Daniel Wilkinson President As we enter into the New Year, there is a responsibility to reflect upon the events of the past whilst acknowledging the possibilities for the future. Presidents have often used this introduction to eulogise the achievements of the Union’s illustrious history, but I would prefer to take a moment to re-examine our foundations and affirm the path the Union is following.

This term we have tried to address some of the gravest challenges that our generation faces, and find a path towards resolution through pragmatic, yet optimistic dialogue. I hope that, in amongst the influential speakers, debates, and panels of the term, you will each find something that appeals to your interests, your concerns, or your aspirations about our world as it stands.

Too often we misremember and glorify the story of our foundation. The Union was not founded by influential people at the height of their intellectual and political prowess; it was established by a handful of students, like you or me, trying to ignite a conversation about an intolerant University and an oppressive religious orthodoxy. It is telling that nearly two-hundred years after this initial episode, we are still having the same conversations in a wider sphere. We are still resisting the calls to “no platform�, and still trying to shine a light on the clandestine practices of religious authority. In that vein, it is now more crucial than ever to ensure that the Union captures the zeitgeist, and that we empower students to stand-up and question the injustices around us. From discussions with the victims of the Grenfell tragedy to the founders of March for Our Lives, we will continue opening up this conversation, while finding new ways to illuminate the darkest transgressions of our time.

Alongside these discussions, my aim this Hilary is to take a step to modernise and reform the Union. With the release of the Oxford Union app, the reforms to the accessibility and transparency of our committees, and the welcoming of Plush into our Cellars, I trust that our members will recognise that their voices are being heard. I sincerely hope you will take the opportunity to immerse yourself in the unique platform that the Oxford Union provides. Become a participant, not just an observer; you may be surprised by the new conversations you will have, and the progress that we can begin to make together.

I will never forget my first memory at the Oxford Union, attending Terrence Howard’s lecture, surrounded by the crimson walls that still retained the echoes of Jesse Jackson, Nancy Pelosi, and Shashi Tharoor. The event epitomised why the Union is so special; it’s a place where a story can be told, and an idea can be shared, human to human. I’m incredibly proud of our fantastic committee for putting together a set of events that do just this. Whether being pushed to stand up by the leaders of March for our Lives, invited to reflect by the #MeToo debate, or challenged to argue by Beppe Grillo, I hope you are able to find something to remember this Hilary.

Welcome back to Oxford! I hope you had a fantastic vacation and are looking forward to the term ahead. The sponsorship team and I have been hard at work over the break, renewing existing partnerships and establishing new ones, to ensure the Union’s finances remain in good shape following our successful membership drive. In particular, we are delighted to announce a new partnership with Schwarzman Scholars this term, and continued collaboration with MyTutor and SPG Law.

As your Librarian, in addition to hosting some of these potent events, I’ll also (ironically!) be the custodian of the beautiful Library, so please do not hesitate to reach out if you have any suggestions that would enrich this historic facility.

Our roster of Treasurer’s Treats continues to expand, with sixteen new and improved discounts. A full list can be found at the back of the termcard and on our new app. Hilary will also see the return of debate floor prizes on a larger scale than ever before, with four prizes on offer each night. Make a speech from the floor during the main or emergency debates to be in with a chance of taking home prizes ranging from ball tickets, to champagne dinners, to cookery classes.

Whether our events are able to inspire agency, or merely widen your outlook slightly, we welcome you all to be part of the conversation this term. Working together to create this termcard has been the highlight of my time at Oxford, especially doing so with my best friends. In the office or not, this is your term.

The Oxford Union is a unique institution, offering unparalleled opportunities to hear from and engage with eminent guest speakers. However, it is, above all, a society, and our socials are one of the best ways to get the most out of your membership. I hope that this termcard is indicative of our desire to organise a set of socials that offer something for everyone.

From perennial favourites like competitive pub quizzes in the Members’ Bar and an evening of dancing in celebration of Burns Night, to exciting additions like the Union’s first-ever Murder Mystery Night and the inaugural Graduate Symposium, this term is to be enjoyed by regular social-goers and new members alike. And of course, the pièce de résistance. I proudly present the Hilary Term 2019 Ball: Into the Wardrobe. On the 8th February - in keeping with the weather - the Union will transform into C. S. Lewis’s wintry world of Narnia. Tickets are expected to sell out quickly, so be ready when they are released on Friday of 2nd week at 13:00.

