Too soon?

Prime Minister should not count his chickens before they are hatched

R I M E M I N I S T E R Shehbaz Sharif ’s declaration that the economy was out of the woods sounded more like political bombast rather than serious economic analysis His ebullience may be seen as owing to the occasion the launch of the National Regulatory Reforms with his using the occasion to talk up the economy but the fact remains that while inflation seems to have been controlled the economy is not growing, and generating the jobs needed to accommodate enough of the new voters, to improve the position of the ruling party Mr Sharif can point to a slew of improved indicators to justify his claims, and economic orthodoxy says that the indicators should lead to more growth and more jobs However, things could still go awry

Mr Sharif ’s main problems are two: he has trusted the IMF’s economic analysis, and there are too many factors beyond his control As for the IMF’s economic analysis he has followed it carefully cautious not to repeat his predecessors kicking at the traces The IMF’s analysis has been orthodox which implies that economic growth is not as much a priority as much as ability to repay It does not provide a path out of the debt trap It just makes sure that Pakistan can keep servicing its foreign debt, including what it owes the IMF However, the economic theory states the economy should pick up by now Is the economic theory wrong? The delay in growth has not lasted long enough for a firm positive, but it has been long enough for the question to be asked Then there are the world commodity prices It only needs the global oil price to go up for whatever positive signs there are to fade fast Also the uptake of Pakistani exports is not dictated by the government and depends entirely on the health of the West’s economies

Perhaps only when there is actual improvement in growth and there is consequent job creation should Mr Sharif make such declarations as he did There are still too many things that could go wrong Mr Sharif, to be fair, was comparing the present situation

TH E world is facing the existential threat of the climate change crisis and the associated Pandemicene phenomenon Having said that strong neoliberal and austerity-based policies not only are wrongly not allowing it to prepare adequately in terms of resilience, and in appropriately supporting financially the large number of people being affected by climate change induced catastrophic catastrophes– where frequency, and intensity of such climate disasters has continued to increase in the wake of fast-unfolding climate change crisis– but also unwarranted practice of over-board monetary austerity– since inflation is not just mainly an aggregate demand-side phenomenon, but also has significant aggregate supply-side determination, especially in the case of developing countries This is on one hand unnecessarily increasing interest payments related expenditure and on the other lack of prevalence of adequate level of global sovereign debt restructuring framework is creating immense debt distress, in particular for those developing countries, which are also highly climate change vulnerable, like Pakistan

In underlining the urgency to deal with a difficult debt situation globally as internalized in the Sevilla Commitment under the Fourth International Conference on Financing for Development which was held earlier from June 30 to July 3 a December 11, Project Syndicate (PS) published article indicated ‘One of the most promising ideas in the Seville Commitment (Compromiso de Sevilla), which heads of state and government adopted in July is the creation of a platform for borrower countries supported by existing institutions and facilitated by a United Nations secretariat This simple but potentially transformative concept could shift the balance of information and influence, which has long favored creditors By allowing borrower countries to discuss technical issues and debt challenges access capacity-building assistance and coordinate

