Executive Summary To investigate how architects can restructure their relationship with the development process to deliver the next generation of housing en mass in the UK. For accuracy and in an attempt develop a holistic understanding of the entire process, I have chosen to use a real project, with a real client and a real site.

We are due to receive a decision on the planning application in April 2020 with a view to the project commencing construction this Summer.

Higher Goal In the depths of a housing crisis, this project seeks to determine how architects can restructure the development process to disrupt housing by asking What contemporary housing needs are not being met within London?

Overview Opportunities // Aspiration The site is located on the junction between Kingsmead Road and Palace Road, has a PTAL rating of 4 (good) and is not situated within a Controlled Parking Zone or a Conservation Area. On this basis, the site is viewed as being suitable for development.

The project seeks to re imagine the four dilapidated domestic garages on the site to replace with two, new family homes which will pair innovative, residential design that are designed to be both ‘Carbon zero construction’ and ‘Carbon Zero occupation’.

“Small sites should play a much greater role in housing delivery and boroughs should proactively support well-designed new homes on small sites through both planning decisions and plan-making in order to: significantly increase the contribution of small sites to meeting London’s housing needs diversify the sources, locations, type and mix of housing supply support small and medium-sized house builders support those wishing to bring forward custom, self-build and community-led housing”

The site sits within a 7 minute walk to Tulse Hill train station with direct links to London Bridge (19 mins) and Elephant and Castle (17 mins).

Improvements were being implemented on-street to improve access to Tulse Hill station, additional and improved pedestrian crossings, foot way enhancements, trees and soft landscaping on Norwood Road.

Local character area The immediate surrounding area has an eclectic mix of architectural personalities and public spaces.

Characterised by various types of period specific ornate brickwork. In addition, a common feature was small terraces and balconies which address the streeetscape. Many of these have been decorated with plants and flowerpots.

Transport for London, Greater London Authority and others to safeguard buy-in, commitment and funding to help realise sustainable change in the area and create a more pleasant environment for people.

Street Works are also working closely with Transport for London to identify and implement major changes to the Tulse Hill gyrators and create a better environment for pedestrians and cyclists.

London infill housing // contemporary schemes Small Sites, Small Builders, a new policy that London Mayor Sadiq Khan believes could provide 25,000 new homes a year on sites too small for major house builders.

The strategy, unveiled in 2017, is in the draft of the London Plan, the blueprint for future development of the capital The big idea is to encourage small firms to build on small sites which, it is reasoned, can be turned around faster and cheaper.

These projects champion sophisticated design and material palettes to tease out the best architectural forms to maximise light and space. Often contemporary in from whilst also contributing to the character of the urban realm.

Some 11,000 homes are already being built on these kind of sites. Councils have been asked to identify all potential small building plots and told to take a positive approach to steering schemes of fewer than 25 homes successfully through the planning system.

This, says deputy mayor for housing James Murray, will give developers “a degree of certainty around the planning system� and encourage others.

The London Plan comes into effect next year.

However, Murray explains that the 25,000-homes-ayear aim is an estimate rather than a quota with any time frame.

Current site Boundaries // Condition The site is rectangular in shape with the longer elevations orientated North to South. The site slopes towards the East with an elevation change of approximately 300mm. The site is notable for its lack of upkeep when compared to the rest of both Palace and Kingsmead Road. With no passive surveillance the garage site has slowly regressed with graffiti and attracting domestic waste being dumped.

This is the only site in the area with this problem.

The total site is 242m2.

The site currently slopes away from the road and descends approx 500mm The existing garage has a footprint of 66m2 with a forecourt of 102m2.

NORTH The boundary currently sits approx 6m into the garden of 66 palace road. The owner has chosen to retain a large amount of the garden foe the future tenants and has pushed for a design which ensures a net increase of amenity space to offset the loss of garden.

EAST The Eastern boundary is treelined with the garden with 68 Palace road, there are no overt overlooking issues associated with this boundary but there is potential for any development to cause overshadowing issues.

SOUTH The boundary faces onto 78 Kingsmead Road with a good quality 1600m wooden fence between the two.

