif said that in the context of national defense Pakistan was facing extraordinary situations for the last 20 years He said that in these uncertain conditions, the appointments of the chiefs of the three armed forces have been taking place He said that the political and economic conditions in the country were not favorable at present, but if we talk about the defense establishment, there are absolutely no abnormal conditions’ S S I O N f O R I M R A N O v E R M I S l E A d I N g R E M A R KS A b O u t C O A S ’ S A P P O I N t M E N t : K h A S I f

PESHAWAR A P P Kamal Ahmad, a 26 year old farmer of Nowshera district was living a happy and prosperous life until the devastated floods washed away his standing maize and rice crops on August 28 Destroying his entire maize and rice crops at his village Mohib Banda inundated completely by floodwater from River Kabul, Kamal Ahmad who joined agricultural farming as profession after the death of his father told APP that the floods having six to eight feet water had encircled his house between August 27 28 night forcing his family to rush towards rooftop “The floods have tarnished my dreams I was thinking to go for umra along with wife in winter after selling my rice and maize bumper crop but my fortune was overturned,” he said Besides these crops, he said the stored wheat in godown and precious households items were also destroyed by the floods “Had the Rescue 1122 official not arrived on time with a boat then we might not alive today I have lost Rs 5 lakh agricultural produces during floods and needs KP Government assistance,” Kamal said Like Kamal Ahmed, hundered of thousands of floods victims including farmers, gardeners, horticulturists and livestock owners were affected by the floods and were looking towards KP Govt help Dr Alamzaib Khan, Director General Livestock said that survey of livestock and agriculture damages was underway in Khyber Pakhtunkhwa and compensation to the affected farmers and livestock owners would be given as per KP Government policy Talking to APP, he said that over two billion losses were so far estimated to livestock and poultry sectors in Khyber Pakthunkhwa The scale of losses to these sectors would be higher than estimations as many valleys in Kalam, Bahrain Madyan Kohistan Kumrat Dir Upper and Dir Lower were still out of reach of officials of his department due to destruction of roads and bridges by the devastating floods he added Dr Alamzaib said floods in River Sindh and Koh e Suleman starting from South and North Waziristan tribal districts and adjoining valleys have brought havoc to livestock and poultry sectors in DI Khan and Tank and time would be required for compilation of flood related losses Besides commercial and domestic poultry, he said that pastoral and nomads have bore the brunt of livestock and poultry in upper areas of Dasu Kolas Palai, Dubair and others valleys in Kohistan The agriculture department official told APP that a multifaceted plan has been chalked out to construct about 5,000 water ponds and 330 small water reservoirs to control flash floods The ponds would irrigate over 12,500 acres lands in Khyber Pakhtunkhwa Likewise, 3,000 check dams would be constructed for storage of floods and rains water in five years that would irrigate 7, 500 unproductive lands in Khyber Pakhtunkhwa Similarly, 330 water reservoirs including small dams would also be constructed with a potential to irrigate 99,000 acres lands in Khyber Pakhtunkhwa The construction of 2500 banks stabilization, 1000 gated field inlets and outlets would help irrigate 2500 acres lands

Chairperson Dr Sania Nishtar called on Punjab Chief Minister Chaudhry Pervaiz Elahi and former federal minister Moonis Elahi at Chief Minister ’s Office on Thursday During, it was decided to expand scope of the Ehsaas programme in Punjab On the occasion, the chief minister approved increase in the monthly subsidy under Ehsaas Ration Discount Programme, saying under the programme, now deserving families would be able to buy flour, ghee and pulses at 40 percent cheaper compared to the market He also doubled the per capita amount of food for children, girls and elderly living in welfare institutions, managed by the Social Welfare Department The CM said the per capita amount of food has been increased to improve quality of food items in welfare institutions By increasing the per capita amount of food such people would get quality and abundant food, the chief minister added The Ehsaas bill would be presented in the Punjab Assembly soon he said and added that it was decided to introduce welfare projects to raise the standard of living of people of the flood affected areas He said that scholarships would also be given to pregnant women to prevent stenting While issuing orders for preparation of new housing policy for the government employees, the CM said that a five per cent hardship quota would be allocated under the housing allotment policy for special government employees while a quota would also be introduced for special people in the Punjab Government Servants Housing Foundation, he asserted About Rs500 million would be allocated to subsidise special persons in housing societies he added Sania Nishtar gave a briefing about the progress of welfare projects under the Punjab Ehsaas Programme

