The ODA Board of Trustees’ Standing Committee on ODA Rewards compares a company’s proposal to a minimum of two of their biggest competitors before ultimately making a decision to take to the Board of Trustees, who will then make the final decision whether or not a product or service is endorsed and named an “ODA Rewards Partner.” These relationships are reevaluated twice a year. New companies are added and less effective companies are removed. For this issue of the ODA Journal, we are once again spotlighting each one of the current Partners in our Rewards program. ODA Member Dentist Directory The ODA Member Dentist Directory is an annual publication that is mailed to all members in the fall. It is full of member resources located in one convenient place such as the ODA Bylaws, component maps, descriptions of all ODA programs, listings of officers at the state and local levels, and other dental organizations’ contact information. The directory includes the full member list and members listed by city, specialty and component for easy reference and patient referrals. Only active members are listed in the directory, therefore, you must pay your current year’s dues prior to July 1 to be included.

The directory is printed in a spiral bound book, but it’s also available in a digital format on the ODA website at okda.org/membersonly/membership-directory. The directory is made available only to ODA members, allied organizations and ODA Rewards Partners. Your information is not shared nor sold to any person or company for marketing purposes, and only authorized employees, agents and contractors, who have agreed to keep information secure and confidential, have access to members' information. "My wife and I attended the ODA CE Getaway in Santa Fe, New Mexico and this was an absolutely enjoyable trip. The program consisted of continuing education along with fun activities. The ODA organizes these events to provide our members with a weekend of fun and CE during the summer. This year, Dr. David Wong presented six hours of outstanding CE in a very interesting and practical way (Thank you Dr. Wong!). In addition, the fun activities included: shopping, dining, spa treatments and, of course, GOLF! Overall, this trip was time well spent. Mission of WOODWARD WELCOMES YOU! WOODWARD, OKLAHOMA IS THE HOST CITY FOR THE 2017 OKLAHOMA MISSION OF MERCY, ON FEBRUARY 3-4, 2017 AT THE WOODWARD COUNTY FAIRGROUNDS AND EVENT CENTER. Offering a unique event site, the Fairgrounds will accommodate 100 dental chairs in the 59,000 sq. ft. building. The event venue is centrally located near a variety of local restaurants and attractions, all less than a few miles from the Mission site. The scene is set for another successful event where thousands of volunteers, both dental and non-dental alike, will strive to treat as many patients as possible during the two-day free event as OkMOM embarks on its eighth year. OkMOM leadership is confident this Mission will stand up to previous events, and then some. What makes a Mission truly stand alone? In the case of 2017, the Mission of Mercy will look to the community. “Woodward citizens are ready and eager to bring the clinic here,” explained Dr. Trent Yadon, 2017 OkMOM Chair. “We have been given an opportunity to help our residents, our neighbors and our community as a whole, so we will not take this responsibility lightly.” Already, OkMOM has seen just how committed Woodward is to accommodating and welcoming the clinic. The event was highlighted on the front page of the Woodward News in early June, and multiple

local media outlets have expressed further interest in covering the event and spreading the word. Churches in the area are gearing up, organizing volunteers and looking into non-traditional ways of supporting the clinic. The Woodward County Health Department will offer adult and child immunizations, among other health-related services that are being incorporated into the event. “Ultimately, OkMOM’s goal is to give each individual as much care as possible during their clinic visit,” said Dr. Yadon. “This has always been the OkMOM mentality, but over the past eight years, we have really seen this motto implemented through the additional health services we offer ranging anywhere from smoking cessation to cancer screenings, all of which can correlate with one’s oral health.” The Woodward community recognizes the need for the OkMOM clinic and is proactively recruiting resources and volunteers, but we still need you! With an area population of nearly 22,000, Woodward is home to 13 member dentists in a 50-mile radius. Please consider volunteering for the next Oklahoma Mission of Mercy this February.

