The National Newspaper Publishers Association (NNPA) 2018 National Leadership Awards Reception provided what one might expect when California Democratic Rep. Maxine Waters, Texas Democratic Rep. Al Green, and South Carolina’s Jim Clyburn make up onethird of the recipients.

“We are here to recognize our brothers and sisters who are truly national leaders and who stand for freedom, justice and equality not when its popular, but when it’s not so popular to be freedom fighters,” said NNPA President and CEO Dr. Benjamin F. Chavis Jr. In her typical fiery but still eloquent way, Waters spoke passionately about she and other Democrats’ mission to impeach President Donald Trump – though, like all of the recipients, she never mentioned the president by name only referring to him as “Number 45.”

Green, the veteran civil rights advocate who’s serving his seventh term in Congress, picked up where Waters left off. “I promise that I have not given up on impeachment,” Green said. “We have a president who is not only unfit for the presidency, but a man who is unfit for any office in the United States of America.”

Clyburn, who arrived in Congress in 1993 and is the third-ranking Democrat, followed his colleagues and helped to drive home their impeachment argument. “I learned early what it means to challenge the system. I learned from my dad what it means to have the power

of the almighty vote,” Clyburn said. “If the [midterm] election goes the way it seems like it is, you will have the best years of your lives going forward.”

Waters, Green and Clyburn were among the nine national leaders and activists honored by the NNPA on Friday, Sept. 14. A trade organization representing America’s more than 220 African American-owned newspapers — with more than 22 million weekly subscribers, the NNPA began the Leadership Awards in 2014. The awards honor individuals who are national leaders in their specific fields and whose actions have helped to improve the quality of life for African Americans and others.

The producers of the NNPA Leadership Awards Reception decided that the best time to host such an awards reception would be during the Congressional Black Caucus Foundation’s Annual Legislative Conference, a weeklong event that’s held each September.

SAN LUIS OBISPO, Calif. (AP) – A new commemorative stamp from the U.S. Postal Service honors first responders across the country, including firefighters, law enforcement officers and emergency medical personnel who assisted during a wildfire and a deadly mudslide in the Montecito, California, area.

KSBY-TV reports that media giant and Montecito resident Oprah Winfrey gave local first responders a personal thanks during a Friday stamp ceremony.

The stamp depicts a firefighter, paramedic and police officer in red, white and blue.

Winfrey described the first responders who worked during the Thomas Fire and the Jan. 9 mudslide as brave and undaunted.

Teen Lauren Cantin, who was rescued from mud by first responders, sang “God Bless America” at the ceremony.

Her father and brother were killed in the mudslide.

City News Service reports the victims, believed to be about 18 years old, were hospitalized in stable condition after the shooting Saturday in South LA. Sergeant A. Kaspian says they had been arguing online about a gang or a territory and went to settle the dispute when they were shot.

Police are searching for two gunmen thought to be between 18 and 20 years old who fled the scene.

Gov Reverses Parole for Killer SACRAMENTO, Calif. (AP) – Gov. Jerry Brown has reversed a parole decision for a man convicted of raping and killing his stepmother and a family friend more than 40 years ago in Southern California.

The Orange County District Attorney’s Office said Thursday that Brown reversed a May decision by the Board of Parole Hearings in favor of parole for 61-year-old Gregory Coates.

Coates was convicted of raping and killing his stepmother when he was 17 years old. He was also convicted of killing a friend’s mother in Riverside.

For both murders, he was sentenced to 12 years to life in prison.

Brown says Coates needs to do more to understand and explain these horrible crimes and releasing him would pose a danger to society. Document Details

Do Black Farmers Support Kavanaugh for Supreme Court? Depends on who you ask

By Lee Eric Smith, Special to the NNPA Newswire Black farmers are throwing their full support behind Judge Brett Kavanaugh, President Donald Trump’s nominee for U.S. Supreme Court.

