Bass Elected Chairperson of Congressional Black Caucus

In 2008, Congresswoman Karen Bass made history after being elected as the first ever African American woman to become Speaker of any state legislature. Since then, Bass has continued to represent the 37th congressional district of California by being an active voice for criminal justice reform, fighting for America’s foster care system, and strengthening the United States ties with Africa. Now Bass will have the opportunity to continue making change in her new role as the chair of the Congressional Black Caucus (CBC).

Bass’ colleagues from the DNC, CBC as well as local and religious leaders extended their warmest congratulations on her latest feat. “[I am] truly excited to see the energy and determination Karen Bass will bring to her role as chair of the Congressional Black Caucus,” said minority leader of the United States House of Representatives, Nancy Pelosi.

LOS ANGELES (AP) – Prosecutors say a Los Angeles man who dealt drugs over Craigslist has been indicted on charges of selling the powerful synthetic opioid fentanyl to a customer who died of an overdose.

A federal grand jury charged 25-year-old Andrew Madi with one count of distribution of a controlled substance resulting in death. It wasn’t known Sunday if he has an attorney.

Investigators say Madi met the customer at a shopping center and sold him the drug. Madi later texted the victim to see how he was doing, and he responded that the drug was “pretty powerful.’’ The man was later found dead.

The Orange County Register reported Saturday that if he’s convicted, Madi faces 20 years to life in prison.

Investigators linked him to Craigslist posts in which he advertised the sale of fentanyl, heroin and Xanax.

There is a human rights crisis happening within the Northern Triangle of Central America, and the majority in the caravan are from Honduras. This began where the countries are extremely poor, and there are violent gangs in all the countries that will kill women and children, and many of the administrators are corrupt. The majority of the people who have jobs make $5.00 a day, and many are looking for a better life.

“Pueblo Sin Fronteras” (People Without Borders), formed in the early 2000s, is an immigration rights group known for organizing several high-profile migrant caravans in Mexico and Central America. Activists affiliated with the group are present in the United States, where the organization actively raises funds and organizes protest actions against U.S. immigration policy,” says Wikipedia.

The caravan is referred to in Spanish as Via Crucis Migrantes, or Migrants’ Way of the Cross. Juan Antonio Hernandez, brother of the president has been arrested in the U.S last month, for selling and dealing cocaine, guns, and laundering money from Honduras banks. The Organization of American States called for an election do-over after finding “irregularities and deficiencies” in the Honduran election process. The U. S. recognized the election’s outcome without challenging the results or getting the United Nations involved.

There is a humanitarian crisis on the U.S.-Mexican border and authorizing American troops to use force is no way to solve the Central American problem. As the caravan increases in size, funding is coming from a united front of organization called CARA. Armies of trucks and vehicles moving food, medicine, water and equipment are being funded by billionaire George Soros and other groups.

There is no simple answer to the corruption and poverty in Central America, but the humanitarian crisis is real, and building a wall is not going to stop organizations who believe in Borders without Walls.

To get to the U.S. border it takes weeks to travel through Mexico, and sometimes without food, and water.

Still many migrants from Central America are enduring this dangerous trip, and the October caravan was one of the largest, possibly 4,000 refugees. These refugees are forced to wait in Mexico, as the United States and Mexico try to send them back to their home country.

These people need asylum, and America has a moral responsibility to support people who are being persecuted politically, economically, and socially.

“The United Nations must send observers to report on state-sanctioned violence and human rights abuses at the border. Beverage Taxes Are Not the Solution

By Stuart Appelbaum President Retail, Wholesale & Department Store Union Every month, it seems another state or local government holds a vote on whether they should tax sugar-sweetened beverages. Recently, a broad coalition of Washingtonians, including labor unions such as the Teamsters, Machinists, and Building Trades, voted to ensure that groceries and beverages are exempted from new taxes that raise prices and cost jobs. Proponents of these taxes commission studies and cite health experts about the harmful effects of soda, and while they may be well-intentioned, they all seem to miss one key thing. Beverage taxes aren’t healthy – rather, they are bad public policy that unfairly burden the working-class African-Americans and Latinos who can least afford them.