Government, ADA Recognize Importance of Flossing By Michelle Manchir Originally printed in the August 2, 2016 ADA News. Cleaning between teeth with floss and the use of other tools such as interdental brushes is an important oral hygiene practice and, along with professional cleanings and tooth brushing, has been shown to disrupt and remove plaque, the U.S. Department of Health and Human Services said in a statement in August. The statement came in response to an ADA News inquiry about why flossing was not included in federal dietary guidelines released in 2015, when the practice had been included

in past guidelines. The Associated Press noted the omission in an August news story that questioned the benefits of using dental floss. When ADA News asked the governmental agency why the 2015 guidelines did not mention flossing, the U.S. Department of Health and Human Services sent a statement that called flossing "an important oral hygiene practice" and said that the guidelines' lack of mentioning it did not imply otherwise. Although dental floss — along with brushing teeth and using fluoridated water — was mentioned in past editions of the guidelines (in both 2005 and 2010), the statement said "it was most likely identified as a supporting recommendation along with brushing teeth, with the primary emphasis being on the nutrition-based recommendation to reduce added sugars." Indeed, brushing and flossing have never been an integral part of the dietary guidelines, which primarily provide evidence-based food and beverage recommendations for Americans. The Health and Human Services statement said, "since neither the 2010 nor 2015 Advisory Committees [for the guidelines] reviewed evidence on brushing and flossing

teeth, the authors of the current edition decided not to carry forward the information on brushing and flossing included in past editions of the guidelines," the statement said. "By doing so, they were not implying that this is not an important oral hygiene practice." The Association also released a statement in response to the news story, reiterating its recommendations to maintain oral health, which include "brushing for two minutes, twice a day with a fluoride toothpaste, cleaning between teeth once a day with an interdental cleaner and regular dental visits advised by your dentist." The ADA also stated that interdental cleaners, including floss, "are an essential part of taking care of your teeth and gums."

Meet Your ODA Staff Lynn Means Executive Director lmeans@okda.org As ODA Executive Director, Lynn has her hands in everything! Her degrees are from the University of Central Oklahoma and include a BA in Oral Communication/Public Relations and an MEd in Communications Education. Lynn has been with the ODA since 2006. Prior to that, she served her alma mater as a student development administrator for over 12 years, as Marketing Director for the Oklahoma Safety Council, and as the Communications Director for the Oklahoma State Medical Association. Lynn and her husband, Andy, recently celebrated their 25th wedding anniversary and make their home in Edmond. They have two adult daughters and one son-in-law, all graduates of OSU. Lynn’s idea of a perfect vacation is a five-star beach resort with a good book in one hand and an umbrella drink in the other. Lynn had the opportunity to see one of her favorite artists, Prince, in concert three times before he died, but her all-time favorite concert experience has been seeing Elton John (any and every time). If she could pick a second career, she would choose to be a U.S. Senator.

Tina Evans Director of Communications and Education tevans@okda.org Tina oversees all facets of the ODA's communications including production of the ODA Journal, the membership directory, social media, website and video production. She manages the media relations for the Association and is responsible for the ODA’s continuing education programs. Tina has bachelor degrees in psychology from Oklahoma Christian University and in public relations from the University of Central Oklahoma. She began her professional experience teaching English as a second language in Chemnitz, Germany. Before joining the ODA team in June 2013, she worked at World Neighbors, Inc. for eight years in the marketing and communications department. Tina is an active member (and past president) of the Oklahoma City Chapter of The Association for Women in Communications. Tina is married and has one daughter and one son. Tina is a native of Cañon City, Colorado, which is famous for the Royal Gorge Bridge. She has a love for baking and coffee, so if she could have a second profession, she would combine the two and open her own coffee shop. Shelly Frantz Director of Finance and Governance sfrantz@okda.org Shelly works with Lynn on the Council on Budget and Finance to develop the annual operating budget. She is the staff component for the ODA’s Board of Trustees, House of Delegates, Council on Budget and Finance, Bylaws, Policies and Ethics, and Nominations. Shelly is also responsible for general ODA operations, including human resources, office management and building/grounds management. With a BA in Journalism/Public Relations from the University of Central Oklahoma, Shelly had seven years of work experience with the Oklahoma Association of Optometric Physicians when she started at the ODA, where she’s been for more than 14 years. Shelly grew up in Edmond and is now married with one daughter. If she could have a second job she would love to start a business where she could repurpose furniture and make something new out of the unexpected. Her ideal vacation is a tropical getaway that would be relaxing with elements of fun for her daughter.

