Showing that cares Welcome to Darlington One Darlington As a volunteer for Darlington Cares, I was pleased to be asked to guest edit this issue of One Darlington on behalf of the project. Darlington is a great place to live, and this is thanks in no small part to the great work of organisations like Darlington Cares, which inspires local businesses to encourage their staff to give something back to the community.

I work at Nando’s in the town centre and our staff love getting involved in the Pick, Pie and a Pint litter collections organised by Darlington Cares. Everyone hates seeing litter flying around. As well as disposing of our own litter responsibly, a duty we all share and should take seriously, this is one really positive way for us to show some pride in our town. The team from work were happy to take part in the last event, and we look forward to doing our bit again in the future. You can find out more about the success of Pick, Pie and a Pint on page 8.

On the subject of giving something back to the community, there also is the opportunity to get involved in the new South Park junior parkrun, which is already proving popular. The organisers need lots of volunteers every week to stage this free event, aimed at getting young people aged 4-14 to enjoy a healthy lifestyle. Turn to page 9 for details of how to get involved.

This issue is all about promoting a safe and caring community and making sure people have enough support when they need it. We’ve got lots of interesting articles on that theme, including details of the new Routes to Work scheme on page 15, and how to check whether you are entitled to claim benefits you didn’t realise you were owed on page 16.

Developing a Public consultation on the latest draft Local Plan has ended and it has become clear that many of you are concerned about the loss of green space in the borough.

As well as planning and preparing for growth, the council has a legal duty to ensure that regulations to protect species and enhance their habitats are met when any development is proposed. This includes improving, restoring or protecting a wildlife population or a habitat.

How and where we are helping our wildlife: 1 Over the last eight years, more than 20 hectares of wildflower meadow have been created across the borough and we continue to manage and improve these sites. Recently, a new wildflower meadow at Baydale Farm, on Teesdale Way has been created to help species such as otters.

2 Six hectares of new nature reserve at Red Hall have been created. This is now a local wildlife site for dingy skipper and common blue butterfly, along with emerald green damselfly and broad-bodied chaser dragonfly.

The council is leading the way on integrated bat and bird boxes within all new housing schemes.

This will help protect species such as swift, starling and house sparrow, which have all suffered drastic reductions in numbers recently.

3 At Central Park, two hectares of wetland, meadow and brownfield habitat have been created.

4 At Staindrop Road, six hectares of land has been set aside to create a larger, more useful area for wildlife. This will provide a home for wildlife and plants.

5 Leach Grove meadow, on the former Alderman Leach School site in Cockerton, brings together wetlands, with wildflower meadows, fruiting trees and the chance to enjoy and learn more about nature.

6 Roadside wildlife meadows at Tornado Way and Bonomi Way provide vital wildlife corridors from the wider countryside to more central areas and are home to many species of butterfly and moth, as well as bumblebees.

In the last five years, more than 5,000 trees have been planted by school groups, Friends’ groups, residents and Scouts, supported by the council. There are more plans to increase tree planting across the borough, working with the Woodlands Trust.

7 Three community woodlands have been established: Skerningham, Merrybent and South Burdon, in partnership with the Forestry Commission, as part of the Tees Forest.

8 The trebling in size of an existing local nature reserve at Maidendale, part of the Ingenium Parc development, to provide 20 hectares of high quality, well managed habitat. This is a good example of how development and environment can exist together.

9 As part of possible housing developments near Great Burdon, more than 10 hectares of new habitat including wet grazing marsh, wetland and realigned river is proposed. This will be in partnership with the Environment Agency and will contribute to the Brightwater Landscape Partnership between Durham and Darlington councils.

Spotlight on: The biggest chunk of the council’s spending – more than two thirds – goes on protecting the most vulnerable children and adults in our community. In this issue, we focus on two of the teams supporting adults when they need it most, helping them retain or regain their independence…

Adult’s services RIACT The Responsive Integrated Assessment Care team (RIACT) works alongside NHS staff at the rehabilitation unit in Hundens Lane, providing short term help for adults who are ill or recovering from injury.

Based at Central House, the transformation team helps clients to reduce their reliance on others.

People’s strengths and capabilities are taken into account and the team encourages clients to take control of their own support.

