Editorial

The Church Is in Good Hands It is a natural tendency to be concerned about the future state of an organization or entity for which one has a deep love and commitment. This is no less true of those who are members of the organized church. We observe and hear of chaos and uncertainty occurring in other places, but we are concerned about our own. Therefore, one of the statements we like to hear is that the church, the Christian Methodist Episcopal Church in particular, is in good hands. And, according to my observation, so it is.

The CME Church is in good hands in the present. We have been built on a good, solid, and godly foundation. Those persons who now serve in leadership positions throughout the church are the best that have made themselves available to serve the Church and that the Church has seen fit, with the aid of the Holy Spirit, to select or elect. It is true that many are called but few chosen, but also few respond to the call they hear, especially on the local church level. While some members of the denomination often find fault with the leadership, especially their opposites (clergy vs. laity vs. clergy), it can be said that we are doing the best we can with what we have.

The CME Church is also in good hands for the future. Much controversy and dissension presently exists throughout the church, including the CME Church, though our disagreements and struggles may not be as open to public view as are those of some other Christian bodies. Yet, among our members are those who are willing to engage in the discussions necessary to keep our church moving forward. More importantly, while sundry religious debates continue, individuals continue to improve themselves educationally and professionally and offer their best selves to the church. Nowhere has this been more noticeable than in our recent Connectional Young Adult Ministry retreat and the more recent Women's Missionary Council Quadrennial Assembly. On both occasions our young adults showed they are very capable of handling the business at hand when given opportunities to do so. Yes, they have some misgivings

and do not do everything the way some of us might, but they are capable and willing.

Certainly not all of our young adults are active in the life of the Church.

In fact, there continues to be an exodus of young adults. But when given the Rev. Dr. Ore L. Spragin, Jr., opportunity to lead, many of Editor those who are active with us have shown they are more than capable of meeting and even exceeding the requirements of the tasks assigned.

The question is whether they will remain true to the CME Church and to Methodist doctrine. In spite of this concern, the CME Church continues in good hands. By this I mean that our denomination is continuing in the flow of a generational stream.

Yes, I affirm that the church is in good hands, but in no way am I saying these hands are perfect hands.

None of our hands are perfect. We are all frail children of dust. Yet, God calls us in our frailties and imperfections to the work of ministry in his church, and the one Holy Spirit equips each person individually as he wills. "Their responsibility is to equip God’s people to do his work and build up the church, the body of Christ. This will continue until we all come to such unity in our faith and knowledge of God’s Son that we will be mature in the Lord, measuring up to the full and complete standard of Christ. Then we will no longer be immature like children.

We won’t be tossed and blown about by every wind of new teaching. We will not be influenced when people try to trick us with lies so clever they sound like the truth.

Instead, we will speak the truth in love, growing in every way more and more like Christ, who is the head of his body, the church. He makes the whole body fit together perfectly. As each part does its own special work, it helps the other parts grow, so that the whole body is healthy and growing and full of love." (Ephesians 4:12-16, NLT2)

THE JUDICIAL COUNCIL OF THE CHRISTIAN METHODIST EPISCOPAL CHURCH IN RE: IN THE MATTER OF A REQUEST FOR DECLARATORY DECISION FILED BY THE COLLEGE OF BISHOPS FOR THE CHRISTIAN METHODIST EPISCOPAL CHURCH

Justice Bernard Snell, President, delivered the Opinion for the Council.

INTRODUCTION The College of Bishops, by letter dated April 18, 2023, petitioned the Judicial Council to render a declaratory decision as to the meaning of ¶ 1000.1 of The Book of Discipline (hereinafter referred to as "The Discipline") of the Christian Methodist Episcopal Church (hereinafter referred to as "C.M.E."), Revised 2018, at page 186. That is, whether the word "members" in ¶ 1000.1 of The Discipline includes both the lay and clergy members of an Episcopal District.

JURISDICTION Jurisdiction lies with the Judicial Council pursuant to ¶ 805.2 of The Discipline, which provides that the Council may render interpretations of specific rules and regulations of the church that may appear ambiguous or of doubtful meaning. Id. at p. 179.

STATEMENT OF ISSUE Whether the "members" to be considered in the ratio of representation of an Episcopal District (to the General Connectional Board) is intended to mean the "lay members" of an Episcopal District or the "lay and clergy members" of an Episcopal District, such language found in The Discipline. For instance, ¶ 1000.1, provides: The General Connectional Board shall be composed of representatives from the several districts of the church in accordance with the following ratio: one clergy and one lay representative for every five thousand (5,000) members of each Episcopal District as reported to the General Conference plus one additional representative, either clergy or lay, for a major fraction of the five thousand such members. Provided that the Haitian Annual Conference and the Jamaican Mission Annual Conference shall each have the right to elect one clergy and one lay representative to the General Connectional Board.

Id. at p. 186. Specifically, in this context, the issue is simply: what is the definition of the word "members" in ¶ 1000.1 of The Discipline?

STATEMENTS OF FACTS APPLICABLE LEGISLATION The following provisions in The Discipline are relevant to the question presented: THE LOCAL CHURCH ¶ 505. Membership in the Church. The membership of a local Christian Methodist Episcopal Church shall include all baptized persons who have come into full membership by confession of faith, or transfer of membership, and whose names have not been removed from the membership rolls by reason of death, transfer, withdrawal, or removal for cause. ¶ 505.3. A member in good standing of any local [C.M.E.] Church is a member of the total C.M.E. Connection.

THE ANNUAL CONFERENCE ¶ 213. Meaning and Membership. § 1. The Annual Conference is a basic unit with such powers as those not granted to the General Conference (cf. Constitution, Div. II, § 4). § 2. The Annual Conference is a yearly meeting of ministers who are members of it, together with lay representatives elected to it, within a defined geographical area known as a Region which consists of the pastoral charges within the Region as defined by the General Conference (cf. ¶ 220). (a) Ministerial members of the Annual Conference shall consist of all who have been received into Full Connection with it, both active and retired; and probationary ministers [and] those ministers who are on trial. (b) Ministerial members of the Annual Conference shall be voted into Full Connection by the ministers who are in Full Connection, which status effectively removes the membership of a minister from the Local Church into the Annual Conference.

Probationers shall be voted admission on trial by ministers in Full Connection, subject to future actions by the voting ministerial members. (c) Lay members (persons unordained) of the Annual Conference shall be elected to its sessions by the Church Conference to which they are members. Delegates elected by the Church Conference shall be certified by the Quarterly Conference. …

Continued from previous page THE CONSTITUTION § 4. Annual Conferences: Article 1. The Annual Conference shall be composed of all Traveling Preachers in Full Connection with it, and a number of lay representatives determined by the General Conference. Id. at 18. § 5. General Connectional Board.

Article 1. There shall be a General Connectional Board for the government of the general affairs of the [C.M.E.] Church with such powers as may be fixed and determined by the General Conference. Id. at p. 18.

DISCUSSION One must first look at the language of the statute itself when interpreting a statute.

Thereafter, legislative history is considered, when available, to discern the legislative intent of the drafters of the questioned legislation. Additionally, the rule of statutory construction requires that both enactments be read in pari material if there appears to be a conflict with the questioned statute and other legislative enactments. That is, one must construe them together to resolve any conflict between them, if possible.

Clearly, this passage does not contain a definition of the word "members" as it relates to interpretation of the subject questioned language. Further, there is no available legislative history to determine the legislative intent of the drafters of the questioned legislation. 1 Therefore, the Council must consider other related legislative enactments to address the question presented herein.