their actions the platform would amplify their voice in the global financial system The recently released seventh edition of the seminal report on environment by the United Nations Environment Programme (UNEP), titled ‘Global Environment Outlook’ (GEO) highlighted the urgency needed to deal with the highly dangerous climate-change related situation whereby it pointed out Despite global efforts and calls for action, our planet has already entered into uncharted territory, facing global environmental crises of climate change, biodiversity loss, land degradation and desertification and pollution and waste These interconnected crises which are undermining human well-being and primarily caused by unsustainable systems of production and consumption reinforce and exacerbate each other and need to be addressed together At the same time, the GEO report indicated the environmental challenge at hand had strong links with economy and many other aspects of life A December 9 Guardian published article Food and fossil fuel production causing $5bn of environmental damage an hour pointed out with regard to the GEO report The Global Environment Outlook (GEO) report, which is produced by 200 researchers for the UN Environment Programme, said the climate crisis destruction of nature and pollution could no longer be seen as simply environmental crises They are all undermining our economy food security water security human health and they are also [national] security issues, leading to conflict in many parts of the world, said Prof Robert Watson, the co-chair of the assessment ’ Among the important devastating impact of climate catastrophes and the adoption of neoliberal and austerity policies– which have also a strong causal link with the climate change crisis and the related Pandemicene phenomenon in the first place– is in the shape of exacerbation of the inequality situation globally A major report on inequality is titled ‘World Inequality Report 2026’, which is the third edition of such reports Highlighting the importance of the report it indicated The World Inequality Report 2026 (WIR 2026) marks the third edition in this flagship series following the 2018 and 2022 editions These reports draw from the work of over 200 scholars from all over the world, affiliated with the World Inequality Lab and contributing to the largest database on the historical evolution of global inequality This collective endeavour represents a significant contribution to global discussions on inequality The team has helped reshape how policymakers scholars, and citizens understand the scale and causes of inequality, foregrounding the separatism of the global rich and the urgent need for top-end tax justice Their findings have informed national and international debates on fiscal reform wealth

strategic calculation that these groups offer leverage against Pakistan This flawed thinking mirrors the toxic realpolitik of the 1990s when militant networks were manipulated as bargaining chips Every country in the region has since paid a devastating price for those experiments The Taliban, instead of learning from history, seem determined to repeat it If Afghanistan continues down this path the ramifications will be severe Not only will bilateral trade remain suspended but multibilliondollar regional projects, like TAPI, CASA-1000, rail connectivity, and energy corridors, could collapse under the weight of insecurity No investor or international consortium will place pipelines or transmission lines across territory where armed groups operate freely And without regional interdependence Afghanistan will remain trapped in economic suffocation Yet, despite this bleak line, a window still exists The Taliban have the opportunity to reorient their policies and reposition Afghanistan on a constructive regional path The reality is simple: trade and terrorism cannot coexist If Kabul wants economic stability international recognition multilateral support and entry into global financial systems, it must demonstrably sever its ties with militant factions No country, not Pakistan, not China, not Iran, not the Central Asian states, will integrate Afghanistan into regional mechanisms unless Kabul eliminates the perception that its territory is an incubator for extremism

The Istanbul process facilitated by Qatar and Türkiye, offered the Taliban a respectful, legitimate platform to reconnect with the world It provided a diplomatic lifeline at a moment when global frustration with Kabul was growing Walking away from such forums only deepens Afghanistan s isolation and strengthens hardliners

who believe ideological purity matters more than economic survival If Taliban 2 0 wishes to avoid the fate of Taliban 1 0 who were abandoned sanctioned and sidelined they must realise that diplomacy is not a concession but a necessity Pakistan too must calibrate its policy with clarity It has sent its strongest message yet by suspending trade and closing borders, but it must remain open to dialogue, coordination mechanisms, joint verification frameworks, and structured pressure The objective is not to weaken Afghanistan but to ensure stability on both sides of the border A collapsed Afghanistan is neither in Pakistan s interest nor the region

At its heart, the crisis is not just political or economic, it is moral Afghan citizens, already exhausted by decades of war, poverty, and displacement deserve better than leaders who gamble their future on temporary alliances with militant groups Nations are not built on nostalgia for jihadist brotherhoods; they are built on economic growth, responsible governance, and peaceful coexistence with neighbours Afghanistan faces a choice that is both stark and simple It can embrace cooperation, discipline its soil against terrorists and open the gates to regional prosperity Or it can cling to outdated loyalties antagonise its largest trade partner and watch its economy crumble day by day The Taliban cannot rewrite geography, nor can they indefinitely ignore economic reality The world is prepared to engage Afghanistan Pakistan is prepared to facilitate it The region is prepared to integrate it the only question is whether Kabul is prepared to save itself