Black farmers also believe Kavanaugh would be a disaster for black America — including black farmers.

And if you’re confused after reading those two sentences, it’s because where black farmers stand on Kavanaugh’s nomination depends on who you ask — and which organization of black farmers they represent.

In mid-August, the Black Farmers and Agriculturalists Association (BFAA) sent a glowing letter to the U.S. Senate Judiciary Committee, encouraging them to approve Kavanaugh’s nomination — based on Kavanaugh’s favorable ruling in a BFAA matter in October 2017.

Dr. Elsie Scott said more women are pursuing other areas of elected office. “Since Trayvon Martin was murdered, we noticed more interest in prosecutors and more women running for prosecutors,” Scott said. “There are a number of Black women saying they don’t like the way they’re being prosecuted. What we find is women are winning in districts that are not predominately Black. If you look at the women of the Congressional Black Caucus, the majority of them now are in districts that are not majority Black,” she said.

nomination, said president John W. Boyd, Jr. “We’re absolutely opposed to it,” Boyd told The New Tri-State Defender. “He would be bad for AfricanAmerican farmers. Bad for African-Americans. Bad for this country.”

Decisions, Decisions In a TSD interview, Burrell said BFAA’s support of Kavanaugh was rooted in a USDA program aiming to compensate discrimination against women and Latino farmers. Those who believe they’d been discriminated against needed to file a claim with claims administrator Epiq Systems to be considered for a cash reward.

But Burrell said that by announcing a claims process that seemed to exclude African-American men, the USDA had violated Title VI of the 1964 Civil Rights Act. In part, Title VI reads: “Programs that receive Federal funds cannot distinguish among individuals on the basis of race, color or national origin, either directly or indirectly, in the types, quantity, quality or timeliness of program services, aids or benefits that they provide or the manner in which they provide them.”

While verifying claimant eligibility, Epiq told hopeful claimants that African-American men were not eligible for the program -- which led BFAA to sue USDA for discrimination, since Epiq was acting on behalf of a federal agency.

The lawsuit, “Boyland v. USDA,” suffered a blow when a federal judge ruled that the USDA had not violated the plaintiff’s civil rights. BFAA, on behalf of Boyland and other plaintiffs, appealed the case to the U.S. Court of Appeals. The USDA filed a motion of summary affirmation -- in essence asking the court to accept the lower court’s ruling without hearing arguments.

However, the Court of Appeals -- including current Supreme Court nominee Kavanaugh -- ruled against summary affirmation in October 2017. The BFAA and Boyland case will get another day in court.

“When we found out that President Trump was nominating Judge Kavanaugh, we thought it would be fitting, his politics notwithstanding, that we had some duty to show that this person upheld the rights of black farmers and their heirs,” Burrell said.

“In a Supreme Court Justice, we should be looking for evidence that someone has a proclivity for upholding the Constitution,” Burrell continued. “That should be the measuring stick regardless of whether a judge is Democrat or Republican, white or black. If race were a motivating factor for this judge, then he would have ruled against us in this case. What better proof is there that he will uphold the Constitution?”

The OTHER Black Farmers However, Boyd, who leads the Virginia-based NBFA,

is firmly opposed to Kavanaugh on the Supreme Court. “I read the emails released by Sen. Cory Booker,” Boyd said.

“I don’t think Kavanaugh would be a good fit for America.”

And while Boyd wouldn’t name any specific people or organizations, he lamented that misinformation about black farmer lawsuits is giving families false hope that a government check is on the way.

“The Black Farmers case is closed and settled,” said Boyd, referring to the famous Pigford ruling of 2010. “I know there were some farmers who didn’t file in time, or it was determined that they weren’t eligible, and I’m sorry about that. I really am. But there’s just a lot of bad information out there.

“There’s no pot of money that will compensate African-American farmers,” Boyd continued. “President Obama settled all of that already. I was there.”

