A raise of 3.47% is now on the table. The special magistrate who heard the contract dispute between the Volusia Teachers Organization and Volusia School District issued his recommendations April 22. The VTO and the school district now have 20 calendar days to accept or reject the recommendations. If either side rejects the proposed settlement, the School Board will make final decisions on the contract. An impasse in their negotiations for the 2015-2016 school year was declared on Feb. 18, and SEE RAISE PAGE 2A

For the first time in her life, Miranda Jones was able to take a bike ride with her whole family. As an adult with special needs and the oldest of four kids, it’s been a struggle for Jones to keep up with her siblings’ athleticism. But since joining the Community Cycling Team in Ormond Beach, she’s been enjoying a closer bond

with her family while gliding on three wheels. “Now we can all ride together,” said her mom, Tish Jones. “It’s been great, something that everyone can do together at the same time. Cycling is a great equalizer for the family.” Jeff Beebe started the team earlier this year as a way to get his daughter, Allacyn Beebe, active and connected with other adults in the special needs community. Though the 19-year-old is now in Seabreeze High School’s transition program, once she turns 22 she will no longer be eligible for SEE COMPETITION PAGE 2A

the school’s services. “It’s a problem in the whole country,” Jeff Beebe said. “A lot of them still live with parents, and they need interaction and a sense of accomplishment.” As the team’s coach, he hopes to give them that by encouraging them to compete. Five of the group’s six members won first place in the Florida Special Olympics Area 5 Summer Games April 9. They practice twice a week at Ormond Beach Middle School. “This is the first time really in her whole life that Allacyn has been able to ride,” Jeff Beebe said. “Now she’s riding six miles a week. That’s a big deal. I’d say most adults don’t ride six miles a week.”

both sides met with the magistrate on March 30. Teachers were seeking a raise effective for the 2015-2016 year, but the School Board offered a raise of 4%, effective July 1, for the next school year. The magistrate, John Popular, recommended that teachers receive a raise of 3.47% to take effect May 1. The statewide annual average salary for teachers is $47,950, and the average for Volusia County teachers is $44,250. School officials have said that previous raises were taken from reserves, and changes need to made to health insurance to save money for the raises. But in his recommendation, the magistrate said there was insufficient information about insurance costs, and the Labor Management Insurance Committee should reconvene and examine the cost of each benefit plan. The two sides are also at odds over teacher evaluations, with the VTO saying they should be the subject of negotiations. The magistrate said both sides are free to file for unfair labor practice to resolve the issue. The VTO and school district negotiation team will each provide responses to the recommendations to the School Board. The School Board will make the final decision in a public meeting, which has not been scheduled, according to School Board spokeswoman Nancy Wait.

Marcoux said there are many other ways for young people to give back, including car washes to raise money, food drives, creating pet crafts like catnip toys or “adopt me” signs, and also volunteering with the society’s junior volunteer program, available to anyone under the age of 18 accompanied by a parent or guardian. “Another way we can help is by teaching children to be responsible and kind to animals,” she said. “That helps the situation overall. And, of course, by adopting a pet.”

LEARNING TO BE GRATEFUL

Kyle said she learned appreciation for the many conveniences Americans enjoy. “It makes you grateful for what we have,” she said. “We don’t have to go to the river to get water. It really does humble you.” Now, she asks her husband to turn off the water tap when brushing his teeth, because we take water for granted. But even with their meager lifestyle, the Nicaraguan people display a wealth of spirit, love and generosity, Kyle said. Courtesy photo

HOME WORK Woman finds that building homes in Nicaragua is a learning experience.

WAYNE GRANT NEWS EDITOR

K

atherine Kyle donated her time and effort April 2-10 to build homes for families in Nicaragua and came back with a special souvenir: a new attitude about life. It’s the second poorest country in the Western Hemisphere, where most people earn $2 per day. There are no cars, computers or running water, and little electricity. But during her trip with employees of Thrivent Financial to build a Habitat for Humanity home, she found herself admiring the slow pace of life and how the people have time for each other. “They walk everywhere or ride bikes,” she said. “They talk to their neighbors. It makes me want to simplify my life and spend more time doing important things.” She is going to schedule days for her husband and her to just relax, and set a time to visit her grandfather who lives up north. “I want to spend some time with people we care about,” she said. “You’re always in a rush and before you know it the years go by.”

