YMCA TEACHES FALLS PREVENTION

Each year on the first day of fall, national organizations from the Falls Free Coalition and the National Council on Aging join together for National Falls Prevention Awareness Day, a day of action to help raise awareness and prevention of falls in Volusia County. The Volusia Flagler Family YMCA is asking older adults, caregivers, family members and health care professionals in Volusia County to unite to raise awareness on Sept. 22, to prevent falls among older adults. According to the Centers for Disease Control and Prevention, an older adult in the U.S. is treated in the ER for a fall-related injury every 14 seconds and dies from a fall-related injury every 29 minutes. The Volusia Flagler Family YMCA encourages older adults to learn their risk for falls by taking a fall risk test at ymca.

Not only does new Principal Tucker Harris find the Ormond Beach Elementary School charming and the students inspiring, but it’s also close enough to his home for him to bike. An avid mountain biker for 15 years, Harris expected to be among many students who rode to school, seeing as they do not have a busing system. He was disappointed when he found fewer than 10 bikes on the school’s rack. “I just have a lot of fun on a bike,” he said. “Bikes have not been a part of our community as compared to other places. We need more people to respect it. It’s healthy for kids in terms childhood obesity. It’s cheaper. There’s just benefit after benefit.” Because of his love for biking — and an effort to make the community more tight-knit — Harris is starting the Ormond Beach Elementary Shifters, a school bike club that will meet twice a month to ride to and from school with Harris himself. I would much rather over-teach them.” Harris aired a video to all OBE students Tuesday afternoon to discuss the dangers of talking to strangers and what to do if someone approaches them. He hopes the Ormond Beach Elementary Shifters will promote a safe way to bike to school. Students who participate in the club will have formal membership cards and be eligible for discounts on flat tires and other repairs at The Bike Shop, 39 S. Yonge St. “Schools traditionally ask for things, but we want to give back,” he said. “We want to promote Ormond and make it a better place to live.” For more on the OBE Shifters, call 258-4666.

The Ormond Beach Police Department received a report Sept. 12 of two suspicious persons approaching a child traveling to school shortly after 7 a.m. that morning. The child was biking on North Ridgewood Avenue toward an elementary school when two males allegedly tried to contact the child and lure the child toward their vehicle, according to a press release from police. The child did not approach the suspects and continued bicycling toward the school. The child was allegedly followed by the same suspects until the child approached the area of the school, at which point the suspects turned around and left the area. The child attended school and returned home safely after classes ended later in the day. The suspects are described as two light-skinned, white males; 40 to 45 years old; both with short, shaved hair (or bald) and not wearing shirts. Their vehicle is described by the child as an older, “square-like” single-cab truck, light blue in color. When shown truck models, the child pointed to a truck similar to a 1990 Ford F-150 truck. The public is urged to remain aware of this situation and report any similar activity to 911 immediately. Anyone with information should call the police at 677-0731.

Planned residential construction in Ormond-by-the-Sea has resulted in a flurry of annexation agreements with property owners which were approved at the City Commission meeting on Sept. 6. The city supplies water to Ormond-by-the-Sea, which is in Volusia County. However, since 2010, the city has required property owners to sign an annexation agreement for a new connection to water. The plan now requires that if a property connects to city water or sewer, it must be annexed into the city if it is contiguous with the city. If it is not contiguous, the property owner must sign an agreement to be annexed if it ever becomes contiguous.

Donuts in Ormondby-the-Sea The City Commission signed an annexation agreement with Afshari1190 LLC for the property at 1190 Ocean Shore Blvd., at the corner with Lynnhurst Drive. According to the city staff report, the owner requested a sewer connection in order to construct a Dunkin’ Donuts restaurant. There is a sewer line along Oceanshore Boulevard. The property is not contiguous with the city, so the agreement is that it will annex into the city if it ever becomes contiguous.

According to the resturant’s Facebook page, the remodel will include a new parking lot with extra room. “I’m gonna cry,” Cheyenne Cutsinger wrote on Facebook. “I will not survive this. 2016, the dark times #NeverForget” wrote Jeremy Hunt.

