There are already wait lists for two- and three-year olds who want to enroll in those programs, and administrators are confident that kindergarten will also prove quite popular. Broward County Schools Participates in $2 Million Computer Science Grant
Broward County Public Schools (BCPS) is proud to partner with the non-profit organization, Digital Promise, to help expand computer science in schools, not just in Broward County, but across the nation.
BCPS is one of six school districts across the country invited by Digital Promise to collaborate in a new, four-year, $2 million National Science Foundation Research-Practice Partnership. It’s
called Districts Helping Districts: Scaling Inclusive Computational Thinking Pathways. The goal of the partnership is to develop and refine strategies for increasing computer science participation by learners from underrepresented backgrounds.
The District’s work for the grant is kicking off as BCPS celebrates Computer Science Education Week (December 5 – 11), which was expanded this year to include “Hour of Code” activities
throughout the entire month of December. The annual Hour of Code celebration raises awareness about the importance of expanding access to computer science in schools and inspires students to complete at least one hour of coding activities this month. The theme for BCPS this year is Discover the Metaverse: Create Your Place in Cyberspace.
“We’re preparing all our students for life and their future careers, where virtual and real-life experiences intersect,” said BCPS STEM + Computer Science Supervisor Dr. Lisa Milenkovic. “In every industry pathway – whether you are working in a retail sector, a tech sector or anything in between – the impact of technology and the need for computer science skills continues to grow.”

Broward County Commuter Rail Approved
Broward County received official notice from the U. S. Department of Transportation's Federal Transit Administration (FTA) that the first phase of the long-awaited Broward Commuter Rail-South (BCR-South) has been approved to enter Project Development (PD) phase.
This official approval opens the door to possible federal funding via the Capital Investment Grant program of FTA and will allow all funds expended by Broward and the Florida Department of Transportation (FDOT) from this point forward to count against local funding match requirements of a future grant. It also places the BCR-South project on the list published by the FTA of projects "in-line" for potential funding, most likely via a Small Starts grant, providing up to $150 million in federal funding for projects below a $400 million threshold (capital costs for BCR-South are presently estimated at $297 million).
"We are very pleased by this development and appreciate the support and cooperation of both the FTA, along with our partners from the Florida Department of Transportation, who have been instrumental in helping us reach this important milestone," said Broward County Mayor Lamar Fisher.
FDOT recently announced that it has programmed $74 million to be available to help support the local match requirements of the potential FTA grant, approximately 25% of the estimated capital cost. FDOT and the County signed a Memorandum of Understanding outlining collaborative efforts to develop this new public transit initiative in January 2021.
"With this news, we are one step closer to leveraging both state and federal funds for this important public transit initiative, bringing in outside resources to assist with covering a majority of the cost to build the new system and begin the transformation of our community," said Monica Cepero, County Administrator.
BCPS Superintendent Makes Surprise Visits to Announce Teacher of the Year Finalists for BCPS 2023 Caliber Awards
Congratulations to the outstanding educators chosen as Teacher of the Year finalists for Broward County Public Schools (BCPS) 2023 Caliber Awards. On Friday, December 9, BCPS Superintendent Dr. Vickie L. Cartwright, School Board members, and school leaders visited teachers in their classrooms with the surprise announcements and gift baskets.
The five finalists vying for the top honor include:
Dr. Danielle Bradley, a ninth-grade Cambridge AICE, honors and gifted English teacher at Coral Glades High School (21 years in education, all with BCPS).
“Dr. Bradley has a dynamic way of including students authentically in their own learning,” said Principal Dr. Mark Kaplan. “She methodically plans her lessons and demonstrates an uncanny ability to make those lessons come alive for her students.”
Otto Jessus Rodriquez, an 11th grade science teacher at South Broward High School (35 years in education, 20 years with BCPS).
“Mr. Rodriguez sets the bar extremely high for all those who work in education with his compassion, dedication and level of service to his students,” said Principal Patricia Brown. “It is difficult to
convey how awe-inspiring Mr. Rodriguez truly is. He has an outstanding impact on all his students and colleagues.”
Haley Shurack, a pre-K Exceptional Student Education teacher for the deaf and hard of hearing at Tropical Elementary School (five years in education, three with BCPS).
“Mrs. Shurack has demonstrated success in working with children through her love and care for her students,” said Principal Robert Schneider. “She has been a leader in innovative teaching techniques for our youngest deaf and hard-ofhearing students. Her work over the years has been marked by devotion, integrity and loyalty.”
Lashaundra Williams, a ninth – 12th grade social science, U.S. history and Advanced Placement psychology teacher at Hallandale High School (nine years in education, seven with BCPS).
