Charles R. Drew University of Medicine and Science to Host the 3rd Annual Legacy Leaders Spring Gala April 9 LOS ANGELES—On Thursday, April 9, 2015, Charles R. Drew University of Medicine and Science (CDU) Legacy Leaders Spring Gala, Honoring Legends -Champions for Health and Education Access, presented by Dignity Health will be held at the historic Beverly Hilton Hotel from 6-9pm. This year, the CDU Legacy Leaders Spring Gala will honor Dr. Robert K. Ross, President and CEO of the California Endowment and Dr. Cornelius L. Hopper, current Member of the Board of Trustees, two individuals – “legends” – whose life and work has helped guide CDU through some difficult times to its current state of financial stability and growth. Proceeds from the event will contribute to the University’s one-of-kind pipeline program, Saturday Science Academy II, and towards training future health providers that are as diverse as California’s population. Dr. Ross is president and chief executive officer of The California Endowment, a private, statewide health foundation established in 1996 to address the health needs of Californians. Prior to his appointment

Toni Guinyard Dr. Robert K. Ross in September 2000, Dr. Ross served as director of the Health and Human Services Agency for the County of San Diego from 1993 to 2000. A current CDU member of the Board of Trustees, Dr. Cornelius L. Hopper is the Emeritus Vice President for Health Affairs for the University of California System. The two men worked closely together from March 2004 until November 2005, on the Future

of The King/Drew Medical Center (Los Angeles) which is what the affiliation between CDU and the former Martin Luther King Hospital was once called. Dr. Hopper chaired the special Steering Committee under the sponsorship of The California Endowment. Once the hospital was closed, the two continued to work to support Charles R. Drew University of Medicine and Science, advocating for its needed investments to sustain and grow the University so that it can continue to fulfill its mission.

“The Legacy Leaders Spring Gala gives us a chance once a year to recognize the people that made the University what it is today. These people believe the Uni-

EDITORIAL/OPINION Publisher’s Column

Dr. Gloria Zuurveen Founder /Owner/ Publisher/Photographer Photo by Ian Foxx

Hello Everyone, Here we are today in 2015 and we are still hearing about the news of lynching in Mississippi. This is a sad commentary on these United States of America. It seems like every day there is some type of evil being perpetrated on Black Americans. This is senseless and it is a clear picture that after all these years there is still the burning question, “What to do with the Negro”. The answer it appear to be for many is to kill them all off and that will be the solution but I thank my God who gives us the victory that that will never happen. God is demanding and commanding that we as a people take stock of what is happening and come together, not for bad or retaliation, but for good. For our good and for our survival in these times of hatred and disrespect for us as a people. We must not get weary in all that is happening. We draw closer and see how important it is for us to trust that God is trying to tell us something if we will listen.

188 Years of Black Press Excellence in the United States By Benjamin F. Chavis, Jr. NNPA Columnist In recognition of the 75th Anniversary of the National Newspaper Publishers Association (NNPA), I believe it is important to emphasize both the historical and contemporary mission, value and success of the Black Press in America. For the past 188 years Black Americans have labored diligently and responsibly to publish and distribute Black-owned newspapers in the interests of millions of Black Americans and others who cry out for freedom, justice, equality and empowerment. What the first Black American publishers and editors of Freedom’s Journal, Samuel Cornish and John Brown Russwurm, worked hard to accomplish began a long and vibrant legacy that still continues today across the United States by publishers who are members of the NNPA. In the first edition of Freedom’s Journal published on March 16, 1827 in New York City, Cornish and Russwurm clearly stated, “We wish to plead our own cause…Too long have others spoken for us. Too long has the public been deceived by misrepresentations, in things which concern us dearly.” Freedom’s Journal was widely read in the northeast of the U.S. and secretly read and admired throughout the South among those who were fighting the oppression and brutality of the slavery of African people in America. Thereafter over the next 188 wherever Black Americans were concentrated across the nation, the emergence of the Black-owned newspapers came forward with a firm commitment to excellence in journalism and the empowerment of the Black American community. From the very beginning of the Black Press in America, publishers and editors asserted their Constitutional rights of freedom of speech and freedom of the press, as well as the fundamental human right of self-determination. “Pleading our own cause” and speaking for the rights, news, aspirations and dreams of Black America all continue today to be the undergirding foundation of the Black Press. Frederick Douglass was one our greatest orators and leaders who exemplified the audacity and genius to challenge all who would seek to oppress and deny freedom and equality.