Overshadowing is not considered to be a potential issue. However, three windows have been identified that will need to inform the design of the buildings to ensure that overlooking does not become an issue.

Ownership // Position The existing out of use garage site is currently owned by the end of terrace on 66 Palace road.

Despite strong existing building line on Kingsmead Road the site sits within a transition point between the 78 Kingsmead Road and 66 Palace Road building lines. The proposal will need to consider and respond coherently to both the existing proportion and rhythm on the streeetscape.

The lack of physical obstructions immediately adjacent to the site means that the site is exposed to a large amount of light in both the morning and evening.

Streeetscape Kingsmead road is characterised by a mix of detached and semi detached mid century family homes. Several of these larger detached homes (including 66 Palace road) have been broken down into smaller flats.

Proposal Plan Despite strong building line on Kingsmead Road the sites sits within a transition point between the 78 Kingsmead Road and 66 Palace Road The front elevation of the proposal respects this transition by sitting further back than the 66 palace road and respecting the build line. “Small housing developments are envisaged to be within close proximity to existing homes. These should be carefully and creatively designed to avoid an unacceptable level of harm to the amenity of surrounding properties in relation to privacy, for example through the placement and design of windows and the use of landscaping.

Materiality:

The proposal also seeks to stitch a strong relationship between with the street by creating social spaces both terraces and glazing to initiate a long lasting dialogue with the streeetscape.

The assessment (p.06) of the surrounding architectural styles found a mix of eclectic mix of architectural personalities, with the common feature identified across the study being the ornate use of brickwork, used in different ways across several key periods in history.

The aesthetic position for this proposal is one which, in keeping with the local style, utilises brickwork in an ornate fashion. However, the curved / perforated / extruded nature of the brick work is designed more than to just be an ornate homage of the time.

Analysis // Response The existing streetscape is enclosed with a high fence along both sides of the street. The lack of passive surveillance may well be a cause of some of the graffiti and fly-tipping which is currently occurring on the site.

The diagram demonstrates how the proposal will peel back this barrier. The proposal peels back the high fencing to create a more interactive street scape.

The L01 bedroom is positioned to create an overhang immediately outside of the living space, this serves to limit the overlooking from the single window on this elevation on 78 Kingsmead Road.

To ensure a the minimum possible obstruction to the views from 78 Kingsmead Road the maximum height for the project is determined by the cill height of the window on the Northern elevation of the Northern elevation of 78 Kingsmead Road.

Form

Ground plane Existing Building lines create a datum for the front elevation on the streeetscape, this naturally creates a threshold of amenity space at the front of the building. In line with the local planning policy, the development needs to sit 1000mm from the boundary.

L01 Two main amenity spaces are punched into the footprint, a necessity for the concept of courtyard living, these two spaces both receive either morning or evening sunlight but contrast is high privacy to the rear with more community focussed within the front. In addition, this breaks up the elevation when viewed from the neighbouring gardens

L02 The third amenity space is elevated to provide passive surveillance and a strong connection with the streeetscape and rear GF amenity space. The rear corner was curved to increase the amount of light that passes around the side of the building

Roof shape The form is moulded to decrease the overshadowing and to create angles roof-space capable for the introduction of PVs. In this instance 4m2 is provided in accordance with the Green Building Council’s regulations.

Analysis // Response The natural building line on the streets creates an area of amenity space at the front of the building.

In accordance with the London Borough of Lambeth Ground Floor Unitary Development Plan the Amenity space minimum within new houses is 30m2 per dwelling. This proposal more than doubles the minimum provision of amenity space.

The neighbouring wall has been curved to significatnly increase the amount of light that the courtyard and amenity space recieves. An overhang was intorduced above the glazing for privacy and to mitigate intense summer sun.

The elevated terrace is a continuation of the various balconies and terraces found within the local area study.

The unconventional form of the building is carved around the the ability for us to model the sun in 3D to ensure maximum exposure.

The existing site is all tarmac and concrete.

There is no greenery or soft landscape within the garage area and a small amount within the garden zone. As such there is no opportunity for wildlife and Habitat.

