hannon Clark has lived in a lot of group homes and said that typically, there are very few people there that actually care about you. With Legacy Housing Project, that’s not the case. “Most people are in it for the money,” the 19-year-old said. “They don’t care what you do, if you run or away or anything. But here, here it’s peaceful. If I have a problem, I know I can talk to Richard or Brandi.” Pastor Rich Tidwell and his wife, Brandi Tidwell, had a vision of creating free housing for girls who just aged out of the foster care system and are at high risk for becoming victims of sex trafficking. City to upgrade sidewalks, trail in park A resident in the priority area is disappointed. WAYNE GRANT NEWS EDITOR

The city has applied for a grant to build two sidewalks and pave a Central Park trail, projects recommended by the Neighborhood Improvement Advisory Board. While the NIAB is confident the projects are the best use of grant funds, at least one resident is disappointed. The City Commission voted May 17 to apply for $145,508 in grant money from Housing and Urban Development, which supplies a priority map for where the money should be spent. Updated every 10 years based on the census, the map shows an area of low-to-moderate income. However, the money can also be spent for local nonprofit organizations, or anywhere in the city for projects that meet the Americans with Disabilities Act. While last year part of the money was allocated for projects in the priority area, this year they are all outside the boundaries. “That bothers me,” said Terry Mercer, resident of the area. “I’m disappointed nothing was picked in the neighborhood.” Last year, Mercer and another resident attended NIAB meetings and were successful in getting improvements to the park at the end of Melrose Street, called

Huguenot Park. The approved project calls for a picnic table, shell parking area and ADA access down to the water. Mercer had also suggested a canoe launch for the park, but the city suggested a canoe launch at Cassan Park instead and the residents agreed. Mercer said recently she thought improvements could be made to the sidewalk along Beach Street and another pocket park. CITIZEN INPUT WELCOME

Loretta Moisio, city liaison with NIAB, said no one from the community attended the meetings this year. Notices are placed in a local daily newspaper advertising a public meeting, and they are also on the city’s calendar which is on ormondbeach.org. She said input from citizens is welcome at any NIAB meeting, and projects are discussed early in the year. Mercer said she was busy traveling and could not attend the meetings. The board also receives recommendations from city staff. ‘BEST USE OF FUNDS’

Josh Pringle, chairman of NIAB, said members of the board travel through the HUD priority area at least once a year to determine

“We saw a lot of kids on Ramsey and Flormond. There are no sidewalks to get to the bus stops.”

potential projects. He said the primary focus of the board is the priority area. He said the board believes the recommendations made this year are the best use of the funds, based on recommendations they received. The board recommended that two streets, Flormond Avenue and Ramsey Terrace, get ADA sidewalks. They would cost $27,000 and $18,000, respectively. “We saw a lot of kids on Ramsey and Flormond,” Pringle said. “There are no sidewalks to get to the bus stops.” He said both the city and the Ormond Beach Housing Authority have pointed out the need for the sidewalks on those streets.

The other spending recommended this year is $100,508 for an ADA paved trail around a lake in Central Park at 601 Fleming Avenue. There is currently an unpaved trail. Pringle said the trail is heavily used, presents a tripping and falling hazard and is important because of the other ADA improvements that have been made in the Central Park Area. The priority area is in City Commissioner Troy Kent’s zone. “Occasionally I am okay with spending some of those dollars in other areas of our city where ADA needs are a priority,” he wrote in an email. “Residents from our CDBG area do utilize these ADA/ park areas as well.”

PROJECTS UNDER REVIEW Improvements approved last year, including a picnic table at Melrose Park and a canoe launch at Cassen Park, are currently in review by environmental agencies.