Float glass is mainly used in the construction sector for manufacturing windows but can also be used for making tables and shelves According to the details, the inquiry was initiated by CCP after receiving reports that the two companies were collectively deciding pricing for float glass as well as the utilisation of their production capacities CCP’s analysis of available data from 2019 to 2021 shows that both companies had similar prices for float glass of varying thicknesses whereas the date of price increases and the quantum of increase were also similar In addition market sources also tipped off the commission about the suspicious coordination of prices and production quantities between the two companies During the investigation, market surveys were conducted wherein it was revealed that Ghani Glass and Tariq Glass were in collusion for fixing and maintaining uniform prices and increasing prices in a coordinated manner It is pertinent to mention here that any sort of coordination or agreement between competing undertakings to fix prices and supply in the market is classified as a prohibited act under Section 4 of the Competition Act, 2010 Since cartels are secretive in nature, Section 34 of the law empowers CCP to enter and search the premises to uncover evidence of collusive activities

KARACHI A r i b A S h A h i d State Bank of Pakistan (SBP) raised Rs 817 billion against a target of Rs 1,000 billion in a Market Treasury Bill (MTB) auction Most of the debt raised is through the 3 month MTBs, making up 91 94% of the debt raised However, the yields in the 3 months have risen by 21 bps to 15 79% owing to greater demand from the market for the shortest tenor The yields for 6 months are unchanged; while the yields of 12 month tenor MTBs have risen by 4 bps The market had offered Rs1 29 trillion out of which the government accepted bids amounting to Rs817 billion culminating in a realized value of Rs783 billion The total amount raised for 3 month T bills was Rs740 4 billion, Rs38 7 billion for 6 month, and Rs37 8 billion for 12 month T bills

P Ti chief imran Khan came up with a sugges tion at his Sargodha rally over a week ago, that he had never made before that the coun try needed division into more provinces, and that the present divisions would form the basis for each new province The idea is original in the sense of its being the first time that imran has sug gested any dissatisfaction with the present provincial structure, beyond the (unfulfilled) commitment to the carving out of a South punjab province out to punjab However, it is also possible that he came up with this suggestion to get back on the same page with those in the armed forces who hold similar views While it must be acknowledged that by the time of the 1958 military takeover the civilian politicians had brought one unit into being, and that it was a second military ruler that reversed that decision, the abolition of the provinces remains a cherished goal The provinces are seen as obstacles in the way of national unity They also created the Muhajir prob lem in one Unit Muahjirs were like everyone else people lacking a provincial identity while having a national one After the provinces were restored, everyone also gained a provincial identity except Muhajirs They were told to be Sindhis even now, it should be realized, that muhajirs lack a province they can belong to Unless they can accommodate them selves to Sindh, and Sindh accommodate them back, to the extent that they affiliate themselves to the province the problem will continue it is only towards the end of the Raj that the British conjured into being the idea of india originally, there were three presidencies and native states it was only the Mutiny which did two things it removed the Mughal emperor, and it created the need for a unified command At that time each presidency had its own Army After the Mutiny, india became un empire under the Queren empress, and the Army was unified The Raj had expanded westwards absorbing punjab after a time trying to run it as a native state under Ranjeet Singh’s successors The governor general of the Calcutta presidency was also made viceroy now the Raj became concerned about rul ing After all, the Company was abolished, and profits no longer had to be made The provinces had all the ‘good’ powers, like law and order, health and education, while the Calcutta gov ernment dealt with foreign affairs (Afghanistan nepal China, Burma and the gulf States) and the native states, and issued a currency it maintained interprovincial roads and saw that provinces operated as uniformly as possible The presidencies threw off provinces, like Up (the united province of oudh and Agra), punjab (which in turn threw off what was then the nWFp), Bihar and Assam, all came off the Calcutta presidency The divi sion of Bengal in 