DEBATES

The Oxford Union was established to protect and uphold the principle of free speech, and debate remains at the heart of the society today. Debates are held on Thursday evenings during term, with timings as follows: 19:45 – Emergency Debate: Featuring only student speakers, our Emergency Debates seek to address topical issues, and therefore motions are set weekly. Check our Facebook page for the motion of the week. 20:30 – Main Debate: Featuring high-profile speakers from around the world, our Main Debates address pressing questions on a variety of topics. Details can be found on the pages that follow. 4

In the Main Debate, points of information can be offered to guests during their speeches and time is reserved for members to give floor speeches before the final speaker on each side. There are exciting prizes for the best floor speakers in the Emergency and Main debates each week. A ballot will be released each week via email and on our Facebook page for members to attend the pre-debate dinner with our guest speakers.

Arab support for a Palestinian state has long been assumed. However, the denial of citizenship to 4.6 million exiled Palestinians, combined with greater Israeli-Arab collaboration, has led some to question their commitment. Are these incidents isolated, or symptomatic of an Arab world that has failed the people of Palestine?

Colonel Richard Kemp CBE

Retired British Army officer who commanded British forces in Iraq, Afghanistan, Northern Ireland, and the Balkans. He testified before the United Nations on the Gaza War.

Dr. Ghada Karmi

Palestian doctor, journalist, and academic at the University of Exeter. A vocal critic of Israel, she fled Jerusalem with her family in 1948.

British-Iraqi rapper and activist known for his politically charged music, including Long Live Palestine. He is a Patron of the Palestine Solidarity Campaign.

Kito de Boer

Former Dutch diplomat, he served as Head of Mission of the Quartet from 2015 to 2017, an international organisation which mediates between Israelis and Palestinians.

The African Union is the world’s largest and most ambitious example of regional integration. However, it now finds itself in the geopolitical maelstrom of growing Chinese influence and a burgeoning American presence. Does Africa need an ever closer Union, or should it look to the wider world?

Founder of the Uhuru Movement, an African Internationalist organisation which claims the only way for Africans to achieve liberation is to struggle for an all-African socialist government.

Dr. Reuben Brigety

American diplomat who previously served as the United States Ambassador to the African Union and Permanent Representative to the United Nations Economic Commission for Africa.

Prof. Arthur Mutambara

Deputy Prime Minister of Zimbabwe from 2009 to 2013, he is currently president of the opposition party, Movement for Democratic Change.

PROPOSITION

Art has traditionally been appreciated as independent of its creator. However, in the wake of the #MeToo movement, an additional moral standard against which society judges art has developed. As the separation of art and artist is called into question, should we still value the art of morally tarnished artists?

Rose McGowan

American activist, actress, author, and model who publicly accused Hollywood producer Harvey Weinstein of rape. She was recognised in TIME magazine for her contribution to the #MeToo movement.

Rachel Krengel

Intersectional feminist, socialist, and trade unionist. She organised the 2017 Women’s March in London, and campaigns widely for LGBTQIA+ and women’s rights.

Oshrat Kotler

Israeli journalist and television news presenter, she sparked Israel’s #MeToo movement after speaking out on live TV about sexual misconduct.

Parul Sehgal

Literary critic at The New York Times, she received the 2010 National Book Critics Circle Award for Excellence in Reviewing. She was previously books editor at NPR.

For better or worse, Margaret Thatcher undoubtedly transformed the lives of the British working class. She ruthlessly stared down the miners’ strike, but her Right to Buy scheme made home ownership possible for many, and she herself was the daughter of a greengrocer. Forty years since her first election victory, how should we view Thatcher’s impact on the working class? Lord Michael Howard

Leader of the Conservative Party from 2003 to 2005, he held multiple Cabinet positions under Thatcher. Upon her death, he praised Thatcher for taking on the unions and “saving our country”.

Former Conservative MP who served as Parliamentary UnderSecretary of State for Health under Thatcher and admired her for having the “roots...of ordinary people”.