Ceremony honors those who made the ultimate sacrifice. NEWS EDITOR

lags flew and a bright sun shone on Rockefeller Gardens on May 30, but it was a solemn occasion as a large crowd gathered for a Memorial Day service to honor those in the military who made the ultimate sacrifice. The Daytona Beach Concert Band provided a musical backdrop to the event, and four flyovers offered stirring salutes. Wreath-laying ceremonies, a playing of taps and a procession of the audience, laying flowers in remembrance of those fallen, underscored the day with emotion. Some died in peacetime, and too many died in conflict, said retired Col. Victoria Leignadier, U.S. Army, moderator of the event. “These men and women served their country and defended those

who could not defend themselves,” she said. Retired Lt. Col. Garret Messner, U.S. Army, gave the Memorial Remembrance speech. He began by quoting Gen. Douglas McArthur, saying we should not mourn the men who died, but rather thank God that such brave men lived. He said he was filled with admiration for the heroes they were honoring. “He belongs to posterity. He belongs to history. He has drunk deep from the chalice of courage,” Messner said. Messner retired from the Army in 2016 at Embry-Riddle Aeronautical University as professor and commander of the ROTC program. A graduate of the U.S. Military Academy at West Point, he served throughout the world, including Afghanistan, and now lives in Ormond Beach. Also taking part in the cer-

“He has drunk deep from the chalice of courage.” RETIRED LT. COL. GARRET MESSNER, U.S. Army

The teachers union and Volusia County Schools sent out press releases May 27 showing an increase in the discord between the two groups in their year-long struggle to reach agreement on a contract for 2015-2016. The teachers union president, Andrew Spar, charged the school district with acting unlawfully, and the school superintendent, Tom Russell, said Spar is denying teachers’ right to vote. An impasse was declared on Feb. 18, and a magistrate made recommendations on the impasse issues after hearing arguments from both sides. At a hearing May 18, the School Board made two offers to the Volusia Teachers Organization, with the expectation they would vote on them. Spar notified the School Board and the superintendent on May 27 that the Volusia Teachers Organization will not vote on the contract offers. He said VTO will file an unfair labor practice charge against the School Board with the Florida Public Employees Relations Commission. The basis of the charge is that the School Board, instead of resolving the impasse issues, submitted multiple options directly to the teachers and essentially continued the bargaining process. Spar also said he would file unfair labor practice because the district did not negotiate the teacher evaluation system in this year’s negotiations. The charge is expected to be filed later today or early next week. Spar said the legal process could take months to resolve. THE SCHOOL DISTRICT RESPONSE

After receiving the notification from Spar, Nancy Wait, spokeswoman for Volusia Schools, sent out a press release saying Spar is denying teachers the opportunity to vote on a 4% average raise in a two-year agreement or a 2% average raise in a one-year agreement. Wait said any allegation that the School Board’s action during impasse was unlawful is without merit, and that it was Spar’s legal obligation to present the offers to teachers for a vote. Russell said Spar is denying teachers the fundamental right to vote. “Whether teachers approve or disapprove the agreement is secondary to allowing them the right to vote,” he said in the press release. Spar responded later, saying again that the School Board actions were unlawful. “We cannot in good conscience put an unlawful proposal before teachers for ratification,” Spar said.

Workers remove equipment from Wendy’s on May 25 after a car crashed into the building earlier that morning. The driver, an Ormond Beach man, died at the scene of the crash.

BAILEY RIVERBRIDGE GARDENS

Bailey Riverbridge Gardens is a 2.6 acre beautiful, riverfront park at the northwest corner of the Granada Bridge. A scenic fountain and colorful plantings grace the grounds in front of the Pilgrims Rest Church which is the historic site of the first Christian wedding in North America. The church has been preserved by the Ormond Beach Historical Society and is often used as a meeting location and for celebrations. The gardens host weddings and events throughout the year. The park offers a walkway extending into the Intracoastal Waterway and under the Granada Bridge to Cassen Park and South Beach Street. It is a perfect location to enjoy a peaceful walk, the beautiful views or fishing.