1905 was part of this process, but was widely protested by Hindus on sectarian grounds, be cause east Bengal was Muslim majority in fact, though the partitiob of Bengal was reversed in 1911, it still oc curred in 1947 with the partition, and today that old east Bengal is now Bangladesh What imran is ignoring is that the divisions into which pakistan s provinces are divided, and almost purely administrative The old Bahawalpur state was made a punjab division, and the old Kalat state was made a Balochistan division when one Unit was bro ken up and the latter has given up some territory to the new Rakhshan division, which also got some land from Qutta Division The story of Faisalabad division is also notice able it was founded in 1892 at lyallpur, and was not just to become a commercial centre and communications hub for thecanal colony around it, but was also to be came a district headquar ters When in 1981 a new division was formed, which included Toba Tek Singh and Jhang districts, it be came a division now it is being proposed that it be come a provincial headquar ters not bad going for a city that didn t exist 140 years ago Because of this, there is no divisional loyalty An other factor preventing regional loyalties is the fact that people are largely migrants Residents of a city or district are rarely living in the city of their birth There is a division of loyalty, as migrants’ children owe something both to their parents’ village, as well as their own area of residence However, the idea might appeal to contralizers,because breaking up the old centres of provincial loyalty is supposed to lead to a loyalty to the greater unity, the federation even if some indian divisions are now states, such as the old Ambala Di vision now forming Haryana state that does not pro vide any reason for divisions to become states For one thing, any such scheme would lead to a plethora of linguistic problems Urdu is supposed to be the national language, but is the official language nowhere That position is oc cupied by english in the punjab Assembly, for ex ample, members ase supposed to speak in Urdu if they wish to speak another language, including pun jabi or Seraiki, members have to seek permission from the Chair An example of what could happen is provided by nigeria it too has been under military rule, and it was military rulers which resulted in a proliferation of states At independence in 1960 (two years after pak istan underwent its first military coup), nigeria con sisted of three regions nigeria had the first of its many coups in January 1966, and from 1967 to 1970, even had a civil war which was set off by the constitution into 12 states in 1976, seven states were added, More states kept on being added, till now (since 1996) there have been 30 states and a Federal Capital Territory it seems that some stability has now been reached This is much more thorough going an experience than india has gone But there too the process of state making has wider than that of pakistan which apart from merging states into provinces, has only changed a name, turning the north West Frontier province into Khyber pakhtunkhwa of course there has since been an upheaval; the merging of FATA into Kp Using the present divi sions may avoid endless dis putes over redrawing boundaries, but there are dis parities punjab has eight di visions, Balochistan 10, while Sindh and Kp have seven each Using the present divisions will leave room for punjab and Sindh to give way to provinces that themselves will look to split Then there is the question of nomencla ture Which division will in herit the old name? or are the present names to vanish from the map? There will probably be more spending than now All governors will set as their standard the gover rnors of today qas will all CMs CJs Chief Secre taries and igs Will the divisional tier vanish, or will the districts become divisions, the tehsils districts, the subtehsils tehsils and the qanungo halqas sub tehsils? All with their full staffs Service might not get better, but rank inflation will be immense And those who attain this inflated rank will not abate one jot or tittle of their new privileges imran should have been made to realize by the FATA merger that he has proposed a rewriting of the Constitution (How many seats do the assemblies have? How will the election Commission be composed? The national Finance Commission? The Council of Com mon interests? The Supreme Judicial Council? imran has not apparently struck a chord among the public with this suggestion, not even among those with whom he wants to get on the same page only unshakeable public demand can justify the labour that would go into such a major exercise The writer is a member of staff