Make no mistake, these beverage tax initiatives that are cropping up around the country are devastating to poor- and middle-income people. A one-cent-per-ounce tax on soft drinks doesn’t sound so bad, but for the single parent buying 24-packs of soda for her kid’s birthday party, or the guy looking for a cheap drink after a long workday, those costs add up pretty quickly.

This gets to the heart of why beverage taxes have earned their reputation as unfair and regressive. Despite being portrayed as public health solutions, they end up harming the exact residents that they are supposed to help – primarily working-class African-Americans and Latinos.

affect minorities only makes them more dangerous and disingenuous.

Voters are keenly aware of this, and Washington isn’t an isolated case. Look at Chicago, for example. Last year, under intense public pressure, the Cook County Board of Commissioners voted 15-1 to repeal a one-cent-per-ounce beverage tax that they had enacted several months earlier.

The tax had been in effect for just 70 days, and yet polls revealed that a staggering 90% of residents throughout Chicago and its surrounding areas opposed the tax.

Residents emphatically voiced their opposition to the tax, with many going so far as to cross county and state lines to do their grocery shopping. Restaurants, grocers, and convenience stores reported that revenue had dropped by as much as 50% during the ten weeks before the tax was repealed, and many employees feared that they would be laid off as a result. And this happens repeatedly – we’ve seen similar opposition in places like Seattle, Philadelphia, and Santa Fe, New Mexico. In each case, working people are forced to bear the brunt of these taxes.

Once you factor in the number of jobs and small businesses that are threatened by such a tax, this becomes all the more apparent. Consider a corner store with profit margins that rely heavily on beverage purchases, or a family-owned deli that can’t afford to lose customers who stop in for a soft drink. Consider an employee at a grocery store that gets laid off because it’s losing customers to another shop 20 minutes away that doesn’t have to comply with a beverage tax. If your goal is really to lower obesity rates, you can start by not taking money out of the wallets of working people.

Indeed, the fact that these beverage taxes are masquerading as public health initiatives means that they can often come at the expense of effective community health programs that have a positive impact on the lives of working-class people. These initiatives deserve dedicated and sustained funding and stop-gap beverage tax revenue is simply not the right way to raise this money.

Then again, maybe that’s why small shop owners and working people have been so vocal in their opposition to beverage taxes. These taxes hurt the most vulnerable – America’s workers living on the economic edge. Health organizations and experts would do well to keep this in mind before they advocate for raising taxes on people who can’t afford them.

Anthony, who’s president of the NAACP in Detroit – the Civil Rights organization’s largest branch – is leading an effort to stop several bills proposed by lame duck Republicans who lost the midterm elections.

Anthony said the actions taken by the GOP-led legislature are “more crooked than the great train robberies committed by Jesse and Frank James in the Missouri territories.”

“The only thing the legislature in Michigan lacks is a face mask and a six-shooter,” Anthony said. The outspoken Anthony listed seven bills as troublesome: • Senate Bills 1238-1240 undercuts the Promote the Vote proposal.

• Senate Bill 1254 undercuts the anti-gerrymandering proposal.

• Senate Bill 1252 shifts the oversight of campaign finance law from the incoming Secretary of State.

• House Bill 6553 would allow the Michigan House of Representatives and the Senate to interfere with legal proceedings involving the state (traditionally the responsibility of the state Attorney General or the Governor’s office).

• Senate Bill 1175 would change the way employers provide paid sick time and the number of employers exempted by various business entities.

• Senate Bill 1171 would gut the minimum wage initiative, a measure that would assure the minimum wage would rise according to inflation. “Rogue lawmakers are already trashing the one fair minimum-wage agreement, fought for by workers across the state,” Anthony said.

• Senate Bill 1182 would change the way law suits and civil actions should be awarded to both the attorneys representing the plaintiffs and the defendants. “It is designed to discourage citizens and organizations filing civil actions against various injustices,” he said.

Anthony told NNPA Newswire that the actions are “a treacherous mean-spirited, underhanded and deceptive Republican theft of what should be a democratic process.”