Driver killed as car crashes into Wendy’s A car crashed into the Wendy’s restaurant at 75 Williamson Blvd., on May 25, killing the driver,

Woodrow W. Fennell, 41, of 420 Lake Bridge Plaza Drive, according to Ormond Beach police. A report issued by police on May 27 said that the crash was the result of the driver having a “heart-related episode.” The medical examiner reported that he had heart disease. The crash happened at about at 3:14 a.m. as Fennell was on his paper delivery route for The News-Journal at the Sleep Inn, 170 Williamson Blvd., across from the restaurant. Witnesses told police that he left the parking lot in an easterly direction at a high rate of speed in his Hyundai Santa Fe. The car crossed the southbound lanes of Williamson Boulevard, went over the median, and crossed the northbound lanes. It then went over the curb and sidewalk into the Wendy’s parking lot and crashed into the

west side of the building, between the entrance and the drive-thru window. The vehicle completely entered the dining area before coming to a stop. A worker at a nearby Denny’s Restaurant, Alicia Guerrere, was outside when the car crossed Williamson at a high rate of speed. She said it never slowed down as it crossed the median and the sidewalk and then into the building. Fennell was pronounced dead at the scene by paramedics, the police report said. Later that morning, the restaurant was closed and workers were assessing damage. One of the workers, who did not want to be identified, said the damage was significant, but that he did not know if there was structural damage.

reta Zukoff has a gypsy soul and was born with a terminal condition called “wanderlust.” Currently residing in Australia’s Gold Coast, Zukoff has spent the last six months traveling in Indonesia, Bali and China, experiencing the rich culture and always finding time for a pilates class. What helps fund her adventurous lifestyle, you ask? Her home here in Ormond Beach. Zukoff has been using Airbnb, a community marketplace for people to list, discover and book unique accommodations around the world, for almost a year to host guests at her beachside bungalow to pay for her own travel expenses. She got the idea to rent out her home for vacationers after watching the movie “The Holiday,” where two characters swap homes from across the world. “I was in the process of figuring out if I wanted to buy a house, and I didn’t want to be tied down,” she said. “I saw that and thought, ‘What a brilliant idea!’ I can let my house leverage my desire to travel.” At first, she opted for the option to rent out a room and stay in the house with her guests, but eventually she decided to make her entire home for people to use. “It fed the need for travel because I was meeting people from all over the world,” she said. “You learn a lot culturally, and I really enjoyed that aspect. But I make far more money when I don’t stay in my home. Now I’m just hopping around.” In her own travels, Zukoff gets most of her accommodations free

1. Private Poolside Bungalow “Your private retreat comes equipped with all of the necessities and extras. Make yourself at home in the luxury poolside bungalow, including full use of our pool, outdoor fire pit, outdoor grill and access to our private dock on the Intracoastal.”

Greta Zukoff’s home is filled with interesting decor that is unique to her own tastes.

There’s a definite theme to Judy Cole’s beachside Airbnb that can be found when you step outside your car and see the huge pirate ship in the front yard. “The woman who owned the house before me had an autistic son who loved ‘Pirates of the Caribbean,’” she said. “The whole house was decorated that way.”

While Cole removed some of the pirates and buried treasure left inside, the cannonball holes in the front exterior, the pirate ship playground and the pirate skeleton hanging on the front gate are still on display. A stewardess for United Airlines for over 30 years, Cole had been wanting to buy a vacation home in Ormond Beach after visiting the town with her daughters. She saw her own little tropical paradise online while on a plane one day and made the leap. “This little town has a lot going on,” she said. “And the people here are so friendly.”

2. Vacation Beachside House “We live two blocks from the beach approach. Great beach area, not overcrowded. We also have a solar heated pool at the house. We have a nice pool deck with surrounding lights, perfect for day or evening. Florida room with ping pong and pool table.” 3. Beach Side Rental at Historic Home “Nice first-floor apartment with two private entrances at historic Ormond Beach Residence. One block from beach, restaurants, and other conveniences, with kitchenette, dining area, shower, bathroom, large bedroom and living room. No Pets.”

Impulsive decision alert! I adopted a kitten

ORMOND BEACH

Observer “If we are to build a better world, we must remember that the guiding principle is this — a policy of freedom for the individual is the only truly progressive policy.”

