gun State Governor, Senator Ibikunle Amosun has reiterated his administration's commitment to rapid industrialisation of the State. Senator Amosun who gave the assurance in Abeokuta while unveiling the official logo of the maiden edition of “Ogun State Investors' Forum”, added that government's decision to organize the forum was a stepping stone towards making the State an industrial hub. He said the forum would create a platform for the State to host foreign and local investors
where the comparative economic advantage would be displayed and equally share from their knowledge and experience in order to move the State forward. “Today's event is the first of those things towards achieving the desired greatness we want for our State. We are organizing this programme to show to the world that our State is gifted. Koleade stated this during an interactive session organized by the Ministry with cotton farmers in the Southwest zone of the country. F
our Armoured Personnel Carriers (APC) out of the total ordered by the Ogun State Government to combat criminal activities in the State have already been flown into the country. The State Governor, Senator Ibikunle Amosun made this known in his office while receiving the Management team of Ecobank Plc which came to donate the sum of N75m to the State's Security Trust Fund. Governor Amosun disclosed that already, the State Government had spent the sum of N4b to procure security gadgets, including 125 Hilux vans, adding that his administration was committed to ensuring security of lives and
property in the State as no meaningful socio-economic development could take place in an environment devoid of peace. He commended financial institutions that have already contributed to the Fund for their support, calling on them to also invest more in the State's economy especially in areas of h o u s i n g , a g ri cu l tu re a n d industries to enhance its socioeconomic development. S p e a k i n g e a r l i e r, t h e Chairman of Ecobank Plc, Olorogun Sunny Kuku said that the bank would continue to contribute its quota to measures aimed at combating crime and developing the State. In a related development, the State has also taken the delivery of two Hilux security
vans donated by the Management of Viju Nigeria Limited. Receiving the vehicles, Secretary to the State Government, Barrister Taiwo Adeoluwa reiterated the commitment of the government to making the State uncomfor table for ar med robbers and other criminally minded people, adding that the APCs would soon be cleared from the port. He thanked the donor for the gesture, assuring that the vehicles would be deployed appropriately to combat crime in the State. Speaking at the occasion, the representative of Viju Nigeria limited, Mr. Collins Mbegu said his company decided to donate the vehicles as its contribution to the State Government's efforts to make the State crime-free.
Govt. Restates Commitment To Provide Qualitative Healthcare By Seun Oyelade

otwithstanding the meagre resources available to it, the Ogun State Government has 2 assured that it will not fail to meet its financial obligation through prompt payment of necessary counterpart funding so that residents can have access to quality health care services wherever they live or work. The Commissioner for Health, Dr. Olaokun Soyinka made this declaration at the launch of the second HIV and AIDs Programme Development Project (HPDP II) in Abeokuta. Dr. Soyinka said since the inception of the Senator Amosun-led administration, special attention has been given to the control of HIV and AIDs in the State, stating that Ogun State Action Committee on AIDs will soon complete the process of transforming into a full fledged agency for better coordination of the State's response to HIV and AIDs epidemic. The Commissioner explained that in the face of the prevailing global economic crisis and dwindling resources, emphasis should be placed o n stro n g er co l l a b o ra ti o n i n p r o g r a m m i n g b e t w e e n H I V, tuberculosis, malaria, reproductive health and other related conditions for better performance and achievement of health-related Millennium Development Goals targets. He noted that with the launch of the HPDPII which is a 4-year project sector credit, there would be adequate support for the civil societies and community-based HIV intervention and multi sectoral response by engaging various sectors of the economy. In his welcome address, the Permanent Secretary in the Ministry, Dr. Tunde Olowonyo said the HPDPII was aimed at reducing the risk of HIV infection by scaling up preventions, interventions and increase access of people to free HIV counseling and
testing, care and support services. Dr. Olowonyo expressed optimism that the HPDPII being launched would achieve all these and ultimately lead to a reduction in the HIV prevalence in the State. In her presentation, the Director, Ogun State Action Committee on AIDS, Dr. Ranti Oladeinde said the Committee as a multi-sectoral body has the objectives of reducing the spread of HIV and AIDs, mitigate the health and socio-economic impact of the disease on those infected and affected and also provide prevention, treatment care and
support services. According to her, about 124,000 persons were presently living with HIV and AIDs in the State and that there was a higher prevalence in rural than urban areas. Giving an overview of the 2nd HIV/AIDs Programme Development Project (HPDPII), the Programme Manager, Mrs Bola Gbadamosi said the rationale behind the programme was to build the achievement recorded and lessons learnt from HPDPI and also address key emergency sector issues identified by government and other key stakeholders.

s part of measures to enhance Infor mation Communication and Technology (ICT), the Ogun State Government has concluded arrangements to establish a plant where components of computer system are to be assembled. The plant is expected to produce a minimum of 50 desktops and 20 laptops daily. The Senior Special Assistant to the State Governor on Information, Communication and Technology (ICT), Mr. Bunmi Adebayo dropped this hint during a chat with newsmen in his office in Abeokuta. According to Mr. Adebayo, the plant, a multi-million naira project was the first of its kind in the country and would provide enough computer systems to meet the demand of residents of the State and those of neighbouring States. He commended the State
Governor, Senator Ibikunle Amosun for his unflinching support towards actualizing the project, which according to him will go a long way in reducing the digital gap and improve knowledge about ICT. Also speaking on the project, the General Manager, Gateway ICT, Mrs. Irene Enitan Ayorinde said that apart from assembling computer accessories, the new plant would also fast-track knowledge about the internet as interested members of the public would be exposed to trainings in software and hardware development. Mrs. Ayorinde also disclosed that the plant would equally engage in website designing, disclosing that arrangements were already being made in conjunction with the Ministry of Local Government and Chieftaincy Affairs to design websites for the 20 Local Governments in the State.

mbassador Emmanuel Ademola Ogunnaike, mni a retired Foreign Ser vice Officer and the newly appointed th Chief of Staff was born on 11 January, 1950. He graduated with Bachelor of Science Degree in Psychology from the University of Lagos in 1975 and has a Master of Science Degree in International Relations from the University of Ibadan in 1985. Amb. Ogunnaike started his career as Third Secretary in the Ministry of Foreign Affairs in 1976.He got promoted to the First Secretary position and was posted to Embassy of Nigeria, Warsaw, Poland between 1981 and 1983. Before then, he was Third Secretary, Pupillage Attachment, Embassy of Nigeria, Ankara, Turkey from 1976 to 1978. He moved to Second Secretary level between 1978 and 1980 when he worked with the Protocol Department as well as Consular, Legal and Welfare Department in the Foreign Affairs Ministry. He was a Counsellor with the Embassy of Nigeria, Bonn, Germany between 1983 and 1984 and also served as Counsellor in the Foreign Affairs Ministry between 1985 and 1988. He later became Minister, High Commission of Nigeria, Port of Spain, Trinidad and Tobago, between 1988 and 1992. He was posted to the Embassy of Nigeria, Stockholm, Sweden for a year and High Commission of Nigeria, Lusaka, Zambia between 1998 and 2003, both as a Minister. The new Chief of Staff was the Coordinator at the Secretariat of the Abuja Commonwealth for Heads of Government Meeting (CHOGM) between 2003 and 2004. He rose to the post of Director in the Foreign Affairs Ministry where he held many posts before retiring on a Special Grade on the cadre. His last mission was to Nigeria High Commission in Singapore.