PRICES SLASHED TO THE BARE BONE!

Tax rate approved The City Commission passed the operating millage rate at 4.2843 for the 2016-2017 fiscal year at its Sept. 6 meeting. In addition to the millage, there are general obligation bonds of 0.0935, 0.0394 and 0.1190 to pay for the police station, a fire station and Andy Romano Park, making the total millage 4.5362. The rate is lower than last year, but will bring in more money because of increased property values. The total budget appropriation of $91,829,472 was also approved. The general fund was increased $500,000 from the previous year, primarily because of wage increases, a planned employee health care clinic and new hires. The budget includes the addition of a $100,000 contingency for the homeless initiative making funding available should the City Commission choose to participate at a future date. The second and final vote will be at a public hearing at 7 p.m., Sept. 20, in City Commission chambers in City Hall.

20 kinds of mac & cheese, one sitting? Eating that much food is harder than it sounds.

I like to think of myself as a decently good eater. I can finish an entire Chipotle burrito in one sitting, I’ve put away half a pizza, and I once accidentally ate two dinners because I forgot I’d already eaten one. What can I say? I’m a champ. So when I heard about the Mac & Cheese Challenge in New Smyrna Beach this past weekend, I thought it’d be no problem for a pro like me. Sampling 20 different kinds of mac and cheese for 15 bucks felt more like a privilege than a challenge. I enlisted the help of my partner-in-crime, Madeline,

because I knew she was the one person in the world who could appreciate a dedicated afternoon of eating as much as I could. We were thoroughly convinced that we were about to have one of the best days ever. I only started to question my ability to eat when the check-in girl told us “good luck” in a tone of voice that made me think we needed it. I brushed it off, and we took our official mac-andcheese eating spoons and made our way to the first stop. An older gentleman greeted us with a small serving of Black & Tan Mac & Cheese, and being the food connoisseurs that we are, we took our first bite the moment it was handed to us. Slightly hungry — because we’d thought skipping breakfast was a good idea— we scarfed down the first sample and contemplated asking for seconds. I’m really happy we didn’t. Because after testing out a yummy smoked gouda, an

intense tomato and a ridiculously crunchy parmesan, we were officially full — with 16 samples left to go. We trucked our way to the fifth stop, which was at a second location: not on Flagler Avenue, where we’d been, but on a side road that felt about three miles away. It was hot, we were full and the world was ending. Not that we were being dramatic about it or anything. “IT’S SO HOT,” Madeline yelled, using what might have been her very last bit of energy. I did my best to convince her that we had to keep going. We made a commitment,and we had to see it through. Even if it meant that we couldn’t look at another plate of mac and cheese for the next two years. With the help of a few store owners who didn’t mind us using their A/C, we regained some strength and tasted three more samples, one of which

People sometimes say they miss the change of seasons they knew up north. While the change is admittedly subtle in our area, it’s still there. Walking along the beach, I see signs of late summer. The royal terns are back, standing in groups always facing into the wind. Sometimes you see the rarer skimmer with them, as if trying to be inconspicuous and blend in. Along with the birds of winter, seaweed is a sign of coming fall. Sometimes it neatly wraps up bits of debris, as if the ocean is returning it to us, saying, “I believe this is your garbage.” The vacant beach is another sign. It’s missing those big tents that have become the latest craze. On a busy summer day, the tents make the beach look like a Bedouin camp in the desert, only with much less clothing. But now, the campers have broken camp and turned their attention to school, football and a faster pace of life.