100 districts Most importantly, Balochistan has been hit the hardest followed by Sindh, South punjab, and Kp According to Al Jazeera news report Balochistan’s provincial Disaster Management Authority (pDMA) maintains more than 200 people have died, including 58 children Additionally 10 000 people have been displaced from their homes Furthermore, floods have damaged 40,000 houses of which 20,000 has suffered a loss of over Rs 39 billion Another important thing to note is that pakistan witnesses the loss of $8 million annually due to the absence of a disaster management system We are not good at learning from history and reactive management remains our only permanent policy This time floods are likely to bring more damage to the country compared to past floods As the climate is deteriorating day by day, calamities would be in creasing in the future precipitation patterns are sharply changing due to climate change Human ac tivities are mainly responsible for climate change Un report 2019 maintains that Human actions have badly altered 75 percent of the total land” Deforesta tion is one of the worst human activities that are con tributing to climate change According to the SCienCe technology engineering and mathematics (STeM) is an interdisciplinary methodology By linking various independent disciplines, STeM helps students in solving problems by building up their analytical skills it is a well established fact that with such a state of the art approach students are equipped with multidisciplinary approaches and feel motivated to tackle problems of even the most complex nature in their future endeavours in recent times STeM education is considered unavoidable in modern systems to train inclusive workers that are among the primary requirements of the global village To accomplish this, students need to be equipped with modern educational technology For instance controlled access to electronic gadgets, such as computers and cellphones, during classes can broaden vision and improve comprehension This is the age of information and to impose limits on thinking is in fact a criminal offence The information flows all around, and it is unjustified that provision of facilities, such as the internet, is avoided while we teach The world, during the recent pandemic witnessed the miracle of the internet that kept life moving STeM heavily relies on creativity Consequently, the students are well prepared for tackling issues, such as preparing a model for a real world situation or designing an experiment that may be physical or a thought to explore a scenario by practical applications of the skills learnt introducing STeM into the curriculum promotes structured activities within the learning framework and highly benefits teamwork and effective communication that are essential in daily life STeM has already been integrated into the curriculum of studies in a number of advanced countries, including the United States, Australia and many countries in central and northern europe However, quite often, teachers face problems in STeM education in developing countries, STeM integration into the curriculum demands a lot of preliminary research and groundwork considering the local conditions and resources in countries like pakistan, for instance, the knowhow concerning STeM is fairly limited There is plenty of room to improve the effectiveness of STeM education it is, therefore, essential that due resources should be dedicated to bringing about such changes in this regard, the first and foremost, along with the provision of infrastructure, is the training of resource persons A proper understanding of STeM for teachers will definitely ensure their professional development and effectiveness, which in many ways are the missing elements in the prevailing educational system Support may also be sought from socio scientific activists and other experts to promote a culture of STeM in institutions of learning at all levels

Issues with visiting facult y HoW visiting faculty at universities in the country is exploited can be judged from my personal experience i was a visiting lecturer at Abdul Wali Khan University, Mardan (AWKUM), in the fall semester 2022 23 and taught for more than four months without getting a single penny from the university After the completion of the courses, i applied for my remuneration and it has been more than six months now, but i have received nothing i had submitted a complete file which the administration lost twice it then moved from one department to another gathering signatures and stamps for more than three weeks i cannot bear such exploitation and apathy anymore and have sent the university officials an email, telling them how i suffered all along and how i do not care anymore whether or not they pay me i will be on the streets, but would not ask anyone in AWKUM to help me out First they keep you starving with the fallacy of ‘you will get experience’ and then they push you into a red tape process where you are involved in submitting documents and files sending emails and making calls They would tell you ‘your file is missing’ this or that i would advise all graduates and young scholars not to fall for this fraud of visiting lectureship But wait We fall for it because we need it otherwise why would we go for such a contract which won’t pay you for months in the name of giving you an opportunity to gain teaching experience in a university?