She attended African Church Grammar School, Abeokuta, between 1973 and 1977 before moving to The Polytechnic Ibadan for her 'A' Level from 1977 to 1979. Mrs. Shopeju bagged B.A. Communications and M.A. Journalism in 1984 from University of Iowa, Iowa City, USA. She did her compulsory one year national service at Gateway Television, Abeokuta between 1988 and 1989 as News Correspondent after which she was retained in the same TV station to work as News Editor between 1989 and 1992. Mrs Shopeju joined the defunct Gateway Bank Plc, Marina, Lagos in 1992 as a Public Relations Manager (Assistant Manager).In 1994, she became the Public Relations Manager (Deputy Manager) before moving to the post of the Head, Public Relations Manager between 1997 and 2000. She was the Head, Corporate Affairs Manager between 2000 and 2004 and later became the Branch Manager, Sapon Branch (Senior Manager) from 2004 to 2005. She became the Group Executive, Retail, South West and Public Sector Senior Manager of Intercontinental Bank Plc between 2005 and 2006 before rising to the post of (Assistant General Manager), Regional Business Controller (South/West) of the bank in 2007 and later Regional Director, South West (Assistant General Manager) in 2011. She was the Head, Commercial and Retail Banking South West (Assistant General Manager). She became the Zonal Head, Commercial Banking Division South West Region in Fe b r u a r y 2 0 1 2 u n t i l h e r appointment as the Special Adviser to the Governor on Agriculture. Mrs Shopeju has won a number of prizes and awards. Across The State Ogun Takes Steps To Meet Energy Demands By Gbemisola Ogolo
O
ver the years, ability to generate the required energy to meet local demands as well as help propel industrial, economic growth and development of the nation has been a great challenge that requires urgent and systemic solutions. The availability of renewable energy sources is considered a good alternative to the national grid whose primary energy sources are oil and gas. Since electricity is key to the establishment of small-scale industries which of course, requires little capital to take-off and has the ability to keep the youths off the streets, it is the responsibility of both the State and Local Government administrators to be able to determine the energy requirements of its people. Jobs like barbing, tailoring, hairdressing among others, require little proportion of electricity in impacting positively into the lives of the people. Recently, Ogun Government in collaboration with the Energy
Commission of Nigeria (ECN) under the Office of the Special Adviser to the Governor on Energy, Mr. Taiwo Fagbemi, organized a 5-day training workshop on Energy Demand and Supply Projection for Professionals in Ogun State. The th event which took place between 5 th and 9 of March, 2012 had in attendance about 200 participants who were drawn from the public and private sectors as well as the academia. First Lady Launches Group For Spouses of Political Office Holders By Kemi Sodeinde

nother landmark achievement was recorded in Ogun state as spouses of top Government functionaries across the 20 Local Governments gathered together under the aegis of the 'Spouses of Ogun State G o ve r n m e n t F u n c t i o n a r i e s Association' (SOSGFA). The chief host and founder of the association, Wife of the State Governor, Mrs. Olufunso Amosun presented the mission and vision of the association to members, explaining that it would serve as a forum for spouses of Government functionaries to function in an enabling environment, devoid of external influences that could hinder their humanitarian services to the people of Ogun State. SOSGFA is a nonpolitical organisation set up to bring all calibres of spouses of top government officials together to interact and share their views and wealth of experiences in order to complement the efforts of their spouses in the mission to rebuild Ogun State. The meeting, which was held at the newly constructed Progress Hall, Southwest Resource Centre, Oke-Mosan, Abeokuta had in attendance the wives and husbands of officials of the State Government. Members of the association were taken through series of trainings. The association according to Mrs. Amosun, is not a 'sloganeering' body aimed at wa s t i n g va l u a b l e t i m e a n d resources, but one that focuses on
how members can support their spouses. “We believe in the need to assist one another in capacity building, as we support the mission to rebuild Ogun State”. She called on the members to put on their thinking caps and be more united as one body and support one another. According to the First Lady, the purpose of the association was to promote the spirit of peace, unity and cooperation among members, to support spouses in their various functions as officials of the state, to initiate and contribute to the social and economic wellbeing of the citizens of the State and to promote self-reliance among the members of the association. The First Lady described the association as gender mixed alert minds, which would serve as a good team for productive deliberation by pulling resources, skills, ideas, experiences, challenges and talents together, with a view to assist in
capacity building and empower fellow members. The association, among other things, would serve as a forum where members could meet and socialise with one another as well as establish a recreational centre where members and their children could relax. The Head of Service, Mrs. Modupe Adekunle speaking on the topic: “Social Etiquette/Code of Conduct” explained that social etiquette is a convention of correct social behaviour or rules, usually unwritten ones that guides the behaviour of members of a particular profession towards each other in an organised community. She said as spouses of government functionaries it was expedient that they are always punctual to all occasions, dress modestly to suit a particular occasion, avoid eating in public as much as possible, be polite to people

around them, ask appropriate questions and strive to comport themselves well in public, among others. “Always dress to suit occasions/events - you should not make condolence visit on your way from a valentine programme wearing the same outfit. You should always see yourself as models and make moderation your watchword in dressing, make-up and so on. Do not display bad habits such as closing your mouth with a handkerchief, yawning loudly, picking your nose, using fingers to pick your teeth and never fight in public”, were part of her summations. Presenting a paper titled: “Fundamentals and Practice of Protocol, the Permanent Secretary, Ministry of Information and Strategy, Alhaji Abdul-Fatai Opebi described protocol as the rule of etiquette of the diplomatic corps or rules for any procedures or even a formal statement of a proceeding or transaction. “In the practice of protocol, cer tain seemingly insignificant details such as sitting position or order of recognition of personalities at a gathering can result in so much bad blood that it can cost the offending party some goodwill and even advantages” He stated that the order of protocol should be followed in sitting arrangement at public functions. He also advised on courtesy call, convoy movement, outings, managing official secrets, address and dressing. The Permanent Secretary urged the spouses of government functionaries to
accord protocol its rightful place of eminence in the discharge of their official functions by adhering to the suggestions offered. He condemned the practice of saying 'all protocol observed' instead of recognising each personality appropriately, saying it was not right in protocol and should be avoided Other papers presented at the occasion included “Time Management and Family Life by Mrs. Aderoju Odunsi and Security Consciousness by the Deputy Commissioner of Police, represented by the Police Public Relations Officer, Mr. Muyiwa Adejobi. Mr. Adejobi admonished the spouses of State government functionaries to be security conscious and give their children good training, noting that “street kids are security threat to the contemporary society”. He charged them to come up with ideas that could help the State Government in tackling the security challenges in the State and the country at large. Members of the association include spouses of the Governor, Deputy Governor, Secretary to the State Government, Speaker of the Ogun State House of Assembly and other legislators, Chief Judge of Ogun State, Head of Service and spouses of Commissioners, Permanent Secretaries, Senior Special Advisers and Local Government Transition Committee Chairmen, among others.