Case study A woman was referred to RIACT after suffering a stroke which badly affected her mobility. A RIACT worker assessed her while she was in hospital. After being discharged, support workers visited four times a day at first, as she could not stand or walk by herself.

With support from the RIACT physiotherapy team, she was soon able to walk with a stick. Equipment and aids were also recommended by the occupational therapist, which helped the woman to become more independent. Over time, with help from RIACT, her confidence and health improved to the point where she was able to live without formal support.

The team’s main aim is to promote independence, helping clients to help themselves.

RIACT includes a wide range of professionals, including social workers, occupational therapists, physiotherapists and nurses among many others.

Staff in the team visit people in their own home and carry out assessments to understand their needs. All RIACT services are free of charge to the individual.

The length of time that RIACT will be involved with clients varies depending on each person’s individual needs.

Anybody can make a referral into RIACT, including the person themselves, their family members or carers. Referrals can be made by calling 342111.

Pick, Pie and a Pint

DARLINGTONCARES Pick, Pie and a Pint is a regular town centre litter pick with volunteers treated to a pie and a pint at the Hole in the Wall for their efforts!

Volunteer Lisa Wigham, said: “It’s a fantastic initiative.

It encourages people to support their local community and environment. Attending these sessions has also motivated me to do regular litter picks with my niece.

The free pie and pint is an added bonus!”

Ready, steady, GO for junior parkrun

Hundreds of young people have boosted their health and happiness by joining in a free weekly 2k run for 4-14 year olds.

South Park junior parkrun takes place in the park at 9am every Sunday. The emphasis is on fun, rather than speed. Everyone is guaranteed a friendly, supportive welcome. More than 400 young people have taken part so far.

South Park junior parkrun is proudly supported by Healthy New Towns. In 2016, Darlington was one of just ten places in the country chosen as a Healthy New Towns site, with the aim of influencing the design of new neighbourhoods to promote better health and wellbeing.

The event is FREE to enter, but please register before your first run. You only need to register once with parkrun.

If the bid is successful we will work with local schools and colleges to create a lasting rugby legacy in the Tees Valley.

The bid has been put together by the council, Tees Valley Combined Authority, Middlesbrough Council, Middlesbrough Football Club, and Darlington Mowden Park RFC.

What’s in a name?

Residents of a new council housing development have been learning about the history behind their homes.

Earl Carlson Grove, off McMullen Road, is named after the Second World War hero turned sporting icon.

After serving at RAF Middleton St George (now Durham Tees Valley Airport) during the war, Earl Carlson turned his attentions to sport and founded the Durham Wasps ice hockey team.

Mr Carlson’s family attended a dedication ceremony for the new homes and brought along memorabilia from his life and career to give residents an idea of the man who gave his name to their new street.

Tenant Kelly Thompson, a mum of two, said: “We’ve been moved in a few months now, and we just love it. I still can’t believe it’s my house. And it’s a lovely tribute to name the street after Earl Carlson.”

Don’t fall foul of anti-litter patrols!

Enforcement officers will take to the streets this month in a bid to tackle littering and dog fouling.

The council has appointed Kingdom Services Group Ltd to carry out patrols and issue Fixed Penalty Notices (FPNs) of £75 to anyone caught dropping litter or failing to clean up after their dogs.

It is the latest step in the council’s war on litter, which costs more than £1.18m a year to clean up. Patrols will focus on busy areas such as the town centre at first, but will also extend to other parts of the borough.

Income generated from the issuing of FPNs will be used to fund the contract. There are no set targets, but the number of FPNs issued is expected to rise significantly from current levels.

Hundreds of residents have already registered their interest in our proposed garden waste collection service.

There’s still time to let us know if you would use the service – you have until Friday 26 October to register. There’s nothing to pay at this stage, we just need to know if enough people are interested so a final decision, on whether or not to introduce the service, can be made.

If the answer is yes, the service will be launched next year, with fortnightly collections running from April to November for an annual fee of £35. Residents who have registered an interest will be contacted early in the new year to confirm if they wish to go ahead and will then be asked to pay the fee.

Dolphin Centre staff saved my life! Move More Star Shaun Walker was welcomed back to the Dolphin Centre gym just five months after suffering a cardiac arrest while playing squash in the centre, which resulted in him having major heart surgery.