Jack Dromey MP

Shadow Minister for Work and Pensions and former Deputy General Secretary of the Transport and General Workers’ Union.

The Catholic Church has overseen decades of physical violence, neglect, and sexual abuse. As the institution attempts to atone for this record, its efforts have included the funding of healthcare, housing, and counselling for survivors. But given the gravity of its abuses, can any measures ever be enough?

Former psychiatric consultant to the clerical sexual offender treatment programme in Jemez Springs, New Mexico. He is a prolific writer on religion.

THURSDAY 7TH MARCH | 20:30 The 29th of March, 2019 will be the most significant date in the United Kingdom’s peacetime history. The United Kingdom has leapt into a precarious position, and the future remains uncertain. The European question has defined British politics for decades and its recent answer has sent a shock through the Western world. The Oxford Union has always had a special relationship with momentous events in British history; this debate is an important episode in that relationship. The debate is not without precedent. On the 3rd of June, 1975, the Union voted overwhelmingly to “Say Yes To Europe” - two days before the referendum that reaffirmed the United Kingdom’s membership of the EEC. Edward Heath and Jeremy Thorpe proposed the motion with Barbara Castle and Peter Shore opposing. Forty years later, two weeks before Britain voted to leave the European Union, the same chamber voted decisively to remain. This debate will be held three weeks before the United Kingdom is scheduled to leave the European Union. Every respective generation has been forced to define its relationship with Europe in its own way. This March, as the country stands at a cross-roads, the Oxford Union will hold a debate on the question facing Britain as it approaches a future after the European Union. SPEAKERS TO BE ANNOUNCED

From Malcolm X’s argument for extremism in defence of liberty, to stories told by the “Mothers of the Movement” during our recent panel on Black Lives Matter, we are committed to discussions of significance, from voices not often heard. In this tradition, we are extremely proud to be hosting these special events. Artificial Intelligence: An Inhuman Future? In this dynamic new technological age, Artificial Intelligence and Big Data are impacting our lives in unprecedented ways. Siri can anticipate our commands, Facebook leverages analytics for targeted electoral advertising, and Google Maps applies complex data sets to plan routes for autonomous drivers. While these developments are regarded by some as an opportunity to achieve a more comfortable and efficient future, others voice strong concerns about the threats Artificial Intelligence and the rise of Big Data pose to humanity and morality. How will these new and developing technologies shape the future of humanity? Will they create the conditions for a higher quality of life? Or do we face a bleak future of rising unemployment, a loss of privacy, and a more divided society?

MARCH FOR OUR LIVES PANEL

Gun Violence and Youth Activism in America The US has one of the highest rates of gun violence in the developed world. Students around the country have taken a stand against this, starting the #NeverAgain movement in the wake of the mass shooting at Marjory Stoneman Douglas High School, and streets all across the United States have been flooded with students demanding a set of powerful new reforms. Despite a political culture in which the right to gun ownership is entrenched, certain gun control measures have been implemented at both the state and federal level. After years of violence, it therefore seems the student-led movement has provided some hope that positive change in the US is on the way. In this panel, we bring together the leaders of the March for Our Lives movement to reflect on this youth movement in the US, as well as on the potential for young people across the world to create change in politics and society.

WEDNESDAY 27TH FEBRUARY | 17:00

GRENFELL PANEL

Voices of Grenfell Over a year since the Grenfell Tower fire, many survivors continue to live in temporary accommodation. The destruction of the tower and its aftermath have shown that safety comes at a certain price, making the social divide between those who can afford to pay this price and those who cannot more apparent than ever. In particular, the fire has revealed the urgency of its survivors having a greater voice and stronger representation. The Grenfell Tower Inquiry was launched the day after the tragedy but has been critiqued for failing to adequetely address the concerns of the aggrieved.

This event brings together survivors of the Grenfell fire whose stories have drawn attention to the need for a wider restorative effort to rebuild their lives. The speakers will be survivors of the tragedy, alongside Sam Stein QC, the barrister representing residents in the Grenfell Tower Inquiry.