Kylie Ethridge Director of Membership kethridge@okda.org Kylie provides information to the public on all things membership. She assists ODA members with applications and questions about member benefits, and she plans many membership functions. Her main focus is recruiting and retaining members. She is originally from Edmond and is a 2011 graduate of OSU with a BS in Mass Communications and a BS in Strategic Communications. Her most recent experience was as an Account Executive for Jones Public Relations for two years. She also completed internships with Gaillardia Country Club and the Science Museum Oklahoma. Updated ACA Mandate for SoonerCare Providers

who receives funds through Health and Human Services, including Medicaid and CHIP. According to OCR, the final rule does not apply to providers who only receive reimbursement under Medicare Part B, but the agency has not clarified if the rule applies to dentists who only receive reimbursement under Medicare Part C, also known as Medicare Advantage.

The federal Office for Civil Rights (OCR) has issued a final rule prohibiting health care entities that receive federal financial assistance from discriminating based on age, race, color, nationality, disability or gender. According to OCR, Section 1557 is the first federal civil rights law barring discrimination on the basis of sex in health care. The Affordable Care Act has been in effect since March 2010.

The rule protects individuals with disabilities by requiring covered entities "to make electronic information and newly constructed or altered facilities accessible to individuals with disabilities and to provide appropriate auxiliary aids and services for individuals with disabilities”. OCR also said that covered entities will be required to "take reasonable steps to provide meaningful access to individuals with limited English proficiency" by providing qualified interpreters and translators.

The rule, which went into effect July 18, implements Section 1557 of the ACA and applies to any health care provider

Covered dental practices must post two kinds of notices: a notice of nondiscrimination, and taglines in

the top 15 non-English languages spoken in the state indicating that free language assistance services are available. The notices must be posted in the dental office, on the website and in any significant publications and communications. For smaller items, such as postcards and tri-fold brochures, the practice may use a shorter nondiscrimination statement and taglines in the top two non-English languages spoken in the state. The compliance date for the notices is 90 days after the effective date, or October 16, 2016. Covered dental practices with 15 or more employees will also be required to implement a grievance procedure and designate an employee to be responsible for management of grievances. To minimize the administrative burden for member dentists who are covered entities, the ADA has prepared resources to aid in compliance with the rule, including an FAQ and checklist. On May 18, 2016, the Department of Health and Human Services’ Office of Civil Rights (OCR) released the final rule on Section 1557 of the Affordable Care Act (ACA) and expected compliance starting on July 18, 2016. The final rule has proven to be unclear, and the American Dental Association’s (ADA) questions to OCR about the rule remain unanswered.

Rachel Standlee, Tulsa by Madison Huffines, ODA Communications Manager Dr. Rachel Standlee has been practicing at Family Dentistry in Tulsa since her graduation from the OU College of Dentistry in 2009, but her interest in the profession came from an experience that would have had most individuals wanting to run in the opposite direction. "After having my third molars removed in high school, I woke up (completely sedated) thinking that I wanted to be an oral surgeon," Standlee said. However, after working as a general dental assistant, she soon discovered that she loved general dentistry too much to specialize. Standlee had the early support of her mother who encouraged her to pursue her dream of becoming a dentist. "She has always driven me to become the best I can be and to hold myself to high standards." Standlee now gives that same support to her 13-year-old son, Quinton, who enjoys micro sprint car racing. Standlee and her husband, Shawn, have been married for 13 years. " Our marriage is a top priority to both of us. We still have lots of fun together.” The Standlees enjoy spending time as a family and cheering Quinton on at the racetrack.