Darren Cole, one of the two staff who saved his life, welcomed Shaun and demonstrated the personalised exercise programme he has put together for him to help him continue on his road to recovery.

An emotional Shaun said: “It has been a difficult few months following my cardiac arrest. I’ve had a triple heart bypass and a five week stay in hospital, but slowly, I am feeling more like my old self.

“It feels great to be back in the gym. I owe my life to the two lads – without their quick thinking I’d have been a goner! It’s reassuring to know qualified staff are on hand, I just hope I don’t need their lifesaving services again!”

Finding a route to work TEES VALLEY ROUTES TO WORK

The Routes to Work team ready to help

Help is at hand for people facing barriers to work, as a scheme has been launched to support them into employment.

Darlington’s Routes to Work programme has already welcomed dozens of job hunters through its doors and is keen to encourage others.

The initiative supports people aged 30 and over facing difficulties in getting a job, including those who have been out of work for a long period, those who face physical and mental health challenges, and who have had a claim for Employment Support Allowance rejected.

The team will work closely with other organisations to see what support is already available, offer support and work with other services to get people the help they need, whether it be help with housing issues, tackling health issues or boosting their confidence or education.

Staff will also visit other venues, such as the Job Centre, to link up with those who may need support.

There’s seamless support for younger people aged 16 and above too, thanks to the Youth Employment Initiative programme (YEI).

Routes to Work is part of a £7.5m Tees Valley-wide initiative, launched earlier this year after a successful bid for £6m of funding from the Department of Work and Pensions. It aims to support up to 2,500 people across the Tees Valley over the next three years, with each council adapting the scheme to suit needs in their areas.

It’s your money, claim it!

More than £26m of tax credits, benefits and other allowances are going unclaimed in Darlington every year.

The average unclaimed amount per household is estimated at £3,000. This is money people are entitled to – money that could be helping families support themselves and our economy. #DarloMillions is helping residents claim money they are owed. Since April, £533,200 has been claimed by people who didn’t realise they were missing out until they checked – mostly people with disabilities and families with children. There’s still millions waiting to be claimed, so don’t delay, check and claim today!

Are you entitled?

Universal Credit

Take the time to check whether you, or someone you know, is missing out on money they are entitled to. So much still remains unclaimed and it belongs to people in the borough. Even if you and your loved ones are in work, retired, or already in receipt of some benefits, you could still qualify for financial support. Encourage everyone you know to check and claim.

Universal Credit has replaced six working age, means-tested benefits including tax credits, with a single monthly payment. This has resulted in some benefits and allowances changing – so even if you are receiving some benefits it’s worth checking to see if you are eligible to claim for anything else.

In particular, the following groups of people have been identified as being at more risk of missing out on #DarloMillions: Disabled people in work

Families with two earners on low incomes

Want to make a difference in your community?

Are you looking for a new challenge that’s unique, interesting and where no two days are the same?

The country’s top performing police force is recruiting new special constables, with applications opening later this month.

‘Specials’ are volunteer police officers who commit a minimum of 16 hours per month to supporting frontline policing across County Durham and Darlington.

“If you want to keep our communities safe, be the first on scene at an emergency, investigate crime, protect the vulnerable and make a difference to people’s lives, we want to hear from you.”

Specials complete a rigorous training programme before qualifying to go out on patrol.

Travel expenses in the area, training and equipment are provided.

They have the same powers as regular police officers, and wear the same uniform.

Applicants must be 18 or over and must be physically fit enough to perform the role – fitness is tested annually.

Chief officer Dale Checksfield, who heads up Durham Special Constabulary, said: “We’re looking for ordinary people who want to do something extraordinary in their communities. We welcome people from all backgrounds and all walks of life.

Recruitment opens on September 14 and closes September 28. Only the first 500 applications will be considered and if the limit is reached before the closing date, the advert will be closed.

“Being a special constable is one of the most challenging roles a volunteer can do, but it’s also one of the most rewarding. As well as playing a vital role in supporting our frontline officers across the county, you’ll make friends and develop skills for life.

News in brief Mental health day World Mental Health Day, on Wednesday 10 October, is a reminder that every year one in four adults and one in ten young people suffer with a mental health problem. It is estimated that only about a quarter of sufferers seek professional help, with the majority relying on support from friends or family.

