ire destroyed a St. Jacobs business Wednesday night, requiring crews from three Woolwich fire stations to bring it under control.

Damage to the Kel-Care Metal Polishing building is estimated at $400,000.

Firefighters from St. Jacobs, Conestogo and Elmira were called out to the Albert

Street location at 4 p.m. after a small fire was reported in a dust collector.

“Workers were grinding and sparks got into the dust collector and that spread quickly into the walls, the second floor and into the roof,” said township fire chief Rick Pedersen. “Crews were able to extinguish the fire on the main floor but it had spread too quickly.”

Transit fares likely to rise 9% this year, with more hikes coming

rand River Transit riders can expect to pay a little bit more for the service this summer after Waterloo Regional council approved a nine per cent fare hike.

The changes have yet to be finalized but councillors last week voted 9-6 in favour of the increase, which will come into effect in July. Cash fares could rise to $2.75 from its current $2.50, and other types of fares such as bus passes and student rates could also see a proportional increase.

The rise in fares is part of the regions efforts to have riders pay more of their share of the service. Last year saw a fare increase of five per cent, and there are proposed increases of up to nine per cent

in 2013 and 2014 as well – a total increase of more than 30 per cent.

The goal is to have riders paying 50 per cent of the cost of transit services as soon as 2015. In 2010, passengers paid 38 per cent of Grand River Transit costs, with taxpayers footing the rest of the bill.

Woolwich Mayor Todd Cowan voted against the fare hike, saying raising fares is the wrong way to increase ridership on the system.

“The whole idea is that we want to encourage people riding the bus,” he said. “I don’t think raising the fares nine per cent is going to encourage more people to say ‘maybe we should take the bus.’”

“From the grand scheme of things – and I’m not talking about the Woolwich riders, I’m talking about the grand scheme of the entire system – that’s what is going to be affected.”

Cowan said that if the fare hike had been limited to 2.5 or three per cent, he likely would have voted in favour of it in order to

keep pace with the rate of increase within the region’s overall budget, but nine per cent was simply too high to support.

One of the councillors who voted in favour of the increase was Wellesley Mayor Ross Kelterborn, and he did so based on the belief that riders should be paying for more of their share – not regional taxpayers who have no use of the service, such as his constituents.

“Whenever you have something where peo-

ple use it, who do you think should pay for it?

They (transit riders) should be paying their fair share,” Kelterborn said, adding that ridership shouldn’t be hurt, especially when compared to the high price of running an automobile these days.

Cowan, however, doesn’t agree with Kelterborn’s assessment that those who don’t benefit shouldn’t be supporting it through their taxes.

“Good argument, I hear it,” he said, comparing it to the new wa-

Last fall Woolwich Township council agreed to cover the operating and debt financing costs of route 21 for a total annual cost of $462,000 – or about $35 per township household.

Average daily ridership during the week was up to 390 from September to December last year, an increase from 351 in 2010 and 245 in 2009, and Cowan expects a new report from the region further updating those ridership numbers next month.

fter only about a year and a half of fundraising, Kate’s Kause is nearly ready to break ground on a universally accessible playground in Elmira.

On Wednesday morning it was revealed that Kelly and Jeremy Meissner were winners of $60,000 in the Aviva Community Fund competition as part of a $1 million giveaway to 12 community projects across the country, funded by Aviva Insurance.

Altogether, Kate’s Kause has raised $265,000 for the playground.

“I think we can do an awesome and unique park with that money,” said Kelly on Wednesday evening in her Elmira home.

Meissner’s daughter Kate was diagnosed with Angelman Syndrome back in

2010. People with AS typically have little or no verbal skills, possible seizures and sleep disorders, and poor gross and fine motor skills.

Together the couple started Kate’s Kause in October 2010 to raise funds to build a playground their daughter and other kids with physical challenges could use to help them develop like a normal child through play and interaction with other children.

The competition was unique in that the public had the chance to vote on their favourite projects, of which there were nearly 2,000 submitted for consideration in three categories: small projects (valued at up to $50,000), medium projects ($50,000 to $100,000) and large projects ($100,000 to $150,000).

The first round of voting took place from Sept.

26 to Nov. 30. From that, 90

semifinalists were chosen to advance to the next round of voting from Dec. 5-16.

The numbers were again reduced to 30 – 10 in each category – and a panel of 10 judges selected the winners.

“It’s a little shocking,” said Kelly of finally reaching their fundraising goal of $250,000.

“It’s overwhelming to be this far, we thought it would take us five years.”

Kelly said it was the support of her friends, family and the people of Elmira who helped put them over the top so quickly, and it was also thanks to the votes of students at Bluevale Collegiate Institute where the Meissners teach, as well as Elmira District Secondary School, Waterloo Collegiate, Grand River Collegiate, Glenview Park, and Eastwood Collegiate.

