However, the 25-year congressman told NNPA Newswire in an exclusive interview that while he’s ready for the challenge, Democrats currently have much bigger fish to fry.

This could mean higher energy bill costs for households just as the Residential Consumption Survey (RECS) found that one in three U.S. households face challenges in paying

Harris, a member of the Senate Judiciary Committee, released the following statement on her vote on the nomination of Judge Brett Kavanaugh to be Associate Justice of the Supreme Court: “When Judge Brett Kavanaugh was first nominated, I said that he represents a direct and fundamental threat to that promise inscribed above the Supreme Court, ‘Equal Justice Under Law.’ In the weeks since then, the basis for my concern has been confirmed.

Senate Republicans used raw power to rush an unfit nominee onto the Supreme Court when the American people have more questions than answers about Judge Kavanaugh’s suitability to serve.

When Dr. Christine Blasey Ford came forward with

serious and credible allegations of sexual assault, not only was she attacked by Senate Republicans, she was mocked by the President of the United States. The White House then prevented the FBI from investigating critical aspects of the allegations or interviewing key witnesses—not even permitting the FBI to interview Judge Kavanaugh and Dr. Ford.

As a former prosecutor, I have led investigations and I have tried these cases in a courtroom. I have spent countless hours with assault survivors. And when I look at what has occurred over these few days, we have fallen short in fulfilling our constitutional duty to fully evaluate Judge Kavanaugh’s nomination. This process has been a disservice to Dr. Ford. This process was a disservice to survivors everywhere. And this process has been a disservice to the American people.

Advocates Voting Rights for NY Parolees

He was joined by a broad coalition of criminal justice advocates, formerly incarcerated people and community members at a state Senate Republican hearing on the State Parole Board’s conduct and the Governor’s restoration of voting rights to more than 24,000 people on parole.

Afterward, in a news release, many of the advocates said they were there to stand in support of voting rights for all people and the increases in Parole Board release rates, despite strong opposition from some Republican Senators.

They said the Parole Board should release more incarcerated people and that all people on parole should have the opportunity to vote, regardless of their crime.

“New York State Senate Republican leaders need to stop playing political football with the lives of currently and formerly incarcerated people,” said Jose Hamza Saldana, a community organizer with the activist organization, Release Aging People in Prison Campaign.

“After 38 years in prison, four parole denials and having just voted for the first time in my life, these political optics are a direct attack on me, my family and all incarcerated and formerly incarcerated men and women,” Saldana said.

“There are thousands of parole-eligible and community-ready people languishing in prisons across the state, some for over three decades. The Parole Board should release them instead of re-sentencing them to death by incarceration,” he said.

Saldana continued: “Parolees are returning citizens. We were once a part of the problem but today and for a long time we have been an integral part of the solution. We are committed to working with faith and community-based organizations to develop viable strategies to address the social ills plaguing our communities.

We will educate, organize, and advocate to retain our fundamental right to vote, and with the support of the community, we will vote our elders home. Let not one more of our elders die in prison.”

Chrys Ballerano, the Senior Director of the New York State Coalition Against Sexual Assault, said as an organization committed to healing and justice for all survivors and to truly ending sexual violence, the group recognizes that reliance on a biased and inherently reactive criminal justice system will not achieve these goals.

“Like many survivors, we would rather see public officials take action to ensure that survivors, their families, and communities have the comprehensive resources they need to heal and to thrive; that significant investments are made in community services and institutions that will prevent violence from happening in the first place; that people who commit harm are held accountable in a meaningful way that does not perpetuate a cycle of violence; and that people who commit harm have access to the services they need to stop committing harm,” Ballerano said.

New York State Sen. Luis Sepulveda, who serves as the ranking member of the Senate Crime Victims, Crime and Correction Committee, said he fully supports Gov. Andrew Cuomo’s decision to restore voting rights to those who have served their time.

“I also believe it is time for a major overhaul of the state’s Parole Board, which the New York Times in an indepth investigative report called a broken system,’” Sepulveda said.

Rev. Al Sharpton said his National Action Network (NAN) was honored to have Cuomo announce an executive order that granted conditional voting rights to more than 35,000 parolees in New York.

The announcement came earlier this year at the NAN convention.

“We have fought and will continue to fight for every person’s fundamental right to vote, despite their history in the justice system,” Sharpton said.