Keeping you safe and well Fire fighters are helping residents improve all aspects of their lives thanks to their safe and wellbeing visits.

County Durham and Darlington Fire and Rescue Service introduced the safe and wellbeing visits in 2016 and since then they have referred more than 650 people to other organisations for help and support.

During the free visits, our fire fighters give safety advice and install smoke alarms but also discuss the resident’s health and any other concerns they may have. They then decide if the resident would benefit from expert help or advice and, if so, refers them to an organisation that can help.

We are working with the Alzheimer’s Society; Age UK Darlington and the NHS fall team to tackle issues including social inclusion; slips, trips and falls; alcohol reduction; stopping smoking; winter warmth and managing money.

Young learners on the road to success Public services students welcome the new initiative by Darlington College to boost their employability skills.

Students have been given fresh drive in an initiative designed to make them even more valuable to potential employers.

From September, young people studying full time courses at Darlington College will be eligible for free driving lessons.

The scheme is aimed at all students aged 1618, but those living in rural areas, such as North Yorkshire and County Durham, who often find themselves isolated even though they have the necessary employment skills, are expected to benefit the most.

To qualify for the initial set of driving lessons students must show at least a 90 per cent attendance rate from September to Christmas, including maths and English modules where applicable.

A further set of lessons will be approved if they maintain their attendance rate until Easter putting them well on the road to passing their driving test.

Darlington College marketing manager Claire Turner explained: “Many students receive help with transport while they are at college but this initiative is designed to be even more sustainable.

"Being able to drive opens a host of avenues with potential employers and really is equipping them with skills for life. www.darlington.ac.uk

"This scheme applies to new students and those returning to continue their studies. School leavers who come to us at 16 also qualify and will be able to keep the lessons until they are able to get a provisional driving licence at 17.”

Level 3 public services students welcomed the scheme. Lewis Johnson, 17, said: “I am hoping to join the police after college and being able to drive will be an incredible boost, particularly as I would love to work in the traffic policing department like on the TV series Police Interceptors. I think being able to drive will have a huge impact on all students as they try to secure jobs after leaving Darlington College.”

The driving lesson initiative is part of a raft of benefits available to Darlington College students to complement their studies.

They also receive free term-time Dolphin Centre membership to access the pool and gym facilities; which saves them around £187 a year, help with the cost of travel, kit and equipment; national and international visits and trips; free breakfasts; free hair and nail sessions; free childcare for under 20s; work experience placements with key employers and free sports and clubs.

Award for cut in cardiac arrests Our cardiac arrest prevention team has won a muchdeserved international award for a pioneering six-year project that has led to cardiac arrests among our hospital patients being reduced by nearly half.

The team received the award at a recent conference in Manchester.

Initially the team did an in-depth analysis of where, when and why cardiac arrest emergency calls were made for hospital patients.

Each case was carefully reviewed to determine what could be learnt.

This evidence helped make the case for establishing our acute intervention team – a new approach to providing round-the-clock rapid response care for the sickest hospital patients. The team is led by nurses and health care assistants, trained by specialist consultants.

Claire Stocks, senior sister in the cardiac arrest prevention team, pictured with Lisa Ward, early detection and resuscitation lead nurse, said: “We had great support from senior management, and it has just been a great example of teamwork, with everyone pulling in the same direction.”

Putting victims first Ron Hogg at launch of the plan

In July, I launched my new Police, Crime and Victims’ Plan. It’s a modified version of the previous plan, taking into account changes since 2016. A key element of the new plan is the importance of organisations working together, with communities, to reduce crime and make communities safer.

The vision in my new plan is: County Durham and Darlington are areas where all communities are safe, victims and vulnerable people feel supported, crime and reoffending are low, and people have confidence in policing and the criminal justice system.

Putting victims first remains the golden thread of the plan, and there is a stronger emphasis on reducing reoffending.

No one asks to be a victim, and they should be fully supported to help them cope and recover from their ordeal. There are a number of services in place to help victims and I am continually evaluating our services and looking to make improvements.

Of course, the number of victims will be reduced if we can reduce the levels of reoffending.

Durham Constabulary is finding that diversion schemes such as Checkpoint are having a greater impact on reducing reoffending rates, than the traditional criminal justice methods.