In late summer, the ocean is warm from the long summer days, and this helps to bring about another staple of fall: tropical storms and hurricanes. The warm waters fuel the swirling winds and rain. The hurricane season officially starts in June, but it’s rarely serious until September. During the passing of Hermine, who was probably angry about the “o” missing from her name, there was frequent mention that no hurricanes have hit the state in 11 years. This is true, but hurricanes that pass by on their way north can have a big effect — depending on how far they

are from the coast— and there were several in the active years until 2004. They could raise the surf to the top of the dunes and often caused evacuations as they teased the coastline. I worked a night shift during those years, and when hurricanes came close enough for beachside evacuations, I would sleep in the building that night. I remember walking outside to see palm trees flipping back and forth like sea oats. But the day after a hurricane passes by is the most beautiful day you can imagine. I don’t know if it’s because all of the moisture has been vacuumed from the atmosphere or if it’s

included alligator, which Madeline promptly spit out because she felt sorry for the gator. Our physical exhaustion had turned emotional. On our eighth stop, we sampled a shrimp mac and cheese that was so good it almost made me cry because I wished I could have tried it when I wasn’t so stuffed. Staring at the half-empty cup of mac and cheese, I knew it was over. The next kind was in soup form, and I couldn’t think about it without gagging. So we told the shrimp guy he was our unofficial winner and left the building. And I probably won’t look at another plate of mac and cheese for the next two years.

just the relief that the wind and rain have finally stopped. Charley was a memorable hurricane in 2004 that came over Volusia County from the west. After cable TV went out, we listened to battery-radio reports of the storm getting closer and closer. Eventually, the radio went out (the tower must have been damaged) and we heard the wind and rain get louder until it seemed to be on top of us. We then listened as it slowly departed, growing faint as it headed out to sea. Afterward, my mother, who stayed with us for the storm, pointed out several times that we sat in a Florida room — with two sides nothing but windows — as the hurricane went over, and that was probably not the best decision. Things have definitely quieted down since the big hurricane year of 2004. Some say we’re in the beginning of a cycle of quiet hurricane seasons, but I wouldn’t break the storm shutters into firewood just yet. I’ve heard it said that being in a house with a hurricane outside sounds like a gigantic, wild animal is trying to tear your house apart. I have not experienced anything that severe, but if a big windy animal ever does go over, I’m getting outside the next day because I know it will be a beautiful fall day.

New canoe launches planned

Ormond Beach police detectives are investigating a possible attempted abduction of a child. The incident happened at 6 p.m. Aug. 29 in the parking lot of the Publix at 220 N. Nova Road. Police are seeking the public’s help in identifying the suspect, according to Officer Keith Walker, police spokesman. After putting one child into a car seat in the backseat, a mother turned around to get her second child, a two-yearold, from the shopping cart. She told police an unknown male was reaching out with both arms extended toward the child. The suspect said, “I’m sorry,” then turned around, ran and got into a silver passenger car, according to the mother. The male is described as Hispanic, 30 to 40 years old and about 5 feet, 9 inches tall, with dark hair, facial hair and a thick build. He was last seen wearing a white T-shirt. The vehicle is described as an older-model, silver four-door passenger car with heavily tinted rear windows. The public will be able to launch canoes and kayaks at Cassen Park and on a lake in Central Park at 601 Hammock Lane after the city installs two launches. Cassen Park is located at the southwest corner of the Granada Bridge. The launches will be the same model currently being used at the Environmental Discovery Center at 601 Division Ave. in Central Park, and will meet Americans with Disabilities Act standards. There is also a kayak/canoe launch at a lake off Fleming Avenue in the park. In June, the Neighborhood Improvement Advisory Board recommended using a federal grant, called a Community Development Block Grant, to fund the two new launches. The City Commission, Volusia County and the Department of Housing and Urban Development all approved the expenditure. The total cost for both kayak/canoe launches will be $37,936.80. The city will seek proposals from local contractors to install the launches.

THAT’S BERRY ILLEGAL 3:40 p.m. — 2800 Block of West Granada Boulevard Information. The property manager said he received a call saying that people were on the property taking berries. When the manager arrived, he saw two females parked at the gate. They started blowing their horn and yelling that the suspect was there. The manager said he stopped two males headed toward the property exit with two garbage cans loaded with berries. He told them to dump out the berries, which they did. They then left without incident. The manager said the berries were worth $3 per pound and estimated that about 60 pounds were taken. The property has a short fence but is mostly surrounded by woods.

