The PLPOA Board has been working closely with each committee to better understand the needs and priorities of our community A final draft pending Board approval—of a three-year, 10-project capital plan has been developed.

The Board will be presenting this plan to the ownership, along with an overview of the process used to shape and prioritize these projects moving forward

We will also be taking this opportunity to invite owners to get involved by applying to serve on one of our committees:

PLPOA Board

Appoints New ECC Member

The PLPOA Board of Directors approved the appointment of Michael Crowe to the Environmental Control Committee. Michael is a retired architect bringing a lot of knowledge and experience to the committee. We welcome Michael to the ECC team.

PLPOA Audit Report

The audit of the 2025 financials was completed and presented a draft to the Board during their April regular meeting. McMahan and Associates conducted the annual audit. Their report stated that all appropriate accounting policies were in place, there were not any significant audit findings and there were no necessary recommendations for improvement. The financial statements were free from material misstatement. The Board approved the draft audit report. A copy of the approved audit report will be posted on the website for owner review. A job well done goes to Heather Lundy, Comptroller, for her excellent work on the financials throughout the year.

BOARD MEMBER VACANCIES

Three Board positions will be open at the upcoming Annual Meeting. Current Board members may run again, and any PLPOA property owner in good standing is eligible to run

To be considered, interested owners must submit:

A completed application

A resume

A petition sheet

Deadline to apply: May 11

Per the Bylaws (Article V, Section 3), Board members serve three-year terms.

Board Members are expected to:

Attend monthly meetings (held the second Tuesday of each month), in person or remotely

Participate in additional meetings as needed

Understand PLPOA’s governing documents and operations

Uphold fiduciary responsibilities and make sound, community-focused decisions

Your Property Owners Assessment dues payment is due on: MAY 1st (not postmarked — due!)

To avoid late fees, please ensure your payment is received on or before the due date.

How to Access the Owner’s Portal

• Go to plpoa.com and click “Owners Portal / Make a Payment” in the top right corner of the page (desktop view), OR Go directly to: portal.plpoa.com

• If you do not have your login information, email jenp@plpoa.com with:

• Your full name Your PLPOA property address

We will get you set up.

Please note: Attempting to request portal setup or retrieve forgotten passwords through the website is not always user-friendly. Emailing directly is typically a much faster and smoother process.

Important Note About 2026 Auto-Draft

Setting up Auto-Draft now will not pull your 2026 assessment. If you enroll in Auto-Draft at this point, it will apply to your 2027 assessment and future years. Auto-drafts are processed once per year on February 2nd. You may:

•

• Make a one-time payment for 2026, and Set up Auto-Draft for future years through the Owner’s Portal. If you own multiple properties:

• • Payments must be set up separately for each property. If properties are under the same name and linked, they can be managed within the same Owner’s Portal login.

Important Dates to Remember

•

• The annual assessment is posted to your account around January 25th each year. Payment must be received by May 1st to avoid late fees.

Make a One-Time Payment for 2026

1. From the Home or Payment tab, click “Make a Payment.”

2. Under Payment Type, select “One-Time Payment.”

3. Choose Credit Card or Bank Account, then follow the prompts.

Processing Fees:

• • Credit Card: 2.99% processing fee Bank Account (ACH): $1.99 flat transaction fee

To avoid fees: Mail or drop off a check or cash at: 230 Port Ave., Pagosa Springs, CO 81147 (You may also use the drop box address listed on your tearaway invoice.)

Setting Up Annual Auto-Draft (Applies to 2027 and future years see disclaimer above) Set it once and you’re done your annual assessment will automatically draft each February. How to Enroll:

1. Log in at portal.plpoa.com

2. From the Home tab, your account balance appears at the top of the screen.

3. Under your balance, locate Auto-Draft: NOT ENROLLED and click the pencil icon to edit.

4. Follow the prompts to enroll.

5. Your payment will automatically draft on February 2nd each year.

Good to Know:

Auto-Draft applies to annual assessments only.

It will not automatically pay other charges on your account.

Option 2: Combine Auto-Draft with Monthly Installments

If you prefer to spread payments throughout the year, you can build credit on your account monthly. When February arrives, Auto-Draft will pull only the remaining balance of your annual assessment.

Step 1:

Enroll in Annual Auto-Draft (see instructions above).

Step 2:

Set Up a Recurring Monthly Payment:

1. Click “Make a Payment.”

2. Under Payment Type, select “Recurring Payment.”

3. Under Payment Method, choose:

o Credit Card (2.99% processing fee), or

o Bank Account ($1.99 processing fee).