Now comes the task of

trying to locate a suitable site for the playground. One proposal was to place it next to the Woolwich Memorial Centre near Lions Hall, but Kelly is concerned about the lack of shade.

She said that they have scheduled a meeting with township staff next week to work through that, and to bring it to council for final approval.

Ideally the construction would begin April 1, weather permitting, and it should be complete within six to eight weeks – well in time for summer.

For the Meissner family, the timing couldn’t be better.

“Kate’s development is really progressing, and she is at the right level of development to really benefit from this structure,” said Kelly.

“It’ll take a while for this all to sink in.”

While spending cuts will be part of Woolwich’s recreation budget in 2012, Conestogo residents want to see some additional spending in the community park. Specifically, they want the longneglected tennis courts brought restored to a useful state.

As councillors headed into budget deliberations Jan. 19, Sherrie Cochrane and Lisa MacDonald of the the Conestogo Recreation Association asked them to find room for the project, estimated at $120,000.

They noted there are few recreational activities for people in the village, especially kids.

If the project goes ahead, the community would be charged with fundraising a third of the price tag.

>> Decision on start times defered The Waterloo Region District School Board is holding off on a decision about whether to change the start times at its schools.

The issue was discussed at the board’s meeting Jan. 23, with the issue deferred to Feb. 13 pending future budget deliberations.

The board proposes later start times for high school students and earlier start times for elementary students, a move that staff say could save the board $1.3 million dollars in transportation costs.

The plan could see Waterloo Region high schools start between 9:15 and 9:30 a.m. They would finish no later than 3:45. Elementary schools would start as early as 8 a.m.

Changing the bell times have raised concerns from students and parents in the region, as student jobs, extracurricular activities and sports may be affected, and there is a possibility of elementary students waiting in the early morning dark for buses during the winter months.

Wellesley eyes 2% tax hike for 2012 Starting with 6.41% in spending increases, council whittles down the budget after first day of deliberations James Jackson

ellesley residents should expect to see a two per cent increase in the township portion of their taxes in 2012, or $21 for an average home assessed at $254,000.

While the hike may sting, it’s much lower than the 6.41 per cent tax hike staff had originally requested from council before the start of the budget review process on Tuesday morning.

It’s also slightly lower than the 2.9 per cent increase approved in last year’s budget.

“We did some major chopping,” said Mayor Ross Kelterborn after the dust had settled on Wednesday. “Based on the economic climate that we’re in, I’m hoping that will be a satisfactory number. It’s sure better than the number we started off with.”

The township reached the rate of two per cent by slashing nearly $100,000 from the proposed budget.

Wellesley also received $599,400 in grant money from the Ontario Municipal Partnership Fund – $18,300 more

than they budgeted for based on last year’s numbers.

The township also expects about four per cent more revenue ($139,907.52) from growth in the tax base compared to 2011.

The cuts mostly consisted of trimming away at the overall budget, but major cuts included $50,000 from the provisions for future roads reserves, $20,000 from recreation reserves, $15,336.65 from the information and technology expenditures budget, and $5,000 from the fire reserves for the development of a future fire station.

Kelterborn said he was disappointed that the township could not start the process of rebuilding their reserves and instead had to make cuts to them, but at the same time he felt it was prudent to keep the tax increase at a more manageable level.

One major source of contention at Tuesday’s meeting was the request to budget for an employee to handle the information technology services in the office, including repairs and service for the

computers and server, any cellular phones issues, and to work on the township’s website.

Staff requested that a new position be created and more than $60,000 be budgeted for IT wages ($45,000) and benefits ($15,336.65), which drew vocal opposition from Coun. Herb Neher and Coun. Jim Olender.

“I don’t justify a fulltime IT person,” said Olender. “We don’t need someone twiddling their thumbs six hours of the day, and they need to be doing a hell of a lot more than just IT.” “For an office this size, an IT person isn’t justified,” added Neher, suggesting that they put out an ad for a retired resident in the township with computer experience, or an outside consultant, both of which would be cheaper than a full-time employee, he said.

Last year the township budgeted for $44,250 in outside IT expenditures, but reduced that number to $20,500 this year.

CAO Susan Duke said that the options suggested by Neher were not off the table, but

that staff still needed to account for those costs in the budget in order to avoid a sizable shortfall.

In the end council elected to eliminate the $15,336.65 benefits portion of the expenditure, and labeled wages as “services” to leave their options open moving forward.

Kelterborn said Wellesley has worked hard to ensure that growth and expenditures are kept within their modest means as a township.

“We have moved ahead leaps and bounds,” the mayor said of the township’s development over the past few years. “We were able to keep what I consider a reasonable level of service to our customers and our rate payers based on a minimal tax increase.”

Before the budget can be passed, the township must provide 14 days’ notice to allow for public comment. The township is currently accepting public commentary on the budget, which will be presented in its final form to council on Feb. 21 in order to be passed.

he future of sidewalk snow clearing in Elmira may depend on a survey of residents as the township contemplates the fate of the service.