EDC BURGLED 3:06 p.m. — 600 Block of Division Avenue Theft. A city worker arrived at the Environmental Discovery Center and noticed that two binoculars were missing from boxes mounted on the deck that faces the lake. Surveillance video footage was not available at the time.

UNSUSPECTING VICTIM 3 a.m. — 700 Block of Fleming Avenue Petit Theft. The victim let the suspect stay at his residence. During the night, he was awakened by a noise in his room and he saw the suspect going through his pants, which were hanging nearby.He didn’t pay much attention, the police report said, and fell back asleep. Later, he realized that his bank card had been removed and used at a local bank. SUBTLE BREAK AND THEN ENTERING 9:31 a.m. — 400 Block of Cherrywood Drive Burglary. The victim said she had fraudulent charges on her credit card and her father was missing $50 from his wallet. She felt it might be related to an earlier incident. Two weeks before, she’d found lawn furniture pushed down and relocated under a garage door window. She also noticed one side of the window ledge was wiped clean. Due to the timing, the victim thought the theft occurred while the family was sleeping. An officer checked the window, and found a small hole near the latch. The latch had fresh scratch marks as if someone pushed an object through the hole to push the latch open. The thief had apparently taken the credit cards from a purse in the kitchen, and taken the cash from a dresser. The victims placed an object on the garage window to keep it from being opened in the future.

When it comes to the gridiron, the Mainland Buccaneers are doing something right, year after year. But the Bucs’ success doesn’t stop with wins at the prep level. They’re taking their success further, and it begins with the coaches and administration. Early Tuesday morning, head coach Scott Wilson held meetings with three of his seniors and their parents, where they discussed academic goals. He does this for all of his seniors. Getting the kids to the next level is a priority he and his staff emphasize, along with Principal Cheryl Salerno, whom he calls the unsung hero to the football program’s success. “She has such a hands-on impact with these boys,” Wilson said, “and her commitment to creating great men out of these young student-athletes is unprecedented.” Like Salerno, Wilson and all of his coaches are engaged with player development, from the best players to the ones who may never see the field. All are required to attend and give 100% at their many practices, and the coaches make sure that happens. Successful players on all levels often post on social media the differences Mainland coaches have made in their lives, and now the nation is beginning to see the fruit.

COLLEGE KUDOS

The Bucs have invaded collegiate football. There are 31 active Mainland players from the JUCO level to Division I. This past weekend, Adrian Killins, now a freshman at the University of Central Florida, tied a school record with his 87-yard touchdown run against No. 4 Michigan. And Jachai Polite – a Gator – also capitalized on his limited snaps by sacking Kentucky’s quarterback and forcing a fumble. Those are just a few highlights from this past weekend, and it doesn’t stop there. THE BIG LEAGUES

The Bucs also have players making an impact in the National Football League. New York Jets end Leonard Williams began his season with 2.5 sacks against Cincinnati, and the Atlanta Falcons’ Ricardo Allen finished his game with seven tackles. “A lot of times when you do the things behind the scenes, you have to have faith in what you’re doing,” Wilson said. “It’s moments like this that give you energy and life to continue doing them. The payments for a lot of the work we coaches do usually don’t come until later, but these kinds of moments let you know you’re doing it right.”