Yet Frederick Douglass was also a freedom-fighting newspaper owner and publisher of The North Star. The first edition of The North Star was published on December 3, 1847 in Rochester, New York. Douglass believed that “owning” The North Star gave him a strategic advantage to effectively articulate in the interests of Black American liberation from slavery and poverty. Concerning The North Star Douglass emphatically stated, “We are now about to assume the management of the editorial department of a newspaper, devoted to the cause of Liberty, Humanity and Progress. The position is one which, with the purest motives, we have long desired to occupy. It has long been our anxious wish to see, in this slave-holding, slave-trading, and Negro-hating land, a printing-press and paper, permanently established, under the complete control and direction of the immediate victims of slavery and oppression.” This quote from Frederick Douglass certainly applies to some of the challenges that Black Americans still face in 2015. The mission and purpose of the NNPA in part states “To promote the interests of the Black Press by securing unity and action and all matters relative to the profession of journalism and the business of publishing…To advance the highest and best interest of all people of African descent.” Today in a growing multiracial, multilingual and multicultural society, it remains a critical necessity for all Black-owned businesses, in particular Blackowned newspapers and other media businesses, to be conscious of how the marketplace is changing and transforming. The point here is that Black Americans cannot afford to understate the value and market impact of our businesses, institutions and communities. The fact that we are trillion-dollar annual consumers in the American economy should translate more effectively and efficiently into strengthening Black-owned businesses. I am optimistic about the Black Press in the USA because I see greater business development opportunities today than ever before this period of time. Yet we must all learn the lessons from our history and from the shining examples of excellence and determination of freedomfighting publishers like Cornish, Russwurm and Douglass. From Selma to Ferguson, our struggle for freedom and empowerment continues. Dr. Benjamin F. Chavis, Jr. is the President and CEO of the National Newspaper Publishers Association (NNPA) and can be reached for national advertisement sales and partnership proposals at: dr.bchavis@nnpa.org; and for lectures and other professional consultations at: http://drbenjaminfchavisjr.wix.com/drbfc.

Below-the-Belt Attacks on the Obamas By George E. Curry NNPA Columnist No United States president has been more disrespected than Barack Obama – and his family. The hatred for the nation’s first African American president is so deep that all but seven Republicans in the U.S. Senate were willing to write a letter to Iran that amounted to treason on a grand scale. In an effort to derail talks that would limit Iran’s nuclear weapons, 47 Republican senators signed an “open letter” to Iran’s leaders claiming any deal they reach with the administration won’t last after Obama leaves office. In an issue that caused the Republican senators to be labeled traitors in a New York Daily News headline. An editorial: said, “Regardless of President Obama’s fecklessness in negotiating a nuclear deal with Iran, 47 Republican U.S. senators engaged in treachery by sending a letter to the mullahs aimed at cutting the legs out from under America’s commander-in-chief. We join GOP signatories in opposing the pact as outlined, but we strenuously condemn their betrayal of the U.S. constitutional system.” In case there is any doubt, the liberal political website PoliticusUSA stated, “According to the dictionary definition, a traitor is one who betrays a person, a principle, or especially their country. It is of no consequence why someone, or a group, chooses to work in opposition to their nation, or fellow citizens’ well-being, because if their intent and result of their actions is to deliberately damage or cause harm to their country or fellow citizens, they are by definition traitors.” It wasn’t all that long ago that Democrats and Republicans observed the rule that while we might have our internal debates, when it comes for foreign policy, we speak with one voice – that of the president. House Republicans ignored that long-standing custom by inviting Israeli Prime Minister Benjamin Netanyahu to address Congress, knowing he would be critical of ongoing negotiations by the U.S. and its allies to freeze Iran’s nuclear weapons. The White House was not consulted on the invitation, a sharp departure from established protocol. The disrespect for Obama and the presidency itself has reached such a low point that a headline in the Washington Post summed it up this way: “Republicans are beginning to act as though Barack Obama isn’t even the president.” The story explained, “It’s safe to say that no president in modern times has had his legitimacy questioned by the opposition party as much as Barack Obama. But as his term in office enters its final phase, Republicans are embarking on an entirely new enterprise: They have decided that as long as he holds the office of the presidency, it’s no

