Fiscal year 23/24 marked the first year of our 10-year strategy and the introduction of our 3 pillars of success: Be a Best Place to Work, Deliver Exceptional Services and Have a Thriving Business Model
As I reflect on the past year, I am filled with pride for the remarkable progress we have made and the unwavering commitment of our exceptional OFA team. We began the year with a collaborative effort to update our Company Values, and as we continue to see our long-term vision through, our journey is guided by these Values, and an essential core principle embedded in our Values: Culture, Culture, Culture.
This principle is not just a slogan, but the essence of our approach. With our dedicated and talented team, we continue to deliver exceptional services, and in Fiscal Year 23/24 we made significant strides in growing our employment focused programs We are focused on employment because for adults with disabilities employment remains a significant challenge The unemployment rate for adults with disabilities is nearly double that of non-disabled persons, and many face discrimination This is a reality that we at OFA are determined to change We are committed to being THE employment enabler in California Our goal is to make anyone who can and wants to work, employment ready
To this end we are excited to have been accepted as the first Project SEARCH partner in San Diego County Project SEARCH is a nationwide program that prepares young people with significant disabilities for success in competitive integrated employment In addition, our adult work experience programs have grown beyond San Diego to the Inland Empire, Imperial Valley, and the NorCal Bay Area, reflecting our commitment to broader and more inclusive support. In addition, through generous Access and Equity grants from the Department of Developmental Services (DDS), we are working to break down barriers and increase access to services in the traditionally underserved Hispanic and Latino communities.
In Fiscal Year 23/24 we also kept focused on our third pillar, Have a Thriving Business Model by cutting administrative costs where we could, including relocating to new offices in all our our regions that were more cost effective while also creating efficient and comfortable work environments for our valued staff In paying close attention to our overhead costs, we assure that our resources are focused fully on our clients and our staff
Looking ahead, we are steadfast in our commitment to our 10-Year vision, utilizing our 3 Pillars as a framework for progress and our core values to guide our decisions We will continue to be an employee-first organization, with clients at the heart of our mission

Options For All took a significant step in fostering a vibrant and inclusive workplace by hiring an Employee Engagement Manager in Fiscal Year 23/24 This new role ensures that employee engagement remains a strategic focus, creating opportunities for staff to connect, feel valued, and contribute meaningfully to the organization’s mission. This past year, lead by Justen, OFA created an Engagement Committee made up of representatives from all programs and regions The Engagement Committee has rolled out a variety of initiatives designed to strengthen team spirit and promote well-being From team-building activities and recognition programs to open forums for feedback, these efforts are helping t lti t iti e, collaborative, and motivated workforce across all departments.
One of the initiatives introduced by our Employee Experience Manager is Wellness Wednesday, which encourages employees to take a break from their busy routines and prioritize both physical and mental well-being Each Wednesday, staff are invited to participate in activities such as guided meditation sessions, fitness challenges, healthy recipe sharing, and mindfulness practices. These activities provide a much-needed midweek reset, helping employees recharge and maintain focus for the rest of the week Wellness Wednesday has not only contributed to reducing stress but has also improved morale, enhanced productivity, and created a stronger sense of community. Through initiatives like this, Justen is driving OFA’s commitment to employee wellness, ensuring a supportive environment where staff can thrive both personally and professionally

Community Engagement is designed to foster skill development in vocational, educational, recreational, and social environments Our programs are 100% community based which means we use our local communities as the classroom, with an emphasis on being contributing members of society Our staff work with clients in small groups to explore their interests, find their purpose, develop social skills, and gain a sense of autonomy in a safe environment Operating in the community this allows for natural opportunities to develop independence and safely navigate their surroundings while developing transferrable skills they can build on to transition to more independent programs when they are ready
Employment Services offer a variety of pathways to support individuals with disabilities get to work We offer support that is tailored to unique needs, and work alongside our clients to find the right job that suits their skill level, interests, and goals Our teams build partnerships with employers and community organizations to achieve specific outcomes such as work skills training, short- and long-term internships, supported employment, and direct job placement Once placed in a suitable position, our staff work alongside clients providing on-the-job training to ensure success and long-term stability
Our Enhanced Behavioral Support program is designed to support individuals who require more focused support due to the impact of their disability Our program is site-based, which fosters a more structured environment for safety, supervision and support but allows for flexibility to navigate the community and explore activities that align with our clients’ interests and goals Our experienced staff work closely with the client, their family and support network to create an individualized program that is best suited to meet their unique needs and supports them in building independence to take the next step.
Our Film & Media vocational training programs provides adults with disabilities an entry-level, hands on, working knowledge of film production, multimedia development, and supporting roles, which prepares them for competitive integrated employment in the film and creative arts industries The objective of Film & Media program is to provide a real-world experience for our clients to gain the transferrable skills, through project-based instruction, that will prepare them for internships, gigs, self-employment, and permanent employment after they complete the program
The Independent Living program supports adults with disabilities who live on their own, or who are in the process of transitioning to living on their own, in developing the knowledge and skills to support themselves in the home and take care of their daily living needs Support staff engage clients with functional curriculum aimed at developing the critical life skills such as safety, hygiene, meal preparation, health and medical management, budgeting, financial management, using public transportation, and selfadvocacy. Services are delivered in the clients home and in community settings and are individualized to unique support needs and goals
The Tailored Day program is an extension of our Community Engagement program and is customized to meet the support needs of clients on a 1:1 basis. The program is designed to support skill development in the areas of education, vocational training, social and recreation activities, and self-expression Support staff work with clients to achieve their personal goals in a variety of environments including classrooms, jobsites, recreational teams, and social clubs.

We aim to achieve financial sustainability while also creating social impact.
In California, the Hispanic and Latino IDD community is underserved by providers, in large part because of cultural and language barriers that sometime exist between those needing service and the staff available to support them In fiscal year 23/24, supported by a Service Access and Equity grant from the Department of Developmental Services, Director Miriam Burke led a groundbreaking effort at OFA to address these cultural and language barriers by attracting bilingual and bicultural job applicants from the same communities as our underserved clients. To do this Miriam hired an employment “promotora” – Raquel Rubelcava, and a bilingual recruiter –Oscar Zavala The team received training from SDSU’s community organizing team, learning the principles of grassroots engagement They then put their training to work hosting 17 job forums in predominantly Hispanic or Latino communities, and making 780 individual contacts Through these outreach efforts OFA received 352 applications and increased the number of Direct Support Professionals (DSPs) who identify as Hispanic or Latino by more than 7%. OFA also onboarded 101 new clients from the underserved Hispanic or Latino communities. To ensure our Spanish speaking staff are supported, Miriam and her team translated over 150 key internal documents and OFA conducts its New Hire Orientation both in English and in Spanish Miriam and her dedicated team personify one of our most important company values, to foster an environment of diversity and belonging. Not only have their efforts improved access to services for those traditionally underserved in the IDD communities, but we have enriched the organization by increasing the number of bilingual and bicultural employees, and committing to support our diverse employees in both English and Spanish