115, Ormond Beach, was selected to represent the Florida Georgia Region of Thrivent to build the home in Nicaragua in a partnership with Habitat for Humanity International. She was chosen because of sales performance and volunteering activities. Thrivent also works with Habitat for Humanity in the U.S., and is Habitat’s largest single source of funding, excluding government funding. Thrivent Financial is a financial services organization that helps Christians with investments. Because it is a not-for-profit company, money that would otherwise be paid in taxes goes to charitable organizations.

Kyle and her team mixed concrete and mortar by hand and had to twist the rebar with a hand tool. She said that on the first day, by noon, she was wondering if she was going to make it. “It was so hot,” she said. “But the next day it got easier.” The hotel had no hot water, but she got used to it. “Luke-warm showers are best for you anyway,” she said. The homes that the teams build in Nicaragua are simple, small concrete block homes, but an improvement over the makeshift wooden houses they have. For the Habitat homes, “ecotoilets” were installed before the arrival of Kyle’s team. The toilets store sewage until it can be picked up. People cook over outdoor wood or gas stoves. There was no newspaper, so any news — such as tomatoes being on sale — was heard through a loudspeaker on a truck. ‘LIKE A WEDDING DAY’

Her team was efficient, and built three 150-square-foot homes in the week. At the completion of a house, there was a party with games. “When they got their home, they were so happy,” she said. “It was like a wedding day.” She was able to play games with the kids, such as musical chairs and piñata. The team also took time to have fun, sampling the food in the marketplaces and seeing the villages. Kyle’s next goal is to be a leader on a mission to another country. She has filled out an application and, if accepted, will have to go through training. Anyone interested in going on the trip may call her at 675-6838.

Welcome signs installed The city installed welcome signs April 20 in medians at four locations: West Granada Boulevard, South State Road A1A, South Nova Road and South U.S. 1. Lighting and landscaping was scheduled to be added. Two signs have also been installed on the wing walls at the Interstate 95 and West Granada Boulevard interchange. The signs have been in the works for several years, going through design and permitting phases. In January, the City Commission authorized a contract with A.M. Weigel Construction Inc. for fabrication and installation of the signs not to exceed $97,124. The city also had to pay FDOT a deposit of $7,045 for repairs if the signs are ever removed. Future plans call for signs on North U.S. 1 near Interstate 95, and State Road A1A near Plaza Drive. The design and locations have not been determined.

Ormond woman marks one-year annivesary of life-saving procedure Cecelia Cascio recalls how the procedure saved her from a second open-heart surgery.

Central Park consists of approximately 150 acres, 5 interconnected lakes providing access from lake to lake by canoeists, and over 5 miles of trails winding through diverse natural habitats. Central Park also has exercise equipment, boardwalks, observation decks, viewing areas, playgrounds, basketball and tennis facilities, picnic pavilions, a labyrinth, and restrooms.

Cecelia Cascio was driving with her husband, Fred Cascio, when everything got fuzzy. “I just went out,” she said, recalling that day a year later. “I couldn’t see where I was going. I remember Fred saying, ‘Move over.’ I was on the shoulder of the road and scratched up the side of the car. We’re lucky we didn’t hit anything.” Thankfully, Cecelia Cascio recovered enough to pull over, and, as fate would have it, the woman driving behind them was a nurse who called 911. The ambulance took her to the hospital, where they determined she had a valve that didn’t open properly. Since she had an open-heart surgery 12 years ago, a coronary artery bypass grafting, her doctors didn’t want to go that route again. So, she underwent a transcatheter aortic valve replacement procedure, or TAVR, a minimally invasive procedure that replaces heart valves in patients. “This is truly a lifesaving procedure for many in our commu-

On April 19, the City Commission approved a contract with Hawkins Water Treatment Group Inc. to treat the water supply, with Commissioner Troy Kent giving the only “no” vote. The company will now provide chemicals for the city’s water treatment facility. The company recently acquired the assets of Dumont Co. Inc., which previously provided the chemicals. Kent has questioned the use of fluoride in city water in the past, and at the recent meeting, said he was still bothered by using the water supply to treat humans. “If we want to treat residents with fluoride, we need to do it in tablet form so it can be measured,” he said.

