About GWP Water is a fundamental human right and is essential for sustainable development – and it is under threat. Billions of lives are at risk because, in many parts of the world, water resources are managed poorly. Compromised by inefficiencies, struggling institutions, major data and infrastructure gaps, and a lack of inclusivity, the use of water is not adequately coordinated. A massive systems change is needed to allow countries to respond to the current crises and to provide clean and sustainably managed water to people. The Global Water Partnership (GWP) is a multi-stakeholder action network dedicated to working with countries towards the equitable, sustainable, and efficient management of their water resources. We comprise 3,000+ partner organisations in over 180 countries. Our network of 65+ Country Water Partnerships and 13 Regional Water Partnerships convenes, and brokers coordinated action by government and non-government actors, supported by a global secretariat, set up as an Inter-Governmental Organisation in Stockholm, Sweden. GWP mobilises action for water security through a unique combination of social capital, shared values, credibility within the local and global water community, bottom-up orientation, and expertise. A network of networks, we work to ensure the ‘voices of water’ can influence local, national, regional, and global development priorities. We are committed to our role as a neutral convener and respected for our focus on inclusiveness and sustainability. More information can be found here. GWP is embarking on a new strategy that calls urgently for more attention and coordinated action towards water secure development. The strategy is anchored in promoting sound

and integrated water resources management (IWRM) where key global or regional policy frameworks bring leadership focus, progress measurement, development partner action, and potential for financing. VISION AND MISSION A water secure world is vital for a better future: a future in which there is enough water to support social development, sustainable and inclusive growth, and ecosystems. In a water secure world, we will respect the intrinsic value of water and recognise its vital role in supporting human lives and livelihoods. GLOBAL SECRETARIAT A global secretariat, based in Stockholm, Sweden, provides overall support and coordination to the network. The Global Water Partnership Organisation (GWPO) is: • An intergovernmental organisation hosted by the Government of Sweden. • Managed by the Executive Secretary reporting to the Steering Committee. • Accountable to the Steering Committee that directs policy and approves the work programme and budget. GWPO is overseen by the Sponsoring Partners – the founding members – the ultimate decision-making body that appoints the Steering Committee.

Summary The GWP Executive Secretary serves the Network and is the Chief Executive Officer of the GWP organisation (GWPO), an intergovernmental organisation, that operates as the Network’s Secretariat. The Executive Secretary reports to and is responsible to the Steering Committee for the activities of the Secretariat as per the Statutes of GWP. The Executive Secretary builds and leads strategic initiatives and leads the secretariat’s team in the implementation of the GWP Strategy. Supported by a Deputy and COO, as well as by a management team, the Executive Secretary works to develop and strengthen the GWP Network, widening its membership and links with other organisations and institutions in non-water sectors. The Executive Secretary is responsible for overall fundraising at the global level, developing funding opportunities through building new strategic initiatives with key partners amongst bi-lateral and multilateral agencies and foundations. We are looking for a senior-level leader and development practitioner with a proven track

record of building and supporting broad change initiatives. Comfortable with “leading from behind”, the ideal candidate would have spent time in environments shaped by a spirit of partnership and what in GWP we call a “low ego approach” to getting things done. Having taken on progressively growing responsibilities in other organizations and networks, s/he would be at ease in negotiating and engaging at the highest organizational level as well as with on-the-ground activists and mobilisers. Emanating personal energy and commitment to the cause of sustainable development, s/he will have extensive people management experience as well as strong leadership credentials and a proven track record of success. The ideal candidate should have a strong background in dealing with international organizations, top business leaders, civil society, local stakeholders and innovators globally in a high-profile environment, an ability to effectively communicate to a diverse audience, and a proven track record in catalysing large-scale change initiatives. S/he will have the ability to proactively develop and grow strategic relationships at the executive corporate level, with civil society, the entrepreneurial community and the philanthropic sector.

The Role DUTIES AND RESPONSIBILITIES Strategy and Programme • Lead the organisation in building on its new strategy and business plan and on a vision of growing impact and reach of the broader network. • Get to know and build strong relationships with GWP’s regional leadership and teams, providing inspiration and support to GWPO’s work towards strengthening regional operations and the network’s growth. • Work with GWPO’s Chief Operating Officer and Chief Finance Officer to ensure systems and resources are in place to appropriately manage and monitor mechanisms for all workprogram and budget functions within GWPO and across the network. • Further develop and implement GWP’s global resource mobilization strategy in support of the global strategy and business plan while ceasing and building new strategic opportunities. Seek out and drive opportunities to widen GWP’s range of partners and stakeholders, with a specific focus on developing new income streams and partnerships to advance priority initiatives. • Build and develop partnerships and collaborations with international, regional and national organisations and institutions to enhance the performance of the GWP Network and create links with actors in non-water sectors. • Work closely with the Chair of the Technical Committee to ensure the Technical Committee work plan supports the Network. Management/Oversight • Manage and provide oversight of the global GWPO Secretariat work, building and sustaining a strong management team. • Appoint such staff/individuals as may be required to carry out the objectives of the Organisation in its objective to support and work with the Network. Be responsible for the Human Resources Function within the GWP Secretariat. • Set in motion initiatives and frameworks that ensure for GWPO to remain and further grow as a good place to work, with an environment that is motivating and inspirational for its staff. Governance • Support the Network’s governance mechanisms, including the Network Meeting, the Sponsoring Partner Meeting, Steering Committee, and the Financial Partners Group, in close collaboration with the GWP Chair.

• Fulfil required functions with respect to GWPO operations including approving new Partners of the Network, issuing statements and entering into obligations in the name, and on behalf of the Organisation or as authorized by the Steering Committee. • Report annually on the activities of the Network and Organisation Represent GWP and GWPO • Strengthen GWP’s space and reputation internationally and with key agencies and partners • Represent at operational level GWP and GWPO in global, regional, national and subnational events and at GWP meetings, donor meetings and other fundraising activities, as speaker and/or spokesperson for GWP, as appropriate and in coordination with the GWP Chair • Provide adequate support to the representative functions of the GWP Chair REQUIRED EXPERIENCE AND QUALIFICATIONS The ideal candidate will hold a Master’s degree and have relevant executive managerial experience, preferably with an international organisation involved with water, climate change, agriculture or the environment. Relevant Experience • Experienced, enthusiastic, committed and visionary leader with effective management skills to lead an organisation of talented and diverse professionals • Experience working closely with or reporting to an engaged Board of Directors or similar is preferred • Experience working with multiple stakeholders in either public/private or international development institutions • Experience developing and implementing global fundraising strategies • Proven understanding of water related issues and water resource management • Ability to maximise political and technical profile of a large international organisation in a relevant sector (e.g. water, agriculture, climate change, environment, energy, development or other related area of expertise) • Proven business acumen coupled with strong financial management skills to drive financial sustainability • Excellent written and oral communication skills in English are essential; knowledge of another language, French, Spanish or other, is an advantage.

This is a full-time position, based in Stockholm, with the successful candidate being contracted on a three-year basis with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience. The role includes international travel up to 30% of the time, which is within the control of the Executive Secretary.
