and project level, the situation is much more nuanced. In isolated instances, ancillary climate benefits are explicitly recognised. An example is the law forming the basis of Uruguay’s 1989 Forestry Promotion Policy, which has led to a dramatic increase in carbon sequestration. Anticipatory adaptation to climate change impacts is an implicit focus of the risk reduction project at the Tsho Rolpa glacial lake in Nepal. Beyond such examples directly linked to climate change, several development activities and projects dealing with current climate risks might be synergistic with adaptation to climate change impacts. More generally, a range of social development activities implicitly reduce vulnerability to climate risks.