4. Select “Pay Other Amount.”

5. Choose your Start Date.

6. Choose your Payment Frequency.

Example:

If you set up $25 per month starting in March, you will gradually build credit on your account throughout the year.

When February 2nd arrives, your Auto-Draft will pull only the remaining balance owed.

Brush Collection Area to Open Wednesday,April8th

We plan to open the brush collection area at the Maintenance building property (360 Sam Houston Blvd) on Wednesday April 8th for the season Regular open hours will be Wednesday through Friday 8 am to 4 pm and Saturdays 8 am till noon We accept brush and limbs up to 8 inches in diameter. The brush collection area is closed Mondays and Tuesdays for chipping operations No pine needles or grass clippings accepted. Please make sure to sign in at the kiosk before dropping off material We are planning to be available at the site on Thursday mornings from 8 a.m. till 9 a.m. with the tractor to load wood chip mulch into trucks and trailers

La Plata Electric Planning Utility work inLakeForestEstates

The LPEA will be working to replace 40year-old underground utilities in parts of the Lake Forest Estates subdivision this spring and summer Work will begin with trenching and installing new electric lines and conduit primarily in greenbelt utility corridors behind homes on Dutton Dr (canyon side), and near Arrowhead Dr, Periwinkle Dr (along the National Forest fence) and up into the Stevens Circle and Martinez Place neighborhoods. The project is anticipated to last 4 to 5 months and is expected to improve electric service and reliability for the long-term in these neighborhoods.

Wildfire-DefensibleSpaceInformation

The dry, warm winter has many owners concerned about potential wildfires in our region this spring and summer You can find important information from Colorado State Forest Service about creating defensible space around your home and property on our website, PLPOA.com, under the “Living in PLPOA” tab on the home page

Additionally, current fire information can be found on the Archuleta County Sheriff’s Emergency Operations website including updates and information on area wildfires, any updates or implementations of local fire restrictions, and a link to sign up to the Nixle Emergency notification system where you can sign up to be notified via text messages of any emergency situations in your neighborhood or community

The Association is planning to host a defensible space workshop for interested owners in conjunction with Wildfire Adapted Partnership (WAP) later this month, stay tuned for announcements on the exact time and place

SEASONAL HELP WANTED

Wildfire Adapted Partnership will be offering a chipper rebate program this year and some cost assistance funding is available for qualifying residents Check out the WAP website for more information

The Association is trying to do our part as well to assist owners with wildfire preparedness by providing a free brush and limb drop-off facility for owners doing wildfire fuel mitigation work on their property; continued aggressive fuel reduction work in our greenbelts; and providing timely tree removal permits for owners removing trees around their home and property Keep in mind that you do not need a permit to remove Gamble Oak (oak brush) or Juniper trees of any diameter on your property, those can be removed at any time without a permit And only trees larger than 3 inches in diameter at chest height of other species need a permit to be removed

The Department of Property and Environment is seeking part time help this spring and summer to assist with lawn and grounds work, parks and open space maintenance, lake and fishing related improvements etc. Hours can be flexible. An exceptionally dry and warm winter has resulted in in some concerning lack of snowpack and spring runoff, but the heavy rains from last October helped boost lake levels going into the winter and things have held steady so far The lakes are generally full or near full spill elevation here in early April and there is some early season water availability from the Dutton pipeline diversion for the time being coming into Hatcher Lake and Stevens Reservoir, but it is anticipated that water source will be very limited this year

The lakes were recently stocked with several thousand pounds of 12-16 inch rainbow trout and the fishing has been excellent. Water temps in early April are in the upper 50’s and trout are active The bass and crappie have also been active these past few weeks with some exceptional bass fishing near the dams and anywhere cover or structure exists, bass are in the spring spawn period Keep in mind that beginning April 15th all bass must be returned to the water, and this remains in effect till June 15 to help protect them during spawning season. th

Boating season came a little early this year and owners have been enjoying some nice spring days on the water these past few weeks Spring can be a little tricky with wind, afternoons especially If you see white caps on the water, it’s probably time to come off the lake Colorado State law requires all boaters to have a life jacket in the vessel (or on top of the Stand-up paddle board) for each boat occupant, and kids 12 and under must be wearing a life vest at all times while out on the lake.

We know many of our owners are looking forward to a fun spring of fishing and boating opportunities Fishing permits and annual boat registration decals are available at the Recreation Center or at the Administration offices in Vista.