The war of NOTAMS

TH E R E used to be times when the people of any state would know about the start of a military conflict if they were not in the war zone; through relatives in the war zone or through the next day s newspapers; or the blaring of sirens in anticipation of an air raid from enemy bombers

Today the technological strides made in the domain of information technology has had its direct bearing on how the news travels from one point to the other No longer the next day s newspaper, not the blaring of the sirens Now even the dog fight jets do not swoop low to treetop level to be visible to the common man; now much of the combat is taking place beyond visual range or BVR and kills have to be registered or confirmed digitally; much above our proverbial heads

Consequently, the information war between the warring states has graduated from wartime handouts to the war being fought through social media That war tactic is both psychological in nature and has its strategic value Practically war does not start between the two states; rather it returns from the brink, either due to the compromise of the element of surprise or because the intent was never a full-fledged war, rather it was only for a warning; a metaphor for de-escalation and not escalation Likewise it can be argued that now the wars do not start as per the Pakistan Studies curriculum at 0600 hours on 6 September 1965 or at 1700 hours on 3 December 1971; rather a common citizen, if he or she has access to social media like Twitter, can feel it in ‘real time’

Keeping the preamble in mind many conflicts in the recent months and years have followed the patterns noted especially where the two states had matching hardware like India and Pakistan; or each state had its high point like IDF infiltration into Iran and its air force; while Iran was balancing it out with its missile development

Taking a pointed look at the sevenmonth long attrition between India and Pakistan since May 2025 we will observe that the actual war did not took place for more than five or six days, if drone strikes prior to May 7’s early-hours strike on jihadi sites are included; however the fear of war as well as

inflicting as much damage economically through longer flying routes was in a way a form of war The May conflict was preceded by NOTAMS successively issued by either the Indian Air Force, the Pakistani Air Force or the respective Navies; in a few instances the ground forces According to the data available the IAF strikes on May 7 stretching from Bahawalpur to Kotli were undertaken when a NOTAM from the IAF was already in force restricting air traffic in the area in Rajasthan close to the India-Pakistan border and adjacent to various IAF bases like Jaisalmer or Bikaner The timings as available with Saymon Twitter account were 1530 May 7 to 2130 May 8 which in Pakistani time conversion stood at 2030 May 7 to 0230 May 9 The IAF strikes took place before the formal start of the NOTAM Here it is important to note that the NOTAM or ‘note to the airman’ is a warning for the civilian aircraft to stay away from the region earmarked in the NOTAM for civilian life safety The Ukrainian airline crash near Tehran on January 8, 2020 was in fact treated as an instance where the IRGC or IRIAF did not issued a timely NOTAM when they were all set to fire missiles at USAF Ein Al Assad AFB in retaliation to IGRC chief Maj Gen Qasem Soleimani s assassination in Baghdad airport It may be noted that the case was decided against the Ukrainian carrier recently in March 2025 by a Canadian court The NOTAM issuance by the respective

LE B A N O N S fragile ceasefire with Israel brokered in late November 2024 by the United States and France, was meant to halt hostilities and open the door to a negotiated settlement Yet more than a year later, the truce has proven largely illusory Israel continues near-daily strikes on Lebanese territory claiming to target Hezbollah compounds and rocket launch sites but offering no verifiable evidence to substantiate its assertions

The imbalance is stark While Lebanon has sought to uphold its commitments under the ceasefire Israel has not withdrawn from southern Lebanon as stipulated in the agreement Instead it has escalated operations most notably with the recent assassination of senior Hezbollah commander Haytham Ali Tabatabai in Beirut s southern suburbs

FUTILE NEGOTIATIONS: On December 3 Lebanese and Israeli representatives held their first direct talks in decades at UNIFIL headquarters in Naqoura The meeting, attended by senior officials from both sides and mediated by the United States, was hailed as a diplomatic breakthrough Yet the talks failed to stem Israeli attacks

