Girls in Rwanda Learn (GIRL) (2024 – 2030) is the FCDO’s new bilateral education programme in Rwanda, building on components of the previous Learning for All (LFA) programme (2015-2023). The LFA programme worked to improve learning outcomes in English and Mathematics in all government and government-aided schools in Rwanda, with a special focus on girls and including children with special educational needs. GIRL has been designed to build upon this work by continuing to focus on foundational learning outcomes in English and Mathematics, with an even stronger focus on girls’ education and inclusive education.

It will work to reduce school drop-out and improve transition to lower secondary or other learning pathways, particularly for girls and children with disabilities. We are recruiting for six long-term leadership roles to be included in FHI 360’s bid, and to join the project team should FHI 360 be the FCDO’s preferred supplier: 1. Team Leader 2. Roles: Team Leader The Team Leader will be responsible for providing overall leadership, management oversight, partner coordination, and technical direction for the programme, ensuring an integrated vision across components and actors, with a focus on achieving the results defined in the award. The Team Leader will be the primary liaison with FCDO, key stakeholders, and other implementing partners. The Team Leader’s responsibilities include technical direction setting and leading on the planning, management and monitoring of programme strategies, activities, financial expenditure and costed workplans; leading and managing an effective programme delivery team to achieve results; relationship management with key stakeholders, and overseeing an effective monitoring, evaluation and learning system. The Team Leader will be expected to identify programme delivery issues and risks in a timely manner and suggest appropriate programme adjustments. They will supervise activity implementation and ensure activities meet stated goals and reporting requirements. The Team Leader will have a deep understanding of the education sector and will have experience leading similar projects. They will have a track record of working effectively in complex and sophisticated environments, across different cultures, and managing diverse teams to deliver impact within agreed timelines.

Provide leadership to the project team on technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and models and facilitates effective collaboration. Provide technical and managerial leadership, including capacity building to the project. Oversee the development and implementation of programme work plans and strategies aligned with FCDO and Government of Rwanda priorities. Manage the relationship and communications with relevant FCDO representatives. Manage relationships with relevant external stakeholders and partners. Oversee development and application of a robust monitoring, evaluation research and learning framework. Bachelor’s degree or comparable level of professional experience in education, public administration, international development, or related field; Master’s, Ph.D. or Ed. D. is preferred. Minimum 12 years of related experience in increasingly senior roles; at least eight years leading large and complex education programmes at a senior level working in a non-governmental organisation (NGO) or commercial consulting firm. Knowledge and expertise in the design of education interventions and in driving improved learning outcomes in low- and middle- income country education systems. Proven track record of managing complex education programmes that are of a similar scope and scale to this programme. Demonstrated knowledge of FCDO programming and operating procedures. Proven track record in forming and managing partner relationships to improve education outcomes. Demonstrated experience of improving learning outcomes, driving systems level change, and delivering high performing programmes. Solid understanding of, and commitment to, gender and social equity issues in education; expertise in gender equality and social inclusion preferred.

Roles: Technical Director The Technical Director provides technical leadership across the programme and is responsible for leading the quality and timeliness of the project’s overall technical workstream. They will lead the technical team and development of technical deliverables, play a role in policy and advocacy efforts, liaise with technical partners, relevant national stakeholders, beneficiaries and FCDO, as needed. The Technical Director will be a senior education sector specialist with leadership experience from large-scale foundational learning programmes in Rwanda and/ or the region. They will be skilled in leading collaborative work, with a consistent track record in the design and delivery of inclusive and gender-responsive teaching methods, supporting the development of English language skills in teachers, pedagogy in English and math, formative assessment, test-learn-adapt approaches, and supporting the development of professional teaching communities of practice. The individual will have deep technical knowledge of national learning strategies for Rwanda and applied experience in delivering on Ministerial strategies for improved foundational learning.