longer necessary to respect the office itself.” And many argue that the hatred extends well beyond partisan politics. PolitcusUSA stated, “It is likely that throughout America’s short history, except for the traitorous Confederacy, no group of individuals has exhibited the characteristic betrayal of a traitor more than conservatives in general, and Republicans in particular. What makes their actions all the more despicable is that their traitorous actions are founded on racial animus for one man; and allegiance to foreigners and one tiny segment of the population.” The attacks on Obama began when he first ran for president, with some conservatives openly questioning whether he was a U.S. citizen. Marilyn Davenport, a member of the Orange County Republican Party in California, e-mailed a cartoon in 2010 with the face of President Obama superimposed on a chimpanzee. Also pictured were two older chimpanzees described as “parents.” The inscription on the cartoon read: “Now you know why – No birth certificate.” The New York Post went well over the line of respectability by publishing a cartoon in 2009, in the wake of Connecticut police shooting a pet chimpanzee, depicting the authors of the stimulus bill as a dead chimpanzee. And who could forget Rep. Joe Wilson [R-S.C.], interrupting a 2009 presidential address on health care to Congress in by shouting, “You, lie!” The personal attacks have not been limited to President Obama – his entire family has been attacked. Last week, Emmywinning Univision host Rodner Figueroa was fired for saying, “Michelle Obama looks like she’s part of the cast of Planet of the Apes.” Michael O’Neal, Speaker of the Kansas House, circulated an email referring to the first lady as “Mrs. Yo’ Mama.” Even Sasha and Malia have been targets of conservatives. They have been upbraided from everything from taking their spring break in the Bahamas to the clothes they wore when their father pardoned a Thanksgiving turkey. As Media Matters, the watchdog group, stated, “On May 27, [2010] President Obama explained at a press conference that he was reminded daily about the consequences of the oil spill by his daughter Malia who asked him did you plug the hole yet? while he was shaving.” Both Glenn Beck and Rush Limbaugh saw fit to imitate Malia on air. No stunt is too low or too vile for conservatives who hate everything about Obama, including his race. George E. EDUCATION & COMMUNITY NEWS CAAASA Summit Focused on Aiding Minority Students By McKenzie Jackson/ From California Black Media Over 500 educators, parents, and stakeholders attended the annual California Association of AfricanAmerican Superintendents and Administrators (CAAASA) last week in San Diego. The conference aims to convene education experts and stakeholders to help better understand best strategies for African American and other underserved students. African-American, Hispanic, and low-income or low-language students are assets that must be invested in, said Dr. Kent Paredes Scribner, a commissioner with the White House Initiative on Educational Excellence for Hispanics. “They are not problems to be solved,” he said. “It is good for the California economy to invest in this beautiful human resource of young people. They grow up to be adults so we ought to invest in them today.” Scribner opened the first session and told an audience of over 200 educators and education advocates that U.S. Secretary of Education Arne Duncan believes the achievement gap between minority and non-minority stu-

dents is the greatest civil rights issue of today. “If we are going to have an economy that is vibrant and effective we must invest in the resources we have,” said Scribner, who is also a superintendent with the Phoenix Union School District in Arizona. Scribner was one of four speakers to take the stage in San Diego as a part of the summit’s opening discussion, which centered on “Accelerating Academic Growth for African American and Other Students of Color.” The other speakers were Dr. Randy Ward, a superintendent with the San Die-

go County Office of Education, Dr. Rita Kholi, an assistant professor at the University of California-Riverside, and Corey Jackson, the mentoring chair of the 100 Black Men Inland Empire. The four are among the over 50 speakers and specialists that presented during the three-day conference, which is geared towards furthering CAAASA’s goal of identifying and addressing critical issues in education through public policy relative to the status and performance of African-American students in the classroom. In attendance at the event were school superintendents, administrators, teachers, parents, and business partners from across the Golden State. During the summit attendees took part in workshops, discussion groups, and talks that focus on issues attached to educating black and other minority youths in California including President Barack Obama’s “My Brother’s Keeper” program, com-