Giving Security Top Priority I
n Nigeria, like other nations of the world, security and challenges of providing same, continue to be a pressing issue with reference to national discourse, unity, economy, stability, peace and orderliness. H o w e ve r, a p p a r e n t l y deriving strength from the words of the classic activitist and United State born actor Paul Robinson, who said “No barriers can stand against the mightiest river of all the people's will for peace”. Senator Ibikunle Amosun-led government in the State has since taken the bull by the horns as the administration has dutifully taken proactive measures to curb the scourge of men of the under world, if not to finally banish them from the State. Precisely, on Thursday December 22, 2011, Governor Amosun inaugurated the State Security Trust Fund and formally handed over 120 double cabin patrol vans equipped with information and other security gadgets to

guarantee safety of life and prosperity of the people of the State. He assured that the primary purpose of governance was effective security of life and property of the citizenry. The Trust Fund was put in place to effect the take-off of a joint military/police task force with about 2000 security personnel fully equipped to stand the challenges of criminals across the 20 Local Government Areas of the State. To further complement the efforts of the Task Force, the State Government set up a complementary outfit known as “Quick Response Squad” manned by the Nigerian Police with over 120 fleet of patrol vans which are laced with necessary security gadgets. Considering the need for effectiveness of these outfits at combating crimes in the State, the State Government spends between N200 and N300 million naira monthly to lubricate the workings of the outfits consisting of

credible officers and men of as individuals, corporate proven integrity who have bodies, organisations and made marks as members of various security networks in the country. Only recently too, the Governor fulfilled his earlier promise of fortifying the security network of the State with provision of Armored Personnel Carriers as 4 of the 10 procured by the government have arrived the country. While these concerted efforts are being taken by government, the issue of security should never and cannot be left wholly to the government alone. It calls for our collective responsibilities

The Punctuality Comedy By Segun Ayorinde
W
hen the State Governor, Senator Ibikunle Amosun set machinery in motion to place the Civil Service on the right pedestal of punctuality by enforcing the resumption time of workers for duty at 7.30am not many people believed it is achievable. To most workers, it was a tough decision. This feeling was understandable because prior to this time, indiscipline in the Service had become a garment worn day-in-day-out, hence the need for some sanity to return to the system, particularly among the newly employed Officers who seem not to have inculcated the ethics of the Service. Moreso majority of the workforce presumably have not heard nor read about the great days of Chief Simeon Adebo and the Deguns of this world who place the Ogun Civil Service as first among equals. Governor Amosun's intention to bring sanity into the service this time reminds me of the days of General Oladipo Diya as the Governor of the State between 1984 and 1985. Then, Colonel Diya would get to the office on time but woe betides you if you get late as he was a stickler for time. Sanity had prevailed then as most offices would have been bubbling with official duties by 7.30am, until the situation waned away through subsequent administrations. Unknown to many, one of the unread signals that Governor Amosun gave on assumption of office, was his early resumption at work. An early comer will meet the Governor in the office latest by 7.00am. Yet undiscerning minds among the work force failed to read the hand writing on the wall. Majority of the workers chose to ignore the man's leadership by example style until he had to unequivocally declare he was no longer ready to tolerate late coming to the office. Though to some 'early birds' and watchers of times, the Governor's reform in this respect was not a problem. The Governor had 'stuck to his gun' and poised not only to
enforce it but sustain the process. On the D-day, the Governor had gotten to office early as usual but for that day no one had expected the event that played out that morning. Contrary to 7.30 resumption time, the Governor ordered all entrances to the Secretariat shut by 7.45am. Top Government Officials including the Head of Service, Permanent Secretaries, some of the Governor's aides took strategic positions on the instructions of the Head of business himself, Senator Amosun. The first victims were those just alighting from the Official Workers Buses that were able to beat its arrival at the tarmac inside the Secretariat seconds before the gates were locked. have done joyfully at the “Keep Fit Club”. They were panting and heaving up and down. The press-ups indeed did justice to their backs. Indeed, the scene could better be imagined. It was really a lesson, a memorable experience and a sort of melodrama. However, arising from the fear, and level of compliance to the new order, the Governor and his team were convinced they had successfully planted the needed signal but the cheering news was the manner the Governor tempered justice with mercy as he ordered all culprits to be warned against recurrence and their 'Zambia' was set free (apology to Kenneth Kaunda's titled: Zambia shall be free) The Governor Amosun's new dawn order in this respect sent the right signals to the rank and file of officers in the Service across the Ministries and agencies as top officers and management authorities took the campaign in turns to their staff. Though it was a decisive day and memorable event in the life of the present Administration but the workforce indeed learnt a lesson. Action they say brings reaction. Though while Governor Amosun would have successfully brought sanity into the punctuality of the State workforce to their duty posts, little did he know the extent and level of compliance by the workers. By 7.30am of every working day, offices are already bubbling for business.
Since then, the situation has changed for better. The already busy IBB Boulevard now become more busy as the hold-up would start right at the NNPC Mega Station and you see people bringing in their expertise at driving to beat the traffic and get to the office on time. Another dimension eventually reared its head to expose how workers tenaciously kept faith with the Governor's directive. This particular day, the Governor was coming into the Secretariat and there was this hold up at the gate. The gate was small and two vehicles could not access it simultaneously. Lo and behold, with the blaring sirens, the vehicles refuse to give way believing that when the Governor gets in, he could shut the gate against them. They refused to yield. Some other comic reliefs that the no late-coming palaver brought with it are numerous. To mention a few. I overhead a female officer telling her colleague that you know I wore pants outside down just to beat time while the other said she brought her meal (rice) to the office without stew. She now had to go round to look for stew. Another Officer who had even attended an official engagement realized later that she wore the wrong side of her skirt. There are many others. The beauty of this early morning resumption to duty has brought sanity into the system. No doubt, people now report for duty early. The snag to this development however, that have been noticed is that there are not enough buses to convey Civil Servants to the office. Since buses could not even leave the premises until after office hours, it has also frustrated the efforts of those who depend on boarding these buses to and fro OkeMosan to transact one business or the other. Of course, it has afforded the Kabukabu transporters opportunity to make more money while the Okada are already having a field day. Government should please look into this aspect of not enough buses syndrome to enable officers get to work early. The words on the lips of every Civil Servant is “the fear of Amosun is the beginning of wisdom”.

