Context and Legislative Background The strategic design for the site meets local community needs within the opportunities presented by the particular topography and orientation of the landscape. The design has been developed by a professional team of architects, engineers and specialist healthcare professionals in liaison with a range of local medical care professionals to identify the specific requirements for the delivery of quality medical and elderly care and support in this South Drogheda community. This proposal for a sustainable health campus and multi-generational neighbourhood community project is underpinned by a genuine need for this type of development in Drogheda. Ireland’s aging population is well documented at this stage but Drogheda has an exaggerated situation due to its close proximity to Dublin and Belfast from an employment perspective. Drogheda is Ireland’s largest town with a population of 32,000 that is projected to grow to 38,500 by 2022. 33.6 per cent of the population is in the 25-44 age bracket in comparison to the national average of 21.9 per cent. The development plan recognises this and calls for facilities to be put in place to deal with the inevitable demand of an aging population. Louth County Council offer further support to this approach through the Louth Age-Friendly County initiative established in 2008.

With life expectancy increasing, there is a growing need for the provision of nursing homes within the Borough. Each of the seven neighbourhoods should have a proper network of community facilities; services should be provided with other facilities such as shops, crèches, schools and medical centres and these should be accessible to all. The Planning Authority will endeavour to facilitate the provision of community facilities which create an environment in which people can live, work, is self–sustainable and encourages community development and Drogheda Borough Council Development Plan, 2011-2017, Appendix 7 binding. The Economic Development Strategy for Drogheda and environs notes that within 20km of Drogheda there is a population of some 105,000 people. Drogheda is connected to major urban centres by a high quality road network including the M1 and M2 motorways. Drogheda also has good public transport accessibility. This is particularly relevant to the provision of facilities for the elderly as research demonstrates that the ideal catchment area for a convalescent home is 25km to allow proximity to home, family and established community links.

Why Drogheda? A number of strategic Government policy documents underpin the proposed development and detailed design approach. Drogheda is designated as a Primary Development Centre under the National Spatial Strategy.

Louth County Council Development Plan 2009-2015 Policy HC 30 Promote the development of medical facilities within the town, neighbourhood centres and close to public transport nodes.

Drogheda Borough Council Development Plan 2011-2017 Promoting connectivity and integration within and between existing and proposed communities is a key theme for this Development Plan. The defined neighbourhood character areas contain large scale long established communities. It is important to ensure that these are consolidated and that there is ease of access to essential services and community facilities.

Section 6.2.4: Specialised Housing The Housing Strategy establishes the importance of ensuring an adequate supply of housing suitable for a range of accommodation needs including older people and those with particular physical or other requirements. Where such needs have been identified, the provision of such specialised housing units, (including nursing homes), within private developments may be secured through the developer’s obligation under Part V of the Planning and Development Act 2000. The location for such specialised housing should have regard to the importance of accessibility by the occupants to local community facilities and services.

Section 6.3.5: Voluntary Housing Sector The Council recognises the valuable contribution made by the voluntary housing sector and will continue to co-operate with such groups in the delivery of housing units within the Drogheda area.

Section 6.8.6: Primary Health Facilities The provision of high quality health services is considered vital in providing for the needs of the Borough. There are a number of public, voluntary and private agencies responsible for the provision of health-care facilities in the Borough with the HSE being the primary body responsible for management and delivery of good health and personal social services. It is necessary that good health care is provided within the local community This specifically refers to the location of the proposed site:

Rathmullan/ Lagavoureen (townland) Provide for new residential development and supporting community facilities to facilitate seamless, sustainable expansion into the adjacent southern environs. To consolidate the existing residential development including support for additional community facilities and infrastructures.

Living landscapes Courtyard gardens over parking, surrounded by cafe, creche and offices The primary landscape design element for the lower site is the raised garden, formed as a roof to the car parking at ground floor entrance level. This raised garden is a space for social interaction between users, visitors and the staff of the health campus facilities. The garden is directly served by the terrace cafe and the creche is accessed through the garden spaces. These gardens include small trees which provide shade to the south facing offices and medical suites. A range of planted raised beds, seating areas and play areas are proposed to compliment the activity anticipated for the space, particularly during the summer months when the south aspect will bring this space to life in fine weather.

Tree planting to Donore Road and to the Watery Steps The courtyard will incorporate a number of deciduous trees to ensure summer shade to the garden spaces and the south facing offices in the medical service wing. Birch is proposed along the Donore Road frontage, complimenting the adjacent mature woodland and providing an acoustic and visual screen to the landscaped edge, between the medical facilities and Donore Road. Birch and rowan are also proposed for the Watery Steps and to open up this lower section of the public path with light planting, open to the sky and the air, increasing the visual connection and passive overlooking from the medical campus and creche in particular.

Landscape treatment to the perimeter of the site Meadow flowers and heathland specimens will be planted in selected areas of the quarry face, particulary at the base where the works associated with the development will require landscaping on completion of roads. Areas of wild flowers will add variety and interest to the existing established natural planting on the sloping banks. The intention of the landscape here is to retain a stabilised surface and enhance the quarry face with colour through the seasons.

Dense ground cover planting to the Donore Road and public face of building Public areas to the front of the site will be landscaped with bands of ground cover planting, bringing a sense of smell, colour and texture to passers-by. Lavender or varieties of Carex or heather for example, are intended to bring a carpet of colour and foliage/ flowers throughout the year, with planting intended to extend over the balcony edges of the car park level, merging the semi-basement with the landscape. Water-loving ground cover planting will transform the undergrowth of the Watery Steps.