Boyd reiterated that the Boyland lawsuit is not only completely different from the Pigford case, the USDA program under fire in the Boyland suit is designed to compensate women and Latino farmers and was never intended to redress discrimination against black farmers.

“We take calls all day long from people who believe there’s money,” Boyd said. “We believe the parties involved have a responsibility to give accurate information. There are a lot of confused elderly African-Americans out here who believe there’s money out there to tap and it’s just not true. There’s no pot of money that will compensate the African-American farmer.”

The two organizations have a contentious relationship, if not a confrontational one.

Boyd and the NBFA fear that farmers are being solicited to pay dues to participate in the Boyland case — with no shot at a USDA payout. Meanwhile, the BFAA refuses to give up the fight, and alleges that the NBFA is at least partially financed by the USDA. “They can say the case is settled all they want,” said Bishop David Allen Hall, a COGIC leader who serves as ecumenical advisor to BFAA. “Unlike NBFA, the federal government is not paying BFAA. We shoulder the cost of legal fees, the lawyers -- our members pay their dues and that’s what we use them for.”

Hall said that he and Burrell will return to Washington for court on Oct. 1. That’s when the Boyland suit will be presented before a “merits panel” which will decide if the suit proceeds, and if so, what possible payouts may be. And as for BFAA’s endorsement of Kavanaugh ...

“We’ve looked at his integrity and he seemed to be ruling in these cases according to law,” Hall said. “He seems to have an air of fairness. Obviously, we don’t want anyone who will hurt the nation.

“But going strictly on the merits of our case, he ruled that there had been discrimination,” Hall continued. “Why would I not give the man a chance?”

The Catholic Church Played Major Role in Slavery Part Two in a Series on Slavery in America

When we opened them, they had the land and we had the Bible.” — Jomo Kenyatta, First President of Kenya, Africa Washington, D.C.- September 4, 2018 – The Catholic Church played a vital role in the trans-Atlantic slave trade, according to historians and several published thesiis on the topic.

The trans-Atlantic slave trade was introduced by the coming of the Europeans who came with the Bible in the same manner that Arab raiders and traders from the Middle East and North Africa introduced Islam through the TransSaharan slave trade, according to AfricaW.com, a premiere informational website available throughout the continent.

“In fact, the Church was the backbone of the slave trade,” the authors wrote. “In other words, most of the slave traders and slave ship captains were very ‘good’ Christians.”

For example, Sir John Hawkins, the first slave-ship captain to bring African slaves to the Americas, was a religious man who insisted that his crew “serve God daily” and “love one another.” His ship, ironically called “The Good Ship Jesus,” left the shores of his native England for Africa in October 1562. Some historians argue that if churches had used their power, the Atlantic slave trade might have never occurred.

By the same logic, others argue that the Catholic church and Catholic missionaries could have also helped to prevent the colonization and brutality of colonialism in Africa. However, according to a 2015 Global Black History report, the Catholic church did not oppose the institution of slavery until the practice had already become infamous in most parts of the world.

In most cases, the churches and church leaders did not condemn slavery until the 17th century.

The five major countries that dominated slavery and the slave trade in the New World were either Catholic, or still retained strong Catholic influences including: Spain, Portugal, France, and England, and the Netherlands.

“Persons who considered themselves to be Christian played a major role in upholding and justifying the enslavement of Africans,” said Dr. Jonathan Chism, an assistant professor of history at the University of HoustonDowntown.

“Many European ‘Christian’ slavers perceived the Africans they encountered as irreligious and uncivilized persons. They justified slavery by rationalizing that they were Christianizing and civilizing their African captors.

In 2016, Georgetown University in Washington, D.C. offered a public apology after acknowledging that 188 years prior, Jesuit priests sold 272 slaves to save the school from financial ruin.