“They have not gotten the memo that we won the election and they are mad, and they are upset and trying to offset the result of the election by setting themselves up to maintain power before the Democratic administration can come in,” Anthony said.

Together the proposals, which would still require the signature of outgoing Republican Gov. Rick Snyder, would essentially take away or greatly diminish the power from Governor-elect Gretchen Whitmer, Secretary of State-elect Jocelyn Benson and Attorney General-elect Dana Nessel.

The GOP-sponsored bills came within hours of similar efforts in Wisconsin, where lawmakers voted earlier to shift clout to the Republican-controlled Legislature and weaken the Democrat replacing the GOP governor.

In January, Michigan Democrats will jointly hold the governor, attorney general and secretary offices for the first time in 28 years, but the Legislature will continue to be controlled by Republicans.

A day after GOP lawmakers finalized an unprecedented maneuver to gut minimum wage and paid sick leave laws, a Senate panel passed legislation that would create the Fair Political Practices Commission to enforce the campaign-finance law rather than Benson, who ran in part on a pledge to advocate for election transparency.

Democrats called the bill a blatant power grab that would fly in the face of voters, according to NBC News.

“At no point did voters say they wanted the rules manipulated. At no point did they say they wanted bills rushed through a hasty lame-duck session,” Patrick Schuh, state director for the liberal group America Votes, told NBC News.

He, like Anthony and others, questioned the timing, saying such a commission was not proposed until a Democrat is on the verge of leading the secretary of state office for the first time in two-dozen years.

Chief among the many proposals rankling Democrats and voters alike is a proposal that requires a legislative committee rather than the Attorney General to sign off on withdrawing from federal lawsuits, now sits on the table.

In Wisconsin, it would also give the legislature oversight over Governor-Elect Tony Evers, potentially preventing him from seeking waivers for health care.

The final event of the day was a panel discussion.

Panelist included clergy, police, educators and community members. Most questions from the audience centered on Human Trafficking. At the end of the discussion it was asked what programs are in place at the local churches and in our community to help eradicate human trafficking, and, what did the students learn from the workshop on interacting with law enforcement?

Community Awareness Day was awesome, engaging, informative, and a great way to begin to change the climate and bridge the communication gap with law enforcement in our community. Creating awareness of challenges affecting our youth and educating them on how to respond when they are stopped by police officers will help keep them safe and more importantly alive.

Supervisor Mark Ridley-Thomas mentioned that he can think of no one better than Karen Bass to lead the CBC. “With 55 members, the Caucus is larger than it has ever been, and well-positioned to advance a progressive agenda. I look forward to hearing more about that agenda when Rep. Bass delivers the keynote speech at this year’s Empowerment Congress, to be held January 19th at Charles Drew University of Medicine and Science,” he said.

Senator Holly Mitchell who has worked with Bass in the past described how Bass’ leadership will influence the CBC. “Someone with her experience in terms of managing budgets the size of California and managing budget crises the size of California and to have been a leader of one of the most powerful state legislatures in the country…all of that experience with her national contacts that she will bring to her role as chair will be hugely beneficial to the caucus as a whole. I am excited for her and I am excited for the future of the caucus,” she said.

Bass, who is the eighth woman to hold this position, will replace outgoing chair Cedric Richmond. Other members of Congress who were also elected include: Congresswoman Joyce Beatty (D-OH-03), first vice chair; Congresswoman Brenda Lawrence (D-MI-14), second vice chair; Congressman Hank Johnson (D-GA-04), secretary; Congressman A. Donald McEachin (D-VA-04), Whip; and Congressman-elect Steven Horsford (D-NV-04), Parliamentarian.

“From her days in the California General Assembly where she became the first African American woman in U.S. history to lead a state legislative body, to her work in Congress to address both domestic and international issues affecting people of African descent, Congresswoman Bass has demonstrated tried and true leadership,” said Richmond in a statement.

“There’s much work to be done next Congress to ensure equality and justice for African Americans and other marginalized communities, and I am confident Congresswoman Bass will continue to provide strong leadership in this regard.”

Bass and the newly elected members of the CBC executive committee will take office on the first day of the 116th Congress. In the meantime, the LA Sentinel spoke with Congresswoman Bass to discuss her vision for the CBC as well as the things she hopes to tackle in this position.