Holocaust survivors remembered in Ormond Concentration camp survivor warns of growing anti-Semitism. WAYNE GRANT NEWS EDITOR

It’s been 71 years since Angela Orosz and her mother were rescued from Auschwitz concentration camp at the end of World War II. Orosz was a newborn, weighing only a few pounds and one of only two children born at the camp. “This is my mother’s story because I was just a baby,” she told those gathered at Temple Beth-el, on North Nova Road on April 26. “I’m afraid for my children and grandchildren,” she said. “Seventy-one years ago, the world was silent, and now the world is silent again.” She warned of growing antiSemitism in Europe and around the world. In the Holocaust, 6 million were killed, and Orosz pointed out that following generations were also lost. “It’s amazing to think what they could have accomplished,” she said. Orosz, who now lives in Montreal, was the guest speaker at the annual Holocaust Memorial Service by the Jewish Federation of Volusia and Flagler Counties. Six other Holocaust survivors lit candles in memory of those killed while Rabbi Zev Sonnenstein sang “I Believe,” a song he said many victims sang on the way to execution. In 1944, Germany invaded Hungary, and Orosz said one day

her parents heard a bang on the door. They were crowded into cattle cars for a three-day trip to Auschwitz with no food or water. When they arrived, her mother was not sent to death right away because she was “good stock” and healthy enough for labor. She hid her pregnancy for months out of fear she would be killed. She was assigned to the kitchen, and that’s how Orosz believes she stayed alive in the womb, because her mother was able to eat. On the day of liberation, another child was born in the camp, and her mother nursed both babies. The camp was run by the infamous Dr. Josef Mengele, who conducted experiments on the prisoners, including her mother, who could never have another child because of them.

Asked by an audience member what a person should do today, Angela Orosz said the important thing is to not be silent. If a person sees another bullied, for whatever reason, they should stand up and speak out.

I spent a day in doughnut heaven

EMILY BLACKWOOD COMMUNITY EDITOR

Let’s just say it’s been a tough week. After some days of feeling consistently down, I was really in need of a win — in the form of some delicious, sugary goodness. And just like magic, an email appeared from my friend (and hero) Darlynn Tacinelli. An invitation to an open house of Krispy Kreme was exactly what I needed. Held by her company, Little Blog Dress Media, the event was to showcase the company’s production and have the opportunity to

I was recently invited to attend an open house of the infamous Krispy Kreme. become a donut ambassador. That’s right people. a doughnut ambassador. Pretty sure Darlynn’s reading my diary. The event started off with a tasting, and we sampled everything from cookie-dough doughnuts to Oreo chillers to the classic glazed. Everything was cut into smaller pieces so you weren’t so aware about how many doughnuts you were eating. Smart move for Krispy, bad move for Emily. “Pace yourself,” Laura Richeson told me as I quickly sampled the yummy cookiedough doughnut. “I want you to try everything!” I wish I could say that was the first time someone told me to slow down at a doughnut shop. We then took a tour behind the scenes to see how the doughnuts where made. After carefully listening to the owners explain the process, I can tell you it goes something like this “dough plops onto tray

MARCOS CABRERA: Ormond’s Selfie King

OFFICE: 386-447-9723 For Obituaries, email:

WANNA WALK WITH THE KING?

Two-thirds of Ormond Strong are made up of Vietnam veterans, and most of them aren’t used to being in the public eye, according to founder Debbie Kruck-Forrester. “At first they were all camera shy,” she chuckled, “except for Marcos.” A Vietnam veteran and a member of Ormond Strong since it began in March 2015, Marcos Cabrera has taken it upon himself to be the group’s “historian,” documenting all their walks and events. While he gets many shots of other members of the group — over 5,000 photos this past year — it’s clear he enjoys being in front of the camera just as much.

Marcos Cabrera frequently walks the Granada Bridge with Ormond Strong.