tition in Karnataka High Court that wearing hijab is a fundamental right on February 2, stu dents at Sir Mv government College, Bhadra vati, Karnataka, staged a protest against students who wore hijab in classrooms According to Aljazeera, in early February, college officials of pre University College (pU College) in Udupi, Karnataka, posted a notice outside the college gate declaring the prohibition of hijab in classrooms and considering it a vio lation of the college uniform code This is a common claim which is defended by the ruling Bharatiya Janata party (BJp) This ban was followed by an escalation of tensions after activists and students, who were allegedly backed by Hindu nationalist groups started to wear saffron color scarves, calling for a hijab ban in Karnataka a state where Muslims form 12 percent of the population Amid such tensions and protests in the pU College a Muslim girl student in hijab who had come to submit her assignment, chanted Allah o Akbar (Allah is the greatest) multiple times among Hindutva protesters in reply to Jai Shri Ram (glory to lord Ram), what the protesters were chanting Though that girl was widely ap preciated the discussions could be different if she was not protected by the staff then She could have become a victim to abuse and met a differ ent fate if she had not been given protection To the surprise of many, the Karnataka High Court s judgement declared hijab non essential in islam The three judge bench remarked that ‘allowing Muslim women to wear hijab in their classrooms would hinder their emancipation and go against the constitutional spirit of positive secularism” They also maintained that hijab is not an obligatory religious practice [in islam] While what the Holy Qur an, the holy scrip ture of islam, states, contradicts these views it asks males and females both to reduce [some] of their vision and guard their private parts it also asks females to cover their heads in Surah An nur, Ayat 31 Secondly, constitutionally, india is a democ racy and a secular state And in democracies, everyone has the right to wear anything of his or her choice As also confirmed under the Univer sal Declaration of Human Rights ‘everyone has the right to freedom of thought, conscience, and religion , and to manifest his religion or belief in teaching practice worship and observance’ Wearing clothes of one’s own choice is one’s right to freedom of expression Therefore, any lib eral who is not liberal by fashion or compulsion will surely support this right Moreover, the free dom to practice religion is a fundamental right of every human being particularly in democracies Thirdly, 2017 s puttaswamy Judgement (india), in which a bench of nine judges unan imously affirmed the right to privacy as a fun damental right under the Constitution of india, states that the right to privacy is integral to free doms guaranteed across fundamental rights The judgement also holds that the right to pri vacy is an intrinsic aspect of dignity, autonomy, and liberty Where privacy is defined as ‘a con comitant of an individual’s right to exercise control over his own personality and [privacy] finds its origin in the notion that certain natural or inherent rights are inseparable from the human personality ’ The Karnataka High Court s judgement contradicts this F u r t h e r m o r e , A r t i c l e 2 5 ( 1 ) o f t h e i n d i a n C o n s t i t u t i o n s t a t e s , “ A l l p e r s o n s a r e e q u a l l y entitled to freedom of conscience and the right freely to profess, practice and propagate reli g i o n ” A r t i c l e 1 5 o f t h e i n d i a n C o n s t i t u t i o n states “The state shall not discriminate against any citizen on grounds only of religion, race, c a s t e , s e x , p l a c e o f b i r t h o r a n y o f t h e m ” H o w e v e r t h e b a n o n w e a r i n g h i j a b i n c l a s s rooms is a sheer discrimination on the grounds of religion in the promised new World order or in other words, liberal World order , liberty is a paramount right of every individual Muslim girls ande women are wearing hijab since the Holy prophet Muhammad (pBUH) had con veyed the mentioned verses of the Holy Qur an to them it has been over 14 centuries so far now, linking this religious obligation with the uniform of schools, colleges, or other educational institutes and calling it something against the uniform code, does not make any logical sense it is ironic Sikhs wearing turbans while Muslims keeping beards might be the next on this list They might be asked to give up these practices in the name of institutional decorum or so it seems that india is no more being run on secular principles, but on Hindutva narratives in this regard, Jayanth Deshmukh rightly argues in his recently published paper Terrorizing Muslims: Communal violence and emergence of Hindutva in india that since the 1980s, india has seen an increase in right wing militant Hindu extremism The Rashtriya Swayamsevak Sangh (RSS)[ s long term political and ideolog ical goal is to establish a Hindu Rashtra by spreading Hindutva To attain this purpose, pro ponents of Hindutva radicalize youth and chil dren with conservative and fictitious notions which lead to islamophobia governments have been either complicit or negligent while dealing with Muslim riot victims he adds Furthermore, a burqa ban has been an issue in France and Sri lanka, among a few other coun tries Whereas the case of hijab ban in india