Owen was a statewide contract by DGS / Caltrans to provide project compliance services for Caltrans office facilities. Owen’s scope of work involves plan review for architectural design, civil engineering, structural engineering, mechanical engineering, electrical engineering, plumbing design and layout, landscape architecture, specification writing, and security systems. Owen is also responsible for providing feasibility and planning studies, cost studies and estimates, value engineering analysis, and infrastructure studies and design support for construction. Caltrans buildings and facilities range from office buildings, equipment and maintenance facilities, pumping plants, transit stations, underground structures, earth retaining structures, and more.
MTA Union Station Gateway (USG) Building

Owen, as part of Vanir Construction Management, is providing construction and engineering management services to MTA’s Union Station Gateway (USG) building, a 628,000 square foot, 27-story high rise office tower and four-level subterranean parking structure and the entire Union Station site in Los Angeles, CA. Scope of services include energy lighting study, cooling tower replacement and retrofit, design build project, site study for drainage, paver and pavement repair, Emergency Operations Center (EOC) study, facility condition audit and facility repair, modernization, etc.

World Trade Center
Owen is teamed with David Evans & Associates to provide peer review and other construction management support services for the World Trade Center (WTC) Transportation Hub in New York City. This project is located on the 16 acre lower Manhattan “Ground Zero.” The Port Authority of New York and New Jersey (PANYNJ), in association with the Federal Transit Administration (FTA), developed the plans for the new WTC Transportation Hub that will serve as a central transit hub with trains running under the Hudson River from New Jersey, North-South Manhattan subways, bus stations, and many other transportation and retail services. The site development happens at a subterranean level as well as above ground. The underground development will go for a total of 8 stories, while the above-ground development will include the 9/11 Memorial, the One World Trade Center (Freedom Tower), and many other new skyscrapers. The overall development of the WTC will comprise the re-built World Trade Center Complex. Another landmark representing our national pride and freedom!
RCTC Corona Metrolink Parking Structure
Owen’s structural and MEP engineering team performed plan review on the six-level, 375,000-square foot, 1,100 car parking structure and pedestrian bridge for the Riverside County Transportation Commission (RCTC) in Corona, CA. A digital, CCTV system comprised of a 40 camera surveillance system provides views from within the structure and on the adjacent Metrolink platform. Other systems in place include a floor by floor car counting system, air conditioning systems for the data room, future security room, and the electric and elevator machinery room. An existing surface parking lot was demolished on the western portion of the site to accommodate the new structure made of reinforced concrete and post-tension concrete slabs with moment frame to house the 1,100 parking spaces.

LACCD - Pierce College San Diego International Airport
Owen has been contracted by San Diego International Airport to provide constructability review services for the Airport Authority’s $300 million Capital Improvements Project Program. The Authority’s Capital Improvement Program (CIP) is a rolling 3-5 year program concerned with critical improvements and preservation efforts. Included in the program’s scope are projects addressing federal security requirements, airfield safety and capacity, terminal building improvements, electrical upgrades, and initial planning for the Airport Master Plan Program.

Owen provided Construction Management support services for John Wayne Airport’s terminal expansion and new parking structure in Orange County. Scope of work included constructability review of a new 250,000 SF Terminal C, and the demolition of a parking structure. The terminal includes six new passenger gates, additional concessions, hold rooms, passenger/ baggage processing capabilities, and facilities with space for commuter/regional jets at the south end.

Cedars Sinai Medical Center (CSMC) has a number of concurrent projects located on the 3rd, 5th, 6th, 7th, and 8th floors of the main hospital’s Professional Tower. These projects are in different stages of design, OSHPD review, and construction. Owen is providing architectural review of each ongoing project to determine if there are any clashes or problems between projects and is suggesting solutions with each project’s architect and OSHPD for the resolution of any problems. The services require detailed and on-going comparative plan review, through OSHPD permit of each project.

Review and Plan Check is a specialty at Owen, not a sideline. We have developed a web based review database system to streamline the review and back check process. This was successfully utilized on our last review for OSHPD and DGS and is available as a part of our standard services. Owen provided value engineering and peer review services for The Crescent, Beverly Hills. The Crescent is an upscale mixed-use residential and office development in the famed “golden triangle” of Beverly Hills. The $50 million project is the first rental apartment complex to be developed in the City in the past 25 years. The Crescent encompasses 40,000 square feet of world-class office space, 12 two-story brownstones and 76 luxury townhouse apartments.
Owen has been selected to provide Plan Review services for Court Construction projects throughout California on an as-needed basis by the Administrative Office of the Courts (AOC). As part of the on-call contract, Owen provided plan review services for the $300 million San Bernardino Courts Building and the new $400 million San Diego Courthouse.

Owen provided value engineering and peer review services on the structural portion of this project. Recognized as one of the finest urban infill retail developments. West Hollywood Gateway is a $75 million, two-level, 250,000 sf shopping center that makes a dramatic architectural statement at one of the busiest intersections in the Los Angeles area. A large outdoor plaza functions as a civic square, inviting pedestrians to enjoy outdoor eating areas, fountains, public art, retail kiosks and abundant landscaping. Visually distinctive sidewalks, street-level display windows and sidewalk cafes further enliven this new urban village.

Owen’s team utilizes e-PlanReview® a web-based collaboration software available to municipalities and organizations interested in simplifying and streamlining the process of plan check/ review, and eliminating the cost associated with the process. Accessed through the internet from any standard browser, through a secure log on, it is available to all project team members and internal and external clients alike.
Plan Checking and Fire, Life & Safety Plan Checking Services; also by the Office of Statewide Health Planning and Development Structural Plan Checkers for Healthcare facilities. Additionally, we hold various “as-needed” contracts with municipalities and state agencies. We design successful structures throughout California with an emphasis on low cost, low maintenance, long life cycles, energy efficiency, sustainable designs, seismic strength, and straight-forward construction techniques. Owen’s Standards, Knowledge, and Experience Through our extensive review and design work, Owen has become intimately familiar with design standards, document standards, and our own “lessons learned” review guide. We also maintain and use our own checklist of items derived from our use of “Common Problems” check system for our constructability review experience. Our previous review work has provided us the opportunity to see and evaluate many different architects’ methodologies and solutions to problematic code compliance design and detailing, such as rated assembly wall ceiling connections and constructable steel fire-proofing detailing. We bring this experience to our constructability reviews to offer suggestions to conditions based on similar experience.
