Rules & Regulations

(Refer to the current issue of Rules & Regulations.)

VEHICLE REGISTRATION: Residents shall register all vehicles with Happy Trails Patrol and display a proper permit or pass at all times. Vehicles NOT PERMITTED as a Resident Vehicle include: A. Tents, tent trailers and vans; B. Converted school buses or trucks; C. Truckmounted (slide -in) campers; D. Any other vehicle which, in the opinion of the Design Review Committee or Board of Directors, detracts from the intent, purpose or general appearance of the Resort.

SPEED LIMIT: A limit of 20 mph on Happy Trails Blvd. and Roy Rogers Blvd. is in effect for all vehicles. A limit of 15 mph is in effect on all residential streets.

GUESTS: Guests are limited to a period not to exceed 14 days per calendar year.

POOL/SPA: Only Residents and their guests and visitors are allowed in the pool area. Residents are responsible for their guests and visitors at all times. Pools/spas are open from 6 am to 10 pm (May through September) and 7 am to 10 pm (October through April). Residents may enter the pool at 5 am for exercise or lap swimming if they adhere to the quiet hours. Children are only allowed in the Town Center pool.

HOOKUPS: All hookups shall be properly made to the receptacles provided on each lot in accordance with the City of Surprise building codes or manufac turer’s specifications.

SMOKING/VAPING: Smoking/vaping is not permitted in any Happy Trails Community Association building or within 20 feet of the entrance of any such building or pool enclosure.

QUIET HOURS: Resident quiet hours are from 10:00 pm to 7:00 am.

AGE RESTRICTION: AT LEAST ONE RESIDENT OF EACH RESIDENCE VEHICLE MUST BE 55 YEARS OR OLDER, AND ALL OTHER RESIDENTS MUST BE AT LEAST 40 YEARS OF AGE OR OLDER.

PLACEMENT: Proper placement requires a setback of 10 feet from any portion of the Residence Vehicle other than the trailer tongue to the front of the lot line, a minimum setback of 3 feet from any portion of the Residence Vehicle to either side, 5 feet to the rear of the lot line, and no farther than 6 feet from the property line, unless specific written approval is obtained from the Board of Directors. It is PROHIBITED to place a Residence Vehicle, or any addition or improvement to a Residence Vehicle, on or over the setback. THIS INCLUDES SLIDE- OUT ROOMS.

PARKING: The preferred location is on the lot the guest is visiting. Passenger vehicles of guests may also be parked overnight (11:00 pm to 7:00 am) at the Town Center with a parking permit from Happy Trails Patrol. Any type of RV must park in Town Center by permit. Any vehicle that will not fit under the patio cover and/or within the easement boundaries must be properly parked in a designated storage parking area. No boats or trailers may be stored on lot at any time.

PETS: Dogs and cats are permitted, but limited to two pets per lot. Pets should never be allowed to run loose at any time, nor are they allowed in any common building, pool area, or on any part of the golf course. Pets must be registered at the Happy Trails Office.

FIREARMS: Firearms are not to be displayed in any HTCA building.

GARBAGE PICKUP: Garbage will be picked up from your lot on Tuesdays and Fridays.

RECYCLING: Aluminum cans can be recycled in the Fun & Games containers throughout the Resort.

GOLF CARTS: Only electric golf carts may be used on the Resort. Carts must be operated only by a person with a valid driver’s license. THIS RULE IS STRICTLY ENFORCED.

ID BADGES: ID Badges may be obtained from the Activities Office.