munity and family health, school truancy, college readiness, and parent engagement. In her opening remarks, CAAASA President Dr. Judy White said the 500member CAAASA is declaring the mantra “Persevere until its here.” “What? Equity. Where? Every educational institution? When? Now,” she said. “Persevering is not a long race. It is many short races, one after another. This summit is one of those short races.” Dr. Randy Ward, a superintendent with the San Diego County Office of Education, said far too many African-American students are not achieving academic success like white or Asian students. “We talk about the achievement gap, but what about the opportunity gap,” he said? “Many kids don’t have the opportunities others do.” Ward said AfricanAmerican students need access to the same tools as other students to excel such books with a rich vocabulary, highquality teachers, technology for educational means, and high expectations from their

family and teachers. “The same thing you expect from one child, you expect from another,” he said. “Our children do not need pity, they need an education.” During a question and answer session with the panelists, Jackson said AfricanAmerican students will show respect when given respect. “When they believe you care about them, when they know you are willing to sacrifice for them,” he said. “Then, they are going to accept your high expectations.” Ward concluded that students need to have a plan to reach those expectations. “You have to show them what the filters are to get to that plan,” he said. “Its individual responsibility for students to pick the path, but they have to be shown the path first. That is our responsibility as adults.” Dwight Bonds, CAAASA’s executive director, said he hopes the summit’s attendees can take what they learn during at the event back to their schools and students.

CHURCH & COMMUNITY NEWS Atlanta Mega Church Pastor Creflo Dollar Wants $60 Million in Donations For a New Jet Atlanta, CA — Creflo Dollar, a well-known pastor of the Atlanta-area World Changers Church International, is asking for at least $60 million in donations so that he can purchase a new luxury jet to “spread the gospel”. He has requested that 200,000 people commit to a donation of $300 or more. Dollar reportedly posted, but has since removed, a video on his church’s web site where he seen explaining why he needs a new jet. He recalls various incidents when his current jet has been problematic. For instance, he says that right engine went out recently on a trip to Australia, and the jet experienced mechanical failure on a recent trip to England. He said that after those incidents, he “knew that it was time to begin to believe God for a new airplane.” In the video, he has support from various parishioners, a pilot, a project manager and even the President of Liberia, Ellen Johnson Sirleaf, encouraging all to donate so that Dollar’s church can purchase a new aircraft. In soliciting the donations, there is also a message

on his web site that reads: “We need your help to continue reaching a lost and dying world for the Lord Jesus Christ. Your love gift of any amount will be greatly appreciated.” Why $60 million? The jet that Dollar wants to purchase is called a GulfstreamG650, a twinengine business jet that travels at up to 610 miles per hour. It can be equipped with a full kitchen and bar, and a variety of entertainment features including satellite phones and wireless Internet. The jet uses two Rolls-Royce BR725 engines. It retails for more than $60 million, and is a very common choice amongst wealthy business men. Other owners of this jet include the founder of Nike, the CEO of Formula One, and the CEO of Wynn Resorts. Even Paul Allen, co-founder of Microsoft, is on the waiting list for one. Prosperity gospel Dollar is known for, and has been criticized for, his style of teaching what is often referred to “prosperity gospel” – a religious doctrine that teaches that financial blessing is the will of God for Christians, and that faith, positive

HEALTH & COMMUNITY NEWS FBI, MBI Working Suspicious Hanging in Claiborne County, Mississippi From the Clarion Ledger Authorities are probing a hanging in Claiborne County, officials said. FBI Supervisory Special Agent Jason Pack said the FBI and Mississippi Bureau of Investigation are on the scene where a man's body was found hanging from a tree by a bed sheet in the woods near Old Rodney Road. It is unclear if the death is a homicide or a suicide, as Coroner J.W. Mallett would not release any details, stating the death is under investigation. The Claiborne County Sheriff's Department, the MBI, and the Mississippi Wildlife Fisheries and Parks were conducting a ground search earlier Thursday for Otis Byrd, 54, who has been missing since March 2. Sheriff Marvin Lucas said that's when they found the body hanging about a half mile from his last known residence around 10:21 a.m. Thursday. He said during the search for Byrd, they never ruled out that he could have met with foul play. "We didn't close down any options because we really didn't

know what had happened to him," Lucas said. "We can't rule anything out right now." The sheriff's department contacted the FBI for forensic and investigative assistance. The last time Byrd was seen, a friend was dropping him off at the Riverwalk Casino in Vicksburg on March 2. Byrd's family filed a missing persons report with the Claiborne County Sheriff's Department on March 8, and MBI received a missing report from the Claiborne County on March 13. The NAACP was the first organization to release Byrd's identity. So far officials have not confirmed that the body hanging not far from Byrd's last home, which was found during a search for him, is Byrd. The NAACP wrote a letter asking the DOJ to get involved in the investigation. According to the Mississippi Department of Corrections, Byrd spent a little over 25 years in prison for the Feb. 1980 murder of Lucille Trim in Claiborne County. Records show he robbed her of $101. He was convicted of capital murder on October 28, 1980, and

