By Olu Alemoru From California Black Media SACRAMENTO—As the calendar speeds toward the March 31 deadline for securing benefits through the Affordable Care Act, popularly known as Obamacare, African-American enrollment in California’s healthcare exchange is falling far short of expectations. Data recently released by Covered California suggests that only about 50 percent of eligible African-Americans have signed up. Uninsured consumers now have less than a month to enroll before they are subject to penalties - $95 per adult or 1 percent of your annual income, whichever is greater - and faced with an even more daunting challenge: a longer period of time among the ranks of those without healthcare coverage. It is perhaps all the more worrying considering that the Medi-Cal program, which has been covering Californians who couldn’t afford health insurance since 1966, has been greatly expanded under Obamacare, making up to two million more people are eligible. This is a huge missed opportunity for the black community. As of January 1, single
adults ages 19-64, are eligible for Medi-Cal based on a simplified eligibility formula: your annual income must be 138 percent or less of the federal poverty level. In 2013, that meant eligibility for individuals earning up to $15,856. According to information provided by Covered California and the California Department of Health Care Services (DHCS), the Affordable Care Act ensures that all Medi-Cal plans offer a comprehensive package of essential health benefits. These include ambulatory patient and emergency services, hospitalization, maternity and newborn care, mental health and substance abuse, prescription drugs and laboratory services. As of 2014, the array of mental health and substance abuse services have expanded to include individual and group mental health evaluation and treatment, outpatient drug monitoring therapy, psychiatric consultation and intensive residential and outpatient treatment services. By Gloria Zuurveen Editor-in-Chief Long Beach, CA—Israel Matthews makes his acting debut in perhaps the most controversial opera of the 20th century as it makes its Southern California debut when Long Beach Opera (LBO) stages John Adams’ The Death of Klinghoffer on March 16 and March 22 at the Terrace Theater in downtown Long Beach. Matthews plays a young Palestinian boy in this powerful and unsettling work which chronicles the 1985 hijacking of the Mediterranean cruise ship Achille Lauro by Palestinian terrorists and the murder of disabled JewishAmerican passenger, Leon Klinghoffer. LBO’s production is a partner presentation of the Los Angeles Philhar monic’s “Minimalist Jukebox” Festival. Matthews said, “I feel very excited and it is fun because I am learning a lot about the Jews and the Palestinians.” Matthews said the director, James Robinson, is good because he explains the roles clearly to him. He said, “I am glad that I was chosen to play scenes in the opera which hasn’t been to California in a long time. I also thank the Lord that they chose me and it is amazing.” Originally commissioned by a consortium of opera companies that included LA Opera, the rarely performed work was premiered in
Brussels and received its US Premiere at the Brooklyn Academy of Music in 1991, but the Los Angeles production was cancelled due to protests over the controversial dramaturgy of the work and accusations of anti-Semitism. A subsequent performance planned by the Boston Symphony Orchestra was also cancelled after the attacks of September 11, 2001, prompting musicologist Richard Taruskin to defend the cancellation and generating further debate over the work. Klinghoffer did not return to the US in a fully staged version until 2011, when James Robinson directed the opera for Opera Theatre of St. Louis (OTSL) to critical acclaim. Robinson said, “The world of theater and opera has always been populated with criminals, murderers, and thugs… But no other opera in the past two decades has been as controversial and as rarely seen as Adams’ second opera, The Death of Klinghoffer. A work of searing insight and painful reflection, this is a brutal and beautiful work that examines the horrific events of the taking of the Achille Lauro by Palestinian terrorists and the senseless murder of the wheelchair-bound American Jew Leon Klinghoffer. The opera gives voice to the Klinghoffers, but also to the terrorists. It doesn’t try to make sense of the events or attempt to solve the Palestinian-Israeli conflict, but it does make us confront some very frightening characters, and it begs
us to hear all sides of the story, no matter how painful or grotesque. However, the opera does not force any opinion upon us other than the fact that the murder of Leon Klinghoffer was an act of unspeakable inhumanity. And perhaps that’s the reason for the controversial history of this powerful work of art. …I have tremendous respect for responsible, provocative and creative artists. I do not always agree with the choices of subject matter, interpretations, or performances. But I do believe the purpose of art in our society is to present all aspects of the human experience and allow us to decide if it’s worthy of our attention.” (Excerpted from Opera Theatre of Saint Louis’ 2011 Season Program) LBO’s production will also be directed by Robinson, who calls Klinghoffer, “A work of searing insight and painful reflection." Israel, Occupied Palestine and the Dred Scott Decision By Bill Fletcher, Jr. (NNPA) I found myself thinking about the notorious Dred Scott decision (1857) by the U.S. Supreme Court while traveling the streets of Occupied Palestine this past January. I was there leading a small delegation of African Americans who were trying to better understand the nature of the Israeli/ Palestinian conflict.