hen Jeff Lilley died on Monday, Sept. 5, due to an aortic aneurysm, Seabreeze junior Jordan Lilley lost more than an incredible dad. He lost his best friend. In every facet of his life, Jeff left behind a legacy for Jordan to carry on. Jordan only hopes to become the man he saw in his father throughout his life. It was the simple things that Jordan remembers most about his dad: time well spent, loving and treating his mother Susan with the utmost respect and love, being an influential community member and showing unwavering support for Jordan. Jeff and Jordan spent a great deal of time fishing, a passion they shared. Jordan remembers one time when they spent three hours trying to catch “a big one.” “We were in Tampa, and the biggest fish hit my line that happened to have a bobber on it,” he said. “Then the line broke right above the bobber, and we chased that bobber for hours, as it would go under for multiple minutes and then soon reappear in a new spot. My dad drove the boat while I laid over the front of the boat, with a deep determination to get this fish. But we just couldn’t get our hands on it. We eventually gave up, but still loved to tell people about our amazing fish story and the biggest fish we “caught” that day.” He also remembers when his dad bought an old bass boat that they fixed up together. “It was our special time,” he said. The completely revamped it, and it became a bonding experience that “no one can take away.” They also shared a love for music. Jeff disc jockeyed for many years, and Jordan always wanted to help him run dances, proms and homecomings. He was 5 when he started helping out. “After a late night out, we would do to a late night dinner and talk about how much fun the night has been,” Jordan said. “My dad was my best friend. He comforted me when I was down, loved me unconditionally and supported my every move.” While Jeff Lilley is gone — but definitely not forgotten (go read the Seabreeze football booster club’s Facebook comments about him) — he leaves behind nearly two decades of fond memories with his boy who is resolute to fill his “big, big shoes.”

The Seabreeze Lady Sandcrabs (1-4) took down crosstown rival Mainland Bucs (2-4) 25-16, 25-19, 25-19 for its first win of the season on Tuesday, Sept. 13, at Seabreeze. “We got some new faces on the team, so we’re still trying to work on our cohesiveness,” said head coach Tarisa Craig-Craggy. “But, we’re doing well. Now, I’m hoping we can put the first four games behind us. And it’s always big when we beat Mainland.” Team leaders Vail Linn and Isabel Harris had 12 and 10 assists, respectively, and Shannon Stack assisted on 12 points. Kate Roth added 20 assists along with seven aces. For Mainland, Abby Rich led the team with 25 assists. Morgan Mundell led with nine kills, and Kamari Potter followed with five kills and a block. In JV action, the Sandcrabs, coached by Erika Binford, also swept Mainland 25-15, 25-8. Leigha Daniels recorded four aces and five digs. Standing tall in their EmbryRiddle Eagles Baseball shirts, Chris Medina and Luke Helms sorted through a pile of clothes in the last place you’d expect to see them shopping: the girls’ section of JCPenney. Crouching down next to a small girl with blonde hair and scuffed pink shoes, the two young men helped her determine which shirt would best match a pair of blackand-gray leopard-print pants. Though they may not have had the best sense of style for an elementary school girl, they gave it their best shot in an effort to give something back — and to make her smile. A part of the Junior League of Daytona Beach’s Best Foot Forward event, Medina and Helms were among the 300 volunteers from Embry–Riddle Aeronautical University, Bethune Cookman and Daytona State College students who volunteered to be personal shoppers for 128 Title I Elementary School children. The students not only had a chance to walk around the store with their shoppers, but also received a backpack prior to the event filled with four uniform shirts, socks, underwear, school supplies and a dental kit. Some of them are homeless. Voluisa is a very poor county, and not a lot of people realize that.” Steedley said the league spends about $19,000 a year to put on the event, which gives each student $130 to spend on clothes. The personal shoppers make sure they get uniform pants, “free day” clothes, a jacket and a new pair of shoes. She said the Ormond Beach chamber is poised for growth. “Rick Fraser has done a great job,” she said. “I want to take it to the next level.” She was chosen out of 70 applicants by a panel of chamber members, assisted by Ned Harper, former director of the Small Business Development Center, who served as consultant. Keefer has worked with Cotton on Florida Chamber of Commerce panels. Harper and John Walsh, chamber president, both said Cotton has strong leadership skills. “She has proven experience as a chamber professional and has the support of other chamber leaders,” Walsh said.

