The State Chamber 2022 Annual Report

ANNUAL REPORT 2022

LETTER FROM OUR LEADERS

As our state returned to a more familiar way of life and business in 2022, The State Chamber was front and center to tackle and solve the problems that surfaced in the “new normal.” In 2022, The State Chamber worked hard to make sure that business owners have the flexibility needed to operate, while ensuring the protection of their employees and customers. We pushed through legislation to help fix some of the workplace problems created by the pandemic, like unemployment reform and inflation relief. But maybe most importantly we set in motion long term change to get Oklahoma’s workforce needs on track for the future.

We made some changes to our own operations, like revamping the Council of Advisors process and rethinking the program of our Public Affairs Forum. These changes were made with an eye towards the future and the long-term stability and growth of the Oklahoma business community.

We successfully navigated a consequential election year with endorsement and agenda wins. We expanded our web of influences with new communications efforts and initiatives all designed to make The State Chamber the true “voice for business” in our state.

We still have a lot of work to do to fulfill our vision to make Oklahoma the best state for business, job creation and capital formation. But we are proud of our accomplishments in 2022 and look forward to more successful achievements in 2023.

WORKING AT THE CAPITOL

The State Chamber’s Government Affairs team worked hard to score wins at the State Capitol in 2022. Ranging from workforce to tax reform to building a better business climate, there is something for all industries to be proud of. Some key successes and how they bring progress to Oklahoma are as follows:

„ Indexing unemployment benefits to reflect economic conditions is helping address Oklahoma’s workforce shortages.

„ Tax reforms encouraging business growth and reducing overall liability – such as being the first state in the country to make full expensing of equipment and machinery permanent on state taxes – made Oklahoma a top 10 state.

„ Setting up a formal recusal process for our state’s judiciary branch brings more certainty for business, and lawsuit accountability will benefit all Oklahomans who live and work in our great state.

The State Chamber also launched Community, our online policy committee platform. It’s a more interactive, effective way to make sure members are informed and engaging in our policy planning process.

WORKING ON POLITICAL AFFAIRS

In 2022, The State Chamber staff continued to grow its reach and footprint in Oklahoma’s political world. By hosting both a “Candidate School” and “New Legislator Boot Camp” our members and community received unparalleled access to key information and candidates. We increased access to allow members to get the most out of their Chamber membership through legislative candidate interviews, a voter guide and a New Legislator Lookbook.

7

WORKING ON WORKFORCE

Through our partnership with the State Chamber Research Foundation’s Business Leaders Poll, we found that workforce is the number one issue facing Oklahoma businesses. This became the top priority for The State Chamber in 2022. The research provided evidence of a struggling workforce, proving the need for action and solutions. As we move into 2023, we are focused on bringing real solutions and laying down the foundation for a workforce plan that will pay dividends to Oklahoma for decades to come.

WORKING ACROSS OKLAHOMA

In 2022, The State Chamber found itself on the road traveling the State of Oklahoma more than ever before. From luncheons and seminars, to meetings and manufacturing tours, The State Chamber was able to broaden our reach, spread our mission and meet more Oklahomans.

The Employers in Action Coalition is made up of HR and employment professionals led by The State Chamber. This initiative is designed to provide members with the opportunity to interact with elected officials and stay updated on the latest issues impacting business. This nonpartisan coalition invites anyone to get involved and participate, as the expertise and real-world experience of its members is needed to ensure policies introduced at the State Capitol help, instead of harm businesses.

STATEWIDE TOURS

The State Chamber is always honored to be invited on facility tours no matter the year, but in 2022, National Manufacturing Month brought us all across the state as we made sure to get an in-person look at just how well our state does manufacturing at several plants and facilities.

WORKING TO HONOR EXCELLENCE

The State Chamber knows it wouldn’t be possible to make a difference in Oklahoma without the efforts of countless men and women committed to making the Sooner State better for business, employees and for raising a family. We were proud to honor some very special lawmakers and members who set an example for all to follow

WORKING ON RESEARCH

The State Chamber Research Foundation (SCRF) spent the year dedicated to public policy research promoting Oklahoma’s growth and success. As the state’s leading source for forward-thinking policy research and analysis, the SCRF is a driving force in developing public policies that strengthen Oklahoma’s future in a competitive global economy.

SCRF continues to be the business community’s think tank. Through high-quality research and analysis, SCRF educates policymakers and the public about the virtues of the free enterprise system, the public policy ideas that enable free enterprise to thrive and the positive contributions of the business community to the prosperity and welfare of the people of Oklahoma. As a nonprofit, non-partisan research and education organization, SCRF is dedicated to the advancement of free markets, increasing opportunity and growing prosperity.

BUSINESS LEADERS POLL

Together with the Oklahoma Business Roundtable, the SCRF surveyed Oklahoma Business leaders and executives to get a “pulse check” of the business community. The insights from this survey allowed us to gain critical insight into the sentiments, concerns and outlook of the state of business in Oklahoma. The results pinpointed areas that needed the most improvement. In 2022, the Business Leaders Poll results showed workforce to be the biggest issue, leading The State Chamber to focus on exactly that.

THE OKLAHOMA SCORECARD

The second year of the Oklahoma Scorecard, an annual index of Oklahoma’s economic competitiveness, gave an in-depth analysis of our state’s overall competitiveness to show where improvements can be made. The scorecard is intended to be a tool for policymakers, as it measures key metrics and various characteristics in comparison to the other 49 states in our nation. The scorecard identifies areas that need more focus and attention so they can be addressed.

WORKING ON EVENTS

The State Chamber was proud to host many successful events in 2022, offering the opportunity to network, build relationships with legislators, actively participate in business-related conversation circles and engage in our mission to advocate for or against legislation affecting business. Events are The State Chamber’s way of connecting: connecting with members, connecting with legislators and connecting with the Oklahoma business community at large. Whether it was our gubernatorial and U.S. Senate candidate debates or our “TED Talk” style Public Affairs Forum, The State Chamber is constantly pushing the envelope with our events to bring our members more.