“Rejoining their families and being part of the fabric of society is paramount to them. These are the very indi-

viduals who, after release, continue to make tremendous contributions to our society, whether as entrepreneurs, mentors, or loving family members” Royall said.

“The state must accelerate the release of these elderly people and uphold the voting rights of all those who are justice-involved.”

This week, the current GOP majority in the State Senate will hold hearings that many believe will only reinforce their position that the Parole Board releases too many people.

“We need to trust our Parole Board professionals to release individuals who do not pose a threat to public safety,” said Retired Albany Police Department Chief Brendan Cox. “We want them out of prison, contributing to society instead of costing us $100 a day that could be reinvested into programs that prevent crime,” Cox said.

In 2007, Ellison became the first member of the Muslim faith ever elected to the U.S. Congress. In 2017 he became Deputy Chair of the Democratic National Committee after losing a close race for Chair to former Obama DOJ official Tom Perez.

By Lauren Victoria Burke NNPA Newswire Contributor An investigation regarding alleged abuse claims by the ex-girlfriend of Minnesota Rep. Keith Ellison, who is now running to be Minnesota’s Attorney General, have been found to be “unsubstantiated.”

Attorney Susan Ellingstad conducted the investigation into the claims. Ellingstad is a partner at the same Minnesota law firm as Charlie Nauen, the lead lawyer for Minnesota’s Democratic-Farmer-Labor party.

“Addressing this allegation has been especially challenging given the important national moment we are in. I believe women who come forward must be heard, and to have their allegations fully investigated,” Rep. Ellison said in a statement. Shortly after the accusations by his ex-girlfriend were made public, Ellison said in a statement that, “Karen and I were in a long-term relationship which ended in 2016, and I still care deeply for her well-being.”

A draft report investigating the claims of Karen Monahan, who dated Ellison for three years, was obtained by The Associated Press. Monahan’s claims first surfaced on August 11 via her son, Austin Aslim Monahan, on Facebook shortly before Ellison appeared on the ballot in the Minnesota primary on August 14. Ellison won the primary by a sizable margin.

Ellison’s case has become a political football as rightwing media has been quick to amplify the story. In 2007, Ellison became the first member of the Muslim faith ever elected to the U.S. Congress. In 2017 he became Deputy Chair of the Democratic National Committee after losing a close race for Chair to former Obama DOJ official Tom Perez.

Austin Monahan, followed by his mother Karen, asserted that video footage of the alleged incident in which he claimed his mother was dragged her off a bed by her feet

by Ellison existed. To date, no video of such an incident has been made public. For various reasons since August 12, Karen Monahan has refused to provide the video to reporters after repeated requests.

Ellison stated in August soon after the accusations were first made that no video would be found because no such incident ever took place.

During an interview on a local TV show, Karen Monahan talks to host Ahmed Tharwat about the #MeToo movement but no physical abuse at the hands of anyone.

The video has an upload date of December 2017 and Monahan currently has the video pinned to the top of her twitter account.

Polls conducted for the Attorney General’s race show that Ellison is holding a slim lead.

PUBLIC NOTICE CITY OF RIDGECREST STATE OF CALIFORNIA NOTICE INVITING SEALED BIDS

NOTICE IS HEREBY GIVEN that the City of Ridgecrest invites and will receive sealed bids at the office of the City Clerk of the City of Ridgecrest, Owner of the work, located at 100 West California Avenue, Ridgecrest, California 93555, until the hour of 4:00 PM on November 6, 2018.

DESCRIPTION OF WORK: The work consists of installing approximately 227 linear feet of 8-inch PVC sewer pipelines in the streets of South Downs Street at West Bowman Road in the City of Ridgecrest. The project will include constructing new 48” standard sewer manholes, removal and abandoning existing sewer manholes, and removing various portions of an existing 8” sewer main as shown on the drawings. Sewer bypass pumping and traffic control will be required to be completed as part of the project construction work.

SITE OF WORK: Project is located at the intersection of South Downs Street and West Bowman Road in the City of Ridgecrest.

COMPLETION OF WORK: All work must be completed within thirty (30) working days after the commencement date stated in the Notice to Proceed.

LIQUIDATED DAMAGES: Liquidated damages of five hundred dollars ($500.00) per working day, as specified in the Special Conditions, shall be paid by the contractor to the City of Ridgecrest for each working day in excess of the time limit stated above that the project is not complete.