The program has been the source of complaints since its inception in 2004, with residents pointing to slow service, poor clearing of snow and ice, and ripped up lawn edges.

Now, with the current three-year contract expiring at the end of the season, Woolwich is looking at its options, including input from Elmira taxpayers, who are assessed a special-area levy to pay for clearing every sidewalk in town.

The township budgets $70,000 a year for the service, but the actual amount charged depends on the rolling surplus of funds in the account. Last year, for instance, some $46,000 was billed. The fund is in a surplus position again this year, thanks in part to the mild winter. That works out to about $12 for an average home with an assessed value of $254,000.

lessened the number of complaints, but not eliminated them, as Mayor Todd Cowan noted at a Jan. 19 budget meeting. Many residents call him, upset about the service, he said, noting there are others who are happy to be relieved of shoveling their sidewalks.

By law, residents everywhere else in the township have to clear their own walkways within 24 hours of a snowfall.

For Coun. Mark Bauman, that system may be just the tonic for Elmira. In discussing the matter, he asked tongue-in-cheek just how many complaints are heard from residents in other parts of the township.

ennoHomes marked the completion of its first home construction project in Elmira, and first partnership with students at EDSS, with a celebration Jan. 20. With their efforts, there are now two homes for low-income families on Centre Street.

Martin Buhr, president of MennoHomes, said the idea for an Elmira build started several years ago as the non-profit organization became aware of several local families in need. The group then teamed up with the 15 students from the high school, with supervision from teacher Scott Shantz, to help complete the project.

“This is our first build with the high school and the mindset that develops having students from the high school involved here was different. We really felt a community connection with this project, from the guys building the house to students raising money for the home; it was great to see the school get behind this project.

I am just thrilled that this has all happened,” said Buhr.

EDSS student council’s outreach committee took on the task of

raising funds for the build, encouraging students to help their community through a door-for-door campaign: each student in their homeroom had the chance to buy little paper doors for a dollar, with the proceeds going to help purchase doors for the houses under construction.

“We knew they were building this home and it was going to a family in the community and we wanted to be able to spread our school support out into the community,” said Alyssa Tomlin, a member of the outreach committee. “A lot of students knew the guys that were in the home build and they were supporting their friends as well as the community.”

The school raised $1,000 towards the purchase of two front doors for the semi-detached homes.

The build also received a $6,000 donation from the Mennonite Savings and Credit Union.

This was the first time EDSS students took on the task of building a semi-detached home and the first time the class was able to build a home in Elmira. Instructor Shantz, who has completed 25 builds with students to date, said

he was pleased with the outcome.

“The build went very well, and we were surprised to see the guys working well together.

They were a pretty energetic bunch of teenagers,” said Shantz.

“This has been very good for the guys because they see the outcome and know that it is going to someone who really needs the home. It meant a lot to the guys to know that and they really get the fact that they are helping our local community.”

Jordan Soehner, a Grade 12 student who helped on the build, said communication was key when it came to the students working with each other.

“Finishing this place took a lot of teamwork between everyone in the class,” said Soehner. “It is pretty cool to know that there was nothing here before, and we built it all. We definitely worked as a team to get this done.

At first there were a lot of different ideas on how to do the work but we eventually found our groove and started working together. I am glad we did it and were able to experience what it is like to build a house because that is not something everyone has the chance to do.”

Federal crime bill not winning any friends in province, region James Jackson

T

he Waterloo Crime Prevention Council is calling on the federal government to re-examine its omnibus crime bill.

“We have been advocating slowing this whole process down a little bit,” said executive director Christiane Sadeler in an interview on Monday afternoon, the same day that the provincial government announced that bill C-10 would cost Ontario more than $1 billion in increased police and court costs.

“The province I’m sure have taken some time to come out with this number. I think it’s a good estimate, but I wouldn’t be surprised if it’s low.”

Formally known as The Safe Streets and Communities Act, the bill was introduced last September and is comprised of nine smaller bills that were presented by the minority Conservative government but never passed into law.

The WRCPC is opposed to the bill on the basis that the topics covered in the document – which range from protecting children from sexual predators to supporting victims of terrorism – are rolled together, rather than dealt

with individually.

“Let’s take a look at this legislation but let’s do it bill by bill instead of wholesale,” said Sadeler, adding that the WRCPC is not opposed to certain elements of the bill – just its wholesale nature.

“It’s not about being soft or tough on crime.

That’s the wrong question to ask.”

Provincial Correctional Services Minister Madeleine Meilleur said Monday that the province faces the real possibility of having to build a new 1,000-bed jail at a cost of $900 million to house the extra prisoners that will be arrested and sentenced under C-10, a cost that she wants the federal government to cover.

Prison populations are expected to rise significantly under the bill due to its creation of new mandatory minimum sentences, increasing the maximum sentences on some crimes, limiting the use of conditional sentences such as house arrest, and making it harder to receive a pardon.