Standlee attributes much of who she is today to her faith. "I love serving people and caring for others, and dentistry allows me to do just that. I’m exactly where God has called me." Her passion for serving others is put to use outside of the office while volunteering with Neighbor for Neighbor. This organization assists the less fortunate by providing medical and dental care and other services to those who are uninsured, unemployed or handicapped, or who have low income. "Some patients may wait hours for care but they all still leave grateful. It is a very rewarding experience." Standlee has had many positive influences throughout her career, but she considers three to be special role models. "I’m privileged to work daily with two other great dentists. Having colleagues of high integrity to consult with regularly is a blessing," Standlee says of her partners, Drs. Richard Amilian and Conrad Casler. A third role model is her mentor and former instructor, Dr. Jim Kessler, “an extremely gifted dentist who I still contact for advice on certain patient cases. My relationship with these three dentists and their impacts on my personal and professional life will stay with me until the end. I am extremely honored and grateful." Standlee’s advice to all future dentists: Never stop learning. "It is so cliché, I know, but it’s also so important -- 'We don't know what we don't know' is such a great saying." Above all, Standlee knows that her passion for dentistry will stay with her for a lifetime. "I can wholeheartedly say

I would not want to choose any other career. I recognize that I am in a very unique profession offered to a select few. I do not take that for granted." Standlee is excited to announce that she will be opening a new office in the near future and will be transitioning her current patients to that location. With the support and blessing of her colleagues, Standlee knows that in doing this she is making a life-long goal come true.


Dr. Mathew Hookom's annual dental clinic provides free care

Dr. Mathew Hookom and his staff at Custom Dental in Atoka, Okla. served more than 60 people during their annual free dental care day. For three years, the staff of Custom Dental in Atoka, Okla. has been hosting a free care clinic for their community. This year, Dr. Mathew Hookom led the event with the help of volunteers from Victory Life Church and local businesses, Ameristate Bank and First Bank, as sponsors. The team served more than 60 people in one day. The clinic offered patients in Atoka and its surrounding areas access to free cleanings, fillings and extractions. “It is a blessing to help others and give back,” Hookom said. “I believe God has given my

team and me many talents and that it is our responsibility to use those gifts to serve others.” According to Hookom, the event grows year after year and is something the staff looks forward to every summer. Though this event is specific to the town of Atoka and surrounding areas, Hookom encourages dentists with private practices to get involved in their communities and start similar programs.

The Art and Science of Animal Dentistry By Randy White, Editor, ODA Journal

You’ve just graduated from dental school at OUCOD and you’re finding that working on humans without someone looking over your shoulder is daunting. Through family connections, someone at the Oklahoma City Zoo calls to report that Aslan, a male lion, has some sort of dental problem. You’ve barely begun working on people, and now you’re supposed to examine and treat one of nature’s apex predators? How did you get yourself into this? This is the story of Dr. Colin Holman, Oklahoma City general dentist. Holman had just begun practice at the Kickapoo Health Center when his wife, Erin, an employee of the Oklahoma City Zoo, called to say that Aslan had some sort of dental infection. When the magnificent beast had been sedated, Holman and a more seasoned dentist (Dr. Shannon Griffin) found and removed a piece of bone that had become lodged in the lion’s palatal tissue. Aslan recovered to rule his pride again. Since that first experience in 2006, Holman has treated more than 15 different species at the Zoo. “When I first began, I had no idea what was the same and what was different about veterinary dentistry. The head veterinarian at the Zoo, Dr. Jennifer D’Agostino, has been very helpful in letting me know what to expect and providing the

resources for me to study and Dr. Holman, with his father, Dr. Jon Holman, work with. I’ve spent a lot of time during a procedure on Tatu the gorilla. with zoology texts, brushing up on anatomy and terminology, so that I don’t look and sound like an idiot.” Why would the Zoo reach out for a dentist when they employ many veterinarians? “Veterinarians in a zoo have to know about many animals and many conditions. Teeth are not their main focus. I can help them because these are procedures I perform every day. I’ve learned that you really don’t want to extract canines on a carnivore the hard way! I have performed root canals using 60mm files – you can’t get those unless you are a vet, so the Zoo had to acquire them for me. I’ve bent, modified and reshaped many instruments to make them work for animals rather than humans. It’s been a constant learning experience. So far, I haven’t messed up anything so badly that they don’t ask me back. I have learned a lot from my veterinarian colleagues, and I have a lot of respect for their abilities. Their patients can’t tell what hurts – they have to figure it all out by themselves.” Holman comes to dentistry as a family trade. He grew up in Altus, where his father, Dr. Jon Holman (a 1981 graduate of the OUCOD) practiced. The Holman family, which includes son Larkin, lives in Mesta Park. Holman now spends four days a week in his own practice in South OKC (Dad covers the other day – it’s a family affair), and still spends one day a week at Citizen Potawatomi Nation Dental Clinic. “I hired Dr. Chase Youngblood fresh out of OUCOD in 2008 to work at the Kickapoo Health Center. One of the best decisions I’ve ever made. He does excellent work, and we each make the other step up his game. He has assisted me at the Zoo on some tough cases, and it was clear that we worked well together. I had gone into private practice, and he had left the Kickapoos to work for several other tribes. He kept badgering me (see what I did there?) to come work with him when he became the director at CPN. He is a great friend, colleague and co-worker at the Zoo.” Holman’s most difficult procedure at the Zoo involved a particularly grueling extraction.