Relatively Healthy By Dean L. Jones, CPM Now and then people describe how they are doing by saying they are relatively healthy. The general gist is that they are not in line for surgery or have a grave ailment. Even though they may be taking high blood pressure medication, bordering diabetes, or nearing the obese mark with their weight, they consider themselves as relatively healthy. I imagine that if a person compares themselves as not being dreadfully sick, then health is relative. It seems so simple to say stop consuming so much processed foodstuff to eliminate the need to compare a worst case scenario in order to feel good about a current health condition. Take drinking sodas for example, where its consumption has been linked to an increased risk for heart disease and diabetes, as well as to rising rates of obesity. It would seem appropriate to see if a person's relative health shifts into a much better health situation upon elimination. It is not appropriate to believe diet sodas are a way out, as numerous reports show diet soda intake is directly related to abdominal obesity in adults. I encourage everyone to seek out their own information because it is a vast array of reports on proper eating and it is difficult to know who is really reporting truth. Recently, Coca-Cola teamed with nutrition experts who ended up suggesting that CocaCola be considered as a snack treat. Using social media, these nutritional experts wrote online posts for American Heart Month, with each including a mini-can of Coke or soda as a snack idea. Coca-Cola is not alone in this marketing trickery, where nutrition blogs and other sites including those of major newspapers share in joint venture to cast their respective products in a positive light. Essentially, big business operates to expose their products enough to make potential consumers think that when they decide to make a decision about something relatively close to their product in that they will be at the head of line of choice. The bottom line is that we will all stay relatively healthy as long as we continue to consume things that are relatively healthy, where there is no debate that sugary sodas are not healthy snacks. A Coca-Cola mini-can is 7.5 ounces and has 90 calories, all of it from high-fructose corn syrup. It is of course nice to drink less if you are attempting to quit, but stopping altogether is best, particularly if relative health is not good enough. A 12-ounce can of regular Coke contains 39-grams of total sugar, which is about 9 1/3 teaspoons of processed sugar. BUSINESS & COMMUNITY NEWS Judge OKs $10 Million Settlement in Target Data Breach By Steve Karnowski and Michelle Chapman A Minnesota judge has endorsed a settlement in which Target Corp. will pay $10 million to settle a class-action lawsuit over a massive data breach in 2013. U.S. District Judge Paul Magnuson granted preliminary approval of the settlement after a hearing Thursday in St. Paul, Minnesota. The move will allow people to begin filing claims ahead of another hearing for final approval, which was scheduled for Nov. 10. People affected by the breach can file for up to $10,000 with proof of their losses, including unauthorized charges, higher fees or interest rates, and lost time dealing with the problem. “Target really needs to be commended for being willing to step up,” Magnuson said. Target’s data breach in 2013 exposed details of as many as 40 million credit and debit card accounts and hurt its holiday sales that year. The company offered free credit monitoring for affected customers and overhauled its security systems. The settlement would also require Minneapolis-based Target to appoint a chief information security officer, keep a written information security program and offer security training to its workers. It would be required to maintain a process to monitor for data security events and respond to such events deemed to present a threat.

“We are pleased to see the process moving forward and look forward to its resolution,” Target spokeswoman Molly Snyder said in an emailed statement. Claims will mostly be submitted and processed online through a dedicated website. Vincent Esades, an attorney for Target customers, said after the hearing that the settlement could end up costing Target $25 million, when attorneys’ fees and administrative costs are added in. He said consumers will

The Company Securing Your Internet Has Close Ties to Russian Spies (Bloomberg) – Kaspersky Lab sells security software, including antivirus programs recommended by bigbox stores and other U.S. PC retailers. The Moscow-based company ranks sixth in revenue among security-software makers, taking in $667 million in 2013, and is a favorite among Best Buy’s Geek Squad technicians and reviewers on Amazon.com. Founder and Chief Executive Officer Eugene Kaspersky used to work for the KGB, and in 2007, one of the