And her partial blindness hasn’t stopped her from figuring out how to attack my feet.

EMILY BLACKWOOD COMMUNITY EDITOR

L

ike all bad decisions, it started with a spontaneous trip to the pet store. I was meeting my mom, my brother’s girlfriend, Cassie, and my cousin, Kayla, for lunch, when they decided we’d swing into Petco because they had the cutest new kittens I just HAD to see. I made the mistake of telling Cassie I might want to get a kitten, and ever since she’s been on a mission to find me one. As soon as we walked over to the cat cages, I made eyes with the tiniest orange tabby cat I’ve ever seen in my life. She was sitting on a shelf — where she lived with two other kittens that were around her age but somehow twice her size — looking very unsure of how she would jump down. At first I thought she was just a little fearful, but her dancing back and forth from the ledge (and the fact that I happened to read her info sign) led me to a different conclusion. Her

name was Cheeks, and she was partially blind. Somehow that made her even cuter. Cassie saw I had fallen in love as planned and immediately called the rep for PawsAbilities, the rescue organization that had her up for adoption. Within 15 minutes, I had Cheeks loudly purring in my lap. It turns out, Cheeks wasn’t born with her disability. According to the PawsAbilities rep, she developed it after being spayed too young. At a little over 3 months old and 3 pounds, she technically was ready for the surgery, but started going blind after she had it. While it doesn’t seem like her condition will worsen, there’s no way to know for sure. But even with her physical setback, Cheeks is kind of the perfect kitten. And I’m not just saying that because I’m biased. Pretty much everyone who’s had the pleasure of meeting her agrees. She still jumps off high ledges, goes crazy with cat toys and attacks my feet while hiding under the couch just like every other kitten would. But unlike some of other kittens I’ve met, Cheeks is incredibly friendly and only has to know you for about five seconds before feeling comfortable enough to fall asleep in your arms. Though she’s partially blind, she’s full of love, and I’m so glad we met.

Typically, The Children’s Workshop has about 20 kids on their waitlist. “We hate having to turn children away because we didn’t have space,” said Illiana Steele, voluntary pre-kindergarten teacher and assistant director. “They really wanted to come here.” Currently, the preschool can only house 75 kids at kindergarten grade level or lower. But thanks to a $500,000 extension — $50,000 of which was matched by an Ormond Mainstreet grant — the school will be open to 130 kids total. Owners Brian and Kim Adair had been planning the extension for five years in order to offer their school’s traditional teaching style to more children in the community. “We’ve been here for over 30 years,” she said. “We’re a little more old school, and we’ve always had the reputation of producing kids that were ready for elementary school.” For more information on enrollment, visit thechildrensworkshop.net.

‘AND I DON’T SMOKE EITHER’ 3:39 a.m. — Palmetto Avenue and Ponce de Leon Drive Traffic Stop. The officer stopped a car for speeding, and the driver had glassy, bloodshot eyes and a smell of alcohol on his breath. He was asked to exit the car, but at first he refused, saying he was only going to a house a couple of houses down the road. He said he had not been drinking and does not smoke marijuana either. A K9 alerted to the presence of narcotics, so a search was conducted. The officers found two small burnt marijuana cigarettes, known as roaches, under the driver’s seat. There was also a cup of wine in the vehicle.

TURNED IN 12:31 a.m. — Arroyo Parkway and South Beach Street Attempting to Elude, Grand Theft Auto, No Valid Driver’s License. The officer saw a car approaching at an estimated speed of 60 mph in a 40 mph zone. As it went by, the officer noted it looked like a car that had been reported stolen. He followed with lights activated, but the car accelerated and “blacked out,” meaning it turned off its lights. The officer stopped the chase and radioed the location of the car as it drove recklessly through the neighborhood. Another officer saw the car at another location, still driving at a high rate of speed. The car was later found abandoned at the end of a dead end street, and it was found to be stolen out of Port Orange. A resident said she saw two males run from the car over to the next street. Later, a woman came out on a porch with a male and said to an officer, “He has something to tell you.” The report said she was “looking scathingly” at the male. Asked what he needed to say, the male said, “I was driving the car.” He then invoked his right to remain silent. Cocaine and miscellaneous items believed stolen were found in the car. The suspect was found to be out on bond for fleeing and eluding and grand theft auto.

