A new program launched by Mayor Bass and the City of Los Angeles Economic and Workforce Development Department (EWDD), a program that provides free services and resources to equip small businesses with the knowledge and tools needed to successfully secure contracts. operated by PACE (Pacific Asian Consortium in Employment).

Event Details

This event is designed to connect, grow, and transform businesses in the City of Los Angeles. Hosted by the Pacific Asian Consortium in Employment (PACE) in partnership with the Office of Mayor Karen Bass and the City of Los Angeles Economic Workforce Development Department. It is designed to help Los Angeles business owners secure contracts, access capital, and unlock key procurement opportunities for upcoming major events like the Olympics, Super Bowl, and World Cup in Los Angeles

How to do business with PROCUREMENT AT LADWP

LADWP awards approximately $1 billion dollars in contracts annually to businesses that help meet our operational needs and contribute services and materials to its numerous capital projects LADWP’s Supply Chain Services Division awards these contracts in accordance with the Los Angeles City Charter and Administrative Code, State and Federal requirements, and LADWP procurementpolicies This publication is designed to provide vendors information and guidance on how to do business with LADWP

HOW WE BUY

The cornerstone of public bidding is the concept of a “level playing field,” which binds all of the bidders to a common standard This governs all bids that are received, resulting in the award of contracts based on published or advertised standards Therefore, competitive bidding is the primary method in which LADWP awards contracts Depending on what is being purchased, solicitations for competitive bids are generally issued as an Invitation for Bid (IFB) or Request for Proposal (RFP):

SUPPLIER DIVERSITY

LADWP is strongly committed to working with local, small businesses to enhance its contracting and purchasing operations Specialized certifications also provide both tangible and intangible 6 benefits that can boost opportunities for qualified firms

Small Business Enterprise (SBE) or Disabled Veteran Business Enterprise (DVBE) Certification LADWP has a SBE/DVBE Participation Program that creates additional opportunities for certified SBEs or DVBE’s Under this program, LADWP establishes a minimum mandatory SBE/DVBE contract participation requirement in most service contracts valued over $150,000.

Local Business Enterprise (LBE)

LBE certification from the City of Los Angeles Public Works Bureau of Contract Administration provides a preference for LBE prime contractors bidding on applicable contracts in excess of $150,000. Preference may also be granted to non-LBE primes for utilizing certified LBE subcontractors.

Small Local Business Enterprise (SLBE) Certifications

SLBE certification from the City of Los Angeles Public Works Bureau of Contract Administration provides SLBE prime contractors a preference for bidding on applicable contracts under $100,000

MBE/WBE/LGBTBE Certification

MBE, WBE, and LGTBE certifications provide firms with marketing exposure as the utilization of MBE / WBE/LGBTBE’s is strongly encouraged in LADWP contracts In contract solicitations where the Good Faith Effort (GFE) requirement is applicable, prime contractors are required to seek , and encouraged to utilize, disadvantaged businesses (which include MBE’s, WBE’s and SBE’s) as subcontractors

os Angeles World Airports (LAWA) operates three airports including Los Angeles International, Van Nuys Airports, and Palmdale Land Holdings. LAWA procures over $500 million in goods, services and materials to support passenger and cargo services annually. Strategic Sourcing Division presents the Doing Business with LAWA Workshop in conjunction with Business, Jobs, and Social Responsibility Division, The Development Group, and Commercial Development Division, every first Wednesday of every other month The schedule for 2025 is as follows: February 5, April 2, June 4, August 6, October 1, and December 3 To propose/bid on LAWA opportunities, register with both RAMPLA and Bonfire

oThe Port of Los Angeles is committed to providing a fair, objective selection process for all contracts, including proposals, agreements, and procurement opportunities. The Port actively seeks the participation of all qualified vendors, consultants and contractors in the Port’s contracting processes in conformance with all City/Department policies and procedures, while adhering to the highest standards of ethical conduct

5 STEP PROCESS

STEP (1) Register with Regional Alliance Marketplace for Procurement (RAMP)

The Regional Alliance Marketplace for Procurement (RAMP) is a comprehensive online contractor/supplier registration and contract management system RAMP provides access to an industry specific contractor directory for researching, sourcing, and managing contract opportunities for large and small businesses, and for identifying potential sub-contracting opportunities associated with contract awards issued by the Port and the City of Los Angeles

STEP (2) Register with POLA Fusion ERP

POLA Fusion ERP is the enterprise resource planning system the Port uses to manage bids and proposals Rewith POLA Fusion ERP to respond to a proposal or to place a purchasing bid at the City of Los Angeles Harbor Department

STEP (3) Register for a Business Tax Registration Certificate (BTRC)

Any individual or entity conducting business activities within the City of Los Angeles is required to apply for and obtain a Business Tax Registration Certificate with the City of Los Angeles, Office of Finance.

STEP (4) Gather Insurance Documentation

Evidence of insurance may be submitted at the time of proposal or application A letter from your insurance broker will suffice during the bidding and application phase This letter should state that the broker has reviewed the insurance requirements and documents of the RFP or application, and can confirm you will be able to comply with the insurance requirements should you be awarded the contract This letter should be attached to and submitted with your proposal or application Insurance must be submitted through the required electronic submission process at KwikComply