OPENING OF BIDS: The bids will be publicly opened and announced at 4:00 p.m. on November 6, 2018 the above mentioned office of the City Clerk.

OBTAINING CONTRACT DOCUMENTS: The contract documents are entitled “SEWER IMPROVEMENTS AT DOWNS STREET AND BOWMAN ROAD”. All contract documents, plans, and specifications must be obtained from the City’s Engineer I, Michael Winters. Plans and specifications will be available on October 9, 2018 for electronic download at no cost. Contact Mr. Michael Winters at mwinters@ridgecrest-ca.gov for access to electronic documents. Upon written request for the electronic bid documents, the City will add the contractor to the Registered Plan Holders List. Only registered plan holders will be permitted to submit a bid for the project.

BID SECURITY: Each bid shall be accompanied by a certified or cashier’s check or bid bond in the amount of ten percent (10%) of the total bid price payable to the City of Ridgecrest as a guarantee that the bidder, if its bid is accepted, will promptly execute the contract.

BIDS TO REMAIN OPEN: The bidder shall guarantee the total bid price for a period of sixty (60) calendar days from the date of bid opening.

PREVAILING WAGE REQUIREMENTS: Pursuant to California Labor Code Sections 1770, 1773, 1773.1, 1773.6, and 1773.7, as amended, the applicable prevailing wages for this project have been determined. It City of Ridgecrest shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the higher of the Federal and the State prevailing wage rates to all workers employed by them in the execution of the contract. The applicable Federal prevailing wage rates are those that are in effect ten (10) calendar days prior to bid opening; they are set forth on the U.S. Department of Labor website: http://www.wdol.gov/wdol/scafiles/davisbacon/ca31.dvb but are not printed in the Specifications. Lower State wage rates for work classifications not specifically listed in the Federal wage decision are not acceptable. The applicable State prevailing wage rates are set forth on the California Department of Industrial Relations website: http://www. dir.ca.gov/DLSR/PWD but are not printed in the Specifications; these rates are subject to predetermined increases.

DOT HOTLINE: The U.S. Department of Transportation (DOT) provides a toll-free hotline service to report bid rigging, bidder collusion, or other fraudulent activities. The hotline is available Mondays through Fridays between 8:00 a.m. and 5:00 p.m. eastern time, at (800) 424-9071. CONFLICT OF INTEREST: in the procurement of supplies, equipment, construction, and services by sub-recipients, the conflict of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611 shall apply.

No employee, officer, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved.

RETAINAGE FROM PAYMENT: The contractor may elect to receive one hundred percent (100%) of payment due under the contract from time to time, without retention of any portion of the payment by the City of Ridgecrest, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code. Such securities, if deposited by the contractor, shall be valued by the owner, whose decisions on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 16430 of the Government Code or Certificates of Deposit from Banks or Savings & Loan. In order to substitute securities the contractor shall enter into an agreement with the City of Ridgecrest entitled “Agreement Concerning Investment of Funds” as attached to the contract.

ADDRESS AND MARKING OF BID: The envelope enclosing the bid shall be sealed and addressed to the City Clerk, City of Ridgecrest, and delivered or mailed to Ridgecrest City Hall, 100 West California Avenue, Ridgecrest, California 93555. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the bidder and shall bear the words “BID FOR SEWER IMPROVEMENTS AT DOWNS STREET AND BOWMAN ROAD”, bid opening at 4:00 p.m. on November 6, 2018. The certified or cashier’s check, money order, or bidder’s bond shall be enclosed in the same envelope with the bid.

CONTRACTOR LICENSE CLASSIFICATION: The project will require the prime contractor to be in possession of a valid, appropriate State of California Contractor’s License. No bid will be accepted from a contractor who is not duly licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code. Bids will only be accepted from contractors holding a General Engineering Contractor Class A, Pipeline Contractor Class C-34, or Sanitation System Contractor Class C-42.

City of Ridgecrest Effective January 1, 2015, in order to be awarded and to perform work on public works projects, prime contractors and subcontractors must possess and maintain registration with the Department of Industrial Relations (DIR) at https://efiling.dir.ca.gov/PWCR. This is a separate requirement from the Contractors State License Board (CSLB) licensing requirement. See the Special Provisions for additional details.