U.S. investment firm. In 2012, however, Kaspersky Lab abruptly changed course. Since then, high-level managers have left or been fired, their jobs often filled by people with closer ties to Russia’s military or intelligence services. Some of these people actively aid criminal investigations by the FSB, the KGB’s successor, using data from some of the 400 million customers who rely on Kaspersky Lab’s software, say six current and former employees who declined to discuss the matter publicly because they

company’s Japanese ad campaigns used the slogan “A Specialist in Cryptography from KGB.” The sales tactic, a local partner’s idea, was “quickly removed by headquarters,” according to Kaspersky Lab, as the company recruited senior managers in the U.S. and Europe to expand its business and readied an initial public offering with a

This closeness starts at the top: Unless Kaspersky is traveling, he rarely misses a weekly banya (sauna) night with a group of about 5 to 10 that usually includes Russian intelligence officials. likely be able to start filing claims around April 30, and 100 million people may be eligible. Consumers can claim up to $10,000 if they can document unreimbursed losses; after those claims are paid out, the rest of the settlement funds will be divided among consumers who state under oath that they suffered a qualifying loss, but don’t have documentation. People who’ve already been fully reimbursed

aren’t eligible, he said. Esades said customers who opt out of the settlement have the right to object. Since the funds can’t be paid out until all appeals are resolved, he said, the earliest that customers would see any money would be early next year. Target attorney David McDowell declined to comment after the hearing. The chain has worked

hard to lure back customers that were hesitant to shop there after the incident. Over the 2014 holiday season, Target offered free shipping on all items. It recently announced that it was cutting its minimum online purchase to qualify for free shipping in half to $25. And on Wednesday the retailer said it will now allow returns for up to a year for its private and exclusive brands. Target’s bounce back from a turbulent stretch including the data breach and exit from Canada has been met with optimism on Wall Street. The retailer’s stock traded above $80 for the first time Monday, reaching another in a string of all-time highs that it began to log just before the crucial holiday shopping season began in December. Earlier this month, Target said it would lay off about 1,700 people, eliminate another 1,400 unfilled positions and cut up to $2 billion in costs. It will also focus more on technology to boost online sales growth. The latter move will involve about $1 billion aimed at beefing up business from shoppers who are more likely to shop online. NEWS Inglewood City Clerk Election Offers an Honest Choice By Francis Taylor Contributing Writer When Inglewood voters go to the polls on April 7, 2015, they will have a clear choice for Inglewood City Clerk. Yvonne Horton, Inglewood City Clerk, is the experienced, intelligent and honest choice for re-election as Inglewood’s City Clerk. No one seems to know much about her opponent. An investigation revealed that her opponent has never voted in any Inglewood Municipal elections despite her desire to become the Chief Election officer of the City of Inglewood. Conversely, City Clerk Horton has over a decade of experience as Inglewood City Clerk,

Office Manager, and Clerk to the City Council. She has also successfully managed over 24 elections, including several initiatives, and is a 35-year resident of the City of Inglewood. Clerk Horton, by all accounts, is doing an exceptional job. She is a champion for voter registration, education, and participation. She has also been active in the community, helping to educate and empower Inglewood residents. During her tenure as Inglewood City Clerk, Horton has improved the service levels in the office of the City Clerk and has demonstrated fiscal responsibility. Her leadership has initiated several measures that have improved

the integrity, transparency, and accountability of the election process. Her opponent’s official name is Kesha Reajohne Bristow however; she is registered to vote as Ms. Mitchell. According to the Los Angeles County Registrar/ Recorder, she has never voted in any Inglewood Municipal Elections. Furthermore, a review of the official ‘Ballot Designation Worksheet’ and LinkedIn, the World’s Largest Professional Network revealed that she lied about her work experience and has no experience as a City Clerk. Specifically, on her ‘Ballot Designation Worksheet,’ it appears as though she lied about being in public service and has never been elected to

public office. Ms. Mitchell also lied about operating a business in Inglewood as a management consultant. She does not have an Inglewood City Business Tax License or Business Tax Certificate and, according to the Los Angeles County Registrar/Recorder, she does not have a Fictitious Business DBA and with various Business tax agencies, she is not registered as doing business in California. As a registered voter in the City of Inglewood this reporter finds that City Clerk Yvonne Horton is an honest, smart, and clear choice for Inglewood City Clerk, with a solid record of efficient and responsive public service.