He disclosed that the C of Os would have been ready earlier but for the delay caused by the past administration in the issuance process and response from the relevant publishing houses. Personality We Won’t Run A Jamboree Govt, Says SSG T he Secretary to the State Government (SSG) coordinates policies and activities of the State Government. Thus, the roles and position of a SSG are enormous and requires wisdom, tact and firmness. The SSG, Barrister Taiwo Adeoluwa shed more light on these roles while responding to questions from Ogun Update crew.
Who is Taiwo Adeoluwa? A lawyer by training, a man from a not very rich background, but thank God for education and opportunity. I hail from Erunbe ward in Ake, Abeokuta. My primary and secondary schools education were at Erunbe. I went to Ogun State Polytechnic (now Moshood Abiola Polytechnic) for my ‘A’ levels. From there I went to the University of Ife (now Obafemi Awolowo University, Ile-Ife) for my programme in Law. I was very fortunate to have been adjudged a distinguished student. I was a member of the Brigade of Faculty of Law, a small elite club of academically inclined students. I was brilliant enough to have a scholarship throughout my undergraduate days. I went to Nigerian Law School and I had the best result in the country for my year. I started work and the Almighty God favoured me, I had a practice that was commercial, God complemented my parents for their poverty such that God crowned my efforts with success. I did 26 years there and His Excellency called me to join him in this government and I am here. Coordinating the activities of Ministries and Government Agencies in the implementation of government polices and decisions is one of the statutory functions of your office, how have you been coping? Basically, in every endeavour of life, you depend on God to help you accomplish your goals. My job basically is to interface with ever y ar m of g over nment, ever y Commissioner and ensure the proper implementation of all those things. I must say very sincerely that the job has not been so difficult because I am lucky to have a Governor and members of a team that we appear to understand ourselves. Most of us came from the private sector and in the private sector, it is the result that matters. As the SSG, I am to be seen not heard, my job will be assessed not by the number of interviews that I grant, but by what people can see in our time and the activities that we put in place to make the people of Ogun State feel our impact. But to be honest, it is not a difficult task because God has been helping. I have a leader of a team that appears to have a clear idea of why we are here. The team is doing well, all the members of the executive and appointees have a clear idea why we are here and this has made my job rather pleasant for me. In dealing with the Constitutional, Political and Economic matters that affect the State, how far have it been since the administration came on board? Government exists to make people happy and when issues arise, we allow ourselves to be guided by the constitution of Nigeria, the rules of public service and by procedures. We try as much as possible to follow the law, follow procedure and of course interprete every stakeholder, because at the end of the day we are politicians, the whole idea is to reach a consensus. We are products of the masses and our assignment here is to work for the benefits of the poor so that any man on the street can live, the whole idea of government is to ensure that the average man is able to smile. We have been doing that, we have been here for 10 months; some of the effects have not been shown while some are showing. But I want to assure you that we are here because it has pleased God and we would not take that for granted. We would not take the goodwill of the people of Ogun State for granted, so we would ensure that we do the best we can for our people both politically and economically as well in the constitutional perspective.

You are also responsible for coordinating the activities of Tribunals and Commissions of Inquiry in the State, how much successes have you recorded so far? I think we have had 12 in all. When we came we had two decision panels to OOU and TASUED we had 8 fact-finding panels, other tertiary institutions like MAPOLY, ICT Polytechnics and we have had our Land Commission of Enquiry and Truth Commission. As a matter of fact, we have 12 and we have concluded 10, that is a success. Before we came on board, one issue that has been on the mind of the people was the issue of tertiary education and when we came we met with NASU, ASUU, the students, the heads of the tertiary institutions and the consensus reached was that we need a surgical overhaul and that gave birth to the decision panels and the fact-finding panel. This people are very happy, people think we are doing the right thing and when the result were published, we had a white paper on them. We are recording success and there is no doubt that majority of Ogun State stakeholders are happy with what we have done in the tertiary institution sector, land sector and the Truth Commission. The people were happy that for the first time in many years they had a voice. You heard what happended at the Land Commission, a lot of people lost their properties even with a valid C of O. What we seek to do is to give a voice, to defend the defenseless and believe me, this is the idea of the government and that is the area where we are recording great success. Coordinating State Security Committee falls within the purview of your office. A robbery was recently foiled at the State Secretariat. What should the citizens expect from this administration in terms of security of lives and property? We thank God that it was not more than that, no society is 100% secured. The whole duty of the government and people is to continually put in measures so that we would be one step ahead of these hoodlums. In a place as huge as the secretariat, that is not strange, but we are trying to put measures in place to curb such occurrence. Even immediately after the incident, the government put in place some overhaul, whoever thinks he can steal a car or rob is doing that at his own disadvantage. What happened that day was never expected. The speed at which government got the information and the speed at which we reacted were products of what we had on ground and even after that incident, the government has done more things to ensure that whoever is coming to the secretariat to rob will definitely be caught. As a government we know that security is important, we are making efforts at ensuring security so that our people can go about their normal businesses. You will recall that sometimes ago, we launched the Security Trust Fund, with the help of God, we have been able to activate the security network. We have purchased Armoured Personnel Carriers (APC). The cars will be allocated to all sectors. We have the Quick Response Squad and the police. We are doing our best. When we came, armed robbery was everywhere, banks had to close down but it has improved because we have put in measures to deter them and make robbery be unprofitable in Ogun State. There are issues that cannot be discussed openly, we want to fashion out new and improved means of what we think we want to do. We are trusting God that soon, everybody in Ogun State would be able to say thank you Lord. The APCs are here and the police would have

Mr. Governor had to travel to Abuja to request for more personnel. They sent us more personnel and kits. We will invest heavily on security and in a short while the good people of Ogun state would begin to feel our impact in that perspective. Is there any plan to organize Merit Awards? To us in government recognition of merits is an ongoing thing. To recognize people who have contributed to the development of Ogun State is a very good thing and I will not rule that out, but the one I will rule out is that in this administration, we do not have anything like bad book. When we came afresh, what I did was that I had to speak with the Protocol Department that when we want to invite people for government functions, we would not run a government of exclusion. Ogun State belongs to everybody, not on party basis. In my office, I have a database which helps to check everywhere we can get people in Ogun State. Ogun State is a home of education, we know what our forefathers did. Every day we look for our people where we can find them and add them to the database. Before now, we had not decided on such, but I can assure you that we have no bad book of names of our enemies and there is no good book. Everybody in Ogun State is important to us, even mad man has some value. Our administration will not run a government of exclusion. We would run a government where everybody has equal opportunity. Ogun State is not for any party. This government is not for any party and so everybody in Ogun State no matter what party you belong is an important person. There is no bad books and no book for sycophants. We deal with people on merit. How do you attend to petitions, complaints and appeals from the public? Well, that would be everyday. I run an open office. It is an open-door policy. They have told me that I must have a visiting day and a visiting hour, but I refused. The people that put us here must have access to us anytime. There is a problem when the people that put you here cannot have access to you. People troop here anytime, I don't allow anybody to come here without being attended to, no matter how difficult. All the files that come to my table must be attended to promptly. We are products of the masses and we are determined to justify ourselves and not to disappoint the good people of Ogun State. Government should be about the people. Petitions,
appeals, complaints are the features of my work and we would never disconnect either knowingly or unknowingly with our constituencies. We do our best to resolve problems, attend to their needs and put smiles on the faces of our people. That is the essence of our government. That is why even Mr. Governor doesn't use siren to scare people away. We do our best to meet the needs of the people. What is the relationship between your office and that of the Secretary to the Government of the Federation and other State SSGs? It is complementary, the SSG coordinates the government, and we complement ourselves. There is a committee of SSGs (States) even without a formal meeting, we are in constant connection and in harmony. I think we are doing very well on that. What successes have you recorded at giving financial assistance to the needy like destitute and to individuals afflicted by sickness and other Organized groups? I am sure you know that government is set up to help the helpless. The issue of Abraham Tabernacle, we would not pull down the church, the church occupies about two plots, we are a government that must help our people, we made enquiries, set up a commission, the church engaged a lawyer, the people had no voice then but now they do. For those spots where the church is using we would pay commission but for those areas that are not needed we would deal accordingly. We have a leper's colony, we go there to visit them, talk to them and share with them, we give them hope. This administration will not run a jamboree government; we would not spend government money anyhow. We would empower our people but we would not run a jamboree government if what people want is, “I want money”, we are not here to share money. Today, we are custodians of people's money; we must be able to account for the spending even to God. At least, we have spent N2 billion on free textbooks, no government has done that. We are not doing things to make us popular but doing things to advance the State. We are doing things that will allow posterity to judge us right. In this government, we would not share money anyhow. We would run this government with strict discipline, we would allocate the money rightly and we are working on roads
and so many other projects as you can see. We have approved 26 brand new secondary schools with hostels, so there is no money to spend anyhow. The electorate have put us here to give adequate account of their money. How would you describe the seat of the SSG, especially, as it relates to the Coordination of the appointments and functions of Political Appointees? The job of the SSG is to head the engine room of government, that is what SSG does, to coordinate all the activities of the government. This is a new school, it is different, I thought I had learnt all I needed to, but this is an entirely different side and I am glad to be here. How can you compare your experience as a Lawyer with the seat of the SSG, any challenges? The first challenge is perception. People think we are not sharing money and we won't. We would only allocate money in the right manner. Our children are happy; we do not owe anybody since we came on board and we would not. It is only our government that has distributed free text books. We have repaired schools, roads and I repeat that we would not run a jamboree government. We want to leave Ogun State better than we met it. I am used to pressure, for an average lawyer you must be used to pressure. I know with the help of God, I have recorded success, with God and discipline that is why perception is a big problem. Civil servants are not to associate themselves with politics; Civil Service is not a political issue. We actually have a challenge of discipline and perception and Ogun State government wants to make the State better. For us in this administration, we are here to make the people better. What advice do you have for the people of the State? I want our people to be patient, we won't condemn the past. We do not want to go in the wrong direction; we would see the effect later. We won't manufacture money, we do so much and we trust that the good people of Ogun State will see what we are doing. But this depends on their patience, we would not build a school in a day. I want our people to be patient and this government is determined to make our people happy. I want to please God at this temporal seat and this is the mind of Mr. Governor. He is driven by compassion to move Ogun State forward.