Sadeler is concerned that here in Waterloo Region the changes will mean more police in courtrooms for trials and less on the streets doing proactive work to limit the amount of crime. Court costs will

also rise, meaning the money will have to be cut from other services to help cover those expenses.

She fears the cuts will be to social programs that actually help cut down on crime – programs like recreation programs for youth, support for victims of crime, counselling services, and the like by putting even more financial pressure on a provincial government looking to make cuts to tackle its $16-billion deficit.

“The province is already saying ‘well, we need to cut back,” Sadeler said, alluding to the forthcoming Drummond report aimed at reducing the amount of red ink in the province.

“On top of already anticipated cuts, if they have to find a billion dollars, it only makes sense to say that it will have to come from somewhere, and it will likely be from the very programs that we know can prevent crime. So it is cyclical.”

Sadeler also questioned why the Harper government continues to push its tough-oncrime mandate in an era where crime rates continue to fall. In July, Statistics Canada announced that Canada’s crime rate was the lowest it had been in nearly 40 years and that it had

been falling steadily for the past 20 years.

Canadian police services reported nearly 2.1 million criminal code incidents in 2010, about 77,000 fewer than in 2009. The Crime Severity Index also fell to its lowest point since 1998.

Facts keep stacking up against Tory crime bill

F

acing billions of dollars in unnecessary spending on prisons and law enforcement, Canadians can only hope Stephen Harper starts paying attention to what the numbers have been saying for decades: crime rates are falling.

A new poll released this week shows more of us are getting the message, though it’s unlikely the prime minister is among the enlightened.

The Environics report show 46 per cent of those polled believe crime rates are declining, up nine percentage points from last year. Another 46 per cent feel crime is on the rise, down six percentage points from last year’s poll. What’s more, 63 per cent said they preferred crime prevention over law enforcement, the highest level since the company began asking the question in 1994.

Ideally, Ottawa would take heed, eliminating the bulk of what it has

planned under a new omnibus bill.

The costs simply aren’t justified, let alone the potential impacts on the privacy and rights of Canadians. As noted in this week’s issue, Ontario expects measures in the bill to cost it at least $1 billion off the bat.

Bill C-10 consolidates nine pieces of legislation the Tories were unable to pass in the last session of Parliament, covering a range of issues from mandatory minimum sentences, new takes on young offenders, a crackdown on drugs and changes to the parole system.

Critics have condemned the plan, saying the steps fly in the face of what’s really happening. Having made a big deal of the fear-based policy, however, the Conservatives are eager to press ahead solely to show follow-through on the pledge. Statistics, need and fiscal constraints don’t figure into the picture.

Planning to spend $10-$13 billion on prisons is excessive. Doing so after running up a record deficit is folly.

rate in the world – about 750 of every 100,000 people in the country, about seven times greater than in Canada – yet it’s unclear what, if any effect that’s had on the crime rate.

Certainly, no one is going to argue the U.S. is safer than Canada.

Much of the increase in U.S. incarceration rates has come in that last three or four decades. At the same time, cuts have been made to crime prevention and victims’ aid programs. As well, policies have exacerbated the link between poverty and crime rates.

We’ve seen similar changes here under the Conservative government, including a 70 per cent cut to crime prevention funding, which flies in the face of the desires expressed in the new poll.

The government shows no sign of getting it, however, pushing on despite all reason.

Panic would follow coup in Pakistan

T

he eastern half of what used to be Pakistan narrowly escaped a military coup last month. Brigadier Masud Razzak, the spokesman of the Bangladeshi army, announced last week that “A band of fanatic officers has been trying to oust the politically established government. Their attempt has been foiled.”

They had “extreme religious views,” he said, and revealed that some of the 16 conspirators, all of them current or former military officers, will soon appear before a military court. For a country with a dismal history of military coups, some of them very violent, it was a heartening outcome. But it was also a reminder of where the real danger lies in the subcontinent.

If the country called Pakistan that got its independence from Britain in 1947 were still a single state, it would be the fourth biggest nation on the planet, with over 300 million people.

However, its two halves were separated by 1,500 km of Indian territory, and had little in common apart from having Muslim majorities. That Pakistan only lasted 24 years, and broke apart amid much bloodshed in 1971.

Since then, the two successor states have taken different paths. Bangladesh has no major disputes with its giant Indian neighbour, and spends relatively little on its military. The part that is still called Pakistan, on the other side of India, has a huge territorial dispute with India over Kashmir, a history of wars with its neighbour, and very serious armed forces. It also has a history of coups. And Islamist fanatics in the officer corps. And nuclear weapons.

There are reasons to hope that the worst days are past in both countries.

International Affairs GWYNNE DYER power in Bangladesh 20 years ago, and the country is a functioning (but very turbulent) democracy. Pakistan also has a democratic government now – the army officially left power in 2001, although a general went on running the government until 2008 – but the army still overshadows it.