The Future of the Media in a Post-Truth Age Information is now more accessible than ever, yet there is no guarantee of accuracy. Public trust in the media is at an all-time low, with the rise of “fake news” and “post-truth politics” making fact-based journalism an increasingly challenging endeavour. As the importance of personality over policy continues to grow in politics, some argue political journalism has little more to offer than its tabloid cousin. In light of the above, we ask, what is the future for the media and how can it retain its relevance in this changing social and political climate? Is traditional media losing its relevance in a post-truth age? And is the diligence and journalistic integrity of the mainstream media being overlooked in favour of clickbait, sensationalised stories?

Humanitarian Intervention: A Contradiction In Terms? Global inaction has been criticised for exacerbating humanitarian crises, with the atrocities committed in Rwanda continuing to weigh on the conscience of the international community. However, in light of recent failures in foreign intervention, including Iraq and Libya, the West has had a crisis of confidence in its ability to meet its “Responsibility to Protect”. From the persecution of the Rohingya in Myanmar, to the man-made famine in war-torn Yemen, to Assad’s re-consolidation of power in Syria, the international community faces a reckoning with what it means to pursue humanitarian aims in foreign policy. Faced with these dilemmas, should intervention continue to be seen as the appropriate solution for humanitarian crises? Or are the long-term results produced worse than the consequences of inaction?

Competitive Debating The Union’s competitive debating squad is one of the most successful in the world, having won the World and European University Championships on many occasions. Over the winter vacation, Oxford excelled at the World Universities Debating Championships; one of our teams reached the Semi Final, and we had multiple speakers ranked in the top ten.

We offer workshops and coaching squads for all ability levels, whether you are a complete novice or an experienced competitor. Our beginner’s workshops run on Sunday evenings from 19:30. Open for all, they consist of a 15-minute workshop followed by a practice debate. Feel free to dip in and out, and we encourage you to get involved with these even if you have not debated before.

We send teams to multiple competitions each term. Travel expenses are paid, and we have sent teams to places ranging from Texas to Copenhagen. To sign up to the mailing list for regular updates, including information on how to apply for competitions and our weekly training squads, send a blank email to debate-announce-subscribe@maillist. ox.ac.uk. Women’s Public Speaking Workshops Our women’s public speaking workshops are open to all self-identifying women and non-binary members, and are run by some of our most experienced debaters. These workshops are designed to help you improve a range of transferable skills – from constructing a clear presentation speech to making your delivery as effective as possible – that will be helpful for those interested in debating, as well as anyone presenting academic papers or pitching professional ideas.

How To Get Involved GETTING INVOLVED WORKSHOP Learn everything you need to know about getting involved with the Union’s committees, appointed positions, and elected roles at this workshop in 2nd Week. Check our Facebook page nearer the time for details.

RUN FOR ELECTION Elections for Officership and other positions are held on Friday of 7th Week each term. Being on committee gives members the opportunity to invite speakers, organise debates, and take responsibility for the overall functioning of the Society.

PARTICIPATE IN DEBATES Debates usually take place on Thursday evenings and are held in the Chamber. They cover a range of subjects and are a great opportunity to challenge speakers and voice your opinions on topical issues. You can participate by giving a floor speech in the Emergency Debate (starting at 19:45) or the Main Debate.

Candidates are required to make a number of speeches, depending on the position for which they are running, and nomination packs can be picked up in the General Office from Wednesday of 5th Week. The deadline for nominations is Friday of 6th Week.

For those interested in honing their debating skills, debating workshops are held in the Union every Sunday at 19:30.

APPLY FOR AN APPOINTED POSITION Applications for Trinity Term’s appointed positions open towards the end of term, and will be advertised on our Facebook page. Appointed Officials can invite speakers and arrange debates, improve access and representation, manage press relations, and fundraise for the Society.

Library The Old Library, which is well-stocked and spacious, is open to all members. It is adorned with some of the world’s most famous Pre-Raphaelite murals, painted by artists including William Morris and Dante Gabriel Rossetti. The adjoining Poetry Room is a true hidden gem, tucked away and perfectly quiet for independent study. There are a number of other study spaces in the Union, from the Goodman Library to the Gladstone, Morris and TV Rooms.