This is how The New York Times first reported the story: The human cargo was loaded on ships at a bustling wharf in the nation’s capital, destined for the plantations of the Deep South. Some slaves pleaded for rosaries as they were rounded up, praying for deliverance. But on that day, in the fall of 1838, no one was spared: not the 2-monthold baby and her mother, not the field hands, not the shoemaker and not Cornelius Hawkins, who was about 13 years old when he was forced onboard.

Their panic and desperation would be mostly forgotten for more than a century. But this was no ordinary slave sale. While American Indians have pushed for the statue's removal for decades, it has not attracted the same furor as Confederate monuments elsewhere. In a 1996 compromise, a plaque was installed underneath the sculpture explaining that the monument “represents a conventional attitude of the 19th century.”

“I think we're witnessing a moment in history where, commendably, San Francisco officials are doing the right thing to help rectify the mistreatment of indigenous people,” Janeen Antoine, who is of Lakota heritage, told the San Francisco Chronicle. “We're very happy this is finally happening after decades of work and struggle from the native community.”

The statue will be restored and put in storage until officials decide what to do with it, said San Francisco's Arts Commission spokeswoman Kate Patterson.

The cost of removing the sculpture, which required a sculpture conservation specialist and a crane, fully restoring it and paying for storage will be $120,000, Patterson said.

Several entities including a California museum have expressed interest in displaying it, but Patterson said she couldn't discuss who they are because the commission is not yet considering the sculpture's next home.

“Our priority is to restore it,” Patterson said. “We're not entertaining the offers at this moment so, I won't discuss that right now.”

Camille Cosby Appears at Judicial Conduct Review Board

By Stacy M. Brown NNPA Newswire Correspondent Camille Cosby has filed an official complaint about her husband’s judge to the Judicial Conduct Review Board of Pennsylvania.

One week before iconic comedian Bill Cosby faces sentencing in his assault case and just a week after defense attorneys filed a motion asking for Judge Steven T. O’Neill to recuse himself, Camille Cosby arrived in Harrisburg, Pa., seeking relief.

“The public, and Mr. Cosby, were entitled to know about Judge O’Neill’s bias before the judge made these rulings,” Camille Cosby said.

“That this judge would hide his bias and decide that his rival, the former D.A., could not be trusted to

give truthful testimony, shows that the judge let his own personal feelings override Mr. Cosby’s right to a fair trial. If a judge would do this in a case as high-profile as this one, then he cannot be trusted to be a fair judge for anyone else either.”

The former D.A. Bruce Castor told NNPA Newswire that he was “disgusted” by the prosecution of Cosby after himself promising the legend years ago that if he sat for a deposition and waived his right to remain silent, his words could never be used against him by any future D.A. The current D.A., Kevin Steele, ran an election campaign on the grounds that he was going to “get Cosby,” and received the support of Cosby accuser Andrea Constand in his campaign bid.

“What is happening to Cosby, as bad a man as he undoubtedly is, should never happen to anyone in America,” Castor said.

“I’m 36 years in the justice system, much of it at a pretty high level and I’m disgusted that any citizen entitled to the presumption of innocence has been treated this way,” Castor said.

Legal experts also have expressed concern that O’Neill refused to rule on whether the 12-year statute of limitations in the case expired, thus avoiding any prosecution of Cosby.

Instead, he sent the matter to jurors, who didn’t appear to consider it.

Last week, Cosby’s attorney Joseph Green filed a motion aimed at getting O’Neill to recuse himself and appoint another judge to consider the case. Green argued that the case has to go back to when it started in early 2016 when Cosby repeatedly sought to get the charges thrown out and the judge to step down. O’Neill repeatedly denied his motions.

Green said recently uncovered facts suggest O’Neill was biased against Cosby from the beginning due to a longstanding political feud with Castor that the judge failed to disclose after he was assigned the case.

The feud stems from a late-1990s political campaign between Castor and O’Neill in which Castor supposedly engineered a campaign dirty trick that damaged O’Neill’s professional reputation, Cosby’s motion asserts.