Hello Readers, Praise God from whom all blessings flow. We are still here and this is a sign that God is not through with me yet. He still has work for me to do in this world and I intend to complete the task he has called me to do. I hope that you will do the sme thing. There are many ways that the conditions of Palestinians have been described over time. Most recently the system of Israeli domination of the Palestinians (both internal to the state of Israel and externally through the occupation of Palestinian territories) has been characterized as an “apartheid system,” based on the criteria and analysis of apartheid that the United Nations established in the early 1970s. While I absolutely agree that apartheid describes the system in place, it was the Dred Scott decision that reverberated in my brain as I explored the reality of the conditions facing Palestinians. As you will remember, the Dred Scott decision concerned the legitimacy of an African American slave’s assertion of freedom once he was in a non-slave state. In this famous decision the Court argued, among other things, that Blacks had no rights that a White person was bound to respect. While walking through Occupied Palestine I found myself confronting the reality that Palestinians have no rights that the Israeli authorities feel bound to respect. In the interest of time and space, let me provide two examples. The first is land. Since 1948 there has been a systematic seizure of land owned by Palestinians, first in what is now known as the state of Israel, and later in the Occupied Territories. Ration-
ales have ranged from alleging security concerns to the discovery of archaeological relics. Regardless of the rationale, once removed from the land, the Palestinians do not get it back. More than likely it is turned over to an Israeli settler in flagrant violation of international law, and sometimes even Israeli law. The second example concerns checkpoints and roads. There are roads in the Occupied Territories that Palestinians are forbidden to travel unless they receive special permission. There are checkpoints throughout the Occupied Territories that Palestinians must walk through, in an atmosphere of humiliation, to be inspected, questioned, etc. Additionally, Israeli security personnel can feel free to stop any Palestinian, including in territory nominally controlled by the Palestinian Authority, and interrogate them and/or seize them. In each case, protests by Palestinians rarely result in anything approaching justice. If Palestinians are attacked by settlers in the Occupied Territories, the Palestinians have come to expect little or no justice from Israeli authorities. If, on the other hand, a Palestinian attacks an Israeli, they can expect retribution from the Israeli authorities and the settlers. If you have any questions as to why the tide seems to be turning in favor of a rethinking of the Israeli/Palestinian conflict and why growing numbers of people recognize the profound injustice in the treatment of the Palestinians, just remember the name “Dred Scott.” At that point it will all come together. A Mixed Obama Legacy By Julianne Malveaux (NNPA) President Barack Obama announced a “My Brother’s Keeper,” an initiative to help young Black and Brown men succeed. Many present in the East Wing of the White House described the announcement of this initiative as “an emotional moment” for President Obama and for many of the others gathered there. Several of the African American men who were present at the announcement took to the airwaves afterwards, talking about how it felt to be in a room where the nation’s first Black president talked about his own background and his identification with troubled young Black men. The parents of slain teens Trayvon Martin and Jordan Davis were in the room, reinforcing a statement the president made a year or so ago when he said that if he had a son, he would have looked like Trayvon Martin. While President Obama says he will ask government agencies to work together to create more possibilities for young Black men. He emphasized that the “My Brother’s Keeper” initiative is not a new government program. Indeed, early funding will come from private foundations. Few specifics of the program have been released, but preliminary activity will include a review of existing programs to determine what works and what doesn’t. Still, the president has used the power of his pen, the phone and his pulpit to raise awareness about the many economic challenges African American men face. Using the term “no excuses” President Obama told young men that they had to take responsibility for their own success. That comment gave CNN anchor Don Lemon the opportunity to mouth off at Obama critics, to chide his own critics, and to demonstrate why he might be a more effective opinionator than journalist. Lemon was one of many, also, to describe “My Brother’s Keeper” as part of the Obama legacy. Many said they expect the president to continue be involved in the empowerment of Black and Brown boys and men. While I think “My Brother’s Keeper” has tremendous potential, given the socioeconomic status of African American men, there is not yet enough meat on the bones of the announcement to judge. President Obama has three years left in office. Is this as good as it gets? For all the good he will do with the “My Brother’s Keeper” initiative, the president may leave a different kind of legacy with his recent set of nominees to the Georgia district court. With six