Ijebu North East Sets To Increase Its IGR For Social Development

he Ijebu North East Local Government has put necessary machinery in place to ensure that its Internally Generated Revenue gets a facelift as it is determined not to solely depend on the Statutory Allocation from the Federation Account.
The drive for revenue generations to boost the income of the Local Government and work towards becoming financially independent in order to be able to implement several laudable projects that would touch the lives of people at the grassroots was made known to Ogun Update by the Chairman Transition Committee of

ocal Government Councils in Ogun State have been advised to embark on only projects capable of having immediate impact on the people. The Chairman of Ogun State Local Government Service Commission, Alhaji Olatunde Okewole said this during a visit to Abeokuta South Local Government. The visit was in accordance with the on-going rebuilding mission of the present government of Senator Ibikunle Amosun. He enjoined members of staff to be more hardworking saying that it was expedient at this period in time for the Local Council not to depend on the allocation from Abuja alone but to be aggressive at improving on its Internally Generated Revenue (IGR). He charged the council heads to be prudent at spending available resources in the coffers of the council on only project that would have positive impact on the people at the grassroots. Speaking, the Permanent Secretary in the Local Government Service Commission, Mr. Tokunbo Owootomo implored the staff to desist from lobbying for transfer to perceived juicy areas saying that whoever caught in such
habit would be dealt with. He stressed further that the Local Government has investment potentials that could be tapped into to generate lots of money into the coffers of the Council, noting that collection of tenement rate among other dues from Banks, Hotels, Filling Stations, Bakers, Eateries among many Others could

n its bid to protect lives and properties across Ogun State, the State government has set up an Inter Ministerial Security Committee to look into the immediate and remote causes of the lingering communal clashes between the Yoruba Communities and Fulani Herdsmen in Yewa North Local Government Area of the State. The Commissioner for Local Government and Chieftaincy Affairs, Basorun Muyiwa Oladipo disclosed in Abeokuta that the crisis was becoming alar ming and it required quick intervention of the State Government to curb the situation before degenerating into a full-blown ethno-communal crisis that could disrupt the peace of the state

He noted that, as part of security measures put in place to nip the crisis in the bud, the Inter Ministerial Security Committee which comprised of the Ministry of Local Government and Chieftaincy Affairs, Ministry of Justice, and the Office of the Senior Special Adviser to the Governor on Security was setup by the State government. embers of the batch B 2011 National Youth Service Corps serving in Yewa North Local Government Area of Ogun State have declared their intention to make meaningful contributions to the socioeconomic transformation of the council area. The Corps Liaison Officer (CLO) in the council area, Mr. Peter Ibe who made this known during a chat with Ogun Update said they would impact positively on the people of their various host communities by embarking on different community development projects. Mr. Ibe disclosed that as part of measures to realize this, corps members have been divided into different groups to work out modalities on how to successfully implement the projects. The CLO added that members of the CD Group on Education have been visiting schools within the council area to lecture the students on different subjects as well as engage in talks bordering on choice of future career, sex education, dangers of alcoholism and drug abuse among other social vices. According to him, the Charity Group on its part had visited the General Hospital, Ayetoro and various health centres in the council area to donate drugs and gift items to patients and the less-privileged. According to him, the combination of these factors informed government's decision to appoint Mrs. Adekunle as the Head of Service, adding that the recent appointment of the new Olu of Ilaro was another pointer to government's commitment to fairness and equity. “It recently happened when we approved the appointment of the new Olu of Ilaro. Our government would be guided only by truth, justice, fairness and equity. No Lassa Fever In Our State, Says Soyinka

overnment has taken proactive measures to prevent the spread of lassa fever to the State. The State Commissioner for Health, Dr. Olaokun Soyinka, who disclosed this at a press conference in Abeokuta, noted that a total of 397 cases of the disease had been recorded in 12 other States in Nigeria with 40 deaths. Describing it as a hemorrhagic illness, Dr. Soyinka explained that it was caused by exposure to the excreta of an infected rat and through direct contact with the blood, urine, feaces or other bodily secretions of an infected person. He observed that Lassa Fever was an emerging disease, explaining that his Ministry has taken proactive measures to strengthen the State's preparedness to guard against the spread of the disease. According to him, part of the proactive measures taken was the sensitization campaigns to educate the people on the danger of the disease and how to prevent it, assuring that there was no need to panic. orried by the increased spate of environmental pollution caused by industrial wastes and fume, Ogun State Government has made known its decision to take stringent measures to arrest the hazard which the industrial wastes pose to the live and property of residents. Speaking during a tour of some factories within Agbara and Ota industrial estates, the Commissioner for Commerce and Industry, Otunba Bimbo Ashiru pointed out that the State government was concerned about the welfare of its citizens and was determined to take necessary steps to address the menace without affecting the steady growth of the State's economy. He noted that apart from industrial waste, issues of noncompliance with environmental protection law, trade malpractices,

n its bid to ensure optimal performance and competence among teachers in public secondary schools, the Ogun State Teaching Service Commission has conducted 2011 written promotion examinations for 5,022 eligible teachers on Grade Level 07 to 16. The written part of the promotion exercise held in all the divisions of the State was aimed at improving teachers' reading culture, Use of English, knowledge of teaching service manual, public serve rules and current affairs. Assessing the conduct of the exercise, the Commission's Chairman, Barr. Olubunkola Onabanjo expressed satisfaction with the level of compliance with the rules and process of the examination, noting that the written aspect of the exercise would re-affirm the teachers' competence and guarantee efficient service delivery. The Chairman stressed the need for teachers to speak correct English and communicate effectively in their teaching environment at all times, maintaining that the Commission was poised to complement government's effort in the provision of qualitative education through training, retraining and evaluation of teachers.