“Anytime someone new joins us, I take a picture of them,” he said. “It’s important to keep track of everyone, to keep a history of what we’ve been doing. And sometimes for me to be included, I just take a selfie.” While the skill of the selfie is usually only found in the younger generations, Kruck-Forrester said the 67-year-old is notorious

for his selfie. “Since day one, he’s been taking pictures,” she laughed. “He’ll just do anything, get in the water, take any risks to get the angles.” Cabrera said he’s been taking selfies for quite sometime as a way to keep his family and friends from all over the world up to date on what he’s doing. “There was a time in my life that I took a lots of pictures all over the world,” he said, “but after a while

THE OLD HOT DOG RUSE 6:07 p.m. — 1500 Block of West Granada Boulevard Burglary. The convenience store clerk said the suspect wandered around the store for about 15 minutes. He said he was waiting for his girlfriend to see what kind of hotdog she wanted. The suspect then started making two hotdogs, and the clerk left the counter to go make coffee. She then noticed the suspect walking to the door with a box filled with cartons of cigarettes. She followed him out the door, but he ran around the corner. A witness who was on the sidewalk told the officer he saw the suspect get into a white SUV. The security video showed the suspect enter the counter area when the clerk walked away and enter the office through an open door. He left with a box of 30 cigarette cartons valued at $1,857. A be-on-the-lookout was issued for the vehicle. said a bill had not been paid, and if $1,000 was not sent, the power would be shut off. The FPL bill had been paid, so the victim believed it was a scam. The caller had left a callback number. The police officer checked the number on the Internet and saw entries advising that it was a scam.

“I just told the girls after the early loss, ‘We will get another shot at them, so let’s make the best of it,’ and they did.”

OrmondBeachObserver.com

The Lady Bucs struck first in the game, when Cierra Gates received a lateral and scored from a distance. Seabreeze responded when McKenzie Bowlus found Christen Helem in the corner of the end zone. Then, she hooked up with Abby Gabriel for the extra point to take the lead. Mainland, then, scored in the third quarter off a short pass from Tahara Williams to Gates, who got behind the defense and took it the distance. But, McKenzie launched a bomb to Shea Commette, who caught it and ran for the go-ahead score. After stopping the Bucs late in the fourth, Bowlus converted a short third-and-1, and Mainland allowed her to score with hopes of scoring a tying touchdown at the end, but the clock ran out.

erfect no more. The Seabreeze Sandcrabs avenged their only loss of the season by handing the Mainland Bucs (13-1) their only loss when it mattered most to repeat as district champions and advance to the postseason, beating their crosstown rivals 19-13 on Tuesday, April 26, at Warner Christian Academy. “I just told the girls after the early loss: ‘We will get another shot at them, so let’s make the best of it’ — and they did,” coach Blake Hillman said. “I’m proud

of the girls. The defense played great. Mainland can score points, and they’re very athletic. So, after losing the way we did, our confidence is going up, and I couldn’t be more proud of our girls.” The Lady Sandcrabs (11-1) have won the district title three of the last four years under the leadership of two-time Bright House Top Athlete quarterback McKenzie Bowlus. “This means everything to me,” McKenzie Bowlus said. “This is my senior year, and we just won districts. Now, I want to win states. I’ve brought my team this far, and they’re going to take me far.” The Sandcrabs have to wait and see if they will be hosting or traveling for their opening playoff game, which will be held Friday, May 6.

e all love the underdog story, because we’ve all played the underdog role at one time or another in our lives. The way district tournaments are set up in certain sports, where every team gets a chance to play for the title and advance to the postseason, we can always expect to see a dominant team fall short of taking care of “easy business.” In this area, there have been many memorable upsets, but I’d like to highlight two inferior Davids who have slain Goliath. The Seabreeze baseball team won the most recent unlikely game, upsetting Deltona, who was 18-7, 11-1 in district play, on Tuesday, April 19, to advance to the district championship and postseason. The Sandcrabs had only won nine of their 24 games this season, which is a record for the 25-year coach Anthony Campella. Deltona had beaten Seabreeze twice in the regular season. So, how did they pull it off? Some may say the Sandcrabs were just better on that day, or the Wolves suffered an off night. Some may argue luck. Who knows? But then there are the 2014 Flagler Palm Coast Lady Bulldogs volleyball team, who had lost all 18 regular season games before winning the opening district tournament game over district favorites First Coast. While I agree that it’s highly possible to lose to a competitive team on a random day, I tend to believe there’s a little of this in all major upsets. When I played JV football, I arrogantly unstrapped my chin guard and folded my arms, because the other team couldn’t do anything on defense. But, the team replaced the smaller runner with a bigger, stronger and faster player, and he knocked me back where I rolled three times, and he sent my helmet 15 yards downfield. I took them lightly, and I paid for it. Fortunately for us, we won the game, but not all dominant teams win at the end. And, when they don’t, we who love upsets get to celebrate.