“Remember what I said about carnivores and canines? Delmer, a speckled bear (and technically an omnivore – ed.) had a non-restorable canine. It took three hours, a lot of arm wrestling, and some colorful language to get that tooth out. Since then I’ve learned to bring backup or avoid canine extractions all together!” Any favorite patients? “It’s like any dental practice – some animals have great teeth, while others qualify for frequent flier status. My all-time favorite was probably Tatu, a gorilla who has since passed away. I did numerous extractions and a canine root canal for him. Maybe it’s because he’s a primate, but he was the best.” Can we come assist? “The facilities have changed over the years, from the old hospital to a viewing theater with cameras and screens. But, honestly, we want to have the animal sedated for the minimum length of time and not have to worry about people who don’t know what they are doing getting in the way. It’s been pretty much me, Chase, and whichever of my assistants that wants to go. Sorry, but it’s best for the animal to keep it simple. However, feel free to come watch from the gallery!” Is Larkin set to join the family practice? “He’s only three right now, so let’s give him some time to make up his own mind!” Any final thoughts? “The procedures are pretty much the same, but the scale is SO different. I have to study for and focus on these procedures in ways that ultimately benefit my human patients. I fell into this opportunity by chance, but it has really enriched my life.” www.okda.org

The phrase “access to dental care” has become a cultural cue representing political and professional forces of our time. While the dental profession has traditionally focused on individual patients and procedures, the rest of the world has shifted its focus to populations.

Promote Oral Health in Long-Term Care Settings

In response to the multiple variables affecting the oral health of the public in these times, the American Dental Association in 2013 developed Action for Dental Health: Dentists Making a Difference (ADH), a suite of initiatives to help address the challenges of dental prevention and treatment. These initiatives are designed to provide care now, strengthen the safety net, and promote prevention strategies. While continuing to advocate for the necessary political considerations to promote oral health (only 2% of most state budgets are allotted for oral health programs), the ADA has taken a national stance of action. Waiting around only costs time lost in worker productivity, missed days of school, and escalating hospital ER costs from patients with dental pain. The ADH initiatives are a blend of strategies,

The ADA’s Council on Access, Prevention and Interprofessional Relations (CAPIR) has prioritized these initiatives into the following four areas: 1. Hospital-ER Referral Programs Adults with dental pain are frequently unaware of how or where to access existing dental services. Current data reflects potential savings of over a billion dollars per year when dental pain is deflected from hospital ERs into dental homes. The ADA has identified five program models, which can successfully divert dental patients from ERs into offices where definitive solutions exist: 1. The Dentists’ Partnership: Now in its eighth year, this model currently has 41

The American Dental Association (ADA) Council on Access, Prevention and Interprofessional Relations (CAPIR) is a primary ADA agency dedicated to broadening the scope of oral health care within the health care system, promoting preventive dentistry as a cornerstone of oral health care and advancing the delivery of oral health care to the public. CAPIR recommends policy, develops resources and formulates programs in the areas of: access to oral health services; community health activities; community water fluoridation and other preventive health activities; and health care facilities and interprofessional affairs.

