Onslow County is a leader in local government in eastern North Carolina. Tremendous population growth in recent years has created an environment of opportunity. Opportunity for citizens, for the community, and for Onslow County employees.
The adopted Strategic Plan and Capital Improvement Plan will spur unprecedented investment in county facilities, employees, and service enhancements. The Board of Commissioners has identified four major priorities: creation of a cultural resource hub, construction of an indoor recreation facility, comprehensive park improvements, and increased communication efforts.

CULTURAL RESOURCE HUB
A hub to incorporate a new main library and museum to anchor a mix of County and external service providers to improve access to programming, events, and cultural experiences
INDOOR RECREATION FACILITY
A new facility that will house Parks & Recreation programs, provide space for both youth and adults athletic activities, and be the home of the departments’ administrative staff
COMPREHENSIVE PARK IMPROVEMENTS
Improvements to beach accesses, playgrounds, sports fields, and other outdoor recreation opportunities. Enhancing these amenities will make Onslow County the best place to live, work, and play
INCREASED COMMUNICATION
Improving communication with Citizens through increased engagement opportunities, and public input sessions in an effort to create more involvement in local government
2025-2030 Strategic Plan
Onslow County recently adopted a Strategic Plan to guide the use of resources and decision making processes. The plan was developed through an extensive community input campaign using surveys, interviews, and focus groups.
During this process the County heard from the citizens about the need to improve access to amenities, plan for future growth, and preserve what makes the community unique. Citizens also expressed the desire for increased communication and engagement opportunities to more easily connect them to their county government.

The FY26 budget fully funds several ambitious initiatives that will have lasting impacts in the community. The addition of 24/7 staffing at the Bear Creek Fire Station, creation of an Orphan Road Loan Fund, and a parks master plan update are just some of the big projects happening in the next fiscal year.
