The Parkersburg Area Community Foundation & Regional Affiliates (PACF) is a community of thousands of people committed to improving the quality of life in our hometowns today and for generations to come.

Have you noticed that many people are counting things nowadays, tallying everything from the steps they take, to seeking to evaluate the effects of gifts they make to charities?

With all of the calculating that goes on, how might we measure the impact of our own lives? Each of us carries within ourselves a unique potential to do some good while we’re here. Though our lives may be finite, when we work in partnership with the Parkersburg Area Community Foundation and Regional Affiliates (PACF), our efforts can cause a ripple of countless good actions to flow across multiple generations that will improve the lives of others far into the future.

In 1963, a small handful of forward-thinking people set their sights on building something that would create new possibilities for their community far beyond their own lifetimes. Since then, the generosity that flows through the PACF and out into our communities has continuously touched the lives of others in very tangible ways—providing funds for food, shelter or hope for persons in need; supplying resources for employment or higher education; offering programs that deliver health and family services and recreational opportunities for youth; giving grants that enable organizations to bring culture and meaning into our lives; and ensuring many other causes such as vulnerable populations or animal welfare receive aid.

As each generation adds its part to the PACF, our region and its communities become more socially, culturally and economically vibrant. It’s our turn now to step forward and to be counted. This is our personal window of time to do our part to use our time, talent and resources to measurably improve our community and lead by our example for those who will follow us.

Please join us in supporting the PACF. Together our efforts can count for so much more as we craft a shared legacy that reaches beyond all of us and makes a very real and measurable difference here at home— today as well as tomorrow.

A Legacy of Giving Mr. James and Mrs. Trudie Schaughency will forever have a legacy in our region thanks to Mrs. Schaughency’s contribution to our community through a planned estate gift to the PACF. By naming the Foundation as a beneficiary of her estate, Mrs. Schaughency has created the James F. and Trudie A. Schaughency Charitable Fund.

When asked why she made such a commitment Mrs. Schaughency said, “Jim and I had a most interesting, exciting and wonderful life. Hopefully we can in some small way enable others to enjoy a more interesting and productive life.”

Through her gift, Mrs. Schaughency will continue she and Jim’s ongoing support to several organizations plus provide support for the arts in our region. The PACF is thankful for their commitment and we are humbled to welcome Mrs. Schaughency to the Foundation’s Legacy Society.

Our collection of funds represents the personal stories of many individuals, families, businesses and organizations.

Establishing a fund within the Foundation offers donors the opportunity to specify how they want their charitable

dollars to be used now and in the future. By selecting among various fund options, donors can tailor their support to be as specific or as broad as they wish to serve those causes most important to them.

Gifts can be in the form of cash or check.

Stocks, Bonds & Mutual Funds

Long-term appreciated holdings often have better tax advantages than gifts of cash. When you make a gift of publicly traded stock, you can receive full market value for the gift and avoid tax on the capital gains.

Give a gift through your will or trust to the PACF and continue your charitable support for your community. Such gifts may enable you to make significant contributions beyond those possible during your lifetime. Give to an established fund or start a new one to make a large community impact.

Real Estate

The PACF can accept real estate gifts outright or work with you to establish a Charitable Remainder Trust.

Life insurance offers a simple way for you to give a significant gift with tax benefits that you can enjoy during your lifetime. When life insurance is no longer needed, consider a gift by either giving a paid-up policy or by continuing to pay premiums.

Convert a Private Foundation

Charitable Remainder Trust

Allow the Foundation to manage all the administrative details while you and your family focus more on the grantmaking. Transferring your private foundation to the PACF allows you to remain private about your giving and receive community foundation benefits.

Gift from IRA

If you are 70.5 or older, the Charitable IRA Act allows you to make a gift of up to $100,000 directly from your IRA for certain charitable purposes.

You transfer assets into a trust and the trust pays regular income payments to you or a beneficiary whom you designate. Upon the beneficiary’s death or after a defined period of years, the remaining assets in the trust transfer to the community foundation for the charitable causes you stipulate.

