

















Iam honored to once again provide some information about Lincoln City. I have served as mayor since 2021, and my current term extends to the end of 2026.
Housing — Lincoln City has assisted in developing many units of low and moderate income housing in the past year. What the City is lacking now is middle income housing for our workforce. Housing takes a lot of time and many parties working together. We have made great progress, but there is still a lot of work to be done to provide housing for everyone who wants to live and work here.
Schooner Creek Discovery Park
– Lincoln City has not had a new community park for many years. After acquiring a former school site from the school district, we have begun construction on a new park in south Lincoln City. This construction will take several years, and we hope to have all phases completed by the end of 2026. Staff has done a great job of finding grants to help fund the park and the Friends of Lincoln City Parks and Recreation has also helped raise funds. Work is underway on Phase 1 and the first inclusive and accessible playground should be completed by the end of this calendar year. Phase 2 will follow in 2025 and Phase 3 the following year.
Adventure Passports — Explore Lincoln City has four digital adventure passports that can be found at explorelincolncity.com. You can use the Lincoln City digital art trail pass
to check in at locations throughout Lincoln City. There are 32 sculptures, statues, murals, mosaics and more to find along Lincoln City’s seven miles. Each work of art offers a story, and publicly available locations provide settings worth exploring.
Another Explore Lincoln City adventure passport is the Lincoln City Tap & Brew Trail, with 12 locations to immerse yourself into Lincoln City’s renowned brewing culture. In Lincoln City we have a diverse array of artisanal beers poured along one of Oregon’s most majestic coastlines. Also available are the Exploriences passport that lists a series of free, hands-on learning events led by local experts, and the Lincoln City Hiking Trails self-guided digital passport that takes you on a tour of nine of our town’s most beautiful trails.
Culture — The Lincoln City Cultural Center is located inside the historic Delake School building and is a powerhouse of art and learning. Their public galleries support artists and help to build community. The Cultural Plaza and its public art installations are open every day from sunrise to sunset.
D River Wayside visitor center — The City is currently working with Oregon State Parks to take over responsibility for the D River Wayside Recreation Area and build a new visitor center in that space. Millions of people stop at D River Wayside every year and the City’s goal is to construct a welcome center, with upgraded restrooms and improved beach access.
City Services — Lincoln City has a population of approximately 10,000, but we need to provide services for 30-40,000 during the summer months. This is a challenge, but we work to provide a livable community that visitors like to return to.
As your mayor, it is both an honor and a privilege to support the vibrant business community that drives our city’s growth and prosperity. The Chamber of Commerce plays a vital role in fostering collaboration, innovation, and opportunity for all of us. If you’re in the market for creativity and connection, the place to start “shopping” is the Lincoln City Cultural Center. This nonprofit community arts center offers a wide selection of visual and performing arts programs plus classes in dance, yoga, ceramics and other pursuits. Housed inside the historic Delake School, at the corner of Highway 101 and NE Sixth Drive, the cultural center is a place to gather, learn and enjoy.
Within those brick walls you’ll find the P.J. Chessman Gallery, a modern exhibition space dedicated to local and Northwest artists. “The Chessman” presents between nine and 10 curated shows each year, from wood carving and watercolor to assemblage and augmented reality. Down the hall is the Fiber Arts Studio Gallery, which celebrates weaving, quilting, spinning, crochet, knitting, basketry, and other textile arts. Both galleries are open to the public from 10 am to 5 pm Wednesday to Sunday, and by appointment.
The cultural center is also a venue for live music, inside the cozy multipurpose auditorium at the north end of the building. With its high ceilings and wood paneling, this space still has the feel of an old school gym — which, of course, it used to be. These days, after an acoustic renovation, it is a warm and
welcoming space for touring bands and small ensembles. The center presents annual seasons in Celtic and world music, plus annual favorites like the Festival of Illusions magic week (during Spring Break) and the Siletz Bay Music Festival (held in August).
Each of the classrooms in the former elementary school has been repurposed for arts and culture programs. Along with the galleries, there’s the New Moon Yoga studio, Margaret’s Meeting Room, the Arcoiris Cultural resource center and Art Packet Pickup Room on the upper floor. The Ceramics Studio, Maker’s Place, commercial kitchen and private artist studios are found in the lower level. It’s a busy place, hosting hundreds of classes, festivals, concerts, exhibits and meetings each year, with help from a staff of nine and a crew of more than 100 volunteers.
And now, there’s one more reason to visit this homegrown community center: the Lincoln City Cultural Plaza. This outdoor attraction, on the 2.5 acres around the center, transformed the former school grounds with new sidewalks, lighting, pedestrian patios, new parking and public art. The public art installations including “Poppy,” the abstract stainless-steel sculpture by Pete Beeman, The Poetry Path, the Rotary Musical Instruments, the illustrated Wind Wall and the Kiwanis Outdoor
Art Classroom, with sidewalk mosaics by Joanne Daschel and “Gary” the Octopus by Dreamland Skateparks. The Plaza and its spaces are open to the public from sunrise to sunset every day of the year.
Since its completion in early 2024, the plaza has welcomed back a local favorite: the Lincoln City Sunday Market. Offered on Sundays from May through October, the market is not just a place to find produce, flowers, bread and locally made crafts. With lunch and breakfast offerings, live music and informational booths, it’s a place to meet your neighbors and make new friends. Well-behaved, leashed dogs are welcome.
The Lincoln City Cultural Center, which first opened at this location in 2007, is a partnership between the nonprofit organization of the same name and the owners of the property, the City of Lincoln City. The center is proudly accessible to those with limited mobility, with recently renovated sidewalks, a ramp entrance on the east side and a handicapped lift with an entrance on the west side.