BATHROOM BUS STOP 4:51 a.m. — 1500 Block of West Granada Boulevard Trespassers. An officer was dispatched to a store for a call about a woman that had been in a bathroom for three hours. The employees wanted a check done on the suspect. When the officer arrived, she had left the bathroom and said she was fine. She said she was waiting for a bus. She had left a purse in the bathroom, and on the counter was tissue paper and a long string. In the purse, there were medical syringes, burnt spoons, small pieces of tin foil, plastic straws cut into small pieces and two prescription bottles of Oxycodone.

Vision: ‘Continue housing ladies and then address the crisis with boys’

Vandals strike Ormond Graffiti is appearing throughout the city. WAYNE GRANT NEWS EDITOR

LEGACY HOUSE NEEDS YOUR HELP! The Legacy House is currently being operated by Ormond Church, and needs help in the following areas: Meals: Looking for people to prepare meals, donate meals, meal prep, etc. Transportation: Looking for people to help give the girls rides to school and work. Ground keeping: Looking for assistance in some maintenance on the Legacy House property. Email rich@richtidwell.com or call 506-1018.

currently finishing her GED. She has a lot of plans for the future, including starting a nonprofit to help prison inmates adjust to civilian life when they get out. “Growing up in foster care, I know people who have been in and out of prison,” she said. “It’s hard.” For more information on donating to the Legacy Housing Project, find them on Facebook.

Some people say there should be more art downtown, but a current trend is probably not what they have in mind. Graffiti has been appearing many mornings on the backs and sides of buildings, mostly along the Granada Boulevard corridor. On a recent morning, Kayla Bemusdaffer, office manager at Rod’s Carpet, Tile and Wood, 99 W. Granada Blvd., was surprised to find graffiti on a sidewall. “I haven’t seen this,” she said. “We just had that wall painted!” She said the graffiti must have been done over the past couple of nights. It was about a month ago when they first started finding graffiti on the building. There’s not only the expense of the paint, but also the cost of hiring a painter, she said. A WIDESPREAD PROBLEM

Graffiti has also been found on other West Granada Boulevard businesses, an electrical box at the Ormond Beach Library, a sign on Sterthaus Drive and the former Food Lion.

For the past month, business owners have noticed more graffiti.

Patches Restaurant, a few blocks north of West Granada Boulevard at 403 N. U.S. 1, has also had cleanup to do. “I’m running a restaurant; I’m not here to be a painter,” said owner Todd Dennis. He has painted over the back doors of the plaza and says it’s expensive because he has to buy oil-based paint. The black graffiti was starting to show through on one door, and he said it would need another coat. Another annoyance is that the “artists” will jiggle the back door of the restaurant which sets off the alarm. His alarm company calls, and he has to come to the restaurant in the middle of the night. He recently filed a tres-

their new tenants — Clark, and 19-year-old Zoe Wiley — it’s safe to say that dream is now a reality. It’s also a reality they’re already looking to expand. Ormond Church, where Tidwell is a pastor, is currently looking to partner with 100 families who are willing to donate $50 a month to fund expenses for their current girls, and help them have enough money to bring in more. “We want to be able to build up funds in order to do additional houses,” Rich Tidwell said. “It will help us to establish some consistency. Our vision is to continue housing ladies and then address the crisis with boys.” The church recently held a benefit concert at Ormond Performing Arts Center, where their church is currently held —and raised $2,500 from over 80 people attending. “Zoe shared her life story,” Rich Tidwell said. “It was really powerful.” Wiley has been at Legacy House for two months, and will soon move to the house’s downstair apartment because she is expecting a baby. Clark, who has only been at the Legacy House for a little over a month, said it’s by far the best group home she’s ever lived in. Her and Wiley both got jobs at Lowe’s, and Clark is