vacant seats on that court, our president has chosen to appoint four Republicans, including two social conservatives. In a state that is 31 percent African American, there is only one Black nominee. These judges are appointed for life. Judicial appointments are a clear part of a legacy. President Obama has been vocal about people’s right to vote, and disdainful of voter suppression tactics from long lines to voter ID. Attorney General Eric Holder has brought suit against counties and states engaged in various gerrymandering and voter suppression tactics. Why, then, would President Obama nominate Mark Cohen, who successfully defended Georgia’s voter ID law in court? Despite opposition from Rev. Joseph Lowery, as well as by civil rights veteran and Congressman John Lewis (D-Ga.), the president has refused to rescind the Cohen nomination. The young men he lifted up in his “My Brother’s Keeper” initiative may be the same ones denied the right to vote through voter suppression. Cohen, in his late 50s, may serve as many as two decades on the bench. What kind of anti-civil rights rulings might he make? Rev. Lowery and Congressman Lewis are among those also opposing former state legislator Michael Boggs because of his conservative legislative record, which includes opposition to marriage equality, his vote to keep the confederate insignia on the Georgia flag, and his efforts to restrict access to abortion. Through his votes, Boggs has indicated his opposition to the African American community, to women, and to the LGBT community. What kind of votes might we expect from Boggs, who is in his early 50s, in the decades to come? And why won’t President Obama listen to those African American stalwarts who strongly object to this nomination? Georgia Rep. David Scott told TVOne’s Roland Martin that these nominations are disrespectful to the nation and to the African American community. The national civil rights organizations have, unfortunately, been silent on this matter. Are they too frightened of losing the president’s goodwill to speak up? Ten years from now, will we write that the status of African American and Latino boys and men has improved? That Judges Cohen and Boggs have made rulings that have further eroded civil and human rights? A collective Black voice muted by the fact that a community can’t excoriate a White president after giving a Black one a pass? Which is the Obama legacy? EDUCATION & COMMUNITY NEWS Metro Hosts Career Day at Crenshaw and Inglewood High Schools Los Angeles County Metropolitan Transportation Authority (Metro) hosted Career Day at Crenshaw High School in South Los Angeles on Friday, February 28, 2014 and Inglewood High School in Inglewood on Monday, March 3, 2014. Metro executives in charge of operations, construction and community relations shared their professional journey and experience with almost 250 students at the schools. The purpose of the event was to expose local youth to a variety of career opportunities in the transportation industry. Civil Rights Education Still Lacking in U.S. By Zenitha Prince Three years after the Southern Poverty Law Center (SLPC) published its unprecedented barometer of how civil rights history is taught in U.S. classrooms, a follow-up report on March 5 found education about the movement remains “woefully inadequate.” “Ignorance remains the operative word when it comes to the civil rights movement and much of African-American history,” venerable civil rights activist and former NAACP Chairman Julian Bond wrote in the report. A product of the SPLC’s Teaching Tolerance project, 2011’s “Teaching the Movement” study found that more than half of the nation’s 50 states and the District of Columbia failed to teach students about this integral aspect of U.S. history, or promoted revisionist and diluted accounts. “Most students don’t know much about the Civil Rights Movement beyond two names and four words: Rosa Parks, Dr. Martin Luther King Jr. and ‘I have a dream,’” Maureen Costello, director of the Teaching Tolerance project, told the AFRO. “We certainly feel that not only is the Civil Rights Movement important historically, but it is important moving forward. Beyond Career Day, Leahy revealed that Metro will offer summer internships to students at both high schools, which are located along the Crenshaw/LAX Transit Project Alignment. There are three ways to enroll for Covered California and Medi-Cal health insurance plans: online at www.CoveredCA.com , over the phone calling 800- 3001506 and in-person with assistance from a Certified Enrollment Counselor. To provide a realworld example of how easy it can be to enroll into Medi-Cal, this reporter — who, like many in the media business, recently lost health benefits after being forced to transition from staff to freelance work — underwent the eligibility and enrollment process with help from St. John’s Well Child & Family Center in historically black South Los Angeles. The process requires a birth or citizenship certificate, Social Security card (if you have one), proof of income and proof of county residency. If everything checks out, eligibility is immediately confirmed. Finalizing the paperwork may take up to 45 days, and enrollees can change to a Covered
California plan if income and employment status changes within that time. To start the Medi-Cal enrollment process, those who believe they may be eligible can go to the DHCS website to start the application process. Meanwhile, those working to get more AfricanAmericans enrolled are holding out hope that black consumers will heed the calls for action targeted at their communities and enroll in a plan. “The enrollment numbers for African-Americans are not sufficient. It’s basically half of what it should be,” said Daniel Zingale, Senior Vice President of The California Endowment. “I think the outreach is getting better, but I think the real problem is the intake process. It’s hard to get through on the phone lines, the website and hardest of all to get an in-person enroller. It’s a tough job because Covered California had to create all new systems, hire staff to the answer the phones and license the enrollers. It’s a big undertaking, but I think they’re making progress.”