PRE-BID MEETING: A pre-bid meeting is scheduled for 10:00 a.m. on October 30, 2018 at City Hall, 100 West California Avenue, Ridgecrest, California. By Bill Fletcher, Jr. I was excited about the prospect of seeing Boots Riley’s Sorry to Bother You from the moment that I saw the advertisements. Yet I was not prepared for the totality of the film because the ads emphasized only one piece: the white voice.

Without giving away the plot, the “white voice” refers to how workers in a mythical telemarking firm are supposed to speak—over the phone—with potential clients.

In order to win the favor of white clients, they are to speak with a “white voice.”

Every African American, and for that matter, every person of color in the USA, is familiar with the basic notion of a “white voice.” We are hit with that on a regular basis whereby our language, accents, etc., are viewed as somehow outside of the mainstream and, in many cases, perceived as threatening.

Riley took this to another level as a way of critiquing US society. He does it in an outstanding manner.

The film, however, is much more than about the white voice. It is about class struggle, racial justice struggle, gender justice struggle…in fact, it is about the very notion of collective struggle. And the setting is a near-future USA with a telemarketing firm whose workers look just like the working class of today. These workers struggle to band together to build a labor union and fight for their rights but also to challenge a mega-company that has dangerous plans

afoot.

Sorry to Bother You mixes satire, near-future science fiction, an appreciation of collective struggle, and a dire warning of the manner in which contemporary global capitalism is grinding us all down and destroying our humanity.

It is the destruction of our humanity that Riley handles in such a superb manner.

When the film ended I remained seated as I processed what I had just seen. But I also wanted to overhear other viewers and get a sense of their comments. Many were as excited and moved as me. But there were a few people that exited the theatre who were clearly baffled by the film. I suspect that they were not expecting a film that was anything but linear. It did not just focus on race; it did not just focus on class; it did not focus only on gender. It was truly multi-dimensional and was at the same time pushing the audience out of their comfort zones so that they were not just viewing a film; they were forced to view the USA, only through very different glasses.

If you have not seen the film, you must put the time aside to do it. My concern with films as great as this one is that they will disappear before they have fully gained traction.

By MARYCLAIRE DALE Associated Press PHILADELPHIA (AP) _ Bill Cosby's lawyers have asked a Pennsylvania court to overturn the actor's conviction and three- to 10-year prison sentence because of what they call a string of errors in his sex assault case.

The defense motion argued that trial Judge Steven O'Neill erred in declaring Cosby a sexually violent predator who must be imprisoned to protect the community.

Lawyers called the sentence more punitive than necessary, given the standard two- to three-year guideline range for the crime and the fact Cosby is 81 and blind.

They also said the trial evidence never proved the encounter with accuser Andrea Constand took place in 2004, and not 2003, or that Cosby was arrested within the 12year time limit.

Cosby was arrested on Dec. 30, 2015, and was convicted at a second trial this April. He has been in a state prison near Philadelphia since the Sept. 25 sentencing, when the judge refused to let him stay out on $1 million bail pending appeal. Given his fame, wealth and use of drugs to molest the accuser, the judge said, Cosby could remain a threat to other women.

The defense motion said O'Neill improperly considered the trial testimony of five other accusers in sentencing Cosby, instead of limiting that “prior bad act'' testimony to the question of his guilt or innocence. O'Neill, in explaining the sentence in court, told Cosby he considered “voices from the past, your past,'' and that he “heard their voices loud and clear,'' the defense said.

The lawyers also challenged the state's sex offender laws, which have been revised several times amid challenges they are unconstitutionally vague. The law requires judges to find that a sexually violent predator has a “mental ab-

normality,'' a term they said has no legal or psychological meaning, yet subjects defendants to lifetime counseling and police registration.

The defense motion, dated Friday, was posted to a public court docket in the case over the weekend. Kate Delano, a spokeswoman for the Montgomery County District Attorney's Office, said the office will file a response.

The motion was filed by lawyer Peter Goldberger, a top appellate lawyer in the region, and Joseph P. Green Jr., who handled Cosby's sentencing after more than a dozen other lawyers on the case had come and gone. A former appellate lawyer on the case is suing Cosby over what he called more than $50,000 in unpaid bills.

The defense also complained that an audio recording played to jurors of a 2005 conversation between Cosby and Gianna Constand, the mother of accuser Andrea Constand, was “not authentic.'' They said they did not make the discovery until an expert review after the trial.

District Attorney Kevin Steele has dismissed that as a legitimate appeal issue, saying it's been widely known that Gianna Constand started her recorder after the call began.