Roles: Technical Lead – Teacher Professional Development The Technical Lead - Teacher Professional Development (TPD) works in close coordination with the Team Leader and Technical Director and is responsible for leading the quality and timeliness of the TPD workstream. The TPD Lead will be a senior education specialist with strong knowledge of inclusive and gender responsive teaching methods, supporting the development of English language skills in teachers, pedagogy in English and math, formative assessment, test-learn-adapt approaches, and how to support the development of professional teaching communities of practice. The individual will have deep technical knowledge of the Rwanda National Strategy for Accelerated Foundation Learning and applied experience delivering on Ministerial strategies for improved foundational learning.

Roles: Monitoring, Evaluation & Research Lead The Monitoring, Evaluation & Research (MEL) Lead will be responsible for all MEL activity required from the GIRL program implementer to support successful achievement of GIRL program outcomes. This includes co-leading development of the program’s overall MEL strategy, leadership, and management of day-to-day monitoring activity, and for managing the relationship with the third-party Research and Evidence (R&E) supplier that will be appointed by FCDO. The MEL Lead will provide thought leadership and technical guidance, and lead implementation of MEL activities and systems including development and roll-out of tools and processes. The MEL Lead will be a senior MEL professional with prior experience of leading the MEL function on large-scale and complex education programs.

MEL strategy: • Work with R&E supplier to finalize the MEL strategy, involving wider GIRL team as appropriate. • Continue to work closely with the R&E supplier to ensure that the MEL strategy is updated and remains aligned with the program theory of change, log frame and value-formoney monitoring. Design an overarching monitoring framework to monitor day-to-day performance of GIRL interventions. Create and manage monitoring plans for the different program components. For the GIRL Innovation Fund component, work closely with Fund staff to design and implement a grantee monitoring system that will meet FCDO requirements and feed into the R&E supplier’s overarching fund-level monitoring and evaluation. Co-design monitoring tools, select indicators, and determine field monitoring responsibilities. Undertake periodic reviews of the program monitoring framework and update according to findings.

Data and reporting: • Develop systems for the timely and efficient collection, management, analysis and reporting of valid and reliable programmatic reporting data. This includes making decisions on software and analytical tools. • Work with program partners to gather, quality assure and analyze partner-generated data. • Ensure systems are in place to collect monitoring data and any data required for third-party R&E supplier assessment purposes. • Oversee data collection ensuring adherence with required quality standards and international best practice and FCDO ethical standards. • Lead on production of monitoring reports. • Contribute to other FCDO reports including quarterly and annual reports.

Test-Learn-Adapt: • Put systems and processes in place to generate data, knowledge, and insights to inform program adaptation decision-making and action. • Facilitate learning and adaptation sessions with program team and other stakeholders. Capacity strengthening: • Provide oversight, guidance and support to GIRL team members, consortium partners and Innovation Fund grantees on MEL requirements and standards. Quality Assurance (QA): • Provide guidance on information systems for QA, as well as best practices for documentation and reporting. • Ensure that the tools selected for assessment are internationally recognized. • Provide QA of Innovation Fund grantee’s MEL on their grants. Research and evidence: • Lead, oversee and/or support production and dissemination of any internal evaluation, research or evidence synthesis pieces (in collaboration with wider GIRL team and/or the R&E supplier). • Lead on communication of results and evidence to internal and external stakeholders in English and Kinyarwanda as needed.

Demonstrated expertise in rigorous quantitative and qualitative methods, research, management information systems, reporting, data quality analysis and data analysis. Roles: Senior Programme Manager The Senior Programme Manager (SPM) will lead on all programme management, compliance and finance requirements with responsibility for ensuring that programme operations are working effectively to support achievement of results. Working closely with the Team Leader, they will be responsible for project operations, HR, financial management, risk management, asset management, delivery chain mapping, procurement, routine contract management, financial and progress reporting, governance and compliance. The SPM will be a senior project management professional with experience leading large-scale, FCDO-funded programs.

Roles: Grants and Partnerships Manager The Grants and Partnerships Manager is responsible for developing and leading a compliant grants management system for an innovation fund that will provide grants to local and other organizations to pilot interventions that provide support to out-of-school girls (OOSG) to return to school or access other learning opportunities. The Grants and Partnerships Manager will be a senior management professional with experience in the management of innovation funds or grant schemes, partnership management and a sound understanding and experience of FCDO compliance.