IRA or Retirement Plan Assets

Name the PACF as a beneficiary of all or a portion of your IRA, 401(k) or other qualified plan by completing a beneficiary designation form through your plan administrator. Turn your retirement accounts into tax-saving charitable gifts.

The Power of Endowment Dr. Robert C. Robinson was a long-time supporter of the Foundation.

During his lifetime he joined the Foundation’s Legacy Society and established a charitable remainder trust naming the Foundation as one of the charitable beneficiaries. His planned gift started the Dr. Robert C. Robinson Memorial Fund.

“Bob was a very kind man and quite the rapscallion,” said Mr. Robinson’s step-daughter Suzy McKenna. “He loved playing cards with my mother, dancing, telling jokes and of course was an accomplished optometrist.”

Dr. Robinson was born in 1916 in Marietta, OH. He graduated from Marietta High School, then in 1938, from the Illinois College of Optometry. In World War II, he was commissioned as a Lieutenant in the United States Navy. He served in the Pacific Theatre aboard the hospital ship U.S.S. Sanctuary. Upon Dr. Robinson’s return to Parkersburg, he practiced optometry until his retirement in the 1990’s.

Seven years after its creation, the Dr. Robert C. Robinson Memorial Fund has given over $24,000 in funding to organizations in the Mid-Ohio Valley serving women and children in crisis Dr. Robinson pictured with his step-daughter, Suzy McKenna. and families affected by domestic violence. Additionally, the fund itself is now worth nearly 25% more than the original gift value. Dr. Robinson’s initial gift will continue to grow and continue to make a positive impact in our region and to help address a troubling need.

ommunity Action

The competitive Community Action Grants Program meets local needs by funding vital projects in our service area. The PACF uses a coordinated regional process to make Community Action Grants twice a year. Applications are accepted online with deadlines in spring and fall. The Foundation issue grants to provide operating support, program development and capacity building, and capital/ equipment.

support to local programs, causes and organizations with missions supporting animals; arts and culture; community improvement; education; environment; health; human services; and youth development.

Funding for the Community Action Grants Program comes from the Foundation’s Unrestricted and Field of Interest Funds, as well as support from its Donor Advised Funds. Organizations listed received a Community Action Grant from the Parkersburg Area Community Foundation and/or Affiliates during FY 2015.

With your help, the PACF awarded $471,854 in grant support through its FY 2015 Community Action Grants Program. Of that amount, the Foundation’s Donor Visit www.pacfwv.com/grants to learn more and apply Advised Funds provided $153,437. The Program offers for assistance.

Helping Those Who Serve Our Community For many years the Elizabeth-Wirt Volunteer Fire Department has served Wirt County and its citizens. Its volunteers have worked long and hard to address some of the challenges the community faces. With a population over 5,800 and nearly 250 square miles to service, the Elizabeth-Wirt Volunteer Fire Department plays a vital role in the safety of its community. The Department has also been active in promoting community engagement by supporting local events and hosting a community Ice Cream Social for a number of years. The Foundation has been honored to support this fire department and to help them serve their community.

In the last decade alone, the PACF and its Little Kanawha Area Community Foundation affiliate has issued over $33,000 in grant support to the Elizabeth-Wirt Volunteer Fire Department. During the Fall 2014 Community Action Grants Program, the fire department was awarded a $6,000 grant to improve public safety by purchasing new equipment for its new pumper truck. Items purchased with the grant included: K-12 chop saws, firefighting hose, flashlights, adapters for firefighting hose, fire extinguishers, and several hand tools.

Roosevelt Elementary School

$400 to purchase an aquarium and related supplies and to integrate instruction in reading and math.

The Cedar Lakes Foundation

The Theatre de Jeunesse, a local theatre arts organization for Mid-Ohio Valley high school and early college-aged young adults, received a grant from the Ausenheimer Memorial Trust, an unrestricted fund, to support accessibility expenses and a workshop on sign language interpretation for the stage.