But it is not generals seizing power in Pakistan that worries foreign governments. It is the fear that middleranking Islamist fanatics in the army might stage a successful coup and get their hands on those nuclear weapons.

They would be people quite similar in their beliefs to the officers whose coup has just been foiled in Bangladesh – but Bangladesh doesn’t have nuclear weapons.

A coup by Islamist officers in Bangladesh would be seen by most foreigners as deeply regrettable but mostly of only local interest. A coup by Islamist officers in Pakistan would unleash the Mother of All Panics.

An Indian strategist once told me, off the record, what he thought would happen about six hours after news of an Islamist coup in Pakistan reached the rest of the world. There would be a huge “traffic jam” over Kahuta and other major Pakistani nuclear weapons facilities as the Indian, Iranian, American and Israeli air forces all tried to keep the nuclear weapons out of the hands of the fanatics by destroying them.

It wouldn’t succeed, because Pakistan already has more than 50 nuclear weapons, and it keeps them dispersed precisely to thwart that kind of attack.

The Israeli air force couldn’t really reach Pakistan (although Pakistan has missiles that could reach Israel). A few other details in the strategist’s scenario also ring false – but it is basically credible.

So how likely is an Islamist military coup in Pakistan? About as likely as it is in Bangladesh, which is to say unlikely, but not unimaginable. In this one thing, the two armies are alike – and quite different from those of most other Muslim countries.

In almost all other Muslim countries, the armies take great care to ensure that Islamist officers do not rise very high in rank: they may make captain, but they won’t make colonel. This is because the generals know that they can’t be trusted. The generals themselves are mostly faithful Muslims, but they must protect the integrity of the military institution they serve, and that means no Islamists in positions of real power.

Islamists, by definition, cannot give their full loyalty to the army or the state. Ultimately, they serve an imagined Islamic caliphate that would sweep away even the country they are supposed to serve. Their lesser loyalties are purely tactical and transitory. So the armies have never let them near real power – except in Pakistan and Bangladesh.

In both cases, this anomaly was created by military dictators who made pragmatic alliances with religious extremists as part of their strategy for holding on to power. General Zia ul-

Tip public sector wages in favour of taxpayers

P

remier Dalton McGuinty is being more than a little disingenuous when he calls for a public sector wage freeze without making it mandatory. We’ve been hearing the same message for two years, to little avail.

That’s not to say the goal isn’t worthwhile: wages typically make up 50 to 60 per cent of the tax dollars spent by governments, so that’s where the cuts have to be made to get spending back under control.

That’s especially true if the goal is to maintain programs and avoid large tax increases, in which case something’s gotta give. That something is the civil service salaries.

The restraint advocated by both the federal and provincial governments finds a receptive audience: most of us have no problem seeing government workers as overpaid and underworked. Fair or not, that’s the perception. Layoffs and wage freezes (if not outright cuts) are an easy sell to the public. Public service compensation now outstrips the private sector by some 30 per cent when wages, benefits and pensions are factored in, and it’s now time to begin reversing that trend.

Public sector unions, seeing the writing on the wall, are quick to argue that private sector compensations should rise rather than rolling back what’s paid to government workers.

A nice idea, but one detached from current economic reality, and an issue government has no direct control over, unlike their own budgets.

There’s no point in cutting wages only to pass the money on to large corporations that have been hording revenue rather than using it productively in the economy.

The other union tactic, painting a dire picture of service cuts, also has little credence. Indiscriminate layoffs could theoretically see needed frontline workers let go, but that’s an unlikely scenario. There are ways of judiciously reducing the size of the civil service with minimal impacts. Lowering wages would free up money to tackle deficits and to funnel money where it’s needed.

Making cuts and wage freezes work requires the public to think about service levels and what they’re getting for their money: wage increases and program spending that have routinely outstripped inflation has left us paying much more while getting little or nothing more in return. For example, look at this week’s debate in Kitchener over firefighting services. The city expects to pay $29.3 million for the fire department this year, 55 per cent

more than the $18.9 million budget 10 years ago, but residents are no safer today than they were a decade ago. The same can be said about a host of other services, municipal, provincial and federal.

In short, we have government, but not a commensurate increase in service.

Between 2004 and 2011, the number of employees in the public sector grew by 20 per cent, to 3.6 million from three million.

The total number of employees in the sector is more than 20 per cent of the national workforce of 17.2 million, according to figures from Statistics Canada.

Salary figures indicate a growing gap between civil service wages and the average earnings of privatesector employees. The discrepancy is likely to increase, as average industry wages will remain stagnant or decline dramatically in some industries as layoffs take hold. Even though the recession is officially over, unemployment remains high and private-sector wages depressed.

Yet, as we’ve seen in this area, government employees continued to receive multi-year deals worth, on average, three to four per cent a year. With no bottom line – politicians seem to have few qualms about dipping deeper on their repeated trips to the well – governments simply pass the increases along to a public forced to pay taxes, a far cry from the situation faced in

the private sector.