She had called Cosby to get answers about what happened to her daughter after Andrea Constand disclosed the assault a year later. The family went to police, who suggested they try to record Cosby.

During the call, Cosby acknowledged engaging in “digital penetration'' after giving her daughter pills he would not identify, and offered money for Andrea to attend graduate school, Gianna Constand testified.

“If that's what they've got, it's beyond a Hail Mary,'' Steele said at the sentencing, as Cosby's lawyers sought to keep Cosby free on bail over the tape recording. O'Neill instead had Cosby led out of the courtroom in handcuffs.

By ANDREW SELSKY Associated Press SALEM, Ore. (AP) _ Comedian Katt Williams has been arrested on suspicion of assaulting a hired driver during an argument about taking him and his dog from the Portland, Oregon, airport to a performance in the city.

Williams, who was in jail Sunday, came to Portland to perform in Nick Cannon's “Wild `N Out'' comedy improv show Friday night.

The town car driver had swelling and cuts on his face and was treated at a hospital, according Katt Williams to Port of Portland police.

The comedian, 47, whose real name is Micah Williams, left in another vehicle and was arrested Saturday.

Williams has been charged with assault in the fourth degree, and an arraignment is scheduled for Monday. He

also was arrested for an out-of-state warrant from Georgia.

A publicist for Williams, whose comedy specials have appeared on HBO and Netflix, didn't immediately respond to messages seeking comment. A jail official and a spokesman for the district attorney's office said they didn't know if the comedian had an attorney who could speak on his behalf.

The incident happened at Atlantic Aviation, which handles private planes at Portland International Airport, police said. An employee who answered the phone Sunday said her boss had told workers not to discuss the case.

Williams won the Emmy Award last month for guest actor in a comedy series for his appearance in “Atlanta,'' a TV show about two cousins in Atlanta's rap scene.

His arrest comes more than a year after Williams was sentenced to three years of probation in Los Angeles after pleading no contest to stealing a celebrity photographer's camera. Prosecutors said in April 2017 that he also needed to attend anger management classes.

In 2016, Williams got five years of probation after pleading no contest in Georgia to assault and battery tied to allegations he threatened a bodyguard while an acquaintance beat him with a baseball bat.

Trump, Gas Tax Debate Shape Legislative Ballot

(AP) _ All 80 California state Assembly seats and half the 40 Senate seats are up for election this year, as voters endure whiplash over President Donald Trump, debate over higher state transportation taxes, and fallout from sexual misconduct allegations against lawmakers.

At stake in the Nov. 6 general election are Democrats' two-thirds supermajorities that let them raise taxes or change legislative rules without any Republican support.

Here are some of the key races:_ SENATE DISTRICT 12: The biggest Senate battleground, as Republicans struggle to retain the seat being vacated by termed-out Sen. Anthony Cannella. Assemblywoman Anna Caballero of Salinas hopes to benefit from Democrats' 18-point edge in voter registration in the Central Valley district, while Madera County Supervisor and former Madera mayor Rob Poythress aims to hold the seat for the GOP. _ SENATE DISTRICT 14: Democrats have a 19-point registered voter advantage in the Central Valley district held by Republican Sen. Andy Vidak of Hanford, but he's won the seat twice. This time he faces Democratic Sanger City Councilwoman Melissa Hurtado, who hopes to unseat him in a Trump backlash. _ SENATE DISTRICT 34: Former Democratic Assemblyman Tom Umberg hopes Democrats' 9-point edge in voter registration will be enough to defeat GOP Sen. Democrats have a 21-point advantage in voter registration and Salas was the sole Assembly Democrat to vote against the gas tax increase, but he barely edged Mendes in the June primary election. _ ASSEMBLY DISTRICT 35: Freshman Republican Assemblyman Jordan Cunningham of San Luis Obispo will seek to hold his Central Coast seat against Democrat Bill Ostrander, though voter registration is a virtual tossup between the two major parties. _ ASSEMBLY DISTRICT 38: It's a rematch for Santa Clarita residents Dante Acosta and Christy Smith in Los Angeles and Ventura counties. Republican Acosta narrowly defeated Democratic school board member Smith in 2016 in a district where voter registration is virtually tied between the two major parties. _ ASSEMBLY DISTRICT 40: Democrats hope to pick up the San Bernardino County seat being vacated by GOP Assemblyman Marc Steinorth, who barely retained the seat two years ago. Republican San Bernardino city councilman Henry Gomez Nickel led Democratic county supervisor James Ramos by 5 percentage points in the June primary election despite Democrats' 10-point voter regis-