This colored O’Neill’s rulings against Cosby’s motions, Green argued because Castor was an important witness who testified about why he decided not to prosecute Cosby on the Constand accusations in 2006.

“During the hearing, Judge O’Neill actually took over the direct examination of Mr. Castor, questioning him at some length before issuing a ruling that rejected Mr. Castor’s sworn testimony and wrongfully allowed the case to proceed,” the Cosby lawyers said in a statement.

“There is no way to view the judge’s conduct in this case as being consistent with the constitutional right to a

fair trial,” the statement said.

“Judge O’Neill must fully disclose the facts of that feud now. There is no other way to correct the injustice that has been done.”

A number of legal experts from Philadelphia, Delaware, Washington and as far away as Sacramento, San Francisco and Winnipeg, Canada, said O’Neill should recuse himself or at least postpone the Sept. 24 and Sept. 25 sentencing hearings he’s scheduled.

At this stage, the Board generally chooses to: Dismiss the complaint because it is clear that the allegations do not warrant disciplinary action against the accused judge; or Authorize a full investigation to determine if there is “clear and convincing evidence” of misconduct that warrants disciplinary action against the accused judge After a full investigation has been conducted, the Board makes another choice: Dismiss the complaint because there is not “clear and convincing evidence” of judicial misconduct; or if the Board believes that there is “clear and convincing evidence” of judicial misconduct, it may file formal charges against the accused judge with the Court of Judicial Discipline.

When asked today why she’s filing the complaint, Cosby said she’s filing it not only on behalf of Bill Cosby, “but for all citizens who may one day find themselves in O’Niell’s corrupt courtroom. This judge must be held accountable for his unethical behavior.”

(AP) _ Apple unveiled three new iPhones on Wednesday, including its biggest and most expensive model yet, as the company seeks to widen the product's appeal amid slowing sales.

CEO Tim Cook showed off the iPhone XS Max, which has a bigger screen than the one on last year's dramatically designed model , the iPhone X. It'll cost about $1,100, topping the iPhone X, which at $1,000 seemed jaw-dropping at the time.

An updated iPhone X, now called the XS, stays at $1,000.

As with the iPhone X, both new phones have screens that run from edge to edge, an effort to maximize the display without making the phone too awkward to hold. The screen needs no backlight, so black would appear as truly black rather than simply dark. The Max model looks to be about the size of the iPhone 8 Plus, though the screen size is much larger.

All three new models join the iPhone X in getting rid of the home button to make room for more screen.

They will have facial-recognition technology to unlock the device.

Although it didn't sell quite as analysts anticipated, the iPhone X still emerged as the most popular in Apple's line-up, according to Cook. That emboldened the company to aim an even more expensive device at the affluent households that tend to gravitate to its products, especially in the U.S. and Europe.

For everyone else, many of whom are still using iPhones they purchased several years ago, there's the XR.

“I am going to go out on a limb and say the XR is going to become Apple's top-selling iPhone,” said analyst Patrick Moorhead of Moor Insights. “It is a smart strategy to keep more people in the Apple ecosystem and get even more people to come into it.”

The next major update to the iOS will be released next Tuesday, followed a week later by a Mac software update.

By LYNN ELBER AP Television Writer LOS ANGELES (AP) – As Emmy Award nominees nervously wait to hear their name called, or not, there's more on the line at Monday night's ceremony than personal glory.

“Saturday Night Live” creator Lorne Michaels, producing his second Emmy telecast in 30 years, is tasked with turning viewership around after the 2017 show's audience of 11.4 million narrowly avoided the embarrassment of setting a new low.

The 8 p.m. EDT ceremony on NBC clearly bears his stamp, with “SNL” faux news anchors Michael Che and Colin Jost as hosts and familiar “SNL” faces, including Kate McKinnon and Alec Baldwin, as presenters and nominees. The long-running NBC sketch show, already the top Emmy winner ever with 71, could snare up to three more.