The plain language of the passage in question uses the word "members" making no distinction regarding or reference to "lay members" or "clergy members". A reasonable assumption is that no reference is made regarding lay and/or clergy because the drafters of the legislation did not intend to make a distinction between the treatment of lay and clergy, thereby making the word "members" inclusive, to include any member, whether lay or clergy. However, any such assumption must be supported by The Discipline. Accordingly, the Council considered applicable provisions of The Discipline to address the subject question presented.

The Discipline provides for two sources of membership within the C.M.E. Church: 1) Membership of the Local C.M.E. Church, (see, ¶ 505 at p. 127 of The Discipline); and 2) Membership within an Annual Conference (see ¶ 213 at pp. 35 – 36 of The Discipline).

There is no other recognizable source of membership within The Discipline. Membership in the Local Church under ¶ 505 makes no reference to lay or clergy, but states in part that membership shall include all baptized persons who have come into full membership. See, Based upon research conducted by the Judicial Council, there is no official recorded information regarding the legislative history of the passage in question.

¶ 506, Types of Church Membership, § 2, of The Discipline, which provides that "[f]ull Membership applies to persons who have been received into a local congregation by the pastor in charge". Id. at p. 128. The word "persons" is used without reference to lay or clergy. Again, a reasonable assumption is that the word "persons" would include both lay and clergy. Further, ¶ 505.3 provides "[a] member in good standing of any local [Christian Methodist Episcopal Church is a member of the total C.M.E. Connection". Id. at p. 127.

Additional language in support of "members" being defined to include both lay and clergy is found in ¶ 213 § 2 (b), which states: "Ministerial members of the Annual Conference shall be voted into Full Connection, which status effectively removes the membership of a minister from the Local Church into the Annual Conference. Id. at p. 35. Therefore, clergy who are not in Full Connection may be members of the local church until voted into Full Connection, wherein membership is then moved from the Local Church to the Annual Conference. This language further suggests that the utilization of the word "members" under ¶ 505 is inclusive to encompass both lay and clergy. More specifically, members as defined regarding the local church appears to include clergy as well as laity, otherwise there would be no basis to remove ministerial membership from the local church to the annual conference.

It is noteworthy that ¶ 213 § 2 (a) provides: "Ministerial members of the Annual Conference shall consist of all who have been received into Full Connection with it, both active and retired; and probationary ministers or those who are on trial". Id. at 35. This language appears to state that probationary ministers and preachers on trial are not members of an Annual Conference even though they may be a part of the makeup of an Annual Conference. For example, see, ¶ 214 § 3, which deals with voting, provides that [p]robationary members and preachers on trial shall not have the right of either voice or vote. Permission to speak but not debate, may be granted by the chair upon request by a probationer.2 Id. at p. 36.

Nevertheless, ¶ 1000.1 of The Discipline, was enacted during the 1990 General Conference Session, more than thirty years ago. It was amended during the 1994 General Conference Session to include the following language: Provided that the Haitian Annual Conference and the Jamaican Mission Annual Conference shall each have the right to elect one clergy and one lay representative to the General Connectional Board.

Id. at p. 186.

2 Clergy membership may be broadly classified into two (2) groups, i.e., those in full connection and those not in full connection. A separate related question not raised in the Petition or addressed herein, is what classification of clergy membership may be considered in the ratio to determine General Connection Board representation. Of course, this question is not before the Council, but it is another example of the vagueness and ambiguity of The Discipline regarding the meaning of membership. Additionally, one question raised under ¶ 213 § 2 is the status of the membership of probationary members and preachers on trial.

Continued from previous page Otherwise, the General Conference has taken no legislative action regarding ¶ 1000.1. The Discipline confirms that both the local church and the Annual Conference are components of the various Episcopal Districts under the auspices of the General Conference. See, C.M.E. Constitution § 4, The Annual Conferences, § 5 The General Connectional Board, and ¶ 201 The General Conference. It follows, therefore, that they are components of the C.M.E. Church as well.

The duties of the Council, as the Judicial Branch of the C.M.E. Church, include, but are not limited to, the interpretation of specific rules and regulations of the church, which may appear ambiguous or of doubtful meaning. The creation and enactment of legislation is a function of the General Conference. Therefore, to avoid performing legislative action, which is not within the purview of the Council, definitive statutory language is not suggested. The passage in question must be read and interpreted in such a manner to provide practicality, coherence, and equity to the C.M.E. representation process.

CONCLUSION Based on the foregoing, the Council opines that the word "members" to the General Connectional Board includes both the lay and clergy members of an Episcopal District. See also, FN 2 at p. 4 herein.

Proven strategies can grow any church, but what strategies are necessary for growth in the local church and community? As believers in Christ, we believe in sowing and reaping. If this is the case, then what we plant will grow. What ministry seeds are we planting and what strategies are we using to create ministry over

My question is: What strategies are necessary for growth in the local Church? Consider • •

Prayer that is strategy-centered and focused according to the will of God yields fruit. It must be specific and targeted according to the capacity of the local church in the community where the Church is present.

The Holy Ghost helps and teaches us concerning the things of Jesus the Christ.

We cannot be effective unless we yield to the Holy Ghost. Jesus meets needs when the local Church leadership operates with an outward focus on meeting the needs of others as directed by the Holy Ghost regardless to who they are.

Relevant fellowship is essential. Although we came into and will leave the world alone, we are community people. We need one another. Each of us has gifts that will help the local church function in fullness and vibrancy. Prepare for growth! If we have not prepared for growth with anticipation and expectation, then those we pray for, the hearts the Holy Ghost touches, the needs we meet, and the relevant fellowship will come in the front door and leave out another one.

The focus of ministry will take work. In fact, the leadership that focuses on the maintenance of a Church must understand it takes more energy. One reason is people become complacent with the ineffectiveness of nothingness. So, when it is time for ministry, leadership may have to pump people up to get them to do their reasonable service of ministry. Could it be the fear of ministry that causes maintenance over ministry? I am not sure, but I do realize this: the intentionality in ministry over maintenance is waiting. Why wait when Jesus said Go! The order does matter. Churches that have a ministry mindset are thriving and vibrant churches. Look at those Churches that are ministry driven and ask yourself the following questions, “What ministry seeds are we planting, and what strategies are we using to create ministry over maintenance?”

The Debt You Will Always Owe! At the start of each new year, many of us anticipate new beginnings, set personal goals, and are generally excited about what the new year will offer for our lives. Many times, we achieve these goals; however, the excitement is tempered by the looming tax season. This is the time when most American citizens are required to pay what is owed to the government, in the form of taxes.

For some, the gloom of tax season is dispelled by the expectation of a generous refund. For others, there is the hope of just “breaking even.” Then, there are those who must pay what is owed. The goal for this group is to pay back the lowest amount possible in the shortest possible time.

Paying what is owed in taxes, to a government that seemingly is misusing or deceitfully using the revenues, is a point of contention for American citizens. Our human perspective is to blame employers, businesses, and politicians for our tax concerns. Looking from a biblical perspective and as a Christian, reflect on these questions: “Is this my concern?” “What does the Bible say about paying taxes?”

There are several scriptures in the Bible that reference owing debt and paying taxes. Let’s focus on two scriptures: First, Matthew 22:17, 21 which states, “Tell us then, what is your opinion? Is it right to pay the imperial tax to Caesar or not?” “Caesar’s,” they replied. Then he said to them, “So give back to Caesar what is Caesar’s, and to God what is God’s.”(NIV) Second, Romans 13:7-8, which states, “Give to everyone what you owe them: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor. Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.” (NIV) Jesus tells us in Matthew 22:21 to pay what is owed to the government. Paul, in Romans 13, further explains its importance to the people of Rome, but there is a greater message to be told. During this time of the Lenten season, focusing on Holy Week, Jesus’ crucifixion, his death, and resurrection, Christians should be reminded that there is a debt that we will always owe! God sent His Son, Jesus to pay the ultimate price for our sinful souls. John 3:16 states, “For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.” (NIV) Jesus willingly accepted paying our debt of sin.