tration advantage. _ ASSEMBLY DISTRICT 60: Democratic Assemblywoman Sabrina Cervantes of Corona is Republicans' biggest Assembly target. Federal prosecutor Bill Essayli hopes to unseat her in part by emphasizing her vote for a gas tax increase, but Democrats lead by 8 points in voter registration in the Riverside County district. _ ASSEMBLY DISTRICT 65: Democratic Assemblywoman Sharon Quirk-Silva of Fullerton won her seat in 2012, lost it to a Republican in 2014, and won again two

Qualified Programs at PG&E, said, “as a service provider, we want to ensure that we have the right programs to address the unique needs of disadvantaged communities as well as the lower income or the limited income customer segment.”

RECS found that lower-income households “reported reducing or forgoing necessities such as food and medicine to pay an energy bill.” Also, households surveyed by RECs also reported, “keeping their home at an unhealthy or unsafe temperature” because they couldn’t pay their energy bill.

The Energy Assistance Program (ESA), Murphy-Roach said, also provides customers information on how to reduce energy usage during the wintertime. The ESA program is available to customers who are qualified for California Alternate Rates Energy (CARE), including homeowners and renters. Customers can get weatherization, such as weather stripping, attic insulation and replace older, inefficient appliances, such as refrigerators.

Customers can also sign up for Budget Billing during the wintertime, said Murphy-Roach, “to help level the bill and remove the peaks they will see in the winter months or the summer months when they are using lots of heat or air conditioning.” Customers can further become aware of their energy use through Bill Forecast Alerts, “which sends notifications to help customers avoid the surprise of a high bill and take action early to change behaviors to better control usage.”

Also, “customers who find themselves in tough situations, experience a real hardship [where] they cannot pay their bill,” she says, have a one-time chance to apply for a program called REACH (Relief for Energy Assistance Through Community Help). Customers can use REACH once every 18 months to gain assistance through community help which pays for customers utility bill during an emergency.

Another program she recommends is the Home Energy Checkup, which helps customers, get a self-assessment and personalized energy plan to help them save money. The Home Energy Checkup is designed to give “ immediate tips and tricks that [customers] can use and execute…so that they can take control of their usage.” She said, “all you have to do is sign up online and become informed.”

“For me, this is more than just a job, for me, this is having a job that actually makes a huge difference to a lot of our customers,” says Murphy-Roach. “We are committed to get to the hard to reach communities,” Murphy-Roach says and she wants to make sure people are “aware of all the different discounted programs… and that those programs can be combined.” She says that she wants to ensure that the faith-based organizations and the community-based organizations recognize that programs can be combined to really help the impact and drive down the average bill for customers who qualify for the programs. “We want to get to a place where a one hundred percent of all the customers that qualify for their programs are enrolled,” said Murphy-Roach.

Black Voters Support Newsom

Elizabeth Sanchez South Kern Sol Before he passed, Raymond Gonzales had one request for his memorial service: that his loved ones tell the truth and speak from the heart, and that’s exactly what they did Friday morning.

People of all walks of life, including educators, politicians and advocates, filled the pews at St. Francis of Assisi Parish to recognize his life work and to pay their respects to the scholar, diplomat, pioneer, coalition builder, mentor and community hero.

Those closest to Gonzales spoke of his hard work and dedication to his community. He advocated for change throughout his life as Kern County’s first Chicano state assemblyman, a U.S. diplomat, a founding member of the Latino civil rights movement, a U.S. marine, a Bakersfield College professor, and school board trustee — his proudest role throughout a lifetime of impressive public service positions.

“He learned to value faith, family and community and our democracy,” said long-time educator Steve Arvisu, who eulogized Gonzales’ life. “He applied his learnings for the common good. He stood up for those who needed a helping hand and who needed fairness in their lives,” Arvisu said.

Gonzales died Sept. 5 after battling kidney failure for several years, according to family members. He was 80.

Those touched by Gonzales’ work agree the “Godfather of Bakersfield Chicano Movement” has left a legacy in Kern County, with a passion to better his community.

“He was a coalition builder,” said Oliver Rosales, a BC history professor. “He was involved in so many facets of civil rights — from school segregation, to women’s rights, to running for political office. He really laid the groundwork for a lot of the social justice activism that you see today.”