Riptide Gymnastics & Cheer has made a great leap. What began with a gym in a small office space that barely fit two tumble strips, a set of bars and a couple of beams has now grown into a 7,500-square-foot warehouse that now contains an in-ground foam pit and in-ground trampoline, a 30-foot tumble track and much more state-of-the-art equipment. At the end of last year, Riptide moved into the warehouse across from its former location, now at 1203 N. U.S 1, and, after much renovating, it has turned the warehouse into a beach-themed training facility. “When I dream, I dream big,” coach Hollie Terry said, “but we are exceeding all of my dreams

Ormond Beach celebrated Earth Day at City Hall on April 21. Since 1970, the holiday has been celebrated worldwide in order to help provide information on how to protect the environment. The plaza at city hall was lined with vendors and booths offering information on the importance of, and ways to protect the environment. The event attracted hundreds, including children from local Ormond Beach schools. The children were able to interact at the booths, learn about the environment. The Ormond Beach Garden Club gave out a variety of plant seeds and a cup of soil to the children in attendance to teach them how to grow and care for their own plant at home. The club had on display a plant that started out as a seed given to a student just last year. The student was very proud of his progress and so was the club. Students from Mrs. Bordis’ class at Ormond Beach Elementary were excited to jump between the learning booths. They snatched up their cups from the garden club and quickly moved on to the Volusia County’s environmental booth, where Volunteer Coordinator Becki O’Keefe had created an interactive game using faux eggs she’d created out of cardboard with a photo of a local animal glued to each one. The game challenged children to determine whether that animal

I can’t wait to see what the future treatments bring.” -Richard K. “I had been unable to get a full night’s rest in over a year, and lost most of the feeling in my feet due to diabetes. After just a few Neurogenx treatments, I am getting feeling back in my feet, and happy to say that I am sleeping through the night.” - Jerry M.

“Diabetic neuropathy had made my toes feel like the skin was sanded off. But during my third treatment, the miracle happened! The muscles in my legs started tensing, flexing and moving - they came back to life. When I walked across the rug I could actually feel the fibers for the first time in years. The Lyrica I had been taking only masked the problem and had some pretty nasty side effects. I’m now Lyrica-free and saving almost $300/month in drug costs. There is hope! Miracles do happen.” - Todd W.

Connors told the crowd gathered at the groundbreaking that it was almost 54 years ago to the day that the company was started by her parents. She said they now have 162 employees, which is up 15% from last year. “I’m so proud of the team and the executive staff,” she said. To encourage the company to stay in Ormond Beach, the City Commission voted last year to approve property tax reimbursements over a five-year period, now in their second year. For the first two years, the tax breaks are 100%; the third and fourth year, 75%; and the fifth year, 50%. City Economic Development Director Joe Mannarino said the tax breaks are worth the investment because the company provides jobs, property tax, utility taxes and franchise fees. “They could have relocated anywhere,” Mannarino said. Also happy to have the company stay is Rich Cooper, vice president of economic development for the Ormond Beach Chamber of Commerce and president of Mitchell-Noel Insurance Agency. “They are such a promoter of the community,” he said. “It’s great to see them growing and staying in the community.” He said they support events with donated beverages and banners.