Survey: Many Black Men Report Lower Well-Being A recent Gallup survey found that younger and older Black men report lower wellbeing than men in other racial and ethnic groups. Younger Black men between the ages of 18 and 34 averaged a score of 59.1 on Gallup’s Well-Being Index, 1.8 points lower than the average for all nonBlack men. Older Black men (over 65) scored 1.9 points lower on

average. “Young black males as a group have higher unemployment, lower graduation rates, less access to healthcare and higher incarceration rates than other racial, age and gender groups in the U.S. And in 2014, the particular difficulties this group has in dealings with law enforcement became headline news after events in Ferguson, Missouri, and Staten Island, New York, occurred involving the

deaths of certain young black men at the hands of police,” according to the report. Between the ages of 35

and 64, Black men show similar scores to their White counterparts. This is, perhaps, an indication that problems affecting African American well-being are more pronounced in early and late adulthood, periods during which most persons have lower income than in their middle years, according to a recent report on race and wealth from the St. Louis Federal Reserve. “Income, wealth and

financial-health scores typically rise as we observe people at older ages. . . . Income typically declines in old age, but wealth and financial health often do not decline until very advanced ages,” the Federal Reserve report stated. For its measure of wellbeing, Gallup compiled data based on telephone interviews of almost 98,000 American men over the age of 18, between January and December 2014.

NATIONAL/STATE & REGIONAL NEWS Maryland ACLU Highlights Over 100 Police-Involved Killings in State Between 2010 and 2014 By Roberto Alejandro From the AFRO At least 109 people died in Maryland during police encounters between 2010 and 2014, 69 percent of whom were Black, according to a new briefing paper by the ACLU Maryland. The group also found that 41 percent of people killed by police over that period were unarmed, and that five times as many Blacks were killed as Whites. In order to collect this data, the ACLU had to rely on media reports, because there is no federal or state requirement that police agencies track police-involved fatalities. And not tracking that data “sends the wrong message,” said Sonia Kumar, staff attorney with the ACLU Maryland, and an author of the paper. “It sends the message that those deaths don’t matter enough to count.” While Baltimore City and Prince George’s County led the state in the number of police-involved killings between 2010 and 2014 (31 and 21 respectively), 17 of Maryland’s 24 local jurisdictions (23 counties plus Baltimore City) experienced these types of deaths over that period. “This is a statewide issue,” said Kumar. “This is something that affects communities across our state, not just one or two urban jurisdictions which has very much been the perception and the message that has been perpetuated by law enforcement and state officials.” The lack of reporting

that communities have made for why we need change, and I think that this briefing paper is one additional piece of evi-

dence about how urgent that need is,” said Kumar. ralejandro@afro.com

House Republicans Block Consideration of ExportImport Bank Renewal

requirements in the state on police-involved killings make it possible to perpetuate this myth, and also has broader implications for law enforcement in the state. “Because there’s no reporting, or tracking, or systematic attention to these cases as a whole, we’re not identifying whether there are other reforms that are needed, what kind of disciplinary action was taken, what kind of policy reforms have been enacted in the wake of specific incidents, what kind of learning is happening each time an incident happens,” said Kumar. The ACLU Maryland is hopeful that this briefing paper will help highlight the need for a more comprehensive understanding of how often and why police-involved killings occur. For too long, says Kumar, highlighting that need is a burden that has fallen to the families of victims, who have

done “an extraordinary job,” but who are only in a position to highlight individual instances of such killings. “That often brings the focus back to very specific incidents, and that’s okay, except that the perception that’s out there is that these are isolated incidents, and that there aren’t patterns, or that they’re unavoidable, isolated incidents rather than part of a systemic set of issues,” said Kumar. The ACLU Maryland is currently advocating on behalf of House Bill 954 in the General Assembly which would mandate that law enforcement agencies collect data on police-involved killings. As of March 19, that bill has yet to be voted out of committee, and if the bill has not been cross-filed in the Senate by March 23, it is unlikely to become law. “I hope our public officials really understand the urgency of the call to action