The pressure's on Michaels because NBC and other broadcasters are increasingly reliant on awards and other live events to draw viewers distracted by streaming and more 21st- century options. The networks, which air the Emmy telecast on a rotating basis, are so eager for the ad dollars it generates and its promotional value for fall shows that they endure online competitors sharing the stage.

It's Hulu's “The Handmaid's Tale” that's the defending best drama series champ, with HBO's two-time previous winner “Game of Thrones” the top rival. NBC's “This Is Us” is the only network nominee in the category. On the comedy side, the front-runners are FX's “Atlanta” and Amazon Prime Video’s “The Marvelous Mrs. Maisel,” with ABC's “black-ish” the only network show in contention.

The telecast could see a number of record nominations for people of color converted into awards, some historic.

Sandra Oh has the chance to become the first performer of Asian descent to win a lead drama actress trophy for the BBC America's spy thriller “Killing Eve.” Oh, who's Korean-Canadian, previously received five supporting actress nods for “Grey's Anatomy.”

Issa Rae of HBO's “Insecure” or ABC's “black-ish” star Tracee Ellis Ross could become the second AfricanAmerican to win as best comedy actress, following Isabel Sanford (1981, “The Jeffersons”) by 37 years. The field, including Rachel Brosnahan of “Mrs. Maisel,” is wide open, with six-time Julia Louis-Dreyfus and her HBO series, “Veep,” sitting these Emmys out for scheduling reasons.

If the show hits a lull there's a good chance politics will shake it up. “Weekend Update” anchors Che and Jost regularly traffic in political satire on “SNL,” and awards ceremonies have become a routine forum for celebrities to share their views on current events. It's a trend embraced

by Hollywood, at least publicly.

“I think if you're given a forum and people are listening and you got something to say, particularly this day and age, say it,” said Ed Harris, up for best drama actor for the sci-fi drama “Westworld.”

Yeardley Smith, an Emmy winner for voicing Lisa on “The Simpsons,” said she doesn't object when winners use the spotlight to say more than “thank you.”

“I don't think it's inappropriate,” Smith said. “I think that you do need to strike a balance. I think if you're truly passionate about something, anything, that if you have a platform, you almost have a moral obligation to speak up.”

Apple also announced updates that push its Apple Watch further into medical device territory. It has a larger screen and a built-in heart sensor that the company said can detect irregular heart rates and perform an electrocardiogram. The latter feature has been cleared by the U.S. Food and Drug Administration, the company said.

Ben Wood of CCS Insight said getting U.S. regulatory clearance for that is a milestone that underscores the company's leadership in health and fitness. Typically, smartwatches are marketed as consumer devices, not medical ones needing clearance.

These features will be available to U.S. customers later this year, but Apple did not say when it would make it to the rest of the world.

In addition, Apple said the Series 4 Apple Watch will also be able to detect when someone falls _ and can tell the difference between a trip and a fall. If it detects a fall and the user doesn't respond in a minute, it'll automatically call for help. This feature may be especially attractive to older people or those with elderly parents worried about falling when no one is around to help.

Bruins Off to a Tough Start in Week 3

The Bruins were out dueled 38-14 in front of 80,048 at the Rose Bowl.

Trailing 16-0 with 9:44 left in the first half the Bruins got on the board with a 45 yard pass from freshman Dorian Thompson-Robinson to Theo Howard.

Howard made an over the shoulder catch at the ten yard line and pulled away from Bulldog DB Anthola Kelly.

“We knew they had a good team and they showed it against us,” said Bruin head coach Chip Kelley. “We had too many mistakes” DTR was 10 of 24 for 156 yards and 2 interceptions.

It’s not uncommon for athletes to lend their name to a basketball camp and not participate. Smush, on the other hand, was very gracious with his time by coaching up the youth in attendance and made it a point to interact with every young basketball player, in the group.