God’s gift of His Son, and Jesus’ sacrifice, are the greatest examples of unconditional love. So, during this season of fasting, reflection, forgiveness, and repentance, remember Romans 13:8, “Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.”(NIV) The law is this, “Jesus replied: “Love the Lord your God with all your heart and with all your soul and with all your mind.” This is the first and greatest commandment. And the second is like it: “Love your neighbor as yourself.” Matthew 22:37-39(NIV) This is a debt that we as Christians, should gladly repay over and over, until eternal life is gained.

Good morning! Protocol having already been established. My fellow young adults, it is a humbling honor to address you on this amazing day.

On last evening, Rev. Mullens spoked to us about WTF moments, I would like to speak with you today about the importance of telling the truth in church and how the word of God can set US free. We all know that telling the truth is essential in our daily lives, but it is especially important in our spiritual lives.

We sometimes must have to face the truth about who we are, what we want, and where we are going?

As members of the CME Church, we have a responsibility to be honest and transparent with one another. This means being truthful when we share our testimonies, confess our sins, and seek guidance and support from our fellow believers.

The Bible tells us in John 8:32 that "you will know the truth, and the truth will set you free." This is not just a nice saying, but it is a powerful truth that we can experience in our lives. When we are honest with ourselves, with others, and with God, we can experience a sense of freedom and peace that cannot be found anywhere else: IT PASSES ALL UNDERSTANDING. As we navigate the challenges of these times in our church and life, I am here to remind US of the power that WE HAVE been granted from our Heavenly Father and by The Book of Discipline of the Christian Methodist Episcopal Church. With an understanding that we can be delivered from our place of WTF to a place where we can be set free by the word of God. The word is, we as the CME Church have a declining membership AND WE SEE THIS, but every time we go to General Conference, the numbers don’t add up. THE MATH AIN'T MATHING!! I’m looking around like WTF? How many people can say that the CME churches in your area have thriving congregations??? Think about where we would be if we merged some of these churches that are on life support and stop holding on to pews that are empty. What if we stopped holding on to broken traditions of going along to get along. Imagine where we would be!!

At the same time, we hear the young adults are our future…. No, the young adults are the now. We hear about being bold, but the voices of young adults continue to be an afterthought. THE WORD IS, NOW IS THE TIME TO STOP TRYING TO SELL A PIPE DREAM TO A REAL ESTATE TYPHOON. WE KNOW THE DIFFERENCE BETWEEN REAL AND FAKE! The TRUTH is, people attempt to use the Young Adults and youth for props, but don’t want to TRULY invest in them OR TAKE THEIR CONCERNS TO HEART. WE READ THE WORD OF JESUS, WHO BY THE WAY WAS A YOUNG ADULT DOING MINISTRY, WHEN HE SAID THE TRUTH WILL SET YOU FREE, SO NOW IS THE TIME FOR THE CHURCH TO BE SET FREE. LET’S TELL THE TRUTH!!!

ONE TRUTH IS, WE AS A CHURCH MUST RE- PRIORITIZE THE WAY WE SPEND MONEY!! Look at the budget. We spend millions of dollars on “programming” and other non-essential services but only give our institutions of higher education 100k, but want to say OUR COLLEGES!! Or look at our line item, what can the youth or young adults do with 20k a year? That’s just travel money! Please tell me how do we do ministry?

Stop being scared of what we see AND LET’S TRY TO REBUILD THE WALL! Yes, from our optics the church is dying, but what are we doing to keep IT thriving? AND MOVING? WE MUST TAKE ACCOUNTABILITY FOR OUR OWN FAILURES. WE CAN’T SUGGEST WE DO THINGS BUT DO NOT FOLLOW THROUGH WHEN IT’S TIME TO DO IT. WE CAN’T ASK FOR FUNDS, THEN NICKLE AND DIME WHEN IT’S UP TO US TO PAY!! WE MUST SHOW UP, SPEAK OUT AND LEAD BY EXAMPLE. I know we are busy and burnt out, (BOOKED AND BUSY) but we have to make some sacrifices for the things we say we want.

In one of my favorite movies, Love and Basketball…. one of my favorite scenes is when the coach tells Monica, played by Sinai Lathan…. Point guards lead from the front, not the back. That’s what I want to say to you today.

Stop complaining about what we don’t have as a church and take the lead to create the church you want to see.

LEAD FROM THE FRONT! I know many of you probably came to this retreat saying, oh, if it were me, I would’ve done such and such; or why did they do this, I would’ve done that. Well, I am going to tell you, one thing you will come to know about this administration of the Connectional Young Adult Ministry is that we are not here to win a popularity contest, although some people may have ulterior motives. WE DON’T SING OUR SHOULDA, COULDA, WOULDA’S, we just get the job done! Understand that we aren’t afraid to do the things that may be viewed as unpopular. I mean really… Like WTF! Everybody’s talking about the buzz words, saying I’m a content creator, posting on TikTok and YouTube. I’ve noticed that there is no place for creativity in some aspects of our church as it stands now. When people aren’t free to worship, we see what happens, as in the last wave of young adult people who said, well there’s no place for me in this church, so I’ll leave. How many people have our church lost because they weren’t given the FREEDOM TO BE?!

Will we be the next wave to throw our hands up, or will we be the ones to get our hands dirty and cultivate the ground to yield the fruit that we want?

So, what I will tell you is just be yourself and be great at what you do. If it’s not there, create it! We don’t need permission to create ministry. If you feel the church needs a single parents ministry, create it. If you feel that the church needs to have a networking footprint, create one. If you feel the church needs a podcast, create one. Stop waiting on permission to do what you have been called to do.

We see people run for office who may look good on a post card or be “THEIR PICK”……..We have to stop thinking that just because a person did something different does not mean, or EVERYBODY KNOWS, THAT THEY ARE RIGHT FOR THE JOB…….you can return the card to sender if you’re not feeling them!

This is to some of my fellow young adults and those who are just outside of the age group….. I do not want to hear, well I can’t run for office because this person is next in line…. According to who? I remember a song we used to sing that says, My hope is built on Nothing Less than Jesus’ blood and righteousness. I dare not trust the sweetest frame but wholly lean on Jesus’ name. IT DOES NOT SAY MY HOPE IS BUILT ON A SUCCESSION PLAN. BUT IF WE LOOK TO JESUS AND GOD WHO IS THE AUTHOR AND FINISHER OF OUR FAITH THEN WE WILL STAND ON A SURE THING!! So, whose succession plan are we following? At this time, I will ask you, who’s next in line?

Word The word of God is the same today as it was yesterday and the same as it will be tomorrow and forever more.

Truth The truth is painful but necessary to be whatever it is we set our minds to do. The truth will keep us honest with ourselves and others. The truth is, we are the most educated generations to grace this earth. So, your

Continued from previous page education for the millennials, the grind of millennials and Gen Z has been viewed by the masses. How? Because most either have corporate jobs or they are entrepreneurs. You can take the same things you do in your daily life and apply it to the church. You can see we need it.

Truth Learn the Legislative process and embrace your authority. You are able to run as a delegate at the age of 18, and this position does not have to be the one position that has to be filled by a young adult. You can run against Sister Susie who has been going to General Conference since the 80s.