With the help of 79 Donor Advised Funds, the PACF issued over $1.3 million in grant support during FY 2015 to help address many key issues in our region.

Grants were given to support the Foundation’s Community Action Grants Program and to make direct gifts to important charitable organizations and causes in our community.

Funds

Establishing a Donor Advised Fund with the Foundation lets you make a gift to your community foundation, and then to remain actively involved in recommending uses of your gift. The PACF greatly enjoys working with our Donor Advisors and appreciates their commitment to the betterment of our community.

Working Together to Make a Positive Impact Over the years, Jane Burdette has been involved with a wide variety of charitable organizations throughout our community. She has been very active in disability awareness programs and groups, social service and women’s groups and numerous other community organizations. Several years ago, in order to provide support for important charitable causes she cared most about, Ms. Burdette established the Jane E. Burdette Advised Charitable Fund with the Parkersburg Area Community Foundation.

“I have been involved with many community groups and have been able to see worthwhile ideas become reality with the Foundation’s assistance,” said Ms. Burdette.

As the daughter of the late Jewel and C. Richard Burdette, Jr., also fund founders at the PACF, Jane was educated in Wood County schools, being the first student to attend regular classes while using a wheelchair for muscular dystrophy, and graduated from Parkersburg High School. She earned college degrees from Parkersburg Community College and Glenville State College and her master’s degree from West Virginia University. She also received an honorary Doctorate of Divinity.

The Jane E. Burdette Advised Charitable Fund provides financial assistance to worthwhile community projects, with special attention to projects that are new, innovative, and creative and those that respond to important community needs.

“In life, all of us are given a torch to carry,” said Ms. Burdette. “It’s up to each and every one of us to keep it burning bright as long as we have it and until we turn it over to someone else.”

Funds

Establishing a Designated Fund for your favorite nonprofit organization(s) provides the entity with a permanent source of support. Because the annual support is supplied through your community foundation, your gift provides the organization that you designate with funding, planned giving, investment management services and the power of an endowment. It also helps the organization to prudently diversify its funding stream and enables it to have the professional knowledge from

the PACF, a resource that it can count on, outside of its own operating resources. Creating such a fund helps you to continue giving past your lifetime to the organization(s) which were important to you during your lifetime The Foundation’s 65 Designated Funds provided $151,375 in grant support to many local nonprofit organizations and causes during FY 2015.

Continuing a Legacy Nick Endrizzi grew up in St. Clairsville, Ohio. He attended West Virginia University prior to serving in the U.S. Army Air Corps during World War II. After serving, he graduated from The Ohio State University College of Veterinary Medicine in 1950. Ann Mahoney grew up in Columbus, Ohio, and graduated from The Ohio State University in 1943. She worked as a laboratory technician at the Battelle Institute of Technology and the OSU College of Veterinary Medicine, where she met Nick.

Nick and Ann were married in 1951, and moved to Parkersburg, West Virginia. Nick established the Parkersburg Veterinary Hospital, while Ann managed the office accounts. Nick practiced large and small animal medicine until retiring in 1984.

Nick and Ann were married for 58 years, and raised five children and were both delighted in their ten grandchildren. Ann passed away in 2009, and Nick passed away in 2014. As both of their birthdays were in December, and in the spirit of giving that is Christmas, their children provided a gift in December 2014 to create the Dr. Nick and Ann Endrizzi Memorial Fund.

Their children said that it was their parents’ hope that others in need would benefit from their lifetime of hard work through a memorial fund. Nick and Ann were always faithful supporters of their parish church and its Catholic schools. Nick, in particular, was always very sensitive to persons in need, because of the significant struggles his family faced as a child.

This new memorial fund with the PACF is intended to continue the Endrizzi’s legacy of generous giving for the causes that were most important to them. In honor and memory of Nick and Ann Endrizzi, the annual grants from this new charitable fund will benefit Parkersburg Catholic Schools, St. Margaret Mary Catholic Church, and the Salvation Army of Parkersburg.