Bracing Up For A Viable, Clean, Healthy Environment By Soji Bisuga
I
n modern day governance, partnership with organized private sector is a key to engender both economic and social development drive. To achieve this synergy between government and the private sector, however, solid and enduring infrastructure have to be put in place in order to attract investors. Definitely, a clean and beautiful environment would reflect the nature of its inhabitants as healthy-beings that are willing to accommodate visitors and as well promote the integrity of the residents. Environmental issues in Ogun State are being accorded top priority for the very first time by the present Administration. It would be recalled that the first Agency of government to swung into action shortly after the inauguration of this Administration was the Ministry of Environment, evacuating numerous heaps of refuse that had over the years dotted the landscape of the State and desilting several drainages and waterways to ease flow of water during rainfalls and to forestall perennial flooding associated with
torrential rain, especially in Abeokuta, the State capital. The Ministry initiated sensitization of the general public on the dangers of arbitrary erection of structures along flood plains and this has g reatly helped to reduce incidence of flood disaster in the State, in spite of heavy downpour witnessed last year. On the challenges posed by erosion in other parts of the State, the Ministry has continued to hold talks with sister agencies such as Federal and the State Ministries of Works, the Ecological Fund Office and other relevant Agencies with the aim of tackling identified erosion sites in the State. In order to ensure that the State is clean at all times, the Commissioner for Environment, Mr. Adebayo Faari, said the Ministry has recruited 630 Road Sweepers, while efforts are in top gear to recruit about 300 more. The Environment Ministry has also acquired 11 new 26 tons tipping tr ucks for waste collection, five (5) Hydraulic Hook loaders for prompt removal of communal bins positioned at strategic locations within Abeokuta and its

The Federal Government also donated a waste compactor and one Hook Loader with two bins to improve waste management operation in the 20 Local Government Areas of the State. In addition, officers of the Ministry have been working round the clock to ensure prompt removal of wastes generated in market places, while several Private Sector Participants Operators (PSP) hired by the Ministry are currently undertaking regular house-tohouse evacuation of refuse free of charge along with sensitization campaign on the imperative of clean environment. All this are yielding fruitful result all over the State as residents have been heeding the clarion call of 'keep your environment clean introduced by the present Administration. To further complement these efforts, the Ministry has
embarked on beautification of the State's landscape, particularly the major towns by planting flowers and trees on the median of major roads, while old ones are being trimmed to make them look more befitting and serve the dual purpose of aesthetics and serve as buffer against climate change. The Ministry's fight against operators of illegal dump sites had been yielding results as over 700 illegal dump sites within the State and settlements along Lagos-Ibadan and LagosAbeokuta Expressways. Meanwhile, the monthly environmental sanitation exercise in the State was being pursued with renewed vigour as it continued to witness strict compliance by the public while plans are underway to introduce Environmental Marshals and Environmental Mobile Courts during the monthly sanitation exercise. T
he Ogun State Government has been given a pat on the back for adopting the new tax law which is to be used in computing tax deduction from workers’ salaries and increase their take home package beginning from this month. The Chairman, Joint Action Committee of the Olabisi Onabanjo University Teaching Hospital, Comrade Jamiu Ojabello gave this commendation when the Committee visited the State Head of Service, Mrs. Modupe Adekunle. He described the gesture as a welcome development and worthy of emulation. Comrade Ojabello expressed optimism that with a labour-friendly governor at the helms of affairs and a one-time union leader as the Head of Service, better days are ahead for
workers on the payroll of the State government. The JAC Chairman also intimated the Head of Service of issues bordering on the welfare of its members, most of which were q u i ck l y a d d r e s s e d by t h e Permanent Secretary, Ministry of Health, Dr. Tunde Olowonyo. Responding, the Head of Service assured that the State government remained committed to the payment of workers entitlements as well as the payment of backlog of leave bonus and other deductions. She advised that in spite of its autonomy, the JAC should always link up with the supervising ministry to avoid human errors, pointing out that dialogue remained the best option in resolving issues. dequate funding of the educational sector in Ogun State will always be given priority attention to ensure quality service delivery, the State Commissioner for Education, Science and Techn o l o g y, B a r r i s t e r S e g u n Odubela has assured. Barrister Odubela who gave this assurance while commissioning a block of three classrooms and a Headmistress office at St Joseph's Primary School, Oke-Ata, Abeokuta, disclosed that notwithstanding the meagre resources it was collecting from the Federation purse, the State Government has been unrelenting in its funding of the sector. According to him, this p o s i t i o n o f g ove r n m e n t manifested in the rehabilitation of blocks of classrooms in 100 secondary schools across the State, provision of free textbooks, exercise books and other instr uctional materials to students of public primary and secondary schools in the State. Barrister Odubela however noted that government alone cannot fund education and appealed to public-spirited individuals and corporate bodies to partner the State Government on the onerous task of providing free qualitative education to the populace.
He commended the family of the renowned Yoruba author, Chief J.F. Odunjo for donating the facilities, saying that millions of people have benefited from the intellectual wealth of their progenitor through the 'Alawiye' series. Earlier in her address, a daughter of the late Chief J.F Odunjo, Olori (Dr.) Olatokunbo Gbadebo said that dearth of Yoruba text books when the late Chief Odunjo was the Head teacher at St. Paul's School, Lagos motivated him to write the Alawiye series. The books, she observed, have now become reference materials in the South Western part of the country.

Assembly Collaborates With German Institute For Effective Legislation I
n pursuance of diligent and effective legislation that would have enduring impact on the living standard of the people, the Ogun State House of Assembly is collaborating with a Germany based organisation, the Konrad-Adaneur Stiftung with a view to exploring areas of close working relationship. Towards this end, discussions have been held between a delegation of the Institute led by a former Federal Minister and Veteran Parliamentarian, Mr. Klaus-Jeurgan Hendrich and members of the Assembly. At the session, the Speaker, Rt. Hon. (Prince) Suraj Adekunbi (MNSE) informed the visitors that the Assembly would welcome the exchange of ideas and explore areas of common interests that would be beneficial to the two bodies. He noted that both Nigeria and Germany are practising Federalism and that it would be of long term advantage to Nigeria to employ the bottom to top approach in consolidating democracy in the nation. r. Olumuyiwa Oladele Adenopo has been sworn-in as the new Clerk of the Ogun State House of Assembly. His swearing-in was sequel to the adoption of a motion for the confirmation of his appointment moved by Hon. Israel Jolaoso (Majority Leader) and seconded by Hon. Adegboyega OlowoOloja (Ijebu East State Constituency). The Assembly had earlier rescinded the acting appointment of Mr. T.A. Adeyemo as the acting Clerk with the majority leader moving the motion to this effect, seconded by Hon. Adijat Tunrayo Adeleye-Oladapo (Ifo II State Constituency).