Free The Discipline gives us power and we don’t take advantage. We talk about what we would do to change it, but what are we doing to change it. Through Christ we are free to live and have our being but why don’t we take this liberty when it comes to being free within the church?

Free Young adults, we need to wake up and understand that if we don’t do the work necessary, our church will die on our backs.

I will leave you with this…….

Romans 14:19 says: Let us therefore make every effort to do what leads to peace and to mutual upbuilding.

When I ran for President, my platform was PEACE (Policy, Education, Activism, Communication, and Engagement). For me the vision has not been completed PARTLY BECAUSE WE HAVEN’T HAD THE OPPORTUNITY TO FULLY CAST THE VISION! I challenge each of us to play a role in making that happen.

We must have a better understanding of the policies that govern our denomination and how we can create and effect positive change as time evolves.

Together we can develop a deeper understanding of our denominational culture and create a new subculture, by focusing on education and truths! By encouraging the study of our catechism, our Book of Discipline, effective ministry practices, and recruitment to our institutions of Higher Education in a strategic way we can change the narrative and make our church GOD’S AGAIN! We must speak truth to power. Our church has a rich history of advocacy. We must take our social responsibility seriously and engage others to do the same.

We must create innovative strategies to enhance the effectiveness of our lines of communication. Young adults don’t have to be included in the strategic plan. We need to create our own and show the church that we are strong enough to do so.

My goal is to ensure that young adults remain loyal to the legacy of leadership by engaging with one another through time, talent and tithe …. by creating small groups, allowing our digital experts to share their gifts, also creating alumni support systems for our collegiate students in our Episcopal Districts. Who will be the first to promote their ministry here or create a new ministry and share it with us all.

It is my hope that we will cultivate spaces where you can grow, network, and be prosperous within the church, and also within your own communities.

When I see the Young Adult work ahead, I truly know that faith with without works is dead. I will do that work…. as I work for PEACE….Understanding that God…….HAS given me a vision to bring this body together.

Fellow Alabamian, Zora Neale Hurston said, if you are silent about your pain, they will kill you and say you enjoyed it. I know that it was PEACE that changed our lives.

We must see our new direction that pleases our history and enhances our future. Remember that the devil can destroy your reputation but will not destroy the fruits of your labor.

So, I ask that you allow PEACE to prosper and be set free to do what God has called us to do as the generation of the now in the Christian Methodist Episcopal Church. So, I am asking you today to stand with me, and give God some praise for how he will move throughout this retreat, and we will be set free as we go forward with the work God has called us to do.

Miles College Receives Reaffirmation of Accreditation by SACSCOC Written by Mya Jolly

Miles College is proud to announce the reaffirmation of accreditation from the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). The College achieved a ten-year reaffirmation of its accreditation with no recommendations for improvement by SACSCOC. This is historic! This stellar achievement demonstrates the exceptional quality and value of a Miles College education.

President Bobbie Knight received the message by a phone call from SACSCOC on Thursday, June 15, after the accrediting body’s board of trustees meeting. The official announcement will be made in December of this year during the SACSCOC annual meeting.

As part of the reaffirmation process, visiting teams composed of administrators and faculty members from peer institutions evaluated Miles College. The reaffirmation process included a Compliance Certification Report, a Quality Enhancement Plan (QEP), Off-Site and On-Site Reaffirmation Reviews, and finally, a Review by the SACSCOC Board of Trustees. The process assesses all aspects of the College, including academic programs, student services, and finances.

“We are delighted to announce that our esteemed College has been granted SACSCOC accreditation for the next decade without any findings or recommendations. Stepping into the position of President, I knew that the accreditation process was one of the most critical tasks on the list of goals to accomplish during my tenure. This was my first SACSCOC accreditation experience, and receiving this unmarked report speaks highly of our institution, Board of Trustees, faculty, staff, and alums. Lane College Celebrates Another Reaffirmation of Accreditation by SACSCOC Lane College has successfully received another 10-year reaffirmation of accreditation by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). The SACSCOC, one of the leading regional accrediting bodies in the U.S., has recognized Lane for its continued dedication to maintaining high educational standards.

Lane was recently notified of the SACSCOC board decision, and the reaffirmation yielded no recommendations or findings.“ As a trusted body, the board’s approval signifies that Lane College is qualified and well-capable of providing exceptional educational opportunities. Lane College has once again received this designation from the distinguished SACSCOC board,” said Lane College President Logan Hampton. “After undergoing a twoyear reaccreditation process, I celebrate the Lane College team that worked countless hours to verify that accreditation standards were met and exceeded.”

“A SACSCOC assessment report with no recommendation or findings indicates Lane’s dedicated and exceptional academic leadership,” said Sherrill Berry Scott, Vice President for Administration and SACSCOC Institutional Accreditation Liaison.

“I commend the review teams and the amazing faculty and staff at Lane for assisting the committee during this intensive process,” said Dr. Sandra Ramawy, Associate Vice President for Transformation and SACSCOC Reaffirmation Director.

The SACSCOC on-site committee visited Lane last year, from Oct. 17-20, to review compliance with 84 accreditation standards. “The College’s secure and strong academic profile and dedicated faculty have helped Lane achieve this reaffirmation of accreditation, and this designation indicates Lane is firmly positioned as a quality institution of higher education,” said Dr. Daryll Coleman, Acting Vice President for Academic Affairs.

To gain or maintain accreditation with SACSCOC, an institution must comply with the standards contained in the Principles of Accreditation: Foundations for Quality Enhancement and with the policies and procedures of the Commission. SACSCOC applies the requirements of its principles to all applicants, candidates, and member institutions, regardless of the type of institution (public, private for-profit, or private not-for-profit).

Lane College is accredited by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) to award associate and baccalaureate degrees. Degree-granting institutions also may offer credentials such as certificates and diplomas at approved degree levels.

Paine College Announces Historic Partnership - Road to Epic Transformation Paine College Partners with EAB, UNCF, Bank of America, Augusta National Golf Club and the Community Foundation for the CSRA to Transform the 141-Year-Old HBCU

On June 20, 2023, Paine College officials announced a historic partnership with education company EAB, United Negro College Fund (UNCF), Bank of America, Augusta National Golf Club, and the Community Foundation for the Central Savannah River Area (CSRA) that will support the 141-year-old HBCU's vision of becoming one of America's top-performing private four-year institutions. The partners are collaborating on a groundbreaking 10-year transformation plan designed to preserve, transform, and elevate the institution.

"This is a pivotal moment for Paine College," commented Board Chairman Michael Thurmond, ‘75. "The Board of Trustees stand united in our support of this carefully crafted partnership that will elevate the trajectory of the College while preserving the values upon which this institution was founded."

EAB will act as project leaders and work with Paine College to leverage many of the same best practices the company has used to boost student and institutional success at more than 2,500 partner institutions.

EAB first began its work with Paine last year through the Way Forward Initiative, made possible by collaboration with Bank of America and Augusta National Golf Club.

"This transformation plan will do more than give Paine a facelift," said Dr. Cheryl Evans Jones, President of Paine College. UNCF recently selected Paine College to participate in Cohort 3 of UNCF's Institute for Capacity Building Transformation Network. The Institute is designed to help HBCUs and Predominantly Black Institutions increase student enrollment, improve financial viability and boost both student and institutional outcomes.

"Paine College's Transformation Plan builds on UNCF's vision and is a customized way to enhance our mission of over 79 years to help HBCUs become stronger, more effective and more self-sustaining," said UNCF President and CEO Dr. Michael L. Lomax. "This is just the beginning."