“Ms. Williams is an enthusiastic educator who works tirelessly to ensure her students receive every opportunity to reach their full potential,” said Principal Mark Howard. “As the social studies department chair, she leads her department with integrity and attention to detail.”
Jennifer Wilson, a sixth-grade language arts
teacher at Tequesta Trace Middle School (16 years in education, eight with BCPS).
“Mrs. Wilson is a teacher who does not know how to say no,” said her Principal Robert Rivera. “Her leadership is infectious. Her tenacity is incomparable. Her passion for teaching and learning has impacted those around her to be better teachers and administrators.”

Many websites will offer customized do-it-yourself ("DIY") documents. While they may seem convenient, quick, and inexpensive, their use could result in hefty legal expenses for your family.
One of my favorite Authors, James Clear, writes in his book Atomic Habits that in order to succeed, you need to take small steps to arrive at your goal. The same is true for creating your Estate Plans.
Although web services may seem an easy alternative, many questions require personal assistance. Many families fail to complete their wills and other planning documents because they are stunned by the number of questions they have and the enormity of the task. Parents wait until their youngest child is almost 18 years old because "we couldn't agree on a guardian." Or folks wait because they believe it will be too much work. To avoid being overwhelmed, you should break down the approach into step-by-step processes with the help of a professional.
Please read on if your goal is to avoid Probate, protect your children, keep family harmony, and avoid extra taxes or costs when you pass.
What is a "Will"? Contrary to popular belief, a will does not dispose of your assets independently. Without designated beneficiaries for every asset or entity, such as a Revocable Living Trust to control distributions, the will must be probated.
I call it a "Dear Judge Letter!" What is Probate? Probate is a court-supervised process for identifying and gathering a deceased person's assets, distributing them to beneficiaries, and paying their debts. Why shouldn't I use an online company?
Many people believe that online programs will prepare a legally enforceable document, but quite often create the opposite effect.
1. You may not have properly followed the state law particulars in language and in the execution of the will, potentially invalidating it.
2. Your DIY document may contain irregularities or errors, potentially disinheriting loved ones or invalidating the will.
3. You may not have added potential tax exemptions or contingencies, leaving your family to pay more in estate tax.
4. You may have forgotten to add your personal items, or only included personal items.
5. You may have drafted a "Living Will" instead. A Living Will is the document that allows a hospital to remove life support without a court order or fear of liability.
This New Year, resolve to complete your estate plan. According to Author James Clear, by outlining a direct method of action and setting the day or time to do it, you simplify the task and follow through with it. So please put it on your calendar for January to get started on that estate plan. Hire an Estate Planning Attorney who can guide you through the process so you can rest easy knowing your plan will work; you'll be thankful you did.

By Dr. Michael M. Cohen, DPM, FACFASothing is more frustrating to a runner than an injury which occurs just when the training schedule calls for ramping up mileage or intensity in time for competition. During my 35 years as a foot and ankle specialist treating runners in our community, I have personally witnessed not just the physical, but the emotional toll these injuries can inflict, and can truly empathize with them as I myself have fallen victim to these same unfortunate circumstances, and on multiple occasions. As runners we forget that our sport is not a passive but violent one, as each foot strike results in an impact equivalent to 3 or 4 times our body weight. To put it bluntly, training is a form of self-inflicted injury with the hopes that the ongoing cycle of injury and healing will ultimately lead to stronger muscles, tendons and bones after recovery. This is a positive and most desirable outcome which we refer to as “conditioning”. Unfortunately training exuberance tips the balance in favor of injury, sometimes with the best intentions of the coach, family or athlete and leads to the body’s inability to perform. This is when breakdown (injury) occurs resulting in a concept I call “reverse conditioning” secondary to overtraining.
One such common overuse running injury is referred to as a stress reaction which in later stages develops into a stress fracture. Most athletes with a stress reaction present with an insidious onset of pain in a focal area sometimes confused with muscle soreness or tendinitis. Stress reactions and stress fractures represent fatigue failure injuries and are secondary to overuse. A stress reaction precedes a stress fracture in the bone fatigue continuum and is hallmarked by microscopic failure without an actual visible break in the bone. X-rays are typically negative in this stage of injury and better imaged with bone scans or MRI. The MRI is a very sensitive imaging technique which depicts swelling in bone at this early stage. As the fracture continues to develop, heat, swelling and pain are noticed during everyday activities. In severe cases the pain eventually precludes comfortable weight bearing and physical exercise causing the athlete to limp.
