In the final year of the FACE 2024 ten-year, community-wide strategic plan, we took stock of our progress over the past decade. We built new capacity to respond to Orange County’s needs with innovation and agility. We remain deeply committed to being intentional, transparent, and results-driven.

With our on-the-ground, local focus, we’re developing and implementing strategic programs that directly—and proactively—address our community’s biggest human challenges. The result? Transformational, long-term solutions that benefit everyone—which are only possible because of you and your support.

Solving homelessness is complex and requires us to collaborate as a community. From the beginning, you’ve been a vital part of our work, from education on this multifaceted issue, to advocating for affordable housing, to removing barriers to access housing, and implementing innovative, data-driven programs.
As we move forward, we’re also developing more prevention-focused programs and services. Together, we can accelerate real change to find answers to Orange County’s housing crisis. We’ll see to it that more neighbors get help before they become homeless. And that those who need a place to live get a roof over their heads and support to stay housed.

Launched with CalOptima Health, our Whatever It TakesSM program streamlines access to flexible funds, incentivizes property owners, and works with community organizations to help individuals overcome barriers to secure permanent housing and stay stably housed. The program has assisted more than 2,400 people so far.

Housing Navigation Program Reaches Major Milestone
WelcomeHomeOCSM, our housing navigation program, has housed 1,000 people through our property provider network, reducing the time it takes for those with vouchers to use them and facilitating wraparound services to help them stay housed.
888 HOUSING UNITS
Housing Advocacy, Real Results
Passionate and dedicated community members have succeeded in advocating for the approval of 888 affordable housing units across our county this year, including 265 permanent supportive housing units. Year to date, we’re grateful that more than 1,102 housing advocates have been trained. Thank you for joining United to End Homelessness!

Daria*, a human trafficking survivor and former foster youth, hoped for a place of her own where she could finally feel safe. She had a housing voucher, but she couldn’t find a place to rent due to her credit score. Our housing navigation team worked quickly with one of our wonderful property providers. Happily, Daria received her keys and moved into a studio apartment with cozy furnishings just in time for the holidays.

Local Programmatic Work Growth
Our Youth Career Connections program expanded high school partnerships to include Newport-Mesa Unified School District and Fullerton Joint Union High School District. This year, our programmatic efforts—from e-mentorship and college and career exposure activities to workplace internships and youth career connections—supported 2,277 Orange County students by providing meaningful opportunities to explore their interests and reach their full potential.
Local Professionals Guide the Way
United for Student Success has matched more than 1,600 high school students with local employers in Orange County’s fastest growing industries since 2016. Each student completes over 80 hours of hands-on workplace learning with industry professionals, building the skills and confidence to launch their next steps in college, career, and life.
Families Discover Higher Ed Opportunities
We inspire middle and high school students and their parents to explore higher education options. Every year, our Destination GraduationSM program brings them exciting college-readiness events, leadership learning, workshops for navigating the pre-college process, and more, in multiple languages. Since its beginning, over 50,000 students have benefited.
Kenett
In addition to his high school activities and academics, Kenett helps his hard-working parents and cares for his younger sister. Unexpected health challenges during the pandemic that may have stopped someone else in their tracks didn’t stop Kenett. When his United Way mentor and internship opened his eyes to fascinating career pathways, he found himself envisioning a future in engineering. Now he’s pursuing his degree—and his dreams.

With You, We’re Creating New Pathways for Local Families to Become Financially Stable
Breaking cycles of poverty takes the involvement and commitment of our entire community. Thankfully, Orange County leaders like you have championed our work to help neighbors build financial literacy, maintain their hard-earned money, manage debt, plan for long-term financial well-being, and move to stable, higher-paying jobs.
Our workforce development and financial empowerment programs tackle inter-related aspects of financial insecurity that, when addressed, can shift the trajectory of the lives of local individuals and families. We will not stop in our goal to ensure financial stability and self-sufficiency for all residents.

Assisting Residents with Big Returns
Our OC Free Tax Prep program assisted 13,629 people to file returns, resulting in $21.3 million in local impact from federal and state income tax refunds, federal earned income tax credits (EITC), and other credits as well as savings of tax preparation fees. 473 volunteers gave 17,509 hours to help them keep more of their earnings for necessities like rent, groceries, and transportation.
Expanding Workforce Development Services for Veterans
Local Veterans and their spouses will have access to more career counseling, assessment, and education planning through our UpSkill OC workforce development program, thanks to a new grant from the U.S. Department of Veterans Affairs.
Financial Empowerment for Survivors of Human Trafficking
Now our SparkPoint OC program offers personalized financial coaching, credit counseling, and career pathways for survivors of human trafficking and exploitation. The first of its kind, the program recognizes the unique financial barriers they face, including identity theft and debt from falsified credit cards and loans opened in their names and the need to repair their credit as they regain independence and stabilize their financial futures.