passing affidavit with the police and put up no trespassing signs so police can arrest anyone loitering there after hours. Also “tagged” quite often is a utility box out near the street at the restaurant. Dennis said he would paint it, but first has to find out who owns it. “It’s an eyesore,” he said. The graffiti is in back of the restaurant, but it’s visible from neighboring houses. Dennis said the plaza owner has spent a lot of money on landscaping and they want it to look nice. Graffiti has been found on the Granada Bridge, but the only thing at the bait shop was graffiti on an ice machine. It was done with a marker, and they are having some success removing it with bleach. “Usually they just damage the bathroom and write on the walls,” said bait shop manager Ike Leary. 207658

SPORTS Pirates finish strong, win

CHAMPIONSHIP

Basic training at ball field

Pirates pile up five runs in the last inning to overtake Cubs. JEFF DAWSEY SPORTS EDITOR

ast week, Pirates second baseman Micah Karr had his appendix removed, but, according to head coach Donnie Klickovich, nothing was going to keep him from playing in the 10U Mustangs Division championship on Tuesday, May 31, at the Nova baseball fields. In the final inning of the title game, the Pirates scored five runs to surpass the defending champions, the Cubs, to win 9-6. The Pirates finished the year 14-4.

PITCHING INSPIRED

OrmondBeachObserver.com

Donnie Klickovich Sr., Cole’s grandfather and head coach Donnie’s dad, died last week, and both Cole and Donnie Jr. were often seen pointing to the sky during Cole’s big game. On the mound, Cole struck out six of the seven batters he faced in a little over two innings to get the win. Coach Klickovich said Cole’s pitching performance was the best game he’s ever thrown.

s I stated in a previous column, there is a world among worlds at youth baseball games. But what I observed this past week was a perfect setting to commemorate Memorial Day. While I sat in a dugout, looking for the next best photo opportunity, I heard a young voice yell, “Everybody, get in a straight line! This is serious. You are in basic training!” I looked back, and it was a little girl who had recruited two other girls—before adding a third—to her “boot camp.” Samya Ford had positioned Bailie Galloway, Henesys Ortiz and Olivia Zisny-Bell in a straight line, with arms saluted to recite the pledge of allegiance in unison. “Do you know why we have to do this?” she asked her young troops. “We do this to remember all of the soldiers in the military.” She said it so convincingly, I had to wonder if she was right. Then, Samya ordered the “troops” to go to bed, so the first two ran to the mounds in the pitchers’ warm-up area. After she “woke up” her soldiers, she presented to them her camp rules. “Now listen here, there will be no bullying, and we will be polite.” She tried to keep everyone quiet and serious, but laughter often ensued with every serious tone. Samya named her next in charge, Bailie, “Sergeant Giggles,” because she couldn’t keep a straight face. Despite her failure to keep her warriors in line at times, they all seemed to have a good time playing military, which was a first for me: Kids like me always played house or sports. These kids created a boot camp, and they did it at just the right time. It was a perfect day to remember the many young men and women have endured weeks of boot camp to be called American soldiers, to fight for our freedoms, and many have paid the ultimate price.

inda McCauley never considered herself an artist — until she started taking the Ormond Memorial Art Museum’s Art of Healing classes. “I never wanted to take classes because I thought it was all just painting,” she said. “But every time we come here, we do something phenomenal. Things I never thought I could do.” Led by the museum’s Curator of Education and Outreach Kristin Heron, the classes offer free art projects with the purpose of inner healing and finding peace. Solace and creativity were found in the museum’s gardens May 26, when the group used plants and leaves from the ground to create botanical monoprints. The classes’ artwork, along with other local professional and amateur artists who have been inspired by the gardens, will be hung in the museum for the “Art in the gARTen” gallery starting June 3. “Everybody can do art,” McCauley said. “You just have to find something that works for you, and you can only do that by taking classes.” While her last class only had five students, they all said nor-