(Prince) Olakunle Oluomo (Ifo I Constituency) the exchange of visits between the two bodies would no doubt further equip Honourable members to effectively carry out their legislative duties. Hon. Victor Oludotun Fasanya (Abeokuta South I State Constituency) noted that both Nigeria and Germany practise the same Federal Political System and that the legislators would learn a lot from Germany's experience. He called for a Seminar where the two Institutions would rub minds together and share experiences. In his remarks, Hon. (Rev.) M.A.O. Abiodun (Idiroko/Ipokia State Constituency) urged the Institute to assist in the areas of education, rural and industrial development, among others. He said close working relationship would be of immense benefit to the State. The majority Leader, Hon. Israel Jolaoso (Ewekoro State Constituency) observed that the Presidential System as being practised in Nigeria was expensive and would welcome ideas on how to make it less expensive in order to channel the funds saved to other developmental
projects. Hon. Segun Solarin (Sagamu II State Constituency) was of the opinion that Honourable members would appreciate more exposure in the area of legislative work as most members are still learning the ropes. Speaking, Hon. Lai Ojodu (Abeokuta North State Constituency) while lauding the foundation for extending the hands of fellowship to the Assembly, said members would appreciate it if they could get acquainted with new Information
and Communications Technology (ICT) and modern equipment. Hon. Elizabeth Anifowose (Obafemi/Owode State Constituency) wanted more empowerment programmes for women while Hon Akinpelu Aina (Ado-Odo/Ota I State Constituency) also called for assistance in the area of ICT to further improve the legislative prowess of members. Apparently agreeing with the submissions of Honourable members, Mr. Hendrich said education was
an important catalyst for the economic, industrial and social development of any nation. He stated that the last general elections in the country was an eloquent testimony that democracy has taken deep roots in the country. Mr. Hendrich, a Minister and former member of the German Parliament (The Bundestag) pledged that he would work towards ensuring closer working relationship between his foundation and the Ogun State House of Assembly.

While inaugurating the executives, the Speaker, Rt. Hon (Prince) Suraj Adekunbi (MNSE) advised them to work with dedication and as well be in regular consultation with members. He also urged the exco members to see their new positions as a call to service and should try to justify the confidence reposed in them by members. The Majority Leader, Hon. The Role of Women in Economic Development By Ibikunle Amosun

ince its establishment as one of the pioneering gender-based professional bodies, the Nigerian Association of Women Journalists (NAWOJ) has continually placed itself among the trail-blazers in the promotion and defence of the cause of womenfolk, especially within the peculiarity of our polity where women are regarded as the weaker sex and, therefore, must play the second fiddle. Going down history lane, one is not unlikely to recognize that the conception of this organization is closely connected to the need for women in the pen profession to carve a niche for themselves in a male-dominated system. And, no doubt, this particular programme, which is also in tandem with the various programmes of NAWOJ is a symbolic representation of the commitment of NAWOJ to fulfilling the dreams of the founders of this noble organization. On behalf of the Government and People of Ogun State, let me first welcome all delegates from the 36 States and Abuja to our State. Also, I congratulate the Nig erian Association of Women Journalists (NAWOJ), Ogun State, as host, of this NEC meeting, for its successful hosting. At the same time, I commend all those who have contributed in one way or the other to this success. By your activities, as exemplified by hosting of this NEC meeting, you have demonstrated, beyond doubt, that your association is a formidable organisation of women professionals. You have also shown that, just as your umbrella body, the Nigerian Union of Journalists (NUJ), you are also worthy descendants and true ambassadors of the heritage of professionalism handed down by great names that have come before you. Names of the Sage, Chief Obafemi Awolowo; the “Ayekooto” himself, late Olabisi Onabanjo; Chief Olusegun Osoba, both of whom are my predecessors; and others who have all carved a niche for themselves in the pen-pushing profession continue to ring bells. I want to say with all pride that I believe that the hosting of this NEC meeting in our State's capital is not unconnected with the acknowledgment of Ogun State as the cradle of journalism and our Administration's achievement in the area of gender equality. In view of the above, I have taken the liberty to modify the topic given to me. Since this programme is particularly a concern of our women professionals, kindly indulge me to delve into a related theme: “The Role of Women In Economic Development”. Maybe we still need to ask ourselves: does is it mean women have never played any part in Nigeria's developmental process? Or, why is the agitation for more roles for women becoming very loud, at this particular period? Some people have even posited that the scriptural place of women is at home. But then, I say even at that, the job of keeping the home steady is on its own a great contribution to socioeconomic development, if we all recognize the fact that all societies are built on the family units. Beside that, recent events have shown that women are crossing, in hordes, the line of occupational seg reg ation and discrimination. In traditionally masculine professions such as accounting, law, medicine, phar macy, engineering, agriculture, journalism, and even entertainment, women are making appreciable, if not domineering entry. In the field of business, women are already occupying enviable top management positions. In all areas, our women are graciously breaking the glass ceiling. I also say that this should not be a surprise because running a home, especially in a shrinking economy where resources are scarce, is a big business concern. Therefore, apart from providing a steady base for the economy as managers of family units, providing a system of shock absorber for their foraying husbands, children and other family members, women have also continued to provide managerial services in the macroeconomic level either in the Public Service or Private Enterprises. I need not go far to give my examples. Here seated is the Chief
Judge, of Ogun State, Honourable Justice (Mrs.) Olatokunbo Oduyinka Olopade We also have the Head of Service, Mrs. Modupe Abibat Adekunle; while not forgetting her immediate predecessor, Princess Iyabo Odulate-Yusuf. At the national level, the exploits of Dr. Mrs. Ngozi Okonjo Iweala; Prof. Dora Akunyili, and a host of others who are Chief Executive Officers of their different organizations still ring bells. Another reason for my position is the fact that from time immemorial, our history as a people is replete with heroic feats of women at different stages of our national socio-economic development, either in the pre-colonial or post-colonial periods. In the pre-colonial period, verifiable history of traditional African societies shows laudable exploits of the women-folk at different crucial periods to liberate their people and land. Examples are: Queen Idia King Esigie's mother; leaders like Iyalode Efunsetan Aniwura of Ibadan; Queen Amina of Zaria. And, if those names sound far-away, at least, Ile-Ife, the home of the legendary Moremi, the liberator of her people from the raffia-cladded Igbo warriors is not far from here. Yet from Abeokuta, in Ogun State, the names of Iyalode Efunroye Tinubu and Mrs. Olufunmilayo Ransome-Kuti still resonate
lasting benefits for the next generation. However, emphasis must be placed on developing the female gender. Women can and must play active roles in sustainable development and poverty eradication. When women are educated and healthy, their families, communities and countries benefit. It is part of the recommendations of the Beijing Conference that Gender Equality becomes one of the eight Millennium Development Goals. Although, a lot has been achieved in this direction. However, you cannot allow complacency. This is because there is still so much to be done if women are to leave the backseat. But, there is also a need to identify the challenges confronting womenfolk and design strategic solutions to these challenges. You will allow my opinion based on my limited but experiential observations of events in our polity. It is clear that challenges facing womenfolk can be divided into many folds. These include structural, attitudinal, perceptive, and lack of knowledge of existing opportunities. Structurally, our society naturally puts impediments on the way of freedom of women. The main cause of this is the cultural beliefs which give a chauvinistic advantage to men. This makes it very tasking for an average woman to square up with any man. As a result, women participation in socio-