Elizabeth faced an unexpected and upsetting transition when her 28-year photography career suddenly ended. Having grown up in a family of ten, she was no stranger to hard work, but this test of her resilience felt overwhelming. She didn’t give up. Elizabeth turned to our financial empowerment program, where she gained tools to build financial skills and received encouragement to restore her self-assurance. Today, she uses her experience to coach others on their own financial journeys.
Together, we can help more local individuals like Elizabeth get support and resources to persevere, become financially secure, and thrive.

With Your Support, Everyone in OC Has a Place to Call to Find Help: 2-1-1
Most people don’t know that 2-1-1 Orange County, our key service, acts as a virtual front door, referring residents to an interconnected network of vital services. Calls to our secure, 24/7 helpline are answered by compassionate operators who take a no-wrong-door approach as they share resources for housing, food assistance, employment, childcare, healthcare, and more.
We continue to deepen our role as Orange County’s central hub for essential health and social services. Everyone will benefit as we further advance our technological foundation to help more neighbors get back on their feet. What’s more, our plans encompass state-of-the-art dashboards and data analytics to enable the 211OC network to prevent people and communities from falling into crisis in the first place.

In 2024, 211OC received over 451,000 contacts from Orange County residents. Our helpline connected them to essential services from more than 3,000 programs offered by 1,100+ local service partners.

Innovative Technology
Our GetHelpOC™ platform uses innovative technologies and data-sharing to ensure that individuals receive personalized care for better outcomes. Since we acquired 211OC in 2023, we’ve more than doubled the Service Provider Network, creating a strengthened Care Coordination system for community members.
Significant Response Time Improvement
Within the first year of acquiring this key service, we’ve reduced caller wait times from 11 minutes to just three minutes, making access to 211OC’s comprehensive ecosystem of care more efficient.

For many people who need help, asking is not easy. That was the case for Jerry.* Fortunately, he learned about 211OC and connected with one of our skilled helpline operators trained to listen and provide personalized support. November’s “Journey to 100” Centennial Gala was the largest fundraising event in our history, raising more than $850,000 to sustain the future of our initiatives, programs, and services that benefit everyone in our community.


The evening also honored Kristen and Adrian Griggs (left), who received the Taking Action Medal for their long-time community leadership and philanthropic support; Rani and Rao Varanasi (center), who received the Legacy Medal for their long-time support and establishment of the new Varanasi Equity Workspace; and Lindsey Spindle (right), who received the Inspiration Medal on behalf of the Samueli Foundation for personifying the essence of what it means to be a game changer.

Women’s Philanthropy Fund
Breakfast Broke a World Record
The 21st anniversary of this annual event saw attendees coming together for unprecedented feats. More than 650 community leaders learned about the power of giving back from speaker Sharrell Jackson and contributed over $600,000—making this the most successful Breakfast yet. Then, 542 people assembled 6,136 hygiene kits for local families and individuals in need—achieving a new GUINNESS WORLD RECORDS™ title for community impact.

100 Miles, 34 OC Cities
President and CEO Sue Parks completed a series of threemile walks with community members through all Orange County cities in 2024. Some participants wore a specialedition sneaker from 361 Degrees, with each pair generating a contribution to United Way. The walks covered a collective 100 miles with the last mile in Anaheim.

“Journey to 100” Golf Tournament
Philanthropic golf enthusiasts raised nearly $100,000 to support our mission as they celebrated a century of United Way. Karen Grundhofer and Jeff Petsche co-chaired the tournament, dinner, and silent auction which were held at The Huntington Club in Huntington Beach.

Food Box Drive 2024 Brings Cheer
With more need for food and supplies again this year, OC stepped up. We collected enough to fill 431 holiday food boxes which were distributed to the families at eight of our SparkPoint OC sites as well as Title I school Davis Elementary in Costa Mesa.

Fueling Futures: 12,000+ Students Equipped for Success
During our 2024 School Supply Drive, numerous individual donors and 23 companies contributed supplies and filled backpacks for students at 16 Title I elementary schools across four Orange County school districts. The drive resulted in 12,226 school supply kits to empower young learners and support their academic success.

Holiday Gifts Light Up Young Lives
Due to the incredible generosity of you, our donors, we shared many gifts and brought countless smiles to more than 850 Orange County children and their families this year through our SparkJoy project. From bikes, to games, to toys of all types, all were wrapped and given with joy and love.