Giving Back to Ritchie County In recognition of Harry Moats’ fifty years of service to Ritchie County and the state of West Virginia, his wife, Irene, established the Harry E. Moats Scholarship Fund to provide educational support to Ritchie County students.

Born in Harrisville, WV on March 16, 1913, Mr. Moats attended public schools in Ritchie County and then remained in the Mountain State for his undergraduate and graduate education, attending West Virginia University. Realizing the benefits of hard work, Harry Moats paid for most of his schooling. He worked various jobs to support himself, from firing a furnace, to performing janitorial work in the old field house and Mountaineer Stadium, to working numerous sales positions.

2015 recipients of the Harry E. Moats Scholarship Fund had the opportunity to meet Irene (Moats) Conaway and Bertrum Conaway.

Mr. Moats was a Ritchie County prosecutor, a member of the West Virginia Senate, and a member of the House of Delegates. He is still recognized as a role model for lawyers in the area. However, Mr. Moats may be best remembered for his perfected art of eloquent oration. Oce Smith, former West Virginia House of Delegates doorkeeper, described Harry Moats with great reverence, and proclaimed Mr. Moats to be, “ . . . that august body’s greatest and most spell binding speaker and orator.”

Thanks to the generosity of Irene Conaway (formally Moats), Harry Moats’ legacy lives on, and many of our region’s youth have been blessed with educational opportunities.

Our local nonprofit organizations are on the front-lines addressing our regions most pressing issues. Having an agency endowment fund or designated fund established at the PACF ensures that these organizations will have unwavering income to help support their charitable missions.

Fostering Our Region’s History Like the rivers that have shaped the hometowns of our area, the Point Pleasant River Museum and Learning Center believes that certain institutions in our community are meant to be enduring.

In 2005, the Board of Directors of the Point Pleasant River Museum decided to establish a permanent endowment and created the Point Pleasant River Museum Foundation Fund with the PACF. This fund is assigned to the Foundation’s Mason County affiliate collection of funds.

“The River Museum represents a collection of artifacts and is a reminder of those who worked and lived life on the river,” said Jack Fowler, the River Museum’s Executive Director.

Since expanding the Foundation’s service area to include Mason County and subsequently establishing the Mason County Community Foundation affiliate in 2004, the PACF has issued over $48,000 in grant support to the Point Pleasant River Museum and Learning Center to help the museum with operational expenses and The Point Pleasant River Museum & Learning Center’s Jack Fowler infrastructure updates. teaches local youth how to operate a speedboat in one of the Learning The establishment of the endowment fund has also qualified Center’s pilothouse simulators. the River Museum to participate in the PACF’s Give Local MOV campaign. egional Affiliates

Our Foundation’s Vision – The Parkersburg Area Community Foundation & Regional Affiliates will hold a vital role in our region, supporting people who work together to build resources and apply leadership, creating a better place for citizens today and tomorrow.

An affiliate is a component fund (or collection of component funds) created within or by a community foundation, such as the PACF, to serve a defined geographic region and that uses a local advisory group.

Operating as an affiliate of the PACF has significant benefits—it provides significant regional economy of scale for all administrative, management and investment

purposes. At the same time, local leaders can focus their efforts on fund development and grant making for a specific geographic community.

By operating collectively, our Foundation builds a more sustainable and robust regional Center for Philanthropy, making so much more possible for all of us.

Doddridge County DCCF had an outstanding year with two new funds opened and two additional funds created just after the fiscal year closed resulting in two new student scholarships, support for animal welfare and support for Doddridge County’s broad community needs. Thanks to private donor support, significant funding was granted through the Doddridge County Community Support Fund to address childhood hunger issues locally.

DCCF also presented $35,000 in grants from its community support fund thanks to gifts from the EQT and Dominion Foundations toward the “Streetscape Project” of the Doddridge County Economic Development Authority.