It is proposed to create landscaped edges to enclose the site which will be planted with various forms of hedges, flowering plants, and bamboo. This is the most effective way to provide habitat for bees, bugs and birds which are essential in creating a sustainable and diverse site.

Furthermore it is proposed to install 1no. bird nesting box to the south east corner of the proposal, approximately 3m high as per RSPB recommendation for nesting Starling and Sparrow.

The World Health Organisation now defines health not as the absence of ill-health but as “a state of complete physical, mental and social well-being”.

The definition of health has been changing and now includes an awareness of the interrelationships between social and psychological, as well as medical, factors. The way in which an individual functions in society is seen as part of the definition of health, alongside biological and physiological symptoms. Health is no longer simply a question of access to medical treatment but it is determined by a range of factors related to the quality of our built environment.

This wider definition of health comes at a time of increasing pressures on health services as a result of an ageing population, increasing obesity, rising mental health problems and higher expectations5.

Thus, the narrow focus on individual symptoms and medical treatment is no longer sufficient or sustainable, and a more holistic appreciation of the spectrum of health-related considerations, including the prevention of ill-health, is timely. This approach sees “health and well-being as interdependent; it holds ‘prevention’ as important as ‘cure’, and looks for long-term solutions rather than more immediately attainable treatments”6. Staying healthy in your home and in your community is the way to limit the increasing pressure on health services, and thus designing the home, neighbourhood and work environment to improve health and well-being is an opportunity that presents itself.

Nottingham City Homes (NCH), the Arms Length Management Organisation (ALMO) managing and maintaining Nottingham City Council’s (NCC) council housing stock, chose ten houses in the UK to transform to the Energiesprong standard. The houses are part of a larger renovation project with low energy standards. These ten houses are called ‘2050 Homes’ and have the highest energy standard. The name refers to the ambition that in 2050 all buildings in the UK are low to zero carbon buildings. The ten house pilot project is in contract with Melius Homes and designed by Studio Partington. With this project the first 10 net zero energy retrofits in the UK are realised.

The residents now live in ultra-low energy comfortable homes with dramatically reduced household energy . If all goes well and financing is possible, which depends on funding, another 200 to 300 houses of the same type will be renovated.

An award-winning low energy home in Hertfordshire for private clients, which is offering net-zero energy bills. The house is powered by solar PV energy and a ground source heat pump meaning that energy bills are paid for from electricity generated by the home, which is sold back to the grid, resulting in net-zero energy bills. The project won Hertfordshire Council ‘2015 Building Futures Awards’ in the ‘Most Sustainable Construction Project’ category. Green Building Store’s PERFORMANCE windows and doors specified for timber frame new build.

This is a Low Carbon scheme, where all houses and flats face South and are on target to achieve full ‘Passivhaus’ Certification. We understand this would be the largest social housing scheme in the UK to achieve Passivhaus. The design seeks to provide sunny, light filled homes with very low fuel bills of approximately £150 per year. In the main these properties will be socially rented.

Situated on a steep slope overlooking Lake Washington, this Passive House was a technical accomplishment for its solutions that address energy consumption, geotechnical challenges, and permitting restrictions. The house is achieving net-zero electrical demand with the assistance of a rooftop PV array.

The clients commented: “We are pleased with the PERFORMANCE windows: they operate well and the finish quality is great. Sometimes they are even mistaken for aluminium windows because of the quality of the finish. We also found Green Building Store to be a very helpful company to deal with.”

The scheme is dense and low rise. Providing many more houses than other schemes, which were mainly flats – thus better values from the site. Future maintenance has been minimised by designing flats whereby every flat has a front door onto the street, with its own staircase and lobby at street level – designing out all internal common parts.

The progression through a gated entry brings occupants through a series of outdoor spaces that provide various areas of semi-private outdoor living throughout the site. The main floor is the social center of the home, spatially connecting the kitchen, dining, and living spaces with superior views out to the lake.

Up the central stair brings you to the owner’s suite and office. The lower level, which has been designed to become an ADU in the future, houses two bedrooms and family room with walkout access to the east yard