Stress on bone creates constant remodeling affecting a balance between the cells which eliminate injured bone (like tiny vacuum cleaners) and cells which replace injured bone with newer healthier bone. Overtraining, either by adding mileage, speed or inclines will tilt the balance in favor of the cells evacuating injured bone. This ultimately results in a negative balance of healthy bone cells progressing to stress injury.
NAdding insult to injury, weak muscles in the thigh and leg supporting the bone structure by absorbing shock may further stress the physiologic capacity of bone to maintain its integrity causing it to fatigue. This is not unlike bending a paper clip back and forth until heat develops causing the metal wire to fatigue until it snaps into two segments. Stress fractures are very similar as the continued stress of training results in fatigue failure of bone, leading to microscopic cracks and subsequent true fracture if allowed to continue. It is during these late stages of the process that X-rays become a more reliable tool.
Not All Stress Fractures Are The Same
Stress fractures are generally classified into two types: low risk fractures- those that heal well and usually without long term sequelae and high-risk fractures - those which do not heal well and often require surgery. The designation of these two classification systems are essentially based on the location of these fractures. Bone stress injury treatment and return to play decision making is based on the site of injury, potential for healing and risk of significant complication. Proper treatment of the fracture is essential to avoid under -or over treating the condition. Clearly over treating the fracture may result in an unnecessary disruption of training and subsequent loss of physical conditioning referred to as “deconditioning”. Stress fractures deemed as high risk pose a significant risk for recurrence due to inadequate healing and at times may result in potentially devastating complications leading to career ending injuries. Prompt diagnosis and treatment is fundamental in allowing proper healing thereby minimizing the impact of the injury.
Treatment
Treatment for stress fractures should not focus on boney healing but should include an investigation of what we refer to as the intrinsic and extrinsic causes which resulted in the injury in the first place. Intrinsic factors include 1. Biomechanical- body type, foot type, inherent weakness and flexibility, and a factor many gloss over- running technique, 2. Nutritional specifically insufficient intake of protein, calcium and vitamin D 3. Hormonal factors- the most notable of which is estrogen. Female athletes with low bone mass have a higher predilection for certain stress fractures. This is especially noted in women at risk. This includes those with low body mass, or have stopped menstruating and/or have a history or family history of osteoporosis. This group will require a proper medical workup consisting of blood tests and a bone density scan often requiring a team approach with various specialists.
Extrinsic factors on the other hand consist of training errors and improper equipment. This
includes but is not limited to the influences of terrain, running form and improper running shoes. To be effective, an individualized developmental plan for an effective return to play schedule should take these factors into consideration. The strategy, particularly when dealing with low risk fractures, may require decreasing training volume and intensity, using proper equipment, changing running technique, and cross training. Using this tactic assures that the athlete does not suffer a substantial loss of conditioning while recovering from injury. Sports medicine physicians realize all too well that extended time off training may adversely affect the recovery. Recouping the body’s strength, flexibility and ability to balance is significantly hindered with overprotective measures and results in an extended loss of training time. So why create a problem in order to solve one? With a proper rehabilitation plan, the athlete is given the best chance for a faster recovery while resulting in a protective effect from future injury.
Alternatively, high risk stress fractures as previously mentioned have more frequent complications such as poor healing, non-healing, and at times re-fracturing after healing is thought to have been completed. These are very frustrating scenarios which unfortunately often leads the athlete to abandon the sport. The treatment for high risk stress fractures should be based on the immediate goal of preventing any progression of the fracture and avoiding longterm complications. Because of the significant complications associated with this injury, it is suggested that athletes with evidence of a high-risk stress fracture immediately discontinue their activity. Unfortunately, with these fractures, prolonged immobilization with weight bearing restrictions or operative management are often the treatments of choice.
So, remember to listen to those nagging injuries and avoid reverse conditioning. Make sure that you heed the signs of injury before the injury heeds you

Should I Have My Child’s Wisdom Teeth Extracted?
By Dr. Maria GrosmanShould I have my child’s wisdom teeth extracted? This is a question I am asked frequently, especially at the end of orthodontic treatment. The question is very logical. We have been working to align the teeth for two years and everyone is excited to unveil their new smile to the world. The last thing that anyone wants is to leave the wisdom teeth to spoil our great work. On the other hand, the extraction of third molars is usually carried out by an Oral Surgeon using some form of sedation. The decision to refer must be thought out and based on science.