“Well one of the main things that I hope to accomplish in the two years that I’ll be able to serve in this capacity is to

really elevate the accomplishments of individual members of the Congressional Black Caucus,” said Bass.

“We have a President who is openly hostile and hateful when it comes to African Americans and immigrants and people of color in general. What he has done behind the scenes in attempting to dismantle 60 to 70 years of gains that we have made in the Civil Rights Movement through various levels of activism through legislative accomplishments. He is quietly dismantling a lot of those accomplishments and I want to see that stopped.”

Bass goes on to say the Trump administration is the most corrupt administration she has ever seen in her life and that the CBC will be at the “forefront of that fight” holding them accountable for their actions.

Aside from new role in the CBC, Bass will also be the chair of the subcommittee on Africa.

“What I really want to do there is begin to change the way the United States does foreign aid,” she said.

“Too many times we give foreign aid to our own consulting firms. I think we need to spend more attention assisting Africans, build their capacity. This is something President Obama was doing with initiatives like ‘Feed the Future’ and ‘Power Africa.’ He was trying to address some of the capacities in Africa.”

Bass further explains her plans for aiding Africa by zeroing in on infrastructure.

“So, looking at ways that we can do partnerships with U.S. businesses and African businesses for roads, bridges, ports and airports,” she said.

One of Bass’ other passions apart from her advocacy in Africa is her commitment to the Black Press. During the interview, Bass announced that she will be convening with the National Black Publishers Association (NNPA) to discuss the ways in which the federal government can do business with the Black Press.

“It’s inexcusable that we spend millions and millions of dollars in advertising everywhere, but virtually zero in the Black community with Black Press. That should change, I hope I can make a dent in that,” she said.

Executive publisher of the Los Angeles Sentinel and the L.A. Watts Times, said Danny J. Bakewell Sr., recognizes Bass’ qualifications and appreciates her steeping in and up to fight for the Black Press.

“Bass’ ascension to the chairmanship of the Black Caucus is a great moment for Black America and particularly for the Black Press,” said Bakewell. “She is poised, professional, and will not be denied when she is in pursuit of things that are important for Black America.”

Outgoing governor Scott Walker is even backing away from his promise to ensure coverage for people with pre-existing conditions, made during the height of the recent election.

“He is hiding behind a political mask of a lawsuit filed this past February which attempts to declare the Affordable Care Act unconstitutional,” Anthony said.

Two years ago, several similar measures were declared unconstitutional in the state of North Carolina. One measure in particular was the 2016 ruling by the federal courts that ended the practice of gerrymandering in the state.

Judge James A. Wynn of the U.S. Court of Appeals for the 4th Circuit Court indicated, “When maps are gerrymandered, the government no longer reflects the will of the people.”

The ruling questioned North Carolina’s general assembly’s “Commitment to acting constitutionally compliant, nondiscriminatory election laws.”

“One can recall the July 2016 4th U.S. Circuit Court of Appeals ruling indicating that North Carolina legislators, in their efforts to discriminate against black voters, had drafted a law that would target African Americans with almost surgical precision,” Anthony said.

Today, in the state of North Carolina, the election in the 9th Congressional District is still not certified. This is due to allegations of voter fraud, and the elimination or destruction of over 1000 absentee ballots, predominantly from African Americans, Anthony said.

“There has been an illegal solicitation of absentee ballots by paid individuals of a Republican operative McCrae Dowless. Why has there been no outcry of voter fraud from President Donald J. Trump? Where is the former chair of the Presidential Advisory Commission on Election Integrity, Kris Kobach, when you really need him? Do you hear the crickets chirping?”

The resolution to these issues in Michigan, Wisconsin, and North Carolina is very simple, Anthony continued.

“Respect the will of the people. Get better policies and you will win more voters. Don’t try to steal it, after you have lost it,” he said.

There’s little question the actions are a prelude to the general election of 2020, according to Anthony. Some lawmakers are running scared, he said while urging voters in Michigan not to be discouraged.

