Morgan City has evolved over time, altered by shifting cultural, political, physical, ecological and economic forces even as it maintains its position within the Atchafalaya Basin. At present the Atchafalaya’s flow is controlled to support industry between Baton Rouge and New Orleans, and to keep Morgan City safe.

This studio will ask questions about Morgan City’s future, proposing future scenarios for industry and living within a more watery environment. Our studio will propose and analyze a situation in which the flow ratio is increased, so that the Atchafalaya receives up to 50% of the Mississippi’s flow, fluctuating with seasonal and longer duration changes.

BRIEF CONTEXT Enviromental problems in Louisiana.

The Mississippi river and the Atchafalya river.

The Mississippi River borns in Minnesota and flows into Louisiana. The state of Louisiana has its origin in the sediments that the different points of this river have been deposited throughout the centuries, for the majority of the state is constituted on the marshy lands and wetlands. In the image on the right we can see a fragment of the cartography of the different channels that this river has had over the centuries. The large number of economic reasons existing around this geographical feature, as well as the cities dependent on the river, have turned the need to keep it in its current reality in the main issue of state policies, which has many plans and projects to correct the problem.

The reality is that the Mississippi River should had been absorbed by the Atchafalaya River. In front of the 142 miles of distance with the Gulf of Mexico that the Atchafalaya offers, the Mississippi has 315 miles, already in 1950 it was an evidence of the change of channel that was going away to produce. Currently there is a height of 19 feet (5.80 m) between the Atchafalaya and the Mississippi. The fight against storms and floods, in short, against nature, is constant.

Levees problems.

Nueva Orleans case and the Katrina huracan.

The existence of levees along the Mississippi River can be traced back to the history of the first settlements in the region. At present, the extension of dykes and channeling amounts to 2203 miles (3,545.38 km). A direct consequence of this is the inability of the river to deposit sediments and fresh water in its river basin, which is causing the

disappearance of the fauna and flora of the wetlands and finally the loss of 1,880 square miles (4869,178 km2) of land from the 1880. The state of Louisiana is disappearing literally. The loss of land worsens the consequences of the storms that increasingly advance further inland causing flooding in cities and real natural disasters.

In 2005 Hurricane Katrina hit the Louisiana coast killing 1883 people. New Orleans was completely flooded.

The city surrounded by dams is gradually sinking due to the settlement of the clayey lands, on which it was built, in the absence of sediment and irrigation of the river. The levees, each time more numerous and higher, keep the city safe and at the same time condemn it to a progressive sinking transforming it into an authentic swimming pool.

PROYECT SUMMARY This project starts from several problems to solve; In case of imminent emergency, given the possibility that Morgan City may be underwater overflowing by the rising level of Atchafalaya river, how can we save the inhabitants of Morgan City? Given the progressive increase in the inefficiency of the ‘fortification’ of cities through dams, could we provide new solutions? Given the high economic and media spending, could we turn these new solutions into an economy?

In this way three will be the strategies to project the future of Morgan City, 1. Emergency, 2. Prevention and 3.

Benefit. Considering the city as a field conditions, a series of nodes are planned, in which a series of vertical emergency structures, with the capacity to function temporarily as a city on the water and in a generalized manner as spaces of economic, social and tourist development, are planned. Morgan City is a city fortified to the south by a large concrete dam and to the north by a thick wooded strip, broken in a shallow area. This weak point in the defenses of the city is chosen to design a topographic landscape, vegetable, experimental and variable in time, whose design has the capacity to absorb the force of the water containing it and transporting it in an interested manner throughout its surface to make the destructive force of water an opportunity. This new landscape of towers and topographies aims to enter into synergy with the natural forces of the place, this project is an opportunistic vision of a territory subjected to extraordinary extreme conditions that, cannot be overcome or ignored, and incorporated into the design, building its intellectual and formal structure.

‘‘ Morgan City ha evolucionado con el tiempo, alterada por el cambio de fuerzas culturales, políticas, físicas, ecológicas y económicas, incluso como lo es su posición dentro de la cuenca de Atchafalaya. En el flujo de Atchafalaya se controla para apoyar a la industria entre Baton Rouge y Nueva Orleans, además de mantener a la ciudad a salvo de las inundaciones.

Este estudio se hará preguntas sobre el futuro de Morgan City, propondrá escenarios futuros para la industria y la vida en un entorno más acuoso. Nuestro estudio propondrá y analizará una situación en la que la presencia del agua se incrementa de manera radical, recibiendo el río Atchafalaya hasta el 50% del flujo de Mississippi, fluctuando estos niveles en los cambios estacionales.’’