The children at the camp were taught proper ball handling techniques along with how to make various moves while going to the basket. Smush shared his defensive mindset and tactics with the group as well, he also played one-on-one with each of the children in attendance. Lastly, his sincere words of encouragement were heartfelt and fresh, “sacrifice and obedience” was the message he shared

with the young hoopers, which they may not have heard before.

Paying it forward is something that we all can do! It’s especially gratifying to see the current and former players giving their time to these types of events. Smush was adamant in saying, “he doesn’t do this for any recognition.”

He does this because “it would’ve meant so much to him as a child, if he met an NBA, or former player even.” As I mentioned previously, Parker deserves credit for sharing his time knowledge with the youth in attendance. WASHINGTON — Today, in response to the release of documents showing the transfer of $9.8 million in Federal Emergency Management Agency (FEMA) emergency preparedness funding to Immigration and Customs Enforcement (ICE) for its detention centers, Congresswoman Maxine Waters (D-CA), made the following statement: “The Trump Administration’s transfer of $9.8 million in FEMA emergency preparedness funding to ICE for its detention centers at the beginning of this year’s hurricane season is a travesty. This President is more interested in cruel policies that put children in cages and separate them from their parents than ensuring that our nation is prepared for

natural disasters.

“To make matters worse, on the eve of another major hurricane’s expected landfall, Trump is trafficking in despicable conspiracy theories and denying the devastating death toll in Puerto Rico following Hurricane Maria. Every day, Trump shows the American people just how unfit he is to be President.”

As a 2018 National Preparedness Month Congressional Co-Chair, Ranking Member Waters is working to raise awareness of the importance of flood insurance and other forms of emergency and disaster preparedness.

Most recently, she was selected to serve on the 2018 Farm Bill Conference Committee, where she urged her colleagues to protect Section 12609 of the 2018 Farm Bill, which would extend NFIP through January 31, 2019.

US Turns to Canada for Quality Weed

By GENE JOHNSON and JULIE WATSON Associated Press SAN DIEGO (AP) – In a rare move, the U.S. government has approved the importation of marijuana extracts from Canada for a clinical trial, highlighting a new avenue for American researchers who have long had trouble obtaining the drug for medical studies.

The University of California San Diego's Center for Medicinal Cannabis Research announced Tuesday the Drug Enforcement Administration has OK'd its plans to import capsules containing two key cannabis compounds _ CBD and THC – from British Columbia-based Tilray Inc . to study their effectiveness in treating tremors that afflict millions of people, especially those over 65.

Marijuana remains illegal under federal law, making it impossible for researchers to simply obtain forms of the drug from one of the many medical marijuana programs approved by individual states – even a state with a pot culture as prevalent as California's.

Instead, federal law dictates that researchers typically must obtain any weed for clinical trials through the National Institute on Drug Abuse, which uses cannabis grown at the University of Mississippi. Scientists have long complained about the difficulty of obtaining that marijuana, as well as its limited quality, variety and usefulness for clinical research.

The University of California San Diego researchers said they needed marijuana extracts in capsule form because it's easier to monitor the doses that patients receive, compared to having patients smoke or vaporize it. They also believed many older patients would be reluctant to participate in the study if they had to inhale the drug, according to Dr. Fatta Nahab, a UCSD neurologist and the tremor study's principal investigator.

NIDA doesn't offer capsules, so the researchers spent about two years going through regulatory hoops to obtain permission to import the drug from Canada, where medical marijuana is federally legal and where recreational sales begin nationwide next month.

Paul Armentano, deputy director of the marijuana law reform organization NORML, said that illustrates how badly American researchers need alternative sources for cannabis. The House Judiciary Committee last week passed

a bill to require the Justice Department to issue at least two more licenses to U.S. facilities to grow pot for research.

“It's very telling that you have researchers in the U.S. willing to exert the patience and go through the regulatory hurdles to make this happen at the same time the United States has its own domestic supply source,” Armentano said.