Doddridge County 4-H was a very successful participant in Give Local MOV 2015, raising funds to support its mission as well as its fund with the Foundation. Tom Whaling, President and CEO of West Union Bank, is the Doddridge County Children at the Doddridge County Preschool get the opportunity to explore the affiliate advisory board chair. interactive, sensory-driven materials for hands-on discovery-based learning. These materials were made possible by support from the Foundation’s Community Action Grants Program.

Jackson County The Jackson County affiliate continued its strong track record of success with three new funds and a legacy commitment added this fiscal year. Shortly after the period closed, its 13th Annual Charity Challenge raised $172,000+ for 21 different nonprofits.

Just a month later, thanks to generous underwriting from the Dickirson Corporation and help from many other sponsors, 530 persons gathered at the Millwood National Guard Armory to hear “Jungle Jack” Hanna share his passion for animals and to encourage support for animal welfare. A portion of event ticket proceeds will support the new Jackson County Animal Welfare Fund as a part of the Jackson County Animal Challenge. The Jackson County Commission is matching $1 for every $1 donated to JCCF’s new Jackson County Animal Welfare Fund this year, up to $50,000. Will Hosaflook, principal of Ripley High School, chairs the Jackson County affiliate.

Little Kanawha Area The Little Kanawha Area affiliate had much to celebrate during this period. In fall 2014, members of the affiliate advisory board and local community celebrated 10 years of service to the citizens of Calhoun, Gilmer and Wirt Counties.

LKACF announced the successful completion of its 2014 LKACF Community Challenge and issued its fall community action grants. LKACF continues to build its LK Area Scholarship Fund with Calhoun County and Wirt County high schools’ commitment to remit 10% of their gate ticket profits for any football or basketball game held between the Stephen Whited, CEO of MHHC, pictured with students participating in the two schools.

Foundation’s Civic Leaders Fellowship Program.

A new initiative was announced—Build a Fund for Your Community—with lead sponsorships from Calhoun Banks and FirstEnergy. The Minnie Hamilton Health Center, Inc. (MHHC) eagerly seized this opportunity for matching funds and raised over $20,000. MHHC was also the #1 fundraising organization in the PACF Give Local MOV 2015 campaign. Jim Bennett, President of Calhoun Banks, is the LKACF affiliate advisory board chair.

Mason County MCCF made strong progress during FY 2015. Following a successful 10th Anniversary Build-a-Fund Program, MCCF launched a second such program offering $1 in matching funds for every $2 contributed to create or to build funds for Mason County (up to $5,000). Matching funds for the 2015 program were provided by the Gordon and Mildred Jackson Foundation Fund; Robert and Louise Claflin Foundation; City National Bank; Farmers Bank; Ohio Valley Bank; Mid-Atlantic Construction; and City Ice and Fuel. Three new MCCF funds created with the 2015 Build-a-Fund Program include: the Point Pleasant River Museum and Learning Center Operations Support Fund; Mason County Chamber of Commerce Scholarship Fund; and Rick and Tanya Handley Charitable Fund. Two existing funds took advantage of the opportunity to grow their organizational support funds: the Pleasant Valley Hospital Foundation Support Fund and the Main Street Point Pleasant Support Fund. Mario Liberatore, Vice President of Ohio Valley Bank, is MCCF affiliate advisory board chair.

Ritchie County The first affiliate within PACF and also within West Virginia, the Ritchie County Community Foundation affiliate, now holds 25 different charitable funds and has several legacy society commitments. RCCF’s leaders continue to work to build the Ritchie County Community Grant Fund to increase its capacity for local grantmaking and to complete the building of the Ritchie County Community Foundation Scholarship Fund. RCCF manages a significant number of scholarship resources for Ritchie County High School students and is pleased to report that it made 23 student scholarships this period.

Following the close of the fiscal year, RCCF held a fall grants reception that was well-attended, at which time fund founder, Lowell Jackson, spoke about the importance of developing permanent funds for the betterment of Ritchie County and the opportunity that the RCCF presents for local supporters to help Ritchie County to thrive. The Parkersburg Area Community Foundation takes a strategic approach to identify where it can make the greatest impact for our community. To help further our initiatives that address some of the Mid-Ohio Valley’s toughest challenges, the Foundation acts as a resource, partner, funder and/or convener. The PACF works collaboratively with leaders from nonprofits, government

and the community to create durable, positive change across the region.