“Now is the time to be encouraged. We must not step back. We must all step up. Governor Rick Snyder, please don’t go off into the pages of history having turned back the page on Michigan democracy,” Anthony said.

“When these bills arrive on your desk, remember the words of the former First Lady Nancy Reagan, and ‘Just say No.’ Dr. Martin Luther King, Jr. reminds us, ‘Our lives begin to end the day we become silent about things that matter. The time is always right to do what is right.’ We shall not be silent because the time is always right, to do what is right, to preserve and protect our democracy,” he said.

New Film Honors the Life of Harriet Tubman

For it was on this date 169 years ago – Dec. 6, 1849 – that Tubman escaped slavery.

The brave African American who became known as the “Moses” of her people, didn’t stop with her own freedom but

went back – repeatedly – to help others and over the course of a decade, led countless slaves along the Underground Railroad so that they too could taste freedom.

Tubman became a leader in the abolitionist movement, and during the Civil War she served as a nurse and spy for the federal forces.

Her historic accomplishments are being praised and remembered all over social media. “Every great dream begins with a dreamer,” Twitter user Nichole Baxter wrote, quoting Tubman.

“Always remember, you have within you the strength, the patience, and the passion to reach for the stars to change the world.”

Elijah Henderson wrote on Twitter: “Both John Brown and Harriet Tubman ran into the same obstacle when trying to free slaves: Slaves that had been made docile to the point they were petrified to fight for their own freedom.”

Wrote another Twitter user, Ryan Royster: “Where are my Harriet Tubman $20 bills? Happy freedom day to one of the country’s greatest heroes.”

During President Barack Obama’s administration, the White House announced that beginning in 2020, the $20 bill would feature Tubman.

“Imagine a USA where the millions of people freed from slavery had actually been emancipated and not had to endure another 100 years of indentured labor and segregation. If people like Harriet Tubman had a political office and a voice in the restructuring of the country,” wrote another Twitter user, DeDe, who concluded with the hashtag “Shero.”

Can Women be Head Coaches of NFL Teams?

THERE HAS NEVER BEEN A FEMALE HEAD COACH MANNING THE SIDELINES IN ANY MALE PROFESSIONAL SPORT.

Recently, Condoleezza Rice was trending on social media when it was reported by NFL insider, Adam Schefter that the Cleveland Browns were considering the former secretary of state for its most recent head coaching vacancy.

Sure, we are on the sidelines as cheerleaders, owners, reporters and such, but there has never been a female head coach manning the sidelines in any male professional sport.

There’s always a first time for everything.

Well, hold that thought as we are not there yet.

Recently, Condoleezza Rice was trending on social media when it was reported by NFL insider, Adam Schefter that the Cleveland Browns were considering the former secretary of state for its most recent head coaching vacancy.

Rice, though hailed as being intelligent, a great leader and a woman of great character, is an unrealistic candidate for the head coaching gig with the Browns, yet she has brought the discussion of coaching opportunities for women in male professional sports to the forefront.

Condi, as she is affectionately called, is also an adamant Cleveland Browns fan.

“I love my Browns,” she said.

Her love for the team stems from times when her and her father watched games together and cheered on Hall of Fame running back Jim Brown.

But a love of the game does not make a head football coach.

She acknowledged that she doesn’t possess the experience needed to take on such a role and had this to say on Facebook: “I do hope that the NFL will start to bring women into the coaching profession as position coaches and eventually coordinators and then head coaches.”

Rice went on to say, “One doesn’t have to play the game to understand it and motivate players, but experience counts – and it’s time to develop a pool of experienced women coaches.”

Though Rice never played the game because she is a female, she knows a little somethin’, somethin’.

For three years, she was a part of the College Football Playoff selection committee responsible for determining the top college football teams in the country; ultimately deciding what four teams would compete in the playoff.

How’s that for “women don’t know jack about football?”

The former secretary of state is wise enough to know that though she is not ready to be a coach in the NFL, there are women who can do the job with the proper training and opportunities.

She has expressed an interest in the role of NFL commissioner. If she can broker peace deals in the Middle East, ceasefires and deal with terrorists and drug lords on behalf of our country — then why not?