private practitioners, a strong hospital partnership, and a core of five staff people who case manage the program. The population of focus is adults with no Medicaid coverage or other types of insurance. Payment for services is accomplished by patients volunteering hours at nonprofit community agencies. This model has shown a 72% reduction in ER visits. CAPIR has a DVD and Ten-Step Document describing this model in detail. 2. The Seattle-King County Model: This is a partnership between a health center, a hospital and an oral surgery clinic. With patients going from the ER to the health center for extraction consultation, a decision is made whether to treat immediately or refer to the specialty clinic. This model has saved the hospital over $1.5 million in its first two years of operation. 3. The Milwaukee Private Practice Model: This model benefits from a unique software, which allows the hospital ER to directly refer an individual


presenting with dental pain from the ER into a private practice. As part of a community-based Health Partnership, this private practice now provides coverage for multiple ERs and has become integrated into an interdisciplinary group of medical providers. 4. The Educational and Hospital-Based Model: Several oral surgery training programs are located within hospitals, resulting in thousands of patients referred from their ERs on a monthly basis. There are at least 50 such programs around the country with impressive statistics. As an example, the oral surgery training program at the Interim Hospital in New Orleans treats an average of 400 patients per week, referred by that ER. 5. The Retainer Model: Many hospitals choose to contract with oral surgeons directly to address the needs of ER patients presenting with dental pain. One hospital in Wyoming sent a letter to dental offices asking for fee schedules in order to budget for economically sound dental visits as opposed to more expensive hospital interventions for dental infections. The ADA has sample contracts and more details on all ER Referral models. A thumb drive with all models noted is also available to send to members. 2. Community Water Fluoridation The well-established benefits of community water fluoridation are widely known. As revealed in the recent election cycle, many communities enthusiastically support this health measure. There will be an updated “Fluoridation Facts” also coming out this year! There is renewed effort on the part of the ADA to expand water fluoridation to more communities. The ADA National Fluoridation Advisory Committee continues to monitor fluoridation challenges around the country and offer customized technical assistance for members defending fluoridation in their communities. ADA members can access a fluoridation toolkit to help design strategies to maintain water fluoridation in their communities.

3. The Business Case for Medicaid Participation According to data collected by the Health Policy Institute, traditional dental insurance is not showing a strong growth pattern. It is Medicaid coverage that is growing and presenting new business considerations by dentists. The ADA is working to educate its members on Medicaid program compliance in various ways. “Maintaining Your Sanity and Practice Viability as a Medicaid Provider: Embracing Program Integrity” is a new online free CE program available via ADAceonline.org. CAPIR also has Medicaid “boot camps” around the country at regional dental meetings where the Medicaid Provider Advisory Committee offers an informative array of tactics to help Medicaid participation be as efficient as possible. 4. Community Dental Health Coordinator A Community Dental Health Coordinator (CDHC) is a community health worker with dental knowledge and skills. This new dental team member may be a dental hygienist, dental assistant, social worker or layperson that enrolls in an online curriculum, performs a community-based internship, and receives a certificate of completion. This program began in 2006 leading to the development of a three-year pilot series of training and studies, which concluded in December of 2012. An analysis of the pilot data revealed that the true value of the program lay in its patient navigation and case management emphasis. In other words, helping inform people how to access necessary services and making sure they arrive to those visits, in addition to sharing individual and community-based prevention messages. These activities are not new in the medical world, as most physician groups and hospitals employ a “navigator” to arrange appointments and/or transportation for patients. This is a newer concept in the dental world where patients generally assume all responsibility for appointment management.

Most community health center dental departments frequently report double-digit no shows, yet only one out of five medical patients report receiving a dental visit. Several “sabbaticals” were arranged with an experienced CDHC going to a health center in a new area and working for a period of time in order to demonstrate the usefulness and viability of this new dental team member. The CEOs of the health centers hosting these sabbaticals happily reported dramatic increases in kept appointments with an influx of new patients. Community education prompts consumer awareness with resulting increased utilization. Seven states are now in the process of conducting or starting a CDHC program to link more underserved populations with dental care. There are currently 37 CDHCs working in eight states, with 58 CDHC students in the “pipeline”. The Action for Dental Health initiatives clearly provide a roadmap of future strategies that promise greater access to dental care for underserved populations while promoting prevention for healthier communities. These initiatives link the dentist to the centers of patient care, while emphasizing the connectivity of the mouth to the rest of the body. The outcomes already observed by Action for Dental Health suggest more successes to follow as these opportunities for action expand to additional communities throughout the country. As more patients access dental treatment and learn new prevention strategies, the goal of increasing improvement of oral health can be more fully realized.