But Not All Democratic Policies

By Manny Otiko California Black Media African Americans usually vote overwhelmingly for the Democratic Party, but that doesn’t mean they are always in line with Democratic state issues. Findings from a recent poll of 1,200 African American voters conducted by Evitarus, a public opinion research firm released new data that shares insight into black voters in California.

The California African American Policy Priorities Survey (CAPPS) poll was commissioned by the African American Voter Registration, Education and Participation (AAVREP) Project. The group’s mission is to increase African American and urban voter registration, education, and civic participation.

The survey questioned people via cell phone, landline, and the Internet. However, 82 percent of the responders completed their answers online.

According to the survey, 65 percent of African Americans are in favor of Proposition 10, a measure that supports affordable housing. However, almost a third of black voters were in favor of repealing the gas tax. This law was passed

by Gov. Jerry Brown and opposed by Republicans. Republicans also support Proposition 6, which would repeal the gas tax.

In the gubernatorial race, African Americans favored Democrat Lt. Gov. Gavin Newsom.

Newsom has made affordable housing one of the central issues of his campaign.

“We’re experiencing a housing affordability crisis, driven by a simple economic argument,” said Newsom, according to his campaign website. “California is leading the national recovery, but it’s producing far more jobs than homes. Providing adequate housing is fundamental to growing the state’s economy.”

The survey showed that 34 percent of black voters had a very favorable view of Newsom, while only 5 percent of them had a very favorable view of Republican gubernatorial candidate John Cox. Cox is in favor of repealing the gas tax. He also says that California’s many taxes make the

state unaffordable for working families.

“California’s sky-high sales taxes, vehicle license fees, and the highest gasoline taxes in the nation are a major reason so many families just can’t make ends meet anymore. These high fees are a major reason California now has the highest poverty rate in the nation. The most urgent need right now is to repeal the new vehicle license and gas tax increases,” said Cox, according to his campaign website.

According to the poll, African Americans followed a familiar pattern on national issues. The survey showed that about 84 percent of black voters had an unfavorable view of President Donald Trump. This is not surprising since he criticized former NFL player Colin Kaepernick and other players who knelt in protest of police violence. Trump also called African nations “sh*thole countries.”

The survey showed that 53 percent of black voters said opposing the Trump administration’s agenda was a high priority. African-American voters listed public education, eliminating racial profiling and holding law enforcement agencies accountable and expanding access to mental health as more important issues.

According to Shakari Byerly, managing partner, and lead researcher, the survey findings will prove useful to politicians vying for the African American vote.

“One of the strongest findings from the survey is the high level of support for Proposition 10, which is aimed at increasing the amount of affordable housing, by giving cities and counties the authority to expand rent control.

Affordable housing is a top priority for black voters, so it is not surprising to see such high levels of support. However, recent research conducted by PPIC suggests that support for the measure is lagging among voters overall,” she said.

Byerly also said, “Black voters will likely determine the margin of victory in key ballot measure propositions and congressional campaigns throughout California. It is therefore imperative that we understand the policy priorities and preferences of this important constituency. Candidates and ballot measure campaigns seeking to win this November ignore the black vote at their own peril.”

There are many lessons to be learned from Gonzales’ work, City Councilman Andrae Gonzales said, but there are three lessons that stuck with Andrae, who served with Raymond on the Bakersfield City School District board of trustees.

First, Raymond believed in building bridges. He knew politics could be divisive, but he believed true politics involved people coming together.

Second, he believed partaking in an elected office — which Ray considered sacred work — is a public service.

He believed in term limits and thought it was important to hear new voices and new perspectives.

And third, but not least, Raymond believed relationships matter most in life.

“He made our community a better place,” Andrae said.

One lesson, however, that Raymond exemplified best was doing what was right. He was a dedicated public servant.

“He voted to do what was right — not what was popular,” said Kern County Superior Court Judge Louis Vega.

Raymond never compromised his values, said Octavio Barajas, a BC history professor. He would not allow government to alter or influence his values. He famously spurned donations from lobbyists and returned their checks during his tenure in the state assembly.

“I really look up to him for that reason,” said Barajas.

Setting aside the politics, education and activism, Gonzales always knew God was with him, said Monsignor Father Craig.

“His greatest accomplishment was he was a man of God,” Craig said. “God chose Ray to not only teach in the classroom, but to teach life.”