In addition to facilitating Paine's inclusion in the Way Forward Initiative, the two organizations partnered to underwrite an Executive Leader on Loan supporting the Office of Institutional Advancement last year.

During the COVID-19 pandemic, Bank of America also donated personal protective equipment to the College, as well as resources to establish an interactive online platform to enable both in-person and remote learning. In 2020, Augusta National established the Lee Elder Scholarships at Paine College for a student on the men's and women's golf teams and funded the creation of its first women's golf program.

Armstrong Named to Lead Steer Volleyball Texas College is pleased to announce that Sonora Armstrong has been named Head Volleyball Coach. With experience in both coaching and playing the game, Armstrong’s level of expertise and energy is exactly what is needed to steer Texas College Volleyball in a new direction.

Most recently, Armstrong served as the Head Coach of Tyler’s Infinity Volleyball Club, a select volleyball organization in East Texas. In addition to her head coaching duties, she also served as the Special Skills Coordinator, as well as the Strength and Conditioning Coach for the organization. Prior to these roles, Armstrong served as Head Volleyball Coach for East Texas Christian Academy, as well as an assistant volleyball coach for Grace Community Schools, both located in Tyler.

Aside from Armstrong’s coaching experience, her tenure as a player is notable itself. As a high school student-athlete at Chapel Hill High School in Tyler, she was a standout volleyball player, which earned her a volleyball scholarship to Grambling State University in Grambling, Louisiana, an NCAA Division I volleyball program, where she lettered all four years in volleyball.

Armstrong is a native of Tyler, Texas. She holds the Bachelor of Science in Interdisciplinary Studies from The University of Texas at Tyler in Tyler, Texas.

Having only joined the College less than one month ago, Armstrong has impressively secured numerous volleyball recruits for the upcoming 2023 season, many of which hail from East Texas. Her knowledge of the game, enthusiasm, and expertise is sure to inject exciting new life and a competitive edge into the volleyball program. Texas College excitedly welcomes Sonora Armstrong.

It gives me great pleasure to interview my former pastor, Leon Parker III. At the recommendation of Bishop Henry Williamson, Sr., I visited St. Luke CME Church in Nashville, Tennessee, as I was looking for a church home, and this is where I met Pastor Parker. After diligently pastoring at St. Luke and serving the Nashville community, Pastor Parker has now relocated to Birmingham, Alabama, where the Lord has blessed him with new opportunities. Hence, I introduce to some and present to others, Pastor Leon Parker III. Good afternoon, Pastor Parker! How are you doing today?

Hey, Dr. Hunt. I am blessed and thank you for this time of sharing. I am truly honored.

So, let’s talk about the intricacies of Leon Parker III. Where are you originally from?

I was born on the South Side of Chicago, Illinois, and reared by my grandparents after losing my mother at a very young age to domestic violence.

Growing up in heart of the South Side in the 90's was a tough time, as gang and gun violence was common. We lived one block and a half from Carter Temple CME Church. The elementary school I attended was the very first One Church One School partnership, Ruggles Elementary. These connections led me to Christ, Carter Temple, and the CME Church at 8-years-old. I was in the third grade. After I snuck out of the house one Sunday morning to find Bishop Williamson, who had delivered a powerful message at a school assembly a week before, I was intrigued by the invitation he gave me to visit the church.

The following Sunday, I made it to “The Miracle on 79th Street” (7841 S. Wabash Ave., Chicago IL) and joined that Sunday. The following week I brought my family, and they joined!

The illustrious Miles College in Fairfield, Alabama.

What inspired you to attend this institution?

What inspired me was the visits from the late Rev. Dr. Albert J.H. Sloan II, 13th President, Rev. Dr. George T. French, Jr., Rev. Larry Batie, and the Miles College Choir. They would take annual tours across the country in the spring with the Golden Voices Choir under the direction of the late Rev. Dr. Bernard Williams.

Every year, I anticipated the announcement that Bishop Henry M. Williamson, Sr., then pastor, would enthusiastically share that the Miles College Choir was coming to Chicago for their annual concert. When they would show up, Carter Temple would be bustling with energy, as the hospitality team would prepare extravagant receptions for the attendees and the choir. It was a true sight to see and hear college students praising God and singing various genres of music, including gospel, classical, and Negro spirituals. I had never heard or seen anything like that in my life. In addition to the choir, hearing Rev. Larry Batie preach the 8:00 a.m. service and Dr. Sloan preach the 10:45 a.m. service was a full-circle experience. This was a meaningful and effective way the college would raise money for scholarships, recruit new students, and share the eminent power and grace of an HBCU founded by our ancestors of the Christian Methodist Episcopal Church.

When did you receive your calling from the Lord?

I received my calling from God at the age of 13, and it has been the guiding force in my life ever since. I remember it was at a Southeast Missouri, Illinois, and Wisconsin Annual Conference under the leadership of Bishop Paul A.G. Stewart. It was the Department of Christian Education’s night to lead the worship experience. The Rev. Marvin C. Lue, Jr. was the preacher. It was at the altar call moment where I had a John Wesley, “strangely-warm”/Pentecost moment when God confirmed what I had been struggling to accept.” “Why me?” I would ask, and I remember just as it was yesterday when the Spirit spoke to me and said, “Why not you?” At the altar call, I walked up that night with a host of other young people who had expressed their acceptance of God calling us to ministry, realizing that this was God’s plan. I must express that Carter Temple provided a safe and nurturing environment that helped shape my character and instilled in me a deep appreciation for the value of life and learning. It was men and women like Linda King, Dr. Phedonia Johnson, Bishop Henry M. Williamson, Bishop Sylvester Williams, and the entire Carter Temple family that kept their hands on me from grade school through adulthood. The support from the “beloved community” enabled me to develop a strong moral compass, build meaningful relationships, and cultivate a lifelong love of learning and making a difference by touching lives, meeting needs, and glorifying God. You are now pastoring at Unity CME Church. How does it feel to be back?

God assigned me by way of Bishop Teresa Jefferson-Snorton to pastor the then Greater St. Paul CME Church of Bessemer, Alabama, in 2016. After serving one conference year, the church experienced a fire that forced us to demolish the building, partner, and merge with the then Porter Chapel CME Church, which also experienced a fire several years prior. Submissions Continued from previous page church. They were in the finishing building phases of a new sanctuary. Greater St. Paul aided in the paving of the parking lot, installing hardwood floors for the pulpit and choir loft area, drywalling, and finishing walls. These two churches were blessed, and I knew it was nothing to be obedient to what God put on my heart to share with the people and, from there, watched how God merged them into Unity CME Church.

The members thrived in worship, outreach, and membership growth. God truly blessed us during that church conference year. In 2017, I was assigned to the St. Luke CME Church in Nashville, Tennessee.

I served there faithfully for five years. In 2021, I returned to Birmingham to serve as the Vice-President of Student Life, Engagement, Dean of Chapel, and Assistant Professor of Religion, succeeding the Rev. Larry Batie, who served for 22 years. I also returned to Unity CME Church. When I think about how it all happened, I can't help but think that prompt obedience to God's plan produced a healthy merger of two congregations that, almost seven years later, remains strong. It's been a blessing to be back. This was literally God’s plan.

You are now the Vice-President of Student Life, Engagement, Dean of Chapel, and an Assistant Professor of Religion at Miles College. What are your responsibilities in these positions?