Marijuana compounds have been imported for clinical trials before, including by Britain-based GW Pharmaceuticals, which won approval this year to sell its purified CBD capsule, Epidiolex, to treat severe forms of epilepsy _ the first cannabis drug approved by the U.S. Food and Drug Administration. While GW Pharmaceuticals developed that drug in-house before bringing it to the U.S. for testing, Tilray, which recently became the first marijuana company to complete an initial public stock offering in the U.S., said it can work with researchers to develop the cannabis formulations they hope to study.

“It's a really big milestone for Tilray and also just for the whole industry,” said Catherine Jacobson, Tilray's director of clinical research. “Researchers in the U.S. have really been limited to doing research using dried flower. We have been able to prove to the FDA that we can manufacture investigational study drugs containing cannabinoids that meet their standards.”

Neither the Food and Drug Administration, which regulates clinical trials, nor the DEA had immediate details on how often the agencies have approved the import or use of foreign-made cannabis drugs in research, but DEA spokeswoman Katherine Pfaff said: “It is done. There are definitely situations where, when there's no source in the U.S., a registrant can import a cannabis-derived drug from another country.”

The National Institute on Drug Abuse usually provides marijuana as bulk flower or joints to be vaporized or smoked, though it also can supply cannabis oil.

NIDA intends to expand how much marijuana the University of Mississippi grows for research. The agency's contract with the university provides for the possibility of offering cannabis capsules, but it has not yet done so, said Don Stanford, assistant director of the Research Institute of Pharmaceutical Sciences at the university.

Argentina Seize Stolen Film Equipment BUENOS AIRES, Argentina (AP) – Argentine authorities said Friday that they had seized about $3 million in cameras, lenses and other film equipment stolen in Hollywood and New York.

Security Minister Patricia Bullrich said that officials worked in conjunction with the FBI, the New York Police Department and the U.S. Embassy in Buenos Aires in the operation called “Hollywood Stolen.”

Argentina's Federal Police said in a statement that it became aware of an NYPD investigation related to the matter two years ago.

Police said they then collaborated to infiltrate the film production underworld and follow suspects, tap their

phones and film their movements until they found the equipment that had been reported stolen in the U.S. Authorities said they carried out 10 raids on Thursday and were able to break up a criminal gang that stole the equipment from Hollywood producers and rented it on the black market to companies for the production of movies and TV commercials in Argentina.

Dozens of cases with costly cameras marked with the word “seized,” as well as tripods, lights and other professional film equipment were displayed at a news conference in the capital of Buenos Aires.

Argentine Federal Police Chief Nestor Roncaglia said 17 people are being investigated.

There is no drug designed to treat essential tremor, a shaking condition. Unlike Parkinson's disease, which causes shaking when someone is not moving, people with essential tremors shake when they are, making everyday activities like writing, drinking and speaking difficult. The condition afflicts 10 million people nationally and millions more across the globe, according to the International Essential Tremor Foundation.

Many patients try to control the shaking by repurposing other drugs, such as blood pressure medicine, with limited success.

Nahab said he started looking into whether marijuana could be used to treat essential tremor after two patients showed sudden improvement after smoking pot or consuming CBD purchased online.

The FDA application outlined the drug formula _ a 20:1 ratio of CBD to THC, to minimize any high study participants might feel _ as well as its purity, toxicity, shelf life and other details. Researchers also had to get safety approvals from the university and present their plans to a California research advisory panel.

The university hopes to have 16 to 20 patients in the study, which will begin early next year. Researchers will monitor the tremors with a device placed on the wrist and record changes in the severity of the shaking.

Tilray is providing the drug and limited financial support but said it will have no role in reviewing the study's results.

“Essential tremor is 10 times more common than Parkinson's and yet nobody really knows about essential tremor,” Nahab said. “That we're finally getting to a potential therapeutic option in an area that is untapped is a big deal.”