After a nationwide search, the Ormond Beach Chamber of Commerce has hired a new executive director to replace Rick Fraser who, earlier this year, announced plans to retire. Debbie Cotton, current vice president and chief operating officer of Seminole County Regional Chamber of Commerce, has accepted an offer and will start Oct. 17. Fraser has said he would retire when a replacement is hired but would stay on as needed for a transition. Cotton has been in her present position for four years and previously worked in communications and business development for the Seminole chamber. Her work history also includes marketing and business development for a credit union in Orlando. She is on the board of directors of Florida Association of Chamber Professionals and recently became chair-elect. She is currently in her second year in the U.S. Chamber of Commerce’s Institute of Organizational Management, a four-year leadership program.

Frappiers: Serving their neighbors for 26 years The Frappiers began with a sandwich shop in South Daytona and made their way north to Ormond Beach to raise their family and establish a downtown landmark. JACQUE ESTES COMMUNITY EDITOR

When Bobby and Meryl Frappier drove by 123 W. Granada Blvd. in the 1990s, Meryl said, “If only it said Frappes on it.” Not long after, the couple opened an Italian restaurant in that location with the sign, “Frappes.” “Frappes is what they called Bobby’s dad,” Meryl Frappier said. The sign has changed a bit; a year ago it was updated to FIG, Frappes Italian Grille. The same year, the couple bought their home in The Trails, a decision Meryl Frappier said she is happy they made. “We were looking to buy a house, and some friends of ours

found a really good house at a good price,” Bobby Frappier said. “We looked at it, bought it, and moved in. That was 20 years ago.” “I love the area,” Meryl Frappier said. “I love the trees and that all of the houses are different. It just looked like a great community to raise a child, and the schools were top notch.” The couple’s restaurant career began when they moved from South Florida to South Daytona and opened Frappes Hoagies, a sandwich shop on Ridgewood Avenue. Meryl was 5 ½ months pregnant, and Bobby’s parents had found the couple a space to open a shop for $100 a month. A few years later, a second, slightly different restaurant, Frappes Café, was opened on Beach Street in Daytona Beach, and soon the restaurant was expanded to two floors to accommodate their following. “Twenty-nine steps up and 29 steps down,” Meryl recalled. “That’s when Bobby really started cooking dinners, and that’s when we started making a name for ourselves.” Bobby Frappier is the head chef and is self-taught. “My mother was a great cook, my father was a great cook, and my grandmother was a superior baker,” he said. “But I am not a baker.”

Many of the menu items are family recipes he remembers from his childhood. Soon some of the food on the table will be fresh from the FIG gardens out back. “We have our own herb garden now and we are tilling in the back of the parking lot so we can grow our own vegetables,” Meryl Frappier said. “We serve healthy and as organic food as possible from local farmers right now. We really have a moral compass on the food we serve our guests; we switched our salmon to wild salmon everything to keep people healthier.” Both agree that running a restaurant is a labor of love, but it’s also an extension of their family,

from the staff to their guests. “We have a great time here” Bobby Frappier said. “We sit down with our friends and guests, both the same people. We have second and third generations of families coming here.” For the past 18 years Bobby Frappier has also taught cooking classes in the restaurant. “I take about 14 students and teach them hands-on. We start with knife skills, prep and cut, make dishes,” he said. “Then we all hang out in the kitchen and eat and drink wine.” “We love this town and our community, and we are just thankful and blessed to be going on our 26th year,” Meryl Frappier said.

Financial planner makes radio milestone

Florida Hospital Memorial Medical Center has begun a $10 million construction project to add 24 inpatient beds for women and 10 inpatient pediatric beds on the fourth floor. All 34 rooms will be private, and parents will be able to stay with their child overnight in the pediatric unit. In August, the hospital opened a 16-bed Level II neonatal intensive care unit to care for sick and premature babies. It has sleeping and showering accommodations, as well as a refrigerator, so that parents never need to leave their child. Construction is expected to be completed summer 2017.

Local financial planner David Holland broadcast his 1,000th radio show on Sept. 1. The listening audience has also expanded to include three counties. The show currently airs at 9 a.m. in Volusia County on WNDB 93.5FM and AM1150; noon in Flagler County on WNZF 106.3FM and AM1550; and 9 a.m. in St. Johns County on WSOS 103.9FM and AM1170.