WASHINGTON, D.C. – Today, House Republicans rejected a Democratic motion to bring legislation to reauthorize, reform and re-energize the Export-Import Bank up for a vote. Using a parliamentary procedure called the "previous question," House Republicans blocked an effort to bring H.R. 1031, the “Promoting U.S. Jobs through Exports Act of 2015” to the House floor. This legislation, which has 190 Democratic cosponsors, extends Ex-Im’s charter for seven years, increases its lending authority, and modernizes the Bank’s programs to better serve small and mediumsized businesses. Congresswoman Maxine Waters (D-CA), Ranking member of the Financial Services Committee, led the effort. She released the following statement. “I am disappointed that Republicans have blocked consideration of a common-sense proposal that would ensure the continuation of the ExportImport Bank, an institution that has created or sustained more than 1.2 million private sector jobs over the past five years.

Support for the ExIm Bank is bipartisan. I’m disappointed that today, those Republicans that do support the Bank gave in to the extremist wing of their party. In the future, I urge them to put jobs, the economy and American businesses over what’s politically expedient.” The tactics on the House floor are in direct response to a clear message from Financial Services Committee Republicans that a normal legislative process will not be followed for ExIm. In February, Committee Republicans, led by Chairman Jeb Hensarling (R-TX), voted down an amendment offered by Reps. Waters, Gwen Moore (D-WI) and Denny Heck (D-WA) that urged the Committee to proceed with reauthorization of Ex-Im through “regular order. ” Waters, Moore and Heck also sponsored HR. 1031, along with Democratic Whip Steny Hoyer (D-MD). Currently, a majority of the House has supported legislation to renew the ExportImport Bank.

COMMUNITY NEWS Mother of Our Weekly Co-Founder, David Miller, Succumbs Service To Be Held Saturday, March 21 By OW Staff A memorial service will be held in Los Angeles March 21 at 9 a.m. at Greater New Vision Missionary Baptist Church for Mary Alice Miller, affectionately known as “Mae Alice.” She passed away peacefully on Saturday, March 14, at Cedar Sinai Hospital in Los Angeles, Calif. She was the mother of Our Weekly co-founder David Miller. Born on May 13, 1926, in Marlboro County, N.C., to Willie Davis-McRae and Bubba Quick, Mary Alice was the third youngest of seven children and the last living sibling of that union. She was 88. Mary Alice received her formal education from various schools within Marlboro County, which she has always called home. She accepted Jesus Christ as her Lord and Savior at an early age and was a faithful member of Goodwin Chapel A.M.E. Zion Church in Gibson, N.C. On July 15, 1944, she married Ranzie Miller, and the union was blessed with eight children. After a brief illness, Mary Alice relocated to Los Angeles in 2009 to live with her son David and his family. While in Califor-

Mary Alice Miller nia, she became a member of Greater New Vision Missionary Baptist Church under the leadership of Pastor Lucious Pope. Fishing was among Mary Alice's favorite pastimes. Some of her other hobbies included cooking and canning, quilting, attending church services, doing word search puzzles, spending quality time with her children and talking on the phone to her many friends. Over the years, she has traveled to various places; however, she did not take her first airline

flight until 1992 to attend the wedding of David and his wife Paula in Los Angeles. This took a lot of courage because she had never flown. Since then, she had traveled to Los Angeles every year until she finally relocated. Mary Alice’s legacy includes two daughters, Catherine (William), Thomasville, N.C. and Penny, High Point, N.C.; six sons, Ranzie Jr. (Virginia), Bobby (Shirley) and Guy (Sylvia), High Point, North Carolina; Tony, Bennettsville, S.C.; David (Paula), and Donald, Los Angeles, Calif.; 21 grand children; 36 great grandchildren and eight great, great grandchildren; a special niece, Sarah Pearson, Bennettsville, S.C.; and an adopted mother relationship with Dorothy Dines, Bennettsville, S.C.; Carl Brand (Brenda), High Point, N.C. and a host of nieces, nephews, relatives, friends and extended California family. Home Going Celebration: Saturday, March 28, 2015, 2:00 p.m. at Berea Baptist Convention Center, 1062 Highway 38 South Bennettsville, S.C. 29512 Flowers and other condolences can be sent to: Bethea Funeral Home, 207 King St., Bennettsville, S.C. 29512, (843) 479-2422