I oversee The Office of Student Life, Engagement, and Chapel at Miles College under the leadership of the 15th and first female President, Bobbie Knight, JD which is an honor and blessing. In this capacity, my job is to provide forums, programs, and activities that promote spiritual awareness, pastoral care, and counseling to the students, faculty, and staff. I am also the administrative supervisor of the Miles College Choir, Miles College Marching Band (Purple Marching Machine), and the Miles College cheerleaders. Additionally, I serve as Assistant Professor of Religion in the Humanities Division, where I teach Survey of World Religions. The course was designed to heighten an understanding of culture and societies of world religions through exposure to and study of the top ten religions of the world and their worldviews. All Miles College students take this course within their general core education paradigm.

Tell me about the connection with the Children’s Defense Fund (CDF) Freedom School?

Rooted in the Mississippi Freedom Summer project of 1964, CDF Freedom Schools program is a stellar program that enhances kids' motivation to read and makes them feel good about learning as they engage in a multicultural, integrated reading curriculum that supports them and their families. Freedom Schools have a special place in my heart. I learned about Freedom Schools as a teenager and member of the Carter Temple CME Church in Chicago, IL, I believe in 2004.

Submissions Bishop Sylvester Williams, Sr., Bishop Williamson, founder of One Church One School. And lay leaders like Dr. Phedonia Jones Johnson, Dr. Tracey Vaughn-Manley, and Linda D. King helped to make Freedom Schools a priority outreach ministry that made an impact on hundreds of children for many years.

Freedom Schools made such a magnanimous impact on my life that I participated as a scholar, from an intern all the way to an executive director. As a matter of fact, it blessed me so, I was moved to create the Incorporated Angels INAC Freedom Schools in Birmingham, Alabama, from 2010-2012 in partnership with Mt. Moriah Baptist Church, One Church One School, and the Mizpah Grand Chapter Order of Eastern Stars.

I am proud to share that today the CME Church’s Community Development Cooperation and Miles College will launch a CDF Freedom School on the campus of Miles College from June 12 - July 21, 2023. We will serve 50 children and hire 6 college students. I am grateful for this collaboration under the leadership of Bishop Thomas L. Brown, Mrs. Lillian Curlett, President Bobbie Knight, and Provost Jarralynne Agee.

What is next for Rev. Leon F. Parker III? Currently, President Bobbie Knight has charged me, Rev. Dr. Michael Wells, Interim Director of the Humanities Division, and a committee to develop a Religion major as well as a Masters of Divinity Program at the college after the faith community asked for an accredited bachelor's degree program within the historic metro-Birmingham area. This would be a game-changer for Miles and the faith community, as we will become a space for theological exploration and transformation. We hope the religion degree will be offered before the Spring Semester 2024. Miles has a religion minor and has had it for many years. I also hope to complete my doctoral studies in the near future.

As I sat in the midst of grief and uncertainty in a doctor’s office, God’s good and perfect gift walked through the door in the form of Dr. Tara Lynn Wilson, a soft-spoken and compassionate African American female surgeon. Although she had not been a part of my healthcare team in my earlier battles with lifethreatening illnesses, God brought her along when I needed her most; His timing is always perfect.

I had been on a perilous journey, fighting for my life since I was diagnosed with bone cancer in 2019. In the process of being treated for my bone cancer, I went in for my regularly scheduled mammogram screening.

A spot that the doctors had been monitoring was ultimately diagnosed as Triple-negative breast cancer, commonly detected in African American and Hispanic women. Since this is a very aggressive form of cancer, I was immediately scheduled to meet with a surgeon to discuss my treatment options.

The personification of compassion greeted me with a loving smile as I awaited my consultation with the surgeon. The scripture reads, “Praise be to the God and Father of our Lord Jesus Christ, the Father of compassion and the God of all comfort, who comforts us in all our troubles, so that we can comfort those in any trouble with the comfort we ourselves receive from God” (2 Corinthians 1:3-4, NIV). The loving smile and tender heart belonged to none other than Dr. Wilson. With tears streaming down my face, I noticed the 30

Submissions gentle hand of Dr. Wilson reaching out for my hand. Before discussing my medical concerns, she addressed my emotional issues; she understood that my soul needed comforting before she could proceed with the job that she had been sent to do. Before leaving the consultation with Dr. Wilson, I picked up her business card, and God brought alive in my soul James 1:17, “Every good and perfect gift is from above …” You see, Dr. Wilson was not a novice in her field; she was the Chief of Surgery! God sent His good and perfect gift to watch over my healthcare. He was sending me confirmation that everything was going to be okay, and it was.

With February being Black History Month and March being Women’s History Month, it was fitting that I, along with the Amos Temple church family, honor Dr. Wilson on February 19, 2023, with a plague of recognition for her exemplary care. We were able to thank her for going above and beyond her required service and for showing a compassionate bedside manner that was second to none. Dr. Wilson accepted the award with the grace and humility that is characteristic of her spiritual walk with Christ. She is simply the BEST! The worship service was heart-warming and filled with distinguished guests, such as the 66th Bishop of the CME Church, Dr. Charley Hames, Jr.; First Lady Mrs. Michelle Gaskill Hames, and Mrs. Norma Jean Cummings. It is no coincidence that Dr. Wilson and Mrs. Hames are distinguished colleagues at Kaiser Permanente; God aligns His best so that iron can sharpen iron. The Spirit of the Lord spoke to all in attendance, physically and virtually, and let us know that since He is the author and finisher of our faith, He will always take care of our needs. Lest we forget from whom our blessings flow, remember that every good and perfect gift is from above.

AN OVERVIEW OF THE CYAM 2023 RETREAT Submitted by Jamea Sevel Grace Vice-President, CYAM

The Connectional Young Adult Ministry (CYAM) set out on a journey to New Orleans, Louisiana, hoping to be set free. From the response from the attendees, WTF 23’ was a young adult retreat like no other. Our goal for this retreat was to gather as young adults and immerse ourselves in the life-changing word of God, which enlightens us to the divine truth that enables us to be made free in Christ. So, Jesus said to the Jews who had believed him, “If you abide in my word, you are truly my disciples, and you will know the truth, and the truth will set you free.” John 8:31-32, ESV. Retreats are essential and vital in our church because they foster spiritual growth, build community, provide mentorship, facilitate personal reflection/direction, and empower young adults to live out their faith. It was also our hope to leave the city a little bit better by making an impact on the community. Our host church, Calvary Tabernacle CME, under the leadership of Rev. Duane Hill, in collaboration with Dillard University assisted us with hosting a community-health fair, which included technology and CPR courses. We also partnered with a local food bank, Giving Hope NOLA, and served as a distribution site for food items.

Our sessions catered to all demographics of our young adult ages. Our Word to the Wise sessions: Being Bold in a Bland Church: The Necessity of Young Adult Ministry; Navigating your Present & Future: Family, Finance and Education; I’m a Young Adult. Now What??; Adulting 101; and Single, Dating, Married, Divorced…Relationships & The Black Church, featured leaders of our denomination who shared their knowledge, wisdom, and insights on various topics related to faith, Christian living, and discipleship. Our Truth about Ministry sessions were intended to cultivate safe spaces for clergy and lay to promote transparency, allowing for open and honest dialogue and creating an atmosphere of acceptance and inclusivity where individuals could bring their whole selves, free from fear of rejection or exclusion.

Young adulthood can be a challenging and transitional phase of life. Fellowship can play a significant role in providing support, guidance, and growth opportunities for young adults as we navigate the challenges and transitions of different phases of life. During the retreat we were able to let go, kickback, and have some fun at La Feté on Blanc, an all-white affair. During this time, we laughed, danced, ate, and sang. We were able to not worry about the things that were going on in our personal lives and enjoy being around friends and family.