Few would begrudge civil servants a decent wage, but when those supported by public money are making more than those paying the freight, friction is bound to follow. It’s with that reality in mind that elected officials have to counter years of excess, waste and concessions. McGuinty calls for freezes, but does not make them binding. If history is any indicator, voluntary restraint will not work. Measures will not be carried out uniformly across provincial government lines, let alone translate into similar restraint at the municipal level.

All the efforts will be hampered by arbitrators who’ve typically undermined the public interest.

This is not simply a tirade against government workers. We want services, so we need people to provide them. Those people should be paid a decent living wage. The trick will be to decide what services we really need – hint, fewer than we’re spending money on right now – and what constitutes “decent.” As the annual sunshine list and other revelations of public sector wages reveal, however, we’re a long way past most people’s concept of appropriate compensation. The 30 per cent overage is a good benchmark against which to measure rollbacks.

Fairness is important, certainly, but the priority is fairness to the average taxpaying resident – all other interests take a back seat.

new year brings new and creative ideas for the members of the Elmira Business Improvement Area (BIA) and its new executive board. At the helm, Jennifer Patterson of Inspiring Accents has succeeded Krista McBay, owner of the Elmira Home Hardware, as the organization’s chair.

The downtown business organization is seeking a new focus, looking to BIAs elsewhere for ideas and contemplating the addition of a parttime staff person to keep things organized.

On Feb. 6, the local group will be getting an evaluation and input from Kay Matthews, executive director of the Ontario Business Improvement Area Association. The OBIAA, established in 2001, represents, supports and encourages member BIAs to in-

crease their effectiveness and their contribution to the economic and social well-being of their communities.

The main goal of the organization is to strengthen downtown cores.

“This is something we have never had and sort of lacked over the years.

We have always just gone about our business without the proper guides, so instead of doing that this year we are going to look forward to this new year and try to do things in a more progressive way,” said McBay. With the OBIAA, the plan is to have Matthews come into Elmira to tour the town then sit down with the municipal officials and the board to discuss what the successful BIAs do in Ontario to generate traffic and breathe new life into the downtown.

“We are really hoping for some positive feedback from her,” said Patterson. “She is going to provide the members with a BIA 101, show ex-

amples of successful initiatives and answer questions from our members about how the BIA should operate, what their responsibilities are and how people can get more involved.”

The BIA is holding an open information session for all its members when Matthews comes to town on Feb. 6 to discuss how to create a general awareness of the BIA, and what they do and can do.

“Our hope is to get more members of the BIA involved in the downtown and helping out at more BIA events like the sidewalk sale. We are planning to implement some new events this year and are currently working on them,” said Patterson.

The BIA is continuing to work on their marketing program and its Life is Sweeter Campaign now that they have a fresh new executive board.

“We have new businesses that have come to town who are stepping up and helping out we seem to have more energy going forward,” said McBay. “Hopefully this will help with the marketing programs that were started to become complete.”

The BIA will also be meeting with the township regarding signage.

Woolwich is undertaking a review of its own sign bylaw, with the organization eager to provide input given that recent changes to the Region of Waterloo’s bylaw have eliminated opportunities for using signs on the approaches to Elmira, particularly Arthur Street South.

“We are looking for a way to get our signs back up because it really benefitted more than just the businesses: it benefitted the non-profit organizations … basically everyone. There was a huge cry when the region told

us to take down our signs. We are just trying to get the word out to people and let them know what is going on and when you take one more thing away it just makes that job that much more difficult,” said McBay. The Elmira organization is currently in talks about adding a part-time administrative assistant through the township to help out with new initiatives and administration, a move the BIA hopes will foster communication among members.

“We are still working on the details for a part-time position for the BIA at the township. We have a job description that we have for the township to look over,” said McBay. “The person is already in place at the township it is just a matter of deciding how much of their day will be spent dealing with BIA issues.”

The new board members are Mayor Todd Cowan (beautification committee), Derek Patterson (marketing and communication), Jennifer Patterson (chair), Krista McBay (past chair), Freda Walker (secretary) and Keith Shelter (finance).

For McBay, the changes are a chance to step back at least a little bit from the organization to concentrate on her own work.

“I am taking a backseat role. I am there to help (Patterson) when ever she needs it. I am just so busy with my own business and I have to really focus on that. I have been on the BIA for seven years, so it is time for me to take a rest,” said McBay. The BIA has set up a new email address for members and volunteers to used to contact the the downtown business organization: elmirabia@ gmail.com.

Farming everywhere is being linked to economic recovery Food For Thought Owen Roberts reason is simple, said Waite: Europe is counting on agriculture for stability.

“In Europe, agriculture and food has a crucial role in economic recovery,” he said.