Again, these women also contributed immensely to the political stability of their different societies. Of note, however, is that in these pre-colonial societies women had access to power based on merit and, in many instances, acted as liberators who removed unbearable yokes placed on their societies by tyrannical male rulers. Without doubt, discrimination or violence against women violates the principle of equality of rights and respect for human dignity; it is an obstacle to the participation of women, on equal terms with men, in the political, social, economic and cultural life of their countries. It also hampers the growth of the prosperity of society and the family and makes more difficult the full development of the potentialities of women in the service of their countries and of humanity. Such is the significance of the roles of women towards socio-economic development of nations that the United Nations par ticularly org anised an International Conference on the rights of women in 1995, popularly called the Beijing Conference. All participants agreed that investments in gender equality can improve the lives of both men and women, with

Therefore, women are often beneficiaries or victims of political scheming of men depending on the circumstances. This, in my opinion, is a serious challenge militating against the active participation of women. In terms of our attitude and perception, the role of culture and religion cannot be over estimated. This is because they determine our perception and relationship with others. In fact, a scholar argues that religion is a lever that belief of an individual determines his or her vision of the world; behaviour and emotional responses to other human beings. Unfortunately, the African culture and our practice of the major world religions have not helped the lots of women not only in political participation, but also, in the socioeconomic aspect. For example, in the Yoruba culture, women are considered sacred as mothers but not as wives. In contemporary times, it is not uncommon to see situations where women are punished for jointly committed offences by men and women. For example, while commercial sex workers are punished, the men who encourage them by patronizing them are

134 Year Old Man Still Bubbling

woye-Ketu town is located in the Imeko-Afon Local Government Area of Ogun State. It is bounded in the North by Oyo State and the West by the Republic of Benin. It is about 98km away from Abeokuta, the Ogun State capital, while the estimated population figure according to 2006 population census, is about 25,000. One unique feature about the ancient town is the existence of Chief Emmanuel Ashipa whose record of birth revealed that he is 134 years old, a mystery which must by now have a place in the Guinness Book of Records as the oldest person in the South-West part of the country, if not in the whole country. Interestingly the old man remains agile, as he walked smartly unaided when he came out from his bungalow for this interview. His set of teeth also remains in perfect condition, while the voice was audible enough, and he obviously enjoys sound health. His first child is now 80 years old, while the last issue is 58 years as at the time of conducting the interview. He lost his wife some years back at the age of 90 years and ironically he has lost few of his children at ripe age. The oldest man who narrated his experiences during the 2nd world war known as Hitler war, as well as the earthquake which occurred some decades back attributed his longevity to the grace of God. In his youthful days, he was a farmer and hunter who had killed numerous dreadful animals in the forest, without any fatal injury. Pa Ashipa recalled that in those days, youths got married at age 40 and above Chief Ashipa said he had lost all his contemporaries, had seen enough on this earth, maintaining that he does not fear death, that if death comes calling now, it is okay by him. When asked if he won't mind if he still has the opportunity of spending another 40 years, Ashipa rejected it saying enough is enough and emphasised that it would be regrettable for him to still be alive and watch his children die before him 'I don't pray for additional 40 years, I have lost some children while alive and it would be a disaster for one to be witnessing the death of his children. Honestly, if death comes now I am fulfilled. No human being can kill me again, except when God says its time', he said.
The man who was in company of his last son and some other family members during the interview gave history of Iwoye-Ketu explaining that the ancient Iwoye was situated in an area then known and called Ahoro-Ile, about 500 metres away from the modern Iwoye and it was said to have been inhabited for about 300 years by Olunu who had earlier left Ile-Ife to settle there. According to him, Ooye who was said to have been a powerful crown prince and perhaps a descendant of Ooye alias OkukuyeluIlode, the 10th Ooni of Ife came and settled with Olumu. He said having settled at Iwoye, history had it that Ooye and his people suffered several wars, prominent among which was the Dahomean war of 1789. Pa Ashipa informed that It was recorded that about 140 towns and villages were paying tributes to Iwoye; but however, the effects of the wars reduced some of the villages and towns
that constituted the old Iwoye. He listed Iselu in Republic of Benin, JabataGeesi, WasimiOkuta, Moriwi, Oke-Agbede, Igbo Asaka as Iwoye tributary settlements. After the war of 1789 coupled with the transition of the former Ooye according to him, the town of Iwoye became scattered and disorganized for several years. The town and its people witnessed a lot of unrest and could not immediately resolve to have another traditional ruler. He emphasized that the history of Iwoye will be robbed of its richness and traditional flavour without mentioning the fact that the pioneer and second Aare Onakankanfo of the old Yor uba Empire emerged from the town The 134-year-old man disclosed that the town has produced many monarchs, while the incumbent, Oba Joel Alaye, who was installed as the new royal father about one year ago.

y name is Folake, I am 29 years old and attended The Polytechnic, Ibadan, where I studied Business Administration. When I was in HND I, I met this guy called Felix, a very handsome guy, very intelligent but temperamental. We started our journey of love, hoping to make it to the altar one day. We were happy and doing fine. Before I asked him for anything, he would provide it for me, promising that I would be the mother of his children in the future. I was very happy meeting Felix because all I was looking for in a guy and future husband was there in him, I gave him everything because he was my first love. One day, Felix called me and said he wanted to introduce me to his parents in Abeokuta, I agreed because we were in HND II and I have been longing to see my would-be-in-laws, so a day was fixed for the visit. On getting to Abeokuta, to be sincere, his parents were friendly and accommodating; they received me like their daughter and asked me to feel at home. This made me to conclude in my mind that I have gotten my dream in-laws. My Mother in-law was a very kind and loving Mother and I can't wait to be fully part of their family. After five years of courtship with Felix, something strange happened that baffled me and made me regard all men to be deceivers. One day, Felix called me and asked me to come over to his house, when I got there, I met him moody, and looking unhappy and I felt worried, I kept on asking him what the problem was, but all to no avail.
After much persuasion and petting, he made me to know that he was into a relationship with a lady Ronke by name before he met me. But along the line they lost contact for good three years and he forgot about the lady. He said the Lady was back and begging him to come back to her life but said he made her realise that he (Felix) was then in love with another lady, but in spite of all excuses the lady resisted and they were on the argument till late in the night, and eventually, she (Ronke) couldn't go home that night. She had to sleep in his house. But the third day, she still came back begging him, asking him for reunion which he obliged. He said ''I love this lady and we've made a vow that nothing will separate us and now that she is back, I have to remember the vow and go back to her, and I didn't plan for two wives in my life, so please ask for anything because we cannot go further in our relationship''. I fainted immediately. The next thing was that I found myself in the hospital, and since then Felix was nowhere to be found. I went to his parent's house after I recovered. They said they've known Ronke before me and that she was from a wealthy home, and that they didn't want their son to suffer with any lady. That was how I wasted good five years with Felix and now I don't know where to start because many men came to me during our courtship but I ignored them. The occasion was used to reorientate the people on the need to continue to engage in physical exercises, to live stress-free and emotionally stable lives. Apart from physical exercise, other activities that made for an interesting anniversary included a football match between Ago-Iwoye Grammar School and African Church Grammar School which ended 1-0 in favour of Ago-Iwoye boys. All these have contributed immensely to energise sporting activities in the State and create awareness among the people within the last eight months of the present administration.