This retreat was a breakthrough and transformative opportunity for young adults to see God in a powerful way and be set free. The Presidential address charged us with taking accountability and asked us to promote the gifts that God has given us. The address, along with the retreat, provided a unique opportunity for spiritual growth and personal reflection. It is our prayer that no soul left the way it came and that we were able to make an impact in the lives of the young adults of The Christian Methodist Episcopal Church.

Am I Aware?

Suffering is the ferocious invasion of a person’s comfort. It interrupts and interferes with a person’s progression toward a destiny ordained by God. The presence of suffering can create a chaotic environment for a person seeking to live in the peace of God. The prevailing challenge humanity faces, Christians and none-Christian alike, is the response to suffering. What should be our response to such an enduring issue which has disturbed our being? How are we to approach such a disruptive occurrence to our once peaceful life? A response, I believe, to this dilemma of suffering is found in the words of the great black theologian, Howard Thurman, who wrote in his meditation, “The Valley of Death:” “I will fear no evil.” When I walk through the valley of the shadow of death, I will fear no evil because God is with me. And His Presence makes the difference, because it cancels out the threatening element of the threat, the evil element of evil. Of course, I may linger, or I may die; I may suffer acutely, or all my days may rest upon an undercurrent of muted agony.

I shall not be overcome; God is with me. My awareness of God’s Presence may sound like magic, it may seem to some to be the merest childlike superstition, but it meets my need and is at once the source of my comfort and the heart of my peace.1 In view of Thurman’s words, humanity can find solace in the prevalent “Presence” of God. Notice Thurman’s words, “…And His Presence makes the difference, because it cancels out the threatening element of the threat, the evil element of evil.” Though humanity sometimes finds itself standing in the deepest parts of a dreary and dark place that is eating at the fabric of its existence, the Presence of the Lord is admonishing us and promising us that though, “Weeping may endure for a night, but joy is coming in the morning!” However, the noise of the chaos can become a challenge because it seeks to drown out the sound of a pending victory.

What then should be the response of a human who is dreadfully suffering from extreme anguish and agony due to the daily pounding upon their being? It should be the quest of humanity to muster the strength and turn this

negativity toward the direction of the victorious sound which is projecting from the Presence of God. Indeed, the “Presence of God” is available and unrestricted. In other words, God is not just standing ready to intervene, but God is actively maneuvering through the chaos on behalf of one enduring a time of suffering. Additionally, humanity does not have to press a button and wait for an attendant because God granted believers access through Jesus the Christ at Calvary.

Indeed, this idea is not a superficial phenomenon. As Thurman states, “…but it meets [our] need and is at once the source of [our] comfort and the heart of [our] peace.”

Thus, the burden upon the soul of humanity can be eased when this thought becomes more of a reality through faith than a mere thought.

On July 29, 2023, the United States Supreme Court by a majority opinion ruled race-based admissions to higher educational institutions (military institutions excepted) to be unconstitutional. The court's basis was that such policies put other racial or ethnic groups at a disadvantage, do not solve problems of inequity or inequality, do not ensure successful matriculation or graduation, and do not deter or prevent discriminatory acts or policies. Dissenting justices argued that this opinion ignores the history of racial discrimination in this country and its effects, will decrease racial diversity on college campuses, and will decrease the number of schools to which disadvantaged minorities have access.

The decision is seen by many to be a blow to gains made during the Civil Rights era, but it is NOT an end to affirmative action. Simply put, the ruling means that race alone may no-longer be considered a factor for admission, although circumstances endured or overcome because of race MAY somehow be considered. Race may no longer be seen as a sole reason for admission, but it may be considered along with motivation and ability to succeed.

The decision calls for admissions to be conducted in a colorblind fashion, but the reality is that this will hardly happen, and the effects will be further seen in society as diversity in educational exposure leads to a greater diversity in the workplace and in government. Elected officials must be held accountable, including at the voting place. HBCUs must be adequately funded by Federal and State governments, and programs that support students in the application process must be promoted. It remains, and perhaps now is even more important, for potential students to apply themselves to their studies in high school, to file financial aid documents in a complete and timely manner, to research and gain as much scholarship money as they can prior to college entrance so they might still attend the school of their choice, and to apply to as many HBCUs as possible, not just those with "big names." Finally, if you can encourage a student in the pursuit of higher education, DO IT. Financial exigency is a term used by institutions to indicate a state of significant financial crisis that requires immediate and significant corrective action to ensure the sustainability of the institution.

However, we are committed to transparency and open communication throughout this process and will provide regular updates as we move forward towards creating an institutional strategy that is fully sustainable, with the plan to “REBOOT” as a strong, fiscally healthy, and responsible institution. We must, at last, bring an end to an unsustainable model which has generated a spin-cycle of institutional crisis. Ecumenical News This painful but necessary decision to declare financial exigency was made after a thorough review of the institution's current financial situation, continued historical challenges and projections for the future. The COVID-19 pandemic had a significant impact on ITC, as it has on many other institutions across the country. The pandemic, exacerbated other longstanding institutional challenges of deferred building maintenance preventing on-campus learning, preexisting debt, decreasing enrollment, reduced revenue, increased expenses, and increasing debt loads for our students and their families.

In response to these challenges, ITC has taken steps over the last two years to reduce expenses, including prior salary reductions and closing of buildings that are too compromised and too costly to renovate and repair in short order. Despite year-over-year increases to fundraising from FY20 to FY23, including unprecedented private philanthropic support, ITC continues to struggle with financial solvency.

The declaration of financial exigency means that the institution will be taking several actions, including but not limited to: 

Reduction in faculty and staff positions

Reduction or temporary suspension of academic programs



Restructuring of administrative functions, institutional model, and governance model

These actions will be taken in a deliberate and thoughtful manner, with a focus on minimizing the impact on our students and preserving academic quality in ongoing programs. We will work closely with affected faculty and staff to provide support and assistance during this difficult time.

ITC remains committed to its impactful educational aim to prepare “Prophetic Problem Solvers” who facilitate transformation in the pulpit, parish, and public square. We are confident that, with the support of our community, we will emerge from this period stronger and more resilient.

Ecumenical News The Interdenominational Theological Center (ITC) is a Christian ₁Africentric ecumenical graduate theological school with a mission to educate students who will commit to practicing justice and peace through a liberating and transforming spirituality.

Founded in 1958 during the Jim Crow era and rise of the Civil Rights movement, ITC has been a Black-led institution since its inception designed to nurture leaders for and from the Black church. Historically working in partnership with five denominational affiliates, ITC is located in the Atlanta University Center, the cradle of the civil rights movement, where more than half of the population is black or of African American descent.

More than 60 years after its birth, ITC continues to cultivate leaders who co-create a more diverse, equitable and inclusive society. The Interdenominational Theological Center does not discriminate among applicants to, or participants in, its degree programs based on gender, sexual orientation, race, religion, ethnicity, national origin, or physical disability.

ITC’s educational aim is to cultivate “Prophetic Problem Solvers”, faith rooted leaders who possess the competencies to design, co-create, and implement solutions to some of the most vexing social issues of our time, including but not limited to challenges facing marginalized communities. ITC has designed its curriculum to cultivate key competencies in its students for facilitating social justice (advocacy) and social impact (innovation/design justice). For each individual that ITC graduates, the institution’s ultimate reach is exponential as ITC alumni impact countless individuals in the congregations and communities they serve. It’s also important to note that most ITC graduates are multi-vocational and take on roles beyond ministry alone. Because of this, the impact of our graduates is immediately felt in the community and ultimately felt nationwide.

ITC occupies an opportunity-rich position within the field of theological education and the church. ITC sits at the nexus of black church and broader community unlike any theological institution in North America. The shifting landscape of theological education including, demographic shifts in American religion, changing educational models, and the uniquely broad reach of the ITC in the Black church present a horizon of possibility for the ITC to innovate and make a significant social impact.