Indeed, food and farming is dear to Europeans and they’re not averse to supporting it in a big way with subsidies, for which they’ve been criticized in the past. Some of those subsidies, which are part of what’s called the Common Agricultural Policy, have been blamed for significantly distorting global trade, particularly by the U.S. (which likewise pours billions into support for farmers).

But in Europe, farm subsidies are part of the culture. And now, they’re what politicians believe it takes to get their economies rolling again.

Globally, farm subsidy cutbacks were all the rage before the financial crisis hit. Now, though, don’t expect to see them attacked with the same gusto – especially not this year, the fiftieth anniversary of the Common Agricultural Policy. Europe even has created a campaign to

celebrate the policy, called CAP@50.

Dacian Ciolos, Europe’s Commissioner for Agriculture and Rural Development, says back in 1962, Europeans were mainly worried about food shortages. Food security is still important, he says, but so are new concerns such as climate change and sustainability.

Those additional concerns are reflected in policy reforms that bolster support for European farmers who take eco-measures on their land, such as setting aside part of their land for nature preserves and hedgerows. Waite says the commission wants farmers to dedicate seven per cent of their land for “ecological focus,” and will support them for doing so. He says Europe is also prepared to invest in research that saves the environment from creeping or chronic problems such as greenhouse gas emissions and water scarcity.

Individually, European countries are taking a similar tact. Troubled Hungary, for example, has declared

itself primarily an agricultural country. Such a proclamation would have once been considered archaic.

But Prime Minister Viktor Orban says an economic model based on agricultural production rather than on industry should not be dismissed. Future wars will be waged over soil and water, he predicts, adding that Hungarians should rely on their own farmers’ production rather than on imported “junk.”

Indeed, countries everywhere are turning or returning to agriculture.

For example, also in Berlin, Sierra Leone’s Minister of Agriculture, Forestry and Food Security, Joseph Sam Sesay, noted how his country is championing agriculture as an engine for increased prosperity through exports, youth employment and infrastructure development in the country.

It’s clear a worldwide rally is taking place in agriculture and food.

With the support of government, industry and academia, Ontario is well-positioned to lead the pack.

Kin Club fundraiser offers pampering, support for community groups James Jackson

As part of its third annual “pamper yourself for a year” giveaway, the group is selling 5,000 tickets with a grand prize of 52 $50 gift certificates of your choice – one for each week of the year and worth a total of $2,600.

“They get to pick whatever they want,” said Kin Club past-president Bill McBay. “So you don’t have to worry about what you’re going to win or thinking ‘I don’t need a big screen TV, I don’t need an ATV. I don’t need a Sidney Crosby jersey.’”

In total there will be 131 winners, with second prize consisting of 52 $25 gift certificates all the way down to a sixth-place prize of one $25 certificate to 52 people.

The only catch is that the stores must be in Waterloo Region, or certificates must be available to order online or over the phone.

The early-bird prizewinner of 52 $25 gift certificates was picked last month and McBay said the winner elected for half the certificates to be for the Conestoga Mall, and the other half for a travel agency.

The real winners with this contest, however, are the local charities, teams and schools that help the Kin Club sell the tickets. For each $20 ticket that they sell, the Kin Club will donate $10 back to that group to be used however they want, and they can sell as many or as few tickets as they want.

“Millen Woods Public School last year came in during the last week and sold 204 tickets and we wrote

them a cheque for $2,040,” said McBay. “They thought it was a great fundraiser and turned it around really quickly.”

Yet McBay said he has had trouble getting groups to commit to selling the tickets this year – despite the potential for substantial cash.

Agriculture’s impact is likewise being regaled in other nations trying to rebound from financial distress. For example, last week in Berlin, European Commission spokesperson for agriculture and rural development Roger Waite explained to a group of international agricultural journalists gathered there for Green Week how, despite the economic chaos there and cutbacks everywhere, Europe’s multibillion-dollar agriculture budget would likely remain unscathed.

very day Sydney Townsend can be found running around the gym at the Revolution Gymnastic Club in Waterloo. Instead of walking from one side of the gym to the other, she does a front roll, cartwheel, a couple of skips and a jump.

The 12-year-old is training to become one of the best gymnasts in the province.

Last weekend Sydney competed as a Novice National at the Elite Canada Screening competition held in Oshawa where she finished with a gold medal for her floor routine, a silver medal on uneven bars, a bronze medal on balance beam and claimed the silver medal in the all-around in a category of 14 gymnasts from across Ontario.

last weekend, Sydney has now qualified to compete at Elite Canada in February in Mississauga where she will compete against the top athletes in her category from across Canada.

This was no fluke for the Grade 7 student at Conestogo Public School, as she finished fifth all-around at the Ontario championships in the Novice National category in 20102011. That finish earned her a spot on Team Ontario, representing the province at the Canadian championships.

Her teammate Stephanie Merkle finished second over all in the senior program, while Julia Moreau finished first all around in the provincial level nine, the last level of provincials before heading to nationals.

