THE WAVE OF THE FUTURE To envision where we hope to go, it’s important to reflect on where we are and where we’ve been. Today, Otsego Public Schools (OPS) remains an outstanding educational system that’s focused on youth enrichment, propelling each and every student to achieve excellence. That’s largely because you and your neighbors supported efforts to take our schools to the next level.

During the 2014-15 school year, OPS conducted a district wide Facilities Assessment. This assessment prioritized facility repair necessities and safety upgrades needed into three priorities.

(See chart above.) In 2016, the Otsego community approved a 1 mill increase, passing a 5-year, multi-priority Building and Site Sinking Fund to finance key facility repair and safety upgrades.

Passage of the sinking fund raised the tax rate from 7.49 mills to 8.49 mills, and generates about $450,000 in revenue for our school system each year.

A NEW SCHOOL OF THOUGHT ON FUNDING As we continued to review our facility assessment we knew that a renewal of the Building and Site Sinking fund was in our future. In order to accomplish all of the facility assessment priorities, it would cost $8.6 million. This would require us to seek at least four more renewals and extend the sinking fund from 5 to 20 years, exceeding the life expectancy of many of our planned upgrades and enhancements. The projected cost of materials and inflation also stood to further drive up needed dollars.

What do these numbers and facts ultimately mean? They mean we needed to seek a more fiscally prudent alternative to replace the Building and Site Sinking Fund — the May 2020 Bond

Proposal. While it may seem complicated, the simple truth (and good news) is this proposal will NOT increase the millage rate (8.49 mills) or raise your taxes.

Best of all, the measure would generate $22.9 million, ensuring a more vibrant community and making Otsego Public Schools the educational wave of the future.

Going Green with Energy Efficiencies: All district buildings would receive investments in energy efficiencies, including HVAC and roof upgrades, new windows and doors, and LED lighting that will lower maintenance and operating costs.

ENERGY IMPROVEMENTS WILL GENERATE ADDITIONAL OPERATIONAL

COST SAVINGS Structural Improvements: New, redesigned playgrounds at all three elementary schools would replace aging structures and better define the areas for safety and monitoring. Air conditioning would be added to kitchens, cafeterias and gymnasiums to provide comfortable and conducive learning environments.

Safety and Security: To combat the stark reality of today’s modern threats and challenges, Otsego Public Schools keeps the safety and wellbeing of our kids at the forefront. Coupled with other key measures, additional security cameras and emergency communication equipment would be installed for the peace of mind and protection of our students, teachers and staff.

Due to evolving safety issues and the deterioration of the 50-year-old pool structure located at Washington Street Elementary, a new swimming environment has been recommended.

SCOPE OF PROBLEMS: • Costs to operate and maintain the existing pool have reached $125,000/year.

• The pool facilities have exceeded their life expectancy by 15 years, thus dehumidification and ventilation systems require replacement.

• Aging locker room/showering facilities compound the problem of maintaining pH and controlling ammonia/pool air quality, causing PE lessons and practices to be cancelled at times due to safety concerns.

• The price tag to renovate the existing pool exceeds 66% of what the replacement costs would be.

Because the proposed new pool would be built at the high school, the Washington Street Elementary pool could be repurposed into a multi-use space benefitting Otsego students and the community at large. Proposed changes would include space for: • Additional athletic courts to provide

activities for all ages

• Remodeled locker rooms • A Science, Technology, Engineering and

Mathematics (STEM) work area for Otsego Public Schools Robotics teams, Destination Imagination teams and Makerspace creations • Community meeting room or rentals

COMMUNITY-CENTERED SOLUTION: A new, aquatic facility would create: • A modern and safe swimming center for

Otsego Public School athletes, community visitors, swim club members, student PE classes (fourth through eighth grades), and swim lesson participants (ages 3 & up).

• Community goodwill and access with increased public swim times, as well as a designated room for parties and events.

• A community fitness center. Connecting to our state-of-the-art high school with a separate public entrance would allow for memberships to the weight room, indoor track and pool, nurturing the overall health of our community.

• The opportunity for Otsego to host larger regional swim competitions, potentially bringing in revenue.

• Savings of $50,000 a year through a 40% drop in operating costs.

(Estimated operating costs of the new facility would be $75,000/year.)

MAKING A STATE-OF-THE-ART SPLASH Beyond service initiatives and opportunities, Otsego Public Schools provides access to innovative curriculums and programs designed to meet the demands of today’s dynamic workforce. Most recently, we added a STREAM school at the middle school, as well as computer science and introductory engineering courses at the middle and high school. We are fortunate to partner with top local businesses who lend equipment, facilities, time and talents to enriching our STEM programs. Local companies like Peloton, Tengam Engineering, Parker Hannafin, Denso, RoMan Manufacturing and the Otsego Public Schools Foundation have been driving forces behind these programs and the Otsego Public Schools Robotics Team. As part of the FIRST Tech Challenge and FIRST Robotics, teams use critical thinking, problem solving and engineering principles to design, build and program robots for head-to-head competition. Since this creative program’s inception in 2014, participating students have consistently excelled and reached the state finals.

BUILDING BRIGHTER BULLDOGS READING THAT’S ON A ROLL To put more books into the hands of kids over the summer break and raise excitement about reading, Otsego Public Schools rolled out the Bulldogs Bookin’ Bus mobile library in 2017. Operating two days per week from June 12 through August 21, more than 60 staff members, community members and volunteers help inspire a lifelong love of reading among kids of all ages. In its first summer, more than 200 children visited the bus and checked out over 465 books.

When it comes to building brighter horizons, our graduation rates and test scores speak volumes.

While the statewide graduation rate was 80.18% in 2016-17, Otsego Public Schools routinely delivers a much higher rate: 2017-18 - 94.5% 2016-17 - 94.1% 2015-16 - 97.8% 2014-15 - 94.4%

The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2020, under current law, is 0.99 mill ($0.99 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.10 mills ($2.10 on each $1,000 of taxable valuation).

The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds. The estimated total principal amount of that borrowing is $2,014,470 and the estimated total interest to be paid thereon is $5,612,157. The estimated duration of the millage levy associated with that borrowing is 21 years and the estimated computed millage rate for such levy is 8.49 mills. The estimated computed millage rate may change based on changes in certain circumstances.

The total amount of qualified bonds currently outstanding is $51,865,000. The total amount of qualified loans currently outstanding is approximately $3,971,947.

The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2020, under current law, is 0.99 mill ($0.99 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.10 mills ($2.10 on each $1,000 of taxable valuation).

The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds. The estimated total principal amount of that borrowing is $2,014,470 and the estimated total interest to be paid thereon is $5,612,157. The estimated duration of the millage levy associated with that borrowing is 21 years and the estimated computed millage rate for such levy is 8.49 mills. The estimated computed millage rate may change based on changes in certain circumstances.

The total amount of qualified bonds currently outstanding is $51,865,000. The total amount of qualified loans currently outstanding is approximately $3,971,947.