According to the American Association of Oral and Maxillofacial Surgeons (AAOMS), the decision to avoid extracting the Third Molars (AKA Wisdom Teeth) depends on their meeting the following criteria: completely erupted and non-impacted, completely functional, painless, free of decay, disease-free, capable of being properly cleaned. As can be seen from this list, the academy of oral surgery leans heavily toward extraction. This list fails to aid in my decision making in most cases, as the average teen completes orthodontic treatment between 13-14 yrs old and the wisdom teeth erupt between 17-21 years old.
What I prefer to use as a guide is the anatomy of the mandible (lower jaw) and the developmental stage of the Third Molars. For example, there is a nerve that runs the length of the lower border of the mandible called the inferior alveolar nerve. Among other things, this nerve provides for our feeling in the lower lip. The Third Molars develop right over this nerve and it is not until around 15-16 yrs old that the roots of the teeth tend to approximate and sometimes even wrap around the nerve. I allow the third molar to grow and hopefully find a reasonable eruption path prior to the completion of development of its roots. If I find that there is too much pressure being placed on the 12-year molars, I will refer for evaluation prior to the full development of the roots. What this accomplishes is the removal of the Third Molars with a much reduced chance of damage to the nerve.
As in most situations, timing is everything. Our protocol consists of consistent retainer wear as soon as braces are removed. We then monitor the third molars until they either come in or are removed. Consistent retainer wear is more than sufficient in maintaining that beautiful smile through the process. In fact, we are recommending long-term, night time wear of the retainer even if the Third molars are removed. As it turns out, the eruption of the Third molars is the most well known, but not the only factor which can cause shifting of the teeth over time.

Public Safety Master Plan was recently completed for the Fire-Rescue Department and the Police Department. The next step, which has been initiated, is for each department to finalize and implement a strategic plan, enabling a comprehensive yet holistic assessment of resources and corresponding service demands of the community. Moving forward, the Town will evaluate all public safety decisions with the most favorable options considering the Town’s diversity, growth, personnel safety, and technological advances.
Vacation Rentals
Over the past few years, the topic of Vacation Rentals, also referred to as Short-Term Rentals or Airbnb's, has been repeatedly debated in the Florida State Legislature. The discussion has divided legislators, with some taking a staunch position against the concept while others vehemently support the idea. Depending on your viewpoint, we should all be able to agree there needs to be more regulation for properties deemed as vacation rentals in residential neighborhoods. Our residents must be able to have peaceful enjoyment of their residential property, and nothing should infringe on this right.
This topic continues to highlight that legislators have infringed upon local municipal leaders' control by stripping away our home-rule rights to govern our towns, cities, and villages, enact regulations and regulate businesses in our community. Unfortunately, each year during the Florida Legislative Session, lawmakers propose legislation to preempt and deter control from your local leaders on various topics and industries, such as vacation rentals.
The vacation rental change came to light in 2011 when the Florida Legislature prohibited municipalities from regulating short-term vacation rentals despite our attempts to defeat the item. This issue is not unique to Davie as the lure of South Florida, with its white sandy beaches, expansive parks and trails, beautiful weather and melting pot of cultures, has contributed to our community becoming a hotbed for vacation rental properties. Often, many people are perplexed when they learn that the Town is limited in regulating where these rentals can operate based on the States preemption law. With the passage of this legislation, the Town is tracking complaints and having conversations with residents who reside next to or within close proximity to properties designated as vacation rentals. As Mayor and in collaboration with the Town Councilmembers, we defend our rights for local control and recognize that this issue will have a deleterious effect on our community. As such, the Town has taken other initiatives and launched a Vacation Rental Registration Program and a local Ordinance. This is our best way to work within the boundaries of the law and requires all individuals with vacation rental properties within the Town to register their properties with the Town. This is to ensure that all vacation rental properties in Davie are held to an equal standard for property maintenance and code enforcement requirements. The registration application collects the most up-to-date and accurate owner information for each property, emergency contact information and structural information for emergency and code compliance purposes.
Other essential elements of the Vacation
Rental Registration Program include access to the owner/agent of the property, obtaining the required State and local licenses, the availability of a telephone in the facility that allows users to call 911, posting the official name and address in a conspicuous place for users of the property, designated parking management and providing law enforcement resources to the property owner in the event their guests meet certain requirements.
We may not be able to prevent vacation rentals, but our goal is to have an Ordinance and program guidelines that provide oversight, tracking, and essential health, safety, parking, and solid waste requirements to help reduce the impacts of vacation rentals on our community. This is meant to make these properties safer and more compatible to the extent possible with existing neighborhoods and provide accountability for their proper operation. While this Ordinance and program are relatively new, it is our best option while I continue to seek legislative change to restore our local rights to represent our community. In the meantime, I will work and advocate for a safe and healthy living environment for all concerned.