We’re always adding to our programs and parks. Schooner Creek Discovery Park, the newest park in the system, is currently under construction. The new park will include an inclusive and accessible playground, event lawn and stage, covered sport courts, promenade and gathering plaza, picnic shelters and more. Transfer payments and tourism are big players as the coast reckons with shifting demographics
The Oregon Coast’s economy changed a lot in the past 50 years, shifting from fishing and timber to tourism and telecommuting. A 2021 study commissioned by the Oregon Coast Visitors Association revealed the following insights about the coastal economy.
• The growth of personal income transfer payments (such as Social Security, medical benefits, unemployment insurance, food assistance, veterans programs, etc.), particularly for retirees, represents an increasing source of purchasing power in many coastal areas. Coastal areas that capture an increasing share of consumption afforded by retirement related income will stimulate economic development and employment stability.
• The Oregon Coast has become less susceptible to dramatic swings in unemployment which was caused in the past by dependence on natural resource industries affected by national economic business cycles. In the last decade, coastal counties have closer unemployment rates to those in the rest of the State and U.S.
• Increases in economic growth cannot be assigned to any single industry. Rather, the growth seems to be occurring through a variety of small businesses. This represents a welcome trend toward economic diversification of the Oregon Coast.
• There has been a boom in the market for second homes on the Oregon Coast. In some coastal communities, 50 percent of the housing stock are second homes. These second homes increase the property tax base, but also increase public service costs for residents. The strong demand for second homes is pricing many coastal residents out of the housing market.
• Looking at demographics, the Coast’s population continues accelerating away from young families raising children and moving toward retirement age population who have either stayed in or relocated to the region to enjoy the environment and quality of life.
• The population is growing on the Oregon Coast. However, the increases are in older age groups. The net migration growth is coming from the national “boomer generation.” As these people reach retirement age, they are coming to the Oregon Coast seeking a higher quality of life. Most migration is coming from California.
• Wealth has increased on the Oregon Coast because both population and percapita income have increased in recent years. However, household incomes are lower along the Oregon Coast than the rest of Oregon. There are more people working in lower wage brackets. In addition, there are more part-time jobs on the Oregon Coast than statewide. The poverty rate on the Oregon Coast is higher than the rest of Oregon.
• Because of broadband availability, more people will consider moving to the Oregon Coast to live and work — not just older retirees. Telecommuters are using the Internet to communicate with home offices located off the Oregon Coast. This trend was spurred during the pandemic years and will be a staying change to workplace arrangements.

What is a critical access hospital?
“A critical access hospital is typically a smaller facility located in a rural area, remote from other hospitals. It can have up to 25 inpatient beds and must participate in the Medicare program,” said Lesley Ogden, MD,
chief executive officer of Samaritan North Lincoln Hospital and Samaritan Pacific Communities Hospital in nearby Newport. “This helps ensure that the people in rural areas have access to essential inpatient and outpatient services, including 24/7 emergency care.”
One important function of a critical access hospital is stabilizing severely injured or ill patients for transfer to another hospital that can offer a higher level of care. Often, that is Good Samaritan Regional Medical Center in Corvallis, the flagship facility for Samaritan Health Services.
“Stabilizing patients for transfer is not the only purpose of a critical access hospital,” said Dr. Ogden. “Many residents and visitors are sometimes surprised when they learn about the wide range of services and the high quality of care we can offer at our two hospitals in Lincoln County. Also, because these are smaller facilities, patients have the bonus of receiving more personalized care here, close to home.”
