WELCOME FROM JALEEN MORONEY, PRESIDENT, CARDNO INTERNATIONAL DEVELOPMENT Thank you for your interest in becoming the new Director of Health Finance, Cardno International Development. As President, International Development US Area, my senior management team and I are committed to the development of a health finance practice within Cardno. Across our global organisation, we have solid expertise in the project management of large-scale health programmes, public private partnerships and public financial management. As fiscal and local fund agents for the Global Fund and GAVI – the vaccine alliance (GAVI) over the years, we have overseen the financial management of many large health programmes in Africa, and Asia Pacific. We see a significant opportunity for health finance technical assistance across many developing countries and are seeking a new Director, to build a new health finance practice and recruit a team. Over recent years, Cardno has worked extensively with the US Agency for International Development (USAID), the Centers of Disease Control and Prevention (CDC), the Global Fund and GAVI. Cardno has worked with CDC and USAID as the primary health donors in Uganda where our last project ended in 2018. In addition, Cardno’s health practice has grown throughout Asia and the Pacific with funding from the Australia’s Department of Foreign Affairs and Trade (DFAT). Our approach is for the new Director, and her/his team, to strengthen and grow our relationships to develop a strong health finance practice in the forthcoming years. Cardno does have strong links to the health systems within developing countries, particularly within Sub-Saharan Africa. We supported Uganda’s local governments to improve the public service delivery of health and other social services; working as a USAID implementation partner with UNICEF, the Danish aid, DANIDA, and others. This programme provided positive community-level outcomes across 71 districts in Uganda. In parallel, we also worked to strengthen the private health care providers across Uganda, to improve the quality and number of facilities that can deliver affordable health care to the population. In Kenya, Cardno has been sub-contracted by the Palladium Group to understand the Family Planning (FP) market dynamics, as well as determine the options available for greater involvement of the commercial

sector in serving unmet FP needs. More broadly, we have been working to strengthen public private partnerships (PPPs) across Sub-Saharan Africa and other countries, supported by the US President’s Emergency Plan for AIDS Relief (PEPFAR), and are contributing to PEPFAR’s goal of an AIDS-free generation. To date, we have mobilized private sector resources to manage more than 20 PPPs across sixteen countries, (Botswana, Cambodia, Cameroon, Ethiopia, Jamaica, Kenya, Liberia, Mozambique, Nigeria, Papua New Guinea, Rwanda, Sierra Leone, South Africa, Tanzania, Uganda and Zimbabwe), to improve health outcomes and promote country ownership in areas of health systems strengthening, demand creation, information systems, capacity building and evaluations. In Vanuatu, Cardno is leading the Vanuatu health program to effectively deliver the health components of the People’s Plan and commitment to health services demanded at national, provincial and local levels by a healthy, secure and productive population. In addition, in Papua New Guinea Cardno is delivering the Economic and Social Infrastructure Program (ESIP). ESIP’s subsectors for the program include energy, telecommunications, water and sanitation, health and education. The program leverages infrastructure delivery activities to create opportunities for deeper engagement in sector-wide planning and policy, and enable the identification and resolution of broader national level policy, financing and planning reforms and partnerships necessary for sustained long term change. We welcome applications from individuals that have a strong technical background in health finance, health budgeting, mobilizing domestic resources for health services, mechanisms for transparency and accountability and health services procurement and improving the capacity of developing countries to manage and sustain their health systems. About the Role Title:

Director of Health Finance

Reports to:

The Director of Health Finance is a senior leadership role within Cardno, and s/he will report to Jaleen Moroney, President of U.S. Area, International Development. The Postholder will be expected to develop a health finance practice, develop a portfolio of clients and projects, and to recruit a new team. The Director of Health Finance will lead the design, development, and implementation of impactful health interventions, leveraging teams and resources to ensure all programs operate efficiently and consistently with Cardno’s vision and values. The Director of Health Finance will serve as a thought leader to Cardno’s clients, program beneficiaries, and staff, building Cardno’s technical eminence and offering innovative and thoughtful solutions to achieve improved health outcomes. The Director of Health Finance will be accountable for driving organizational growth and learning, and will lead teams of experts responsible for the design and delivery of innovative programs. As a key representative of Cardno, the Director of Health Finance must communicate effectively and maintain a strong professional profile and broad, influential network. This will include building and managing trusted relationships with a diverse range of stakeholders and countries, including governments, multilateral organizations, partners, foundations, and other clients and funders.

S/he will have a good understanding of USAID-funded programmes and will have broad experience of health programming and financing, governance, health policy and the evolving discussions on universal health coverage, across the developing world, in particular for Africa. Currently, Cardno conducts work globally with a current health focus in Africa and with growth in Asia and the Pacific. The Director will have demonstrable experience of working with Government Ministries (Health and Finance), and Public Finance Managers to develop programs, capacity and strengthen health care systems within these continents. The Director will work in a complex multi-stakeholder environment, and in addition to governments, they will have experience of working with non-government organisations and consultancies. S/he will need to have strong interpersonal communication and negotiation abilities, and political judgement to facilitate partnerships and working relationships in a multi-cultural environment. The Postholder, will have significant experience in the international development sector and is likely to have lived and worked in multiple countries. As Cardno is a publicly-listed company (Australian Securities Exchange), the Director will need to be comfortable addressing the global health financing challenges within the international development sector for this organisation, whilst also being mindful of the need to monitor project financial margins and profits through delivery.

Knowledge and Skills • Demonstrated leadership on health systems development programs focused on issues such as universal healthcare, health financing, governance, health policy, using data for decision-making, capacity development of public sector, sustainability, planning, and equity. Five plus years of experience leading largescale, complex health systems and health finance programs, including working in developing countries on relevant USAID-funded programming. • Deep technical expertise and experience providing technical assistance in health economics/development finance/domestic resource mobilization, health finance reform, sustainable health financing strategies, universal healthcare, blended finance, etc. • Sound knowledge of approaches to strengthening the health system, which may include establishing new financing mechanisms, developing financial and contractual tools, conducting economic and other analyses to inform decisions. • Demonstrated in-depth knowledge of low and middle-income country health systems strengthening environments, with a strong focus on health economics and financing. • Demonstrated leadership capacity, strategic vision, and ability to effectively build and sustain positive working relationships and partnerships with donors, governments, and partners. • Demonstrated expertise in strengthening health finance through social health insurance reforms, development and execution of economic analyses, domestic revenue generation, costing assessments, cost-effectiveness studies, expenditure surveys, and feasibility/analyses for community-based and social health insurance

or financial protection mechanisms. • Experience working with public sector, private commercial sector, and NGOs in the health sector. • Demonstrated and successful experience leading and writing proposal development efforts for USAID-funded programs. • Demonstrated experience navigating varied cultural, political, and societal environments and possesses a high aptitude for working cross-culturally. • Well-established track record of solid, ethical business judgment, financial stewardship, and a proven ability to build trust, foster collaborative relationships, and cultivate impactful relationships with diverse groups. • Innovative thinking, practical problem solving and the ability to translate and apply knowledge to implementation sciences. • Published or spoken at events in the area of Health Finance. • Proven successful experience working with USAID and other donors. • Proven experience providing mentorship and leadership to teams. • Excellent interpersonal, written, and oral communications skills. • Fluency in written and spoken English; ability to work in another language is a plus. • Demonstrated ability to make timely and bold decisions that have broad impact across organizational boundaries and stakeholder groups. • Ability to balance speed and thoroughness even in the face of ambiguity. • Demonstrated integrity, credibility, and a commitment to and passion for Cardno’s mission.