CONTEXTO BREVE Problemática ambiental en Louisiana.

El río Mississippi y el rio Atchafalya.

El río Mississippi nace en Minnesota y desemboca en Louisiana. El Estado de Louisiana tiene su origen en los sedimentos que los distintos cauces de este río han ido depositando a lo largo de los siglos, por ello la mayoría del estado está constituido sobre terrenos pantanosos y humedales. En la imagen de la derecha podemos ver un fragmento de la cartografía de los distintos cauces que este río ha tenido a lo largo de los siglos. La gran cantidad de intereses económicos existentes alrededor de este accidente geográfico, así como las ciudades dependientes del río, han convertido la necesidad de mantenerlo en su cauce actual en el asunto principal de las políticas del estado, que ha elaborado numerosos planes y proyectos para subsanar el problema.

La realidad es que el río Mississippi debería haber sido absorbido por el cauce del río Atchafalaya. Frente a las 142 millas de distancia con el Golfo de México que ofrece el Atchafalaya el Mississippi tiene 315 millas, ya en 1950 era un evidencia el cambio de cauce que se iba a producir. Actualmente un dique salva a diferencia de altura de hasta 19 pies (5.80 m) entre el Atchafalaya y el Mississippi. La lucha contra las tormentas, temporales y crecidas, en definitiva, contra la naturaleza, es constante.

La problemática de los diques.

El caso de Nueva Orleans y el huracan Katrina.

La existencia de diques a lo largo del río Mississippi se remonta a la historia de los primeros asentamientos en la región. En la actualidad la extensión de diques y encauzamientos asciende a 2203 millas (3,545.38 km). Una consecuencia directa de ello la incapacidad del río para depositar sedimentos y agua fresca en su cuenca hidrográfica, lo que está provocando la desaparición de la fauna y flora de los humedales y finalmente la pérdida de

1880 millas cuadradas (4869,178 km2) de tierra desde el 1880. El estado de Louisiana está desapareciendo de forma literal. La pérdida de tierra empeora las consecuencias de los temporales que cada vez avanzan más tierra adentro provocando inundaciones en ciudades y auténticos desastres naturales.

En 2005 el huracán Katrina azotó las costas de Louisiana matando a 1883 personas. Nueva Orleans quedó completamente inundada. La ciudad rodeada de diques se va hundiendo poco a poco debido al asentamiento de las tierras arcillosas, sobre las que se construyó , ante la falta de los sedimentos y riego del río. Los diques cada ve más numerosos y más altos mantienen a la ciudad a salvo y al mismo tiempo la condenan a un hundimiento progresivo transformándola en una autentica piscina.

RESUMEN DEL PROYECTO Este proyecto parte de varias problemáticas a resolver; en caso de emergencia inminente ante la posibilidad de que Morgan City quede bajo el agua desbordada del río Mississippi ¿cómo podemos poner a salvo a los habitantes de Morgan City?; Ante el progresivo aumento de la ineficacia de la ‘fortificación’ de las ciudades mediante diques ¿podríamos aportar nuevas soluciones?; Ante el elevado gasto económico y de medios ¿podríamos hacer de esas nuevas soluciones una economía?.

De este modo tres serán las estrategias para proyectar el futuro de Morgan City:1. Emergencia; 2. Prevención; 3. Beneficio. Vista la ciudad como un campo de condiciones se trazan una serie de nodos en los que se prevén una serie de estructuras verticales de emergencia con capacidad para funcionar temporalmente como una ciudad sobre el agua y de forma generalizada como espacios de desarrollo económico, social y turístico en la ciudad. Morgan City es una ciudad fortificada al sur por un gran dique de hormigón y al norte por una espesa franja arbolada discontinua en una zona completamente rasa. Este punto débil en las defensas de la ciudad se elige para diseñar un paisaje topográfico, vegetal, experimental y variable en el tiempo, cuyo diseño tenga la capacidad de absorber la fuerza del agua conteniéndola y transportándola de forma interesada en toda su superficie para hacer de la fuerza destructiva del agua una oportunidad. Este nuevo paisaje de torres y topografías pretende entrar en sinergia con las fuerzas naturales del lugar, este proyecto es una visión oportunista de un territorio sometido a condiciones extremas extraordinarias que, al no poder ser superadas u obviadas se incorporan al diseño, construyendo su estructura intelectual y formal.

En la imagen podemos ver en amarillo el flujo de agua del río Atchafalaya hacia el golfo y el temido ‘back flow’, es decir, el flujo producido durante las tormentas hacia tierra adentro, amenazando Morgan City.