She ended her post by saying, “BTW- I’m not ready to coach, but I would like to call a play or two next season if the Browns need ideas!”

At 4-6-1, the Browns could perhaps use a few plays this season as opposed to waiting until next season. I’m just saying.

The league however is making strides, as there are few teams that have opened their doors and are affording women the type of on-the-job-training required to be able to take that next step toward coaching in the NFL. The Buffalo Bills, San Francisco 49ers, Oakland Raiders, Arizona Cardinals and the New York Jets all have hired females in some form of football operational capacity (offensive assistant, special team’s coach, strength and conditioning coach, and assistant coach). Kudos to all of them!

Rice is advocating for more training opportunities for women to get the locker-room credential that will enable them to climb that proverbial NFL coaching ladder.

Given the right opportunities, the sky is the limit: general manager, commission or even president.

The only thing that is standing in the way of a woman coaching in the NFL is air and opportunity.

Virginia Commonwealth University African American Studies professor Dr. Chioke I’Anson told WTVR that it’s absurd no feature film has previously been made.

“There is a growing tide of black representation on television and in movies,” I’Anson said. “Old myths about the unprofitability of black-led films are slowly falling away. Maybe a film about Harriet Tubman, one of the greatest heroes of black history, isn’t getting here too late.”

“Maybe it’s right on time,” he added.

Said George Mason University NAACP President Diyonah Contee, “If the story is portrayed accurately, viewers will learn more about the harsh conditions of slavery and gain an understanding of the strength and courage needed to do what Harriet did.”

By Frank S. Washington Editor AboutThatCar.com DETROIT – The 2019 Volvo XC40 is arguably the best small luxury sport utility on the planet but it is has one huge challenge, there aren’t enough of them to meet demand.

Volvo execs underestimated the take rate on a new XC40 subscription program, which is a sophisticated lease, and that has left dealership showrooms bare. As soon as an XC40 comes in it goes right back out the door.

I had a 2019 XC40 Momentum which came in Amazon Blue with a white contrast roof (two-tone) and a guy in my fitness club raved about it. He loved the color, the look and the exclusivity. He said he hadn’t seen one anywhere in the city.

I test drove the 2019 XC40 T5 which was all-wheeldrive; it had a 2.0-liter four-cylinder engine that made 248 horsepower and 258 pounds-feet of torque at 1,800 rpm. It was mated to an eight-speed automatic transmission.

It had an EPA rating of 23 mpg in the city, 31 mpg on the highway and 26 mpg combined.

Although it may seem like a misapplication, this was a driver’s car, uh utility vehicle. The seating position seemed a bit higher than the usual for a small SUV and that gave me a more dominant view of the road and made me feel more secure than normal.

But one sight line was an area that I quibbled about. The B pillar was really wide from the inside. That obstructed me seeing what was coming from the rear right side when pulling out into traffic. I had to adjust my head or my seating position to see. It was something to get used to.

The XC40 was extremely quick. Acceleration onto local expressways was effortless. I could get up to 70 or 80 mph before I knew it. It had a zero to 60 mph time of 6.1 seconds.

That’s quick for any kind of motor vehicle.

Handling was great. There were four drive modes: comfort, dynamic, eco and individual. It was on comfort when they delivered the XC40 and except for a short shift to dynamic I left it there. And I didn’t even bother with setting the power steering assistance. There were three levels.

The front suspension was a McPherson strut set up. In the rear there was a multi-link axle. Both designs saved space as well as weight and enhanced handling. I found the XC40 T5 AWD to be nimble and very maneuverable. I had to make a tight U-turn and did so easily.

From a consumer standpoint, the XC40 was about as good as you can get. It had a stop start system that was so smooth and quiet, in other words unobtrusive, that I never turned it off. That’s rare for me.

It also had keyless lock and unlock on all four doors.

That’s a feature usually reserved for top level luxury vehicles.

I had heated front seats, a heated steering wheel and a power lift gate.

There was blind side alert, a high definition rearview camera with cross traffic alert, wireless phone charging, Apple CarPlay and Android Auto, satellite radio, Bluetooth and voice controls.

