The men and women of the Student Council have performed a real service to Otterbein College and to every member of the student body. With poi e a nd integrity they have acted in matters of misdemeanor. With keen iu ight they have effected new legi Jation. With grace they have m.et criticisms of their work. Elected by their fellow classmen they have endeavored to be true representatives of them.

Re pon ibility has given the memhers of the Student Council a new appreciation of the fact that there are some things in life which we must take eriously. A brow that is knit in the intere t of ttident government is due to have advantages in the complexitie of ever yday life.

The Student Council of 1924-1925 has done it work well. T_o them we are indebted for leader hip in arranging for Home Coming Day, for a large part of the succe s of the first annual Paren ts' Day, and for inaugurating Honor Day. Some important new matters of legislation have come from them. The six-weeks rus hing rules, and better regulation of Senior Recog-

The origm and early history of paper is obscure. It is commonly understood that the Chinese made and used a fo rm of paper at an early period. The use of Chinese paper has been traced to the second cen tury B. C. Paper was not made availab le to the rest of th e world until the middle of the eighth centu ry. In 75 1 A . D. the Chinese made an attack upon Arabia but were defeated. It happened that in the Chinese forces were a number of skilled paper makers whom the Arab captured and forced to reveal their ecret. The Chinese imparted their skill to their new masters and the use of paper has grown beyond comparison with the territorial in­ crea e of civilization. In the United tate alone the present paper ind ustry in it varied field u e mate ria l valued at one and one-third billion dollars that grow into a product va lue of more than three billion dollars. . To u paper is one of the thing we take for gr anted. We do not top to think of the labor and skill expended in its production. Oftentime we a re not discrete in our use of th is conven­ ience. Too little care do we exert in our discarding of used paper. It was