Our Initiative Partners are imperative to the growth and success of these initiatives. We are grateful for our Partners’ continued support and look forward to working together again.

Civic Leaders Fellowship Program During the summer of 2015, the Foundation placed twenty-nine local young people into paid summer internships. Through the seven-week-long program, students selected as Fellows received paid internship experience in their field of study and developed civic leadership skills. Fellows attended Leadership Friday sessions each week, as well as participated in service projects, attended meetings of local civic groups, and learned more about what this region has to offer.

“We were excited to bring these students back into the Mid-Ohio Valley,” said Mindi Line, the 2015 Civic Leaders Program Director. “This is such a unique program; it’s a great opportunity for young people to get real experience and to begin to understand how they can make a difference for themselves as well as their communities.”

“The selection process was very competitive, with annual 2nd Year Civic Leaders had the opportunity to visit Mountwood Park, a local donations and grants providing the resources to pay the grant request site, and to learn how grants provided through the Foundation’s students’ salaries,” Line said. “In addition to the eighteen Community Action Grants Program are making a difference to our local parks. first year students, eleven students returned to complete their second or third year of the program. Students who receive positive performance evaluations may return to the program for a total of up to three years of employment and leadership experiences. We are so very thankful to our Initiative Partners that make this program possible.”

Tiffany Harvey, a rising junior at Potomac State University studying Agricultural Education, worked with the WVU Extension Office in Jackson County. “I feel extremely honored and blessed to have had this opportunity to improve myself as well as my community,” Harvey said. “My hope is that I can recreate the positive memories, personal growth, and educational experiences that I had with the Extension for today’s youth.”

Other 2015 placements included The Parkersburg Art Center, Downtown PKB, the City of Vienna, Roane General Hospital, Arnoldsburg Elementary School, and many more. Rising junior at West Liberty University, Allie Roberts, worked with the Boys & Girls Club of Parkersburg. “I enjoyed getting to work with local kids in the Positive Sprouts program, which taught the kids how to maintain a garden and how to make healthy lifestyle choices.”

Give Local MOV Step Up - Give Local

Give Local MOV is a 24-hour online-giving challenge that connects community members with local nonprofits to reinforce the value of philanthropic giving and community engagement. For one day, donors can make gifts of $10 or more (no maximum) to participating nonprofits by visiting www.givelocalmov.org to make a secure, online donation.

On May 5, 2015, over $218,600 was raised for 49 local nonprofit organizations! Local charities invited to participate in Give Local MOV 2015 were those with a charitable fund managed by the PACF. Nonprofits raising the most money included: Minnie Hamilton Health Care System, Parkersburg Art Center, Pt. Pleasant River Museum & Learning Center, MOV Health Department Oral Health Fund, Humane Society of Parkersburg, Doddridge County 4-H Foundation, Wood County Habitat for Humanity, and Artsbridge.

A key benefit of giving to the participating nonprofits on May 5th training, housing, food assistance, support groups, advocacy and was the availability of matching funds. The PACF worked to raise sponsorships/matching funds for the campaign and on May 5th more than $118,000 was awarded through the matching fund challenges and prize contests. Several regional sponsors, led by Superior Toyota and The PM Company, provided matching funds available to all participating nonprofits, several individuals/ businesses offered private challenges to specific organizations, and some sponsors provided hourly prizes that encouraged giving throughout the day. Of the $118,000, the PACF provided $42,000 to help grow each nonprofit’s permanent charitable fund. The PACF also supplied the secure online-giving platform and covered credit card processing fees, allowing 100% of each donor’s gift to go to its intended agency.

We’re excited to announce that Give Local MOV 2016 will be May 3, 2016, with a goal to raise over $300,000! This is a fun and exciting event that brings attention to the important work of our region’s nonprofit organizations!