is unique as india is home to over 10 percent of the world`s Muslim population over 200 million Muslims live there and such intolerance will surely have consequences Religious intolerance in a country like india where the total population is over 1 3 billion will have far reaching impacts new Delhi already has much to defend, con sidering atrocities in the occupied valley of Kashmir killing of Muslims in gujarat demo lition of Babri Masjid, and now the Hijab ban, being a few among many such happenings Therefore it is worth pondering the shaky grounds of democracy in india, where diversity and secularism are under threat indian secularism and its claim of being a democracy sounds an illusion today While what is more important is to talk about a way forward, indian or non indian politicians observers ana lysts, activists, and people from all other spheres of life should keep Hindutva nationalists under pressure whenever such happening takes place, more importantly through pen and camera The international community in general and the Muslim world in particular should use their good offices to communicate with indian author ities, making efforts to ease the atmosphere for Muslims in india particularly, if the West can ask China to behave towards its Uighur Mus lims, why cannot it ask india to behave well to wards its Muslim population? otherwise, things might blow up and the stakeholders will realize that they could have made attempts to stop such happenings before any damage was done but they did not As india is home to millions of Muslims, Hindu Muslim riots may get started there but will not stop there Secondly in the case of migrations the interna tional community will face another challenge of refugees, while millions of refugees are still waiting for their fate to be decided last but not least, the BJp s zeal to achieve its version of Hindutva goals is a threat to the re gion not only to the Muslims of india Therefore it is the need of the hour for the champions of human rights and the Un Human Rights Council to ask new Delhi to follow the Un Charter and its own constitution, before it’s too late

Friday 9 September 2022 08 WORLD VIEW ria novoSti P e T r a ko P ov w i T H Covid quarantines no longer a hindrance summits have re turned to the diplomatic agenda First, the west returned to face to face meetings EU and nATo summits have been taking place for some time now and now it is the turn of the East Top Asian leaders have not met collectively for more than three years, but in a week’s time the Shanghai Cooperation organisation (SCo) will gather in the Uzbek city of Samarkand and will bring together all its leaders Until recently, it was not entirely clear that Chinese President Xi Jinping would be coming as some observers had assumed he would not leave Beijing before the Communist Party congress in mid october But it has since been announced that the Chinese leader will visit Kazakhstan next week, so a trip to Uzbekistan is also a foregone conclusion The meeting between Xi and his Russian counterpart Vladimir Putin will be the second this year, but the first since the start of the military operation in Ukraine Also indian Prime Minister narendra Modi and Pakistani Prime Minister Shehbaz Sharif will meet for the first time ever in Samarkand For the two neighbors with a his tory of fraught relations, the SCo is becoming an important platform for dialogue And the SCo it self is rapidly outgrowing its original format as a Russo Chinese security alliance in Central Asia and involving just the Central Asian republics The group now boasts four nuclear states that is, virtually all of the non western members of the club (except north Korea) in Uzbekistan the SCo eight will turn into a ‘nine’ as the procedure for iran’s accession will be completed However, the organization will not be limited to that number for long it has already announced its intention to start the procedure to transfer Belarus from an observer to a full fledged member And it will not stop there Sev eral more countries including some influential ones, want to join the SCo in recent years, there have been four observers to the organization (as candidates for member ship), but now Tehran has come on board and Be larus is starting the transition procedure, so that leaves Afghanistan and Mongolia whereas previ ously the main obstacle to Kabul’s inclusion was the presence of US troops in the country, this prob lem no longer exists so its acceptance into the SCo will undoubtedly occur This will not happen immediately, but rather once the situation in the country has stabilized and a full fledged system of governance and law and order have been estab lished (naturally, with the help of SCo countries) Mongolia could become a full fledged par ticipant at any time none of the member states have any objections but in the past it has been slow to do so preferring to remain an observer However, rising global tensions will also affect Ulaanbaatar ’s position, while the growing queue of aspiring SCo members may also prompt its leadership to step up There had been aspirants to join the SCo be fore but this year they have moved from words to deeds And we are not only talking about the countries that were among the ‘partners in dia logue (another format of interaction) These aspirants comprise nine states: Arme nia, Azerbaijan, Cambodia, nepal, Sri lanka, Turkey, Qatar, Egypt, and Saudi Arabia The last three