I am also keen to focus on arrangements for people who leave prison so they have access to finance, healthcare and housing. These are basic needs and if they are not met then offenders can revert back to their old ways just to get by. We need to change this to give people the best chance possible, and to reduce the number of victims.

Recycle Right

Your questions answered Why does all my sorted recycling get put in the same wagon?

Why do we need to separate recycling if it is sorted at the plant?

Our recycling vehicles have three compartments - one for paper and card, one for glass and one for general recycling. Sometimes we have to hire extra vehicles which have two compartments instead of three, this means that some recycling needs to be put together. This doesn't happen very often, and all recycling is sorted at the depot.

If you sort your recycling it will not be contaminated and can be sold at a higher price. We spend this money on a wide range of services. Your recycling is put on conveyer belts at the plant and some things that can’t be recycled are removed before processing. However, it would be too expensive to sort everyone’s recycling like this and many items would be contaminated (for example by food waste) if they were thrown away together.

What can I recycle?

Why can’t I recycle takeaway pizza boxes?

Food waste and grease on pizza boxes means they can’t be recycled because the paper fibres can’t be separated from the oils during the pulping process.

Do I need to wash items and remove lids/labels?

Please give items a quick rinse and make sure they are empty. Labels can be left on but plastic film (for example from microwave meals) and lids should be removed.

Why can’t I recycle everything with a recycling sign on it like Tetra packs?

Different councils have different arrangements for recycling. We do not have arrangements with our processors to recycle everything.

The market for recycled products constantly changes and, even though we used to recycle Tetra packs, we no longer can. It’s best to check the website, or the sticker on your bin, to see what we can recycle.

Where can I put extra recycling if my bin or caddy are full?

If you regularly have extra recycling email streetscene@ darlington.gov.uk and we will send you an extra bin or caddy.

Why do I have to pay for a new recycling bin/caddy if mine is lost or stolen?

Your first bin is free but we had to introduce charges because of the rising cost of replacing lost or stolen containers. We issued more than 7,000 extra containers in 2015 and we simply could not afford to do this every year.

What happens to my general rubbish – is it sent to landfill?

No, everything you throw away in your general rubbish at home goes through a bio-drying plant and is made into SRF (solid recovered fuel) which is used in the production of cement. So everything is recycled in one way or another.

Where to turn in a crisis Experiencing a sudden mental health crisis can be an upsetting experience. There are however local services available to provide support and guidance - you don’t have to feel alone.

If you or someone you know is in mental health distress your GP can provide support and information. Local psychological therapy and counselling services such as Talking Changes or charities, including MIND or The Samaritans, can also be a great source of support.

The service offers home based treatments as an alternative to admission to hospital, including teaching a variety of self-management skills to help people build their resilience and aid their recovery. Staff will also carry out a full assessment, where necessary, and refer and signpost people to other services that may be able to offer further support.

If, following an assessment, someone has had to be admitted to a mental health inpatient ward, the crisis resolution home treatment service can help them be discharged earlier, providing access to crisis service support and treatment within their home environment.

The crisis resolution home treatment service, operated by Tees, Esk and Wear Valleys NHS Foundation Trust, can also help.

Graeme Lee, crisis team manager, said: “Having somewhere that you can go to at any time for support and advice can be invaluable. We want to empower people to continue with their day to day lives and where possible to remain at home in familiar surroundings. The crisis resolution home treatment service allows us to do just this, as well as giving people skills to work towards their recovery.”

The service based at West Park Hospital, Darlington is available 24 hours a day, seven days a week and provides timely triage and assessment for anyone experiencing mental health distress.

Working to tackle hate crime PCSO Katie Bartle, a community cohesion officer, works to support victims of hate crime, along with her colleagues. She explains some of the help and support on offer.

“Hate crime, which is where someone is targeted because of who they are, can have a significant effect on people’s wellbeing. It is classed as a hate crime if someone perceives they have been targeted because of their race, religion, sexual orientation, disability, gender, age, marriage, pregnancy or an alternative subculture.

“We work with victims of hate crime to ensure they get the most suitable care. We offer advice and reassurance, and also refer people to other agencies such as the victim care and advice service and the hate crime advocacy service.

“We work with groups in the community to raise awareness of hate crime and how to report it.