Celebrating Five Years as Pastor and People! By Tonya E. Durrell LOS ANGELES— Pastor-Teacher George E. Hurtt celebrated his fifth pastoral anniversary at services held Tuesday, February 18 and Sunday, February 23. “Celebrating the Joy of Pastoring” served as the event theme. “Whatever I am able to do in my role as shepherd is because of the faithful people that honor the work and respect the office. I celebrate the membership of Mt. Sinai Church and embrace this opportunity to celebrate together our union as Pastor and people,” said Pastor Hurtt. Mt. Sinai was organized on March 16, 1942 by Rev. D.S. Richardson in a modest little building located at 2700 South Western Avenue. In 1948, six years after being established, a new shepherd, Rev. H.B. Charles, Sr. was called to lead Mt. Sinai. In 1952 the church relocated to South LaSalle Street in Los Angeles. Another move was made in 1968 to South Gramercy Place in Los Angeles and in May of 2008, Mt. Sinai made its home at the current W. 54th Street location. Pastor H.B. Charles Sr. served for 41 years until his passing. H.B. Charles Jr. presided over the congregation from 1990 through 2008. Pastor Hurtt was officially installed as the Senior PastorTeacher on December 14, 2008. Under his leadership Mt. Sinai has grown significantly in membership and ministries, including evangelism, missions, and outreach. Clergy from near and far converged on Mt. Sinai for the anniversary celebration and to honor God’s work through Pastor Hurtt over the past five years. “George is loved throughout Los Angeles,” exclaimed Pastor Xavier

HEALTH & COMMUNITY NEWS Sculptor Nijel Binns Unveils Mervyn M. Dymally Bust WATTS—A bronze bust of the late California political icon, the Honorable Mervyn M. Dymally was unveiled at the Mervyn M. Dymally School of Nursing on the Charles R. Drew University campus , on Thursday, February 27, 2014. The project was ten years in the making and is the work of the renowned portrait sculptor Nijel Binns.The Mervyn M. Dymally bust represents the latest in a long line of sculptural works by the English born artist that pays tribute to local and international public figures. Other works from the artist’s Nijart International studios include the Nate Holden bronze sculpture for the Nate Holden Performing Arts Center in Los Angeles, the John W. Mack bas relief for the John W. Mack Elementary School, the Shirley Temple monument for 20th Century Fox, life sized por-
trait busts of Martin Luther King, Jr. and Mohandas K. Gandhi for WLCAC, along with many others. The inspiration for a portrait bust of the late Assemblyman Mervyn M. Dymally took hold in April 2005 when the artist met Mr. Dymally at the unveiling of his John W. Mack bronze monument for the Los Angeles Urban League Headquarters. The idea of a portrait bust was suggested at that meeting. Soon after that unveiling, Nijel was commissioned for another project so the bust for Mr. Dymally was put on hold. With the passing of Mr. Dymally in 2012 Nijel revisited the project and contacted Dr. Kenneth Orduna, the Chief of Staff for Mr. Dymally. That meeting subsequently led to a meeting with Mrs. Alice Dymally, the wife of Mervyn Dymally, and the project officially got underway. Nijel cre-
Rigorous Release By Dean L. Jones, CPM With the recent release of the movie entitled 'The Son of God' it was interesting seeing the large numbers of devoted religious believers. This is a good thing as Christianity each year practices Lent which began this week on Ash Wednesday and will end on Holy Saturday. During this time, devote religious observers practice fasting, repentance, moderation and spiritual discipline in reflection of life, death and resurrection. Fasting is primarily an act of willing abstinence or reduction from certain foods and/or beverages. The most common thing is to give up soda, alcohol, candy, or cigarettes for the 40-day period. This can be seen vigorously when thousands take part in festivals like Mardi Gras with celebrating before the season of fasting begins to get it all in and then quit. Which makes this an ideal opportunity to change and throw out something that may be blocking the fullness of a healthy life. Take for instance the painful disease Gout that the number of incidents are increasing daily, essentially affecting over 8 million American men and women. Gout is a form of inflammatory arthritis caused by too much uric acid (hyperuricemia), a waste product of natural body processes. While high levels of uric acid do not necessarily cause gout, still, when the kidney cannot eliminate it correctly, it builds up in the blood and can form hard crystals in the joints. The most common symptoms of gout usually include swelling, tenderness, redness and intense pain in the big toe; the feet, ankles and knees are also subject to gout attacks. The permanent resolve is most likely associated with removing high ingestion of heavily sugary-filled items, particularly high fructose. This includes the sugary fruit juices like orange and apple that raises the risk of gout, plus obesity and diabetes.