Ecumenical News A New Leader, A New Vision: ITC 2.0 President Williams often describes ITC as a “start-up that is not starting from scratch.” The focus is to amplify a new vision that began upon his appointment to the interim role in July 2019, continuing with his pandemic appointment to the permanent role in June 2020. First dubbed ITC 2.0 by President Williams, the new vision seeks to optimize ITC’s infrastructure through a process of innovative, institutional overhaul. The overhaul will address a range of initiatives including but not limited to optimization in governance and institutional design, reimagining the physical plant and redesigning the academic curriculum. As a demonstration project, the ITC campus and impact program portfolio will become a platform for leadership formation, education, and an institutional model for other cause-driven institutions seeking to make meaningful social impact. ITC will focus its impact in areas related to housing, food systems, environmental justice, mental health, and economic development, all while achieving financial sustainability.

ITC has for so long functioned as a quiet yet powerful beacon of hope and impact. Over the next five years, it will be vitally important for ITC to align with partners, supporters and mentors who can provide expert guidance, funding support and more. As ITC continues this 2.0 journey, it will be a much less quiet time. ITC’s leadership will be seen working collaboratively throughout greater Atlanta and beyond to determine the most effective strategy for institutional growth and change, with the primary goal of positively impacting ITC students, the broader Atlanta community, and the communities where ITC’s bi-vocational graduates live, pray, work and lead.

Joining the Great Cloud

Sis. Janie Belle Lee Smith Sis. Janie Smith was born and reared in Bastrop, Louisiana.

She confessed Christ at an early age and grew up in the Evergreen #1 Missionary Baptist Church.

In October of 1952, Sis. Smith joined the St. Mary CME Church, located at 1107 West Madison Ave, Bastrop, LA., where her faithful membership remained for 70 years and where Rev. Diane Neal serves as pastor. Sis. Smith served as a Sunday school teacher for over fifty years, president/vice president of the Missionary Society and the Stewardess Board, vacation bible school teacher, Christian Youth Fellowship sponsor and teacher, and held many other local, district and annual conference positions in the C.M.E church. Sis. Smith was still teaching Sunday school virtually in 2021 when her health began to decline. Prior to her passing, she was the oldest living member of St. Mary CME Temple at age 93.

Sis. Smith graduated from the Morehouse Parish Training School (high school) in 1947. She graduated from Grambling College, now Grambling State University, in 1954 with a Bachelor of Science degree in Elementary Education. She completed further studies at Grambling State University, Northeast Louisiana State University (now the University of Louisiana at Monroe) and Louisiana Tech University. She was a charter member of the Bastrop chapter of the National Association of University Women, where she served as vice president and secretary for many years.

Sis. Smith was married to the late Flemming Smith, a master plumber, for forty-three years. To this union four children were born: Doris Marie Smith Belton (retired elementary school teacher), Sharon Rose Smith (deceased), Dr. Raife F. Smith II, (retired university professor), and Kymberly Y. Smith Bradford, licensed counselor (Robert). She

had 5 grandchildren: Rise Jackson (deceased), Duane Belton, Trent Belton (deceased), Kory Smith, and Krystal Bradford; 6 great-grandchildren: Brittany Curtis, Diamond Jackson, Amarissa Belton, Duane Belton, Jr., Tyler Belton, and Robin Belton; 2 godchildren and 2 great-great-grandchildren (Dorian Randle and Kamarian Williams); a brother, Charles Lee (Laquitta); and a sister, Martha Bell Crowley.

She was preceded in death by her husband, Flemming Smith; parents Rosa Johnson Lee and Louis Lee; sister Delia Mae Lee; brother Rev. Emmett Lee; daughter Sharon Rose Smith,; aunt Inell Minnieweather (She and her aunt Inell were the same age and were raised like sisters); sister Jessie Mae Lee; sister Georgia Mae Lee Jefferson; sister Virginia Lee Ventress; sister Bertie Lee Lodge; and brother Louis Lee, Jr. Sis. Smith taught in the public school systems of Caddo and Morehouse Parishes for a total of 40 years, retiring in May of 1990. During her academic tenure she served in many capacities.

She was a member of Order of Eastern Star Faith Chapel #5 and #197, respectively, for a total of 64 years. She served as Associate Matron for over 20 years and Worthy Matron for 4 years. She also served as chaplain and as a member of the Trustee committee.

Sis. Smith was a member of the Monroe District #5 Higher Degree Courts and Temples of the Order of Eastern Star. Sis. Smith also served in many capacities at the Grand Department Level of Deborah Grand Chapter of the Order of Eastern Star and the Star of Hope Grand Chapter Order of Eastern Star. Sis. Smith was a charter member of the Bastrop Branch.

Sis. Smith assisted the Bastrop Crisis Ministry for many years before they closed.

Her Motto: To God be the glory for the things he has done.

Addi�onal Informa�on about the Nurturing Children’s Grant: A message from Bishop Teresa Jefferson-Snorton Thank you for all the interest in the most recent grant received by the CME Church! I am overjoyed to see so many of our churches interested in developing or expanding their ministry to children. Below are some basic facts about this grant and the program it will fund.

1. The name of the CME program is “Reimagining Children’s Ministry”. This program will be part Lilly Endowment, Inc.’s “Nurturing Children Through Worship and Prayer” ini�a�ve.

2. The program design is very strict in order to meet the funder’s criteria.

3. The program focus is on prayer and worship with children ages 6-11. An addi�onal focus is on how to include children with learning disabili�es.

4. Our primary goal is to create resources that can be used by all churches throughout the denomina�on. These resources will be culturally sensi�ve, age appropriate, inclusive and consistent with CME beliefs. The program’s aim is to study what types of resources best meet the needs of children ages 6-11, including those with learning disabili�es.

5. We have only received no�ce of the award. No funds have actually been received yet.

6. There will be no funding available for needs or requests that fall outside of the grant’s program design.

7. The program will not begin un�l Fall 2023. The first steps will be to organize all of the things needed to support the program (staff, legal documents, training materials, website, etc.)

8. Par�cipa�on in the program by 12-15 local churches will be by invita�on, although there will be a process by which local churches can express interest in par�cipa�on. No�ce of this process will be sent out in late summer 2023.

9. There will be an extensive selec�on process because the local church and its children’s ministry leadership must meet program criteria and commit to being a part of the en�re four-year study.

10. The role of par�cipa�ng churches is to assist in the development of resources materials, to use those materials in their new or current children’s ministry, and to report results that hopefully demonstrate an increase in children’s par�cipa�on in worship and in understanding and using prayer.

11. There will be small grants of around $1000 available for par�cipa�ng churches to purchase materials they need to implement the program. There are no funds available for local churches that are not a part of the study.

12. Par�cipa�on guidelines are strict because we must train par�cipa�ng church leaders, collect data and file reports on the progress of the program.

While the number of local churches who will par�cipate ac�vely in the program will be a small group, we believe all local CME Churches will see the benefits and will have access to resources that will help them reimagine their children’s ministry. The Program Development Office will con�nue to seek other grants to assist other local churches with their needs for computers, materials, etc. However, to par�cipate in any future programs or grants, local churches need to be able to demonstrate they have a sound program design, a record of good financial stewardship, and the commitment of the leadership and membership of the local church.

I am available to present a session on “Equipping Your Local Church for a BOLD Future with Faith-based Funding” to local churches, presiding elders’ districts, or annual conferences, virtually or inperson to provide further guidance.