“If you have been a victim of hate crime, please call the police on 101, or 999 in an emergency. If you would like to know more about hate crime, please contact us on 101 and ask to speak either myself or my colleague Benjamin Scott.”

Satellite Clubs is a Sport England funded programme that aims to get inactive 14-19 year olds more involved in sport and physical activity. The programme is being delivered by Tees Valley Sport who will work with clubs and organisations to help reach young people from low income families, women and girls and disabled young people.

Local groups (not necessarily sports clubs) have the chance to apply for this extra funding. To qualify they must prove they will work with young people, including consulting with them about the activity they offer and they will continue the activity after the 18 month funding period.

They must also commit to providing a minimum of 45 one hour sessions over 18 months to be held outside of school

Jobs fair

A consultation is due to start on proposals aimed at tackling anti-social behaviour in the town centre.

The third annual Jobs Fair will take place on Wednesday 10 October in Central Hall, Dolphin Centre, from 10.30am-3pm. There will be a chance to meet staff from employers including EE Capita and Student Loans Company.

Fundraising for care St Teresa’s Hospice has passed the halfway point of a £30,000 appeal to fund its community rapid response team. The 24/7 team responds to patients in the community within an hour of their call providing palliative nursing care, symptom management and pain relief, as well as a hand to hold and a listening ear. The council is considering introducing a Public Space Protection Order (PSPO) – which will allow the police to deal with anti-social behaviour.

A 12-week consultation period, when police, business owners and the wider public will be able to comment on the plans, will take place.

Once the consultation is complete, the council's cabinet will decide whether or not to introduce a PSPO. Graham Hall, the council’s head of community safety, said: “Unfortunately, anti-social behaviour is on the rise in Darlington town centre. Examples include begging and alcohol-related disorder, particularly around the seating area near the Boot and Shoe pub and entrance to St Cuthbert’s Church yard, pictured above.

“Both the police and the council have taken steps to address this particular problem, with some success, although it is an area where anti-social behaviour persists.

“A PSPO is not simply a blanket ban on certain activities in a certain area. Instead, it is a positive tool that enables the police and other designated officers to deal more effectively with disorder, for example by confiscating alcohol from adults.”

What next for the Local Plan?

Thanks to all those who took part in the six week consultation period for the draft Local Plan 2016-36.

There were more than 1,300 comments submitted from individuals, community groups and statutory bodies, which are now being considered by the planning policy team.

A report outlining the comments received, and the council’s response to each of them, is being written and will be presented to cabinet and full council later this year. As part of that report, the planning policy team will make recommendations about any changes that are proposed to the draft document.

Council Leader’s Column This edition of One Darlington is all about making sure people have enough support when they need it. We can all do our bit to make life a little bit better, at home and in the community.

On the subject of community, the future of the town centre is at the forefront of many of our minds at the moment – but despite recent headlines, it’s not all doom and gloom. There are new businesses opening all the time and, compared to many towns, we have relatively few empty shops. As a council, we don’t have all the answers, which is why we are consulting with businesses to plan for a successful and vibrant town centre. No one knows what town centres are going to be like in the future – town centres up and down the country face the same problem – but ultimately our town centre will reflect what residents want and use. Shops, bars and restaurants will open, and remain open, if there is a demand for them.

I know many residents are concerned about cuts to council services balanced against increases in council tax. I understand it can feel like you are paying more and getting less from us. Did you know that social care takes up 70% of our budget and much of what this money is spent on has to be provided by law?

This means, when cuts have been made, because of reductions in government funding, it is the other services we provide that bear the brunt. Many of us won’t ever use adult or children’s social services but we have a legal, and perhaps more importantly, a moral responsibility to protect the most vulnerable people in our community. I think of it as an insurance policy – we all pay a part of our council tax into these services in the hope we will never need to use them but, if we do, they will be there to help us.

There is a significant gap in life expectancy in Darlington between the most and least affluent areas of the town. Did you know that a woman living in one of the least affluent areas of the borough has a life expectancy 8.5 years shorter than a woman in one of our most affluent wards? For men the gap in life expectancy between the richest and poorest areas is 11.7 years. This is a huge difference across one small borough. Life expectancy is a complex issue, with lots of different factors feeding into it, but we are working to close this gap over time. Part of the answer is our social services, which are essential to help those who may not have the same life chances as others in the borough.
