OVERVIEW As the year draws to an end, humanitarians in Iraq face a number of challenges in serving people in need. Heavy rainfall and severe flooding in northern and central Iraq has led to the washing away of roads and bridges and damage to buildings. Winterization efforts in IDP camps experiencing gaps in service delivery with regards to the provision of kerosene and tent repair and rehabilitation. Several NGO partners have reported access constraints at various checkpoints throughout northern Iraq, as security actors asked for additional documentation separately from the access letters provided by the government Joint Coordination and Monitoring Centre (JCMC) and the Prime Minister’s office.

Looking ahead to 2019, the humanitarian community is finalizing the Humanitarian Needs Overview and drafting the Humanitarian Response Plan. The 2019 response will target 1.75 million people in need 35 districts across seven governorates with high or very high severity of needs. Parameters will be built on three proposed Strategic Objectives: SO1: Transition to Durable Solutions for IDPs; SO2: Centrality of Protection; and SO3: Contingency Planning and Preparedness.

The Humanitarian Response Plan has received US$482.1 million in donor contributions, out of the requested $569 million. While the response plan has received 85 per cent of its target, funding levels across clusters vary. Special attention is therefore required to avoid gaps in the planned humanitarian response across clusters and governorates.
