The humanitarian context in Iraq underwent a substantial evolution in 2018, as operations pivoted from delivery of emergency response during armed conict to addressing the needs of millions of IDPs, returnees, and vulnerable Iraqis in host communities living in areas impacted by the military operations against ISIL. Between January and December 2018, 170 partners reached 2.9 million people out of the 3.4 million targeted (85 per cent) with humanitarian assistance, including 1.3 million children and 1.4 million women and girls. Humanitarian actors implemented programmes across 107 of Iraq’s 109 districts, although the majority of the response focused on serving IDPs living in camps. The humanitarian response in the year ahead is expected to broaden in scope to encompass more out-of-camp IDPs and returnees, as the number of IDPs in camps throughout Iraq decreased by 15 percent during 2018, and 30 camps were closed or consolidated across the country. These trends are likely to continue in 2019.

As of 31-December, the Humanitarian Response Plan (HRP) has received US$506 million (89 percent) of the requested $569 million. The Health, Food Security, Protection, Education, and WASH clusters all received in excess of 60 per cent of their requested funding. There continued to be considerable humanitarian funding logged outside of the HRP with $561m recorded, for a total of US$1.07 billion of humanitarian funding in Iraq. Between 1 January and 31 December 2018, the Iraq Humanitarian Fund received US$54.7 million in donor contributions. With a carry forward from 2017 of $45.4 million, cumulative contributions totaled $100.1 million. Following the 2018 1st Standard Allocation, the 2018 1st Reserve Allocation, and the 2019 1st Standard Allocation (initiated in late 2018), the Fund’s programmable balance available for future allocations in 2019 is around $29 million.

1. There is no obligation of donors to report funding on FTS and while projects are funded, they are not necessarily reported. This results in FTS not always accurately reflect funds received by agencies. Cluster level funding may change when funding not yet allocated to any cluster is assigned to the relevant cluster.