obtained the status of dialogues partners only a year ago but are already looking to up grade to being able to join the organization in full Syria and Myanmar also want to be involved, along with the United Arab Emirates, which seeks immediate accession Although such a re quest cannot be granted, it is in itself a sign of the rapidly growing interest in the organization, which is driven by the Sino Russian partnership The reasons for this are clear: although the con solidation of the non western world has been steadily gaining momentum over the past decade, things have accelerated since the beginning of 2020 First, Covid and the resulting lockdowns led to a crisis of globalization, then the operation in Ukraine forced the west to insist that whoever does not go along with the blockade of Russia is for Putin And then the provocation of the Taiwan issue hurt the prospects for normalizing relations be tween the west and the Middle Kingdom The whole world is being forced to pick a side Under these conditions the optimal model for many influential countries in the islamic world is to demonstrate their independence, which is seen as carving out a position equidistant from the two poles, i e Russia China and the United States EU But how can US military allies such as Turkey and Saudi Arabia find this equidistance? By joining the SCo while it is true that the SCo is not a military bloc belonging to the organization clearly indi cates an unwillingness to participate in any west ern anti Russian and anti Chinese efforts That is why Recep Erdogan will fly to Samarkand, and possibly Saudi Crown Prince Mohammed bin Salman as well in this case, the SCo nine will turn albeit unofficially so far into a club of 11, that is, a platform where Russia, China, india and the four most important coun tries of the islamic world meet: Saudi Arabia the richest and most influential’; iran, ‘the oldest and most passionate’; Turkey, ‘the most developed and ambitious ; and Pakistan the only nuclear one’ The SCo observers also include Egypt, ‘the main country in the Arab world’; and Qatar, ‘the information and propaganda giant These islamic countries admittedly do not have the smoothest relations among themselves (especially Saudi Arabia and iran), and in the past the west has actively used their discord Russia and China, however, are not interested in pitting Muslims against each other but in involving them in building a new, post western world order And if the three great powers Russia, China, and india manage to build strategic relations with the islamic world in working out a new world order, it will be tantamount to a final verdict in the Anglo Saxon bid for global domination The Atlanticists are no longer betting on a quarrel between Russia and China but on pitting india and China against each other And they are virtually certain that they will be able to keep the islamic world in their orbit (and even use it against Beijing and Moscow) Therefore, the is lamization’ of the SCo will be the most important challenge to the Anglo Saxon project and also a sign of its complete collapse Financial summer has been heavy with examples of what a warming climate will mean to our future nowhere else however has suffered the extremes of Pakistan, which has gone from 50C tempera tures to devastating floods in a few months, even as it wrestles with fi nancial and political crises one third of Pakistan is under water More than 1,000 people have died and the cost will exceed initial estimates of $10bn by far it is a devastating illustration of the need to invest in adaptation to a chang ing climate with both general les sons on how the international community should respond and specific challenges for Pakistan within Pakistan there are two clear lessons: forecasting and evac uations There were some predic tions of very high rainfall, but even to the extent forecasters got it right, it did not translate into governmen tal awareness nor did the rain’s fe rocity trigger effective evacuations that could have saved lives Pakistan’s dysfunctional politi cal system over decades has pre vented the development of a governance structure with the re sources and planning capacity to handle disasters of such magnitude The country failed properly to im prove infrastructure after severe floods in 2010 its fractured politics look set to continue with a push from imran Khan, ousted as prime minister in April, for early elec tions He is riding a wave of pop ulist anger, strengthened by austerity measures required as part of a $1 1bn iMF bailout package The country’s plight has lessons for others There is a tendency to think of adaptation to climate change in terms of “hard” infrastructure: dams to hold back floodwaters or seawalls to keep the oceans at bay However “soft” adaptation such as improved flood forecasting and evacuation are as important This should be a priority for developing nations exposed to climate change That is not to deny the need for physical infrastructure which costs money There is anger among lead ers in the developing world about rich countries’ failure to provide re sources for investment in adapta tion Their attitude, understandably, is that industrialised countries caused the problem with two cen turies of carbon emissions, and they should pay to fix the damage There will be vocal complaints, again, at the upcoming g20 summit in in donesia and the CoP27 climate talks in Egypt no matter the