The train car parked in front of S.R. Perrott Inc., 1280 N. U.S. 1, is not making a delivery. It’s a wine tasting room. “We started the wine distribution after a trip to Europe,” said company owner and President Michele Connors. And by October, there will be another addition at the company, known for its distribution of 50 brands of beer and many types of nonalcoholic beverages. On April 21, they had a groundbreaking ceremony with local business and government officials for a 22,300-square-foot office building to be constructed in front of the 90,000-square-foot warehouse. The offices will make room for the personnel currently at their former plant at the corner of West Granada Boulevard and North Perrott Drive. “It will be so wonderful to be all together,” Connors said. “Just the efficiencies of it.” The warehouse was constructed last year to allow room for growth, and some office personnel remained at the West Granada Boulevard site. The West Granada Boulevard site was purchased later by All Aboard Storage and will become

GROWTH REPORTED S.R. Perrott has 162 employees, up 15% from last year. MARKET TRENDS

S.R. Perrott not only distributes for large breweries, but also local craft breweries, getting their products into stores and bars. “The craft beer industry is exploding,” said Eva Connors McMullin, marketing director. They currently distribute for

three local crafters. Michele Connor said import beer has also increased, showing people now have a taste for highend beers. The general contractor for the new office building is Arco Construction Inc., of St. Louis Missouri. Brandon Commons, of ARCO, said the $3.5 million building will be “tilt-up concrete” construction, same as the

existing warehouse. In this method, the concrete is poured on site, and the walls are lifted into place. S.R. Perrott was started by Samuel R. and Mariette Perrott in 1962. Their daughter, Michele, is now owner and president, and R. Gary Connors is vice president. Michele Connors has said that her parents started the business selling out of the back of a station wagon.

“They could have relocated anywhere.” JOE MANNARINO, city economic development director

New store offers farm produce The new Perrine’s offers a variety of fresh products. “You can tell I get excited about it.” JUNIOR PERRINE, produce store owner

WAYNE GRANT NEWS EDITOR

Ormond Beach residents now have another source for fresh fruits and vegetables. Perrine’s Produce and Deli opened a few weeks ago in the Rivergate Village shopping plaza at 120 S. Nova Road. In addition to produce, it also has an Amish deli, seafood, dairy, wine, old-fashioned soft drinks, chocolate and more. The Ormond Beach Planning Board gave its approval on April 14 for Perrine’s to display produce out on the sidewalk, and the City Commission is tentatively set to consider the matter on May 17. There would be restrictions on how far the display can extend to allow for pedestrian traffic. No one made any negative comments about the proposal at the Planning Board meeting. Lori Tolland said she thinks the display will create a nice atmosphere for the shopping center, and Pat Behnke said she was thrilled Perrine’s is here. “I love fresh produce,” Behnke said.

OUTDOOR DISPLAY

The City Commission will decide if the Perrines can display produce on the sidewalk at Rivergate Village.

IT STARTED WITH A MELON

It was 30 years ago this Memorial Day that the owners, Arnold “Junior” and Dianna Perrine, loaded a pickup truck with watermelons in Titusville. “On a Friday, we picked up 119 watermelons and asked if we could sell them in a parking lot,” he said. “We sold every one, so went back the next day. We were hooked.” Junior Perrine was working placing payloads on the Space Shuttles, and the produce business was a sideline until the couple’s children got older. They figured they could go full-time in 1998. They now own stores in Titusville, New Smyrna Beach, South Daytona and Ormond Beach. Perrine said he enjoys being in business for himself, and it’s evident he enjoys the produce business in particular as he walks around his new store, pointing out his merchandise. Although it’s indoors, Perrine considers his store a farmer’s market. Produce is available from Florida in the cooler months, and as the weather warms, the store will get produce from Georgia, Tennessee, Kentucky and other states. Perrine said he’s been in business so long that the couple can call farmers they know, and a truck with fresh produce will be on its way.

A LOT OF WORK

They have been seeking an Ormond Beach location for a few years, Perrine said. Shoppers from Ormond Beach at their other stores had suggested they open one here. Perrine said the Ormond store could turn out to be his best location because of the variety of products. But opening the Ormond Beach store while running the other stores has been “overwhelming,”

the Perrines say. “It’s a lot of work for two people,” Dianna Perrine said. “It’s a big company.” But they expect things to smooth out as the operation gets going. They’ve hired 25 people for the Ormond Beach location. “We were lucky,” Junior Perrine said. “We’ve got some great employees.”