President Joseph Aoun has emphasized Lebanon s commitment to negotiations to stop Israeli strikes while Prime Minister Nawaf Salam has insisted that the ceasefire must apply equally to both sides Salam has criticized the disproportionate focus on Hezbollah’s obligations, noting that Israel’s violations have gone largely unchallenged The humanitarian toll underscores the futility of these efforts According to UN and Lebanese health ministry figures more than 330 Lebanese people have been killed since the ceasefire began On aggregate, some 4,000 people in Lebanon have lost their lives in Israeli attacks over the past two years

A DIPLOMATIC MISSTEP: Against this backdrop Foreign Minister Youssef Raggi s recent comments have drawn sharp criticism Speaking to Al Jazeera on Friday, Raggi warned of a possible large-scale Israeli operation against Lebanon and stressed that the government was engaged in diplomatic efforts to prevent escalation Yet instead of centering his remarks on Israel s ongoing violations of the ceasefire Raggi chose to describe Iran s role in the region as very negative, accusing Tehran of destabilizing Lebanon and the wider Middle East He went further, labeling Hezbollah “an illegal organization ” Such remarks while perhaps intended to reassure international partners risk misdirecting Lebanon s diplomatic energy at a critical moment By shifting blame toward Hezbollah and Iran and by openly calling for Hezbollah’s disarmament Raggi diverts attention from Israel’s clear and documented violations of the ceasefire Raggi’s stance is particularly troubling and merits

closer scrutiny, given its contrast with the positions of Lebanon s own leadership

Misplaced blame: Lebanon continues to endure relentless Israeli bombardment, with civilian populations bearing the brunt of the attacks By focusing criticism on Iran and Hezbollah while overlooking Israel s ongoing violations the true scale and nature of the aggression on the ground is obscured President Aoun has consistently emphasized that Lebanon’s chosen course remains steadfast negotiations aimed at halting the Israeli attacks and protecting the sovereignty and safety of the nation

Weakening negotiations: The ceasefire was designed to be reciprocal Prime Minister Salam has rightly pointed out that political debate has unfairly focused on Hezbollah’s commitments while ignoring Israel’s violations Raggi’s remarks reinforce this imbalance undermining Lebanon s leverage in talks

Undermining unity: Hezbollah s arsenal while politically debated, is tied to Lebanon s defense posture against Israeli attacks Dismissing it outright risks alienating large segments of Lebanese society and weakening national cohesion

Diplomatic imbalance: Lebanon s credibility depends on consistency Criticizing Iran while remaining muted on Israel s violations creates the impression of bias and may embolden further aggression

ISRAEL’S EXPANSIONIST AGENDA: Israel s continued aggression cannot be understood in isolation It aligns with the longstanding ideological project of Greater Israel , a vision rooted in biblical references and embraced by ultra nationalist movements This concept has been invoked to justify territorial expansion beyond Israel’s internationally recognized borders encompassing not only Palestine but also parts of Lebanon Syria Jordan and Egypt

Recent statements by Prime Minister Benjamin Netanyahu, who openly identified with the vision of Greater Israel, have reinforced fears that Israel’s military operations are part of a broader expansionist plan Arab states have condemned these remarks as a direct threat to regional sovereignty and stability

Last week, Field General Court Martial sentenced former chief of the Inter-Services Intelligence (ISI) Faiz Hameed to 14 years of rigorous imprisonment after finding him guilty on multiple charges Inter-Services Public Relations (ISPR) reported According to the Inter-Services Public Relations (ISPR) the court martial proceedings were initiated on August 12 2024 under the Pakistan Army Act and continued for 15 months

ISPR said the accused was tried on four charges, including engaging in political activities, violating the Official Secrets Act in a manner “detrimental to the safety and interest of the state ” misuse of authority and government resources and causing wrongful loss to individuals

After what ISPR described as lengthy and laborious legal proceedings, the court found him guilty on all counts The sentence was put into effect on December 11, 2025