BUSINESS & COMMUNITY NEWS Councilmember Parks’ Motion Solidifies Fracking Ban in Los Angeles Councilmember Bernard C. Parks’ motion that asks the City of Los Angeles’ Planning Department to report back on utilizing existing City laws to regulate fracking was passed in Council recently. The motion backs the fracking moratorium ordinance that was approved in Council last week and allows the city to effectively enforce the ban. “My motion is more specific as to actions that can be taken to address fracking with specific emphasis on health and safety,” Parks said. “A moratorium could be an outcome or future permits might not be approved, but the
intent of this motion is to use local land use regulations to control fracking and removes the reliance on either state or federal regulation.” The Inglewood Oil Field is located underneath Baldwin Hills between Culver City and Inglewood and is the largest operation in Los Angeles. Residents nearby have complained about worsening asthma and other issues due to the extraction activities. Parks, a public health advocate, has been concerned with the adverse effects fracking may cause such as water pollution and creating ‘seismic events’ that may resemble earthquakes. Parks also lent his support to the state’s ac-
Waters Calls for Action on Data Security WASHINGTON, D.C. – As part of a hearing to investigate data security following breaches at large commercial retailers, Congresswoman Maxine Waters (D-CA), Ranking Member of the Financial Services Committee, pointed to the emerging epidemic of cyber crimes and called on legislators to ensure the safety and security of critical consumer financial information. Waters raised concerns about the frequency of data breaches and the length of time they often go undetected. She also called on law enforcement, regulators and businesses tasked with safeguarding consumer’s information to do more to identify when and where breaches occur – and notify consumers about it as quickly as possible. In the wake of the massive Target data breach that compromised more than 40 million credit and debit card accounts as well as the personally identifiable information of as many as 70 million consumers, Waters led Democratic members of the Financial Services Committee in calling for an inquiry into the problem. The hearing today was a response to those inquiries. Waters released the following statement into the record: “Thank you, Chair Capito for scheduling this hearing on the important topic of how we can better safeguard the sensitive financial information of consumers. The recent high-profile data breaches have raised pressing concerns about the safety and security of critical consumer information – such as credit and debit card accounts and other personally identifiable information. This is an issue that is not going away. Testimony from the Secret Service makes it clear that the recent attacks on large retailers are just the latest in a string of breaches. They recognize that there has been a “marked increase in the quality, quantity, and complexity of cyber crimes targeting private industry,” and that the data breaches of Target and Neiman Marcus are, “just the most recent, well-publicized examples of this decade-long trend of major data breaches perpetrated by cyber criminals who are intent on target-
Maxine Waters ing our Nation’s retailers and financial payment systems.” It’s troubling to me that despite the increasing prevalence and scale of these attacks, we don’t seem to be much closer to protecting consumer’s credit and debit account information. Instead of using this committee to attack the data collection and security procedures of government watchdogs like the highly successful Consumer Financial Protection Bureau, we should be exploring how we can take action to better protect against these types of massive security lapses in a bipartisan manner. Despite extensive efforts to share information among industry, law enforcement and other stakeholders, a surprising number of breaches go undetected for far too long. A 2013 Data Breach Investigation report conducted by Verizon, found that 66 percent of breaches took “months or more” to be discovered. This is unacceptable and must change. Clearly, law enforcement, regulators and businesses tasked with safeguarding consumer’s information must do more to identify when and where breaches occur – and notify consumers about it as quickly as possible. Finally, although they are not here today, the CFPB and the FTC should be applauded for their work to equip consumers with the information they need to protect themselves in the event they fall victim. I hope to learn more today about what action industry and government can proactively take to better protect consumers’ data. I look forward to the witnesses’ testimony and yield back.”

That persistence of vision carries over into my work as a sculptor which I hope will preserve their legacies in bronze for generations to come”.
