The following outputs will be carried out by the consultant. Main activities to support Hanoi PC with the organizational structure and staffing of PTA. 11. Confirm the proposed initial responsibilities of the PTA. Project its future workload for three years ahead, based on the likely scale and composition of the public transport industry (buses and taxis, BRT, LRT, METRO), the number of routes and operators, the size of fleets, the degree of integration of the network and of fares and the regulatory regime. 12. Derive an organizational structure for each of the initial three years, ensuring that is will not adversely affect the multi- modal, organizational structure and responsibilities of PTA in future. When developing organizational structure and proposing staffs for PTA, it shall be for a future complete PTA that will manage all public transport modes such as conventional buses, BRT, intercity buses, urban railway and supplementing systems with small transport means. The structure will evolve to reflect the increase in activity of PTA’s key roles. For the development of plan and organizational structure, the responsibilities and staffing arrangement will be proposed for each stage in compliance with context of the projects being implemented. 13. Forecast the PTA’s professional needs for each year of the first three year period, identifying the particular skills required, the required level of those skill (measured by qualifications and level and length of experience required) and the number of specialists in each skill. 14. Formulate job descriptions for each post. 15. Review the skills and experience of TRAMOC staff and determine how these may fill the initial skills requirements of the PTA. Identify those posts which may be filled by transfer of TRAMOC staff with appropriate training if necessary. 16. Identify key posts to which recruitment is required and the prospects of successful recruitment of suitable qualified candidates from within DOT, within Hanoi Government, 17. Identify posts and skill areas in the initial year Define a training program to give existing staff new skills. The program will include local training by local experts; local training by overseas experts, study visits to other authorities, self-study, overseas post-graduate courses and overseas short courses. Details of the training program are to be worked out in Tasks 8, 9 & 10.