The all-wheel-drive system sent all of the XC40’s torque to the front wheels on dry pavement. When it got slippery, which it never did during the test drive, up to half of the torque could be sent to the rear wheels. From a standstill, allwheel-drive was utilized from launch for better grip.

The interior was spacious. Engineers developed air woofers and embedded them in the dash just below the windshield rather than in the front doors. That let them carve out the door panels for much larger storage bins. They also created concave patterned aluminum trim inlays for the dash and the doors.

The power lift gate had hands free opening. It had a really low lift over for getting packages in and out easily. The rear headrest could be flipped forward and it allowed the formation of flat cargo floor.

The XC40 had Volvo’s 12.3-inch digital instrument display screen with navigation. In other words, it will display the navigation route in front of the driver. I won’t say pleased but it was interesting that there were four ways to tell me either how fast I was going and or when I was speeding.

With each Volvo test drive I’m getting more and more comfortable with the 9-inch touch screen or what’s known as the infotainment screen. You can swipe it just like an iPad or iPhone and all of the controls are there and can be turned on or off. No looking at a bunch of buttons or having to go through lists; all of which will take your concentration from the road.

The concave feature of the interior was taken from the XC40’s grille. It is a hallmark of Volvo and no matter what form it takes the Iron Mark grille is a Volvo hallmark. There was a clam shell hood, under-wrapped doors with scallops along the bottom and hidden tailpipes.

And there were what Volvo calls Thor’s Hammer LED headlamps and LED fog lights. There were 19-inch white alloy wheels that I didn’t like at first. They sort of looked like spinning propellers. But after a couple of days I could not imagine this Amazon Blue sport utility without them. There was also a laminated retractable panoramic roof.

The XC40 had fulling braking capability to keep from colliding with other vehicles, cyclists, pedestrians, large animals and oncoming lane mitigation.

The base price for my test vehicle was $35,200. But prices climbed with the $1,400 premium package. It included Pilot Assist, a driver’s aid that assists with steering, acceleration and braking. It is a hands-on-the-wheel semiautonomous driving system where the driver is responsible for monitoring the road conditions and reacting if necessary. It works on highways and at speeds up to 80 MPH, no longer requiring a car in front of it to follow. Volvo said the system is best used to reduce the stress drivers often report in stop-and-go commuter traffic.

There was also a $1,100 Vision Package that included the blind side alert, cross traffic alert, park assists, front and rear parking sensors, folding sideview mirrors and automatic dimming mirrors.

The $995 Advance Package featured the 360-degree surround view camera. LED fog lights with cornering function, adaptive LED headlights and headlight cleaning system are also included in the package.

The $1,375 multimedia package was a premium 13-speaker audio system and the navigation system.

There were five stand-alone options. The heated front seats and steering wheel were $750 and the panoramic roof was $1,200. Other stand-alone options were the white roof, the 19-inch wheels and a charcoal headliner. Add a $995 freight charge and the total came to $44,315.

What caused the supply challenge was or is Volvo Care.

A consumer can find it on Volvo’s Web site and as the automaker says Click, Subscribe & Drive. In short, two XC40 models qualified: The XC40 T5 AWD Momentum is $600 per month and the XC R-Design is $700 per month. That was the cost at launch earlier this year.

It is a two-year flat rate deal. After 12 months, you can upgrade to another Volvo in the program. There are no down payments, no maintenance costs and no insurance costs; all that is covered by the monthly fee. There is 24/7 customer care, concierge services including road side assistance.

There is an annual 15,000-mile allowance and coverage for wheel damage, wear and tear replacements including wipers and brakes. All of its factory maintenance is included in the package.

Care by Volvo customers will be covered under a premium personal auto insurance policy issued by Liberty Mutual.

The cost of insurance is part of the subscription price and provides customers $250,000 injury protection per person and $500,000 injury coverage per accident with a $500 deductible.

And this deal can be done on the Web. A Volvo executive recently said the automaker has taken steps to dedicate more production capacity to the XC40 and he said more should be reaching these shores by January.

This is the kind of challenge the manufacturer of anything wants but I’m sure Volvo doesn’t want this shortage to last too long. Meanwhile, the automaker continues to up production of its top notch 2019 XC40.