justice of their demands too much focus on liabil ity for the problem may get in the way of addressing it Rich countries are reluctant to take on an open ended liability But their efforts to escape liabilities ignore their clear self interest in bolstering climate adaptation in countries such as Pak istan, a fragile, nuclear armed state caught between China and the US in a volatile region Adaptation spending often faces less overt political opposition than efforts to phase out fossil fuels Financing projects such as flood defences is the expertise of multilateral development banks Rich countries should meet their re sponsibilities by, for example, sub sidising concessional loans for adaptation on a massive scale in Pakistan, the challenge is complicated by the country’s debt crisis Floods will only exacerbate Pakistan s economic problems, cre ating risks that current iMF support is not enough to achieve debt sus tainability it is nonetheless impor tant to keep the issues distinct: Pakistan should not be denied in vestment in climate adaptation be cause of fears cash will be diverted to shore up its short term finances Pakistanis desperately need help now but they need a future as well R u s s i a a n Current corporate reporting by a majority of companies producing the highest levels of greenhouse gas emissions would not comply with proposed new requirements from the International Sustainability Standards Board (ISSB) This is the key finding of research carried out by ACCA (the Association of Chartered Certified Accountants) and the Adam Smith Business School at Glasgow University aiming to find out how prepared companies are for new climate related re porting rules being developed by the Interna tional Sustainability Standards Board formed last November The research analysed the most recent reports published by companies in the construction material and chemical industries which had the high est greenhouse gas emissions over the last three years comparing current disclosures against the disclosure requirements of the proposed climate related disclosure standard (IFRS S2 Climate related Disclosures) This analysis found that most companies fall short of the type and level of disclosure that the ISSB is proposing Further the research found that disclosures were often scattered and duplicated across different company sources often with no cross reference and with little connection to financial informa tion published in the financial statements

The ECP was of the view that the elections on scheduled time were not possible due to flood dev astation, engagement of all relevant institutions in flood relief activities, problems in movements due to floods terror incidents in Khyber Pakhtunkhwa and mass exodus of people from flood hit areas The meeting was told that the Interior Ministry has reported to ECP that Pak Army, Rangers, FC and others were busy in flood relief activities, including maintaining peace and prevention of terrorist ac tivities hence Interior Ministry can not assure providing services of these for elections Military authorities has also re ferred National Emergency situation saying that the Pak Army Jawans could not be called back from flood affected areas and hence were not available for election duty The Secretary ECP told the meeting that the by elections were being held in constituencies includ ing NA 157, Multan IV; PP 139, Sheikhupura V; PP 241 Bahawal nagar V were being held on Sep tember 11 The by elections in nine Na tional Assembly constituencies in cluding NA 22, Mardan III, NA 24 Charsadda II; NA 31 Peshawar V; NA 45 Kurram I; NA 108 Faisalabad VIII; NA 118, Nankana Sahib II; NA 237 Malir II; NA 239 Korangi Karachi I and NA 246 Karachi South I were scheduled on September 25 And the by elections on PP 209 Khanewal VII were scheduled to be held on October 2, 2022 ISLAMABAD a p p

The United States will operate a massive humanitarian air bridge to Pakistan over the next 10 days to provide relief supplies to the flood affected people Counselor of the US State Department Derek Chollet said on Thursday Derek Chollet the special aide to US State Secretary Antony Blinken, told APP that the US remained stead fast in its support for affected com munities across Pakistan through additional humanitarian assistance, besides the already announced $30 million relief package

Pasha, the petitioner ’s counsel, was suffering from severe lower back pain The petition was moved by Advocate Qausain Faisal through his counsel Hassan Raza Pasha, sought an order to restrain the re spondents, including the PTI leader ship, members and their official spokespersons from making any public or private statement The application stated that since the doctors had advised complete bed rest for two weeks, Hassan Pasha was not in a position to ap pear before the apex court to plead the case The application had also attached the medical prescription of the doctor concerned with a request that the proceedings be postponed in the interest of justice In the main petition, the petitioner sought a direction to set up a commis sion to assess the impact and damage of the alleged organised hate cam paign and suggest further legal steps and proceedings to determine individ ual liability as well as a collective re sponsibility and to stop the negative effects of the campaign against na tional security, which had allegedly adversely affected Pakistan s relations with friendly countries