“I had too much energy when I was younger. I really like getting all my built-up energy out, and gymnastics help do that on a daily basis,” said Sydney.

Since moving to Conestogo with her family last year Sydney attends the Waterloo club and is coached

by Aaron and Angela Brokenshire and Berrie Onishenko. She trains Monday to Friday, five hours a day and works out every other Sunday to keep in shape for the program demands.

Sydney’s mother Marcie picks her daughter up from school at 1 p.m. every day so she can start her training at 2 p.m.

“The school has been really supportive. In the GTA they have a high performance programs in schools which is structured so that all the kids are finished their classes at lunch time but they don’t have that here so we spoke to the principal at Conestogo Public School and they have tailored her classes so that she is only missing gym class in the afternoon,” said Marcie.

Sydney’s favorite discipline is the uneven bars and she completed her first competitive Tkatchev last weekend. A Tkatchev is performed on the high bar or uneven bars, and can be done in the straddle, pike, or layout position. In a Tkatchev, the gymnast swings up

like a back giant and releases the bar in an arched position. She flies over it with her back to it, then sits up and catches the bar again.

“I was a little surprised by my results at the competition because I did not start the day off very well. I fell twice during the vault competition,” said Sydney, noting that was unexpected as she finished second in vault in Canada last year.

“Even though I fell I knew I was not out of the competition. It was not the first time I made a mistake and I am very good at brushing it off and carrying on with the competition.”

Sydney’s coaches were very pleased with their young athlete’s performance at the competition, as they had added new skills to her program and whole new floor routine.

“We were not surprised that she was capable of having a result like that but with never having been to a competition with her before you are never sure what you are going to get, as everyone competes a little differently. We were pleasantly impressed that she was a gamer and is competitive,” said coach Aaron Brokenshire.

“There is always a chance that they will fall but she rose up to the occasion. She really is a fun kid and knows how to handle herself very well for her age.”

Sydney has her eye on the 2016 Olympic Games to be held in Rio De Janeiro, Brazil: she’ll be 16 years old and eligible to compete for Canada.

“She has the potential to be an Olympic athlete. She has the talent and the ability to get there and her aptitude is high enough to get her to go as far as she wants,” said Brokenshire.

ometimes you just have a craving for something that tastes familiar, which might have been your first introduction to a type of food. For many people, fried fish is one such introduction to seafood.

A staple on many restaurant menus, you can’t go wrong with an order of fish and chips. Unless, of course, it’s soggy, greasy and not fresh.

Here are some tips on frying fish to ensure that if you are going to go through the slightly messy trouble of making deep-fried fish, it’s gonna be great.

First, get yourself some nice, fresh fish. Second: ensure that your fresh canola oil is at the right temperature: If your oil is too hot, then the fish will brown too quickly and not get cooked evenly on the inside. If the oil is too cold, then it will absorb the oil and become soggy.

Gently let go of the piece of fish so that the fish is now floating in the hot oil.

Continue with 2-4 pieces, careful not to overcrowd the pot; Fry on one side until golden, and then flip over and continue to cook on the other side until deep golden in colour. Once fish is done, remove and place on paper-towel-lined baking sheets or on a cooling rack; sprinkle lightly with salt.

Kings support troops, shoot down Hawks D

ressed in camouflage jerseys, the Elmira Sugar Kings were ready for a battle against the Cambridge Winter Hawks Jan. 22 after suffering a 5-4 defeat to the Guelph Hurricanes the night before.

Playing in their annual Support Our Troops game, the Kings scored four unanswered goals against the visiting Hawks en route to a 4-1 win.

“I think the game was a typical Elmira Sugar King hockey game. We were five strong on the ice, we were tough in battles, and we stuck to our game point and I believe we have turned the corner,” said head coach Dean DeSilva.

The Hawks were the first on the board when Darcy Meyer scored two minutes into the first period on the powerplay beating Elmira netminder Nick Horrigan with a chip over the glove. It would be their only goal of the afternoon.

The Kings were eager to fight back, evening the score before heading to the room when Lukas Baleshta scored his ninth goal of the campaign at 15:41.

Cash Seraphim, who had just been released from the penalty box after a roughing call, picked up the rubber and entered the Hawks’

end, finding Scott Nagy on the right of the goals. Nagy circled around the net and quickly fed the puck to Baleshta, who fired a onetimer high over the stick of Cambridge goaltender Lucas Machalski.

“The turning point was (Seraphim) and his penalty where he jumped in for somebody on his team and the guys rallied around that.

For a 16-year-old to do that, it is amazing. (Seraphim) has come a long way and the team really picked up after that, especially for the guys sitting on the bench, and our momentum just built from there and we scored shortly after,” said DeSilva.

Returning to the ice after the first intermission, forward Brett Catto extended the Kings’ lead while scoring his first goal in Elmira green just over two minutes into the period. Wade Pfeffer got the puck up to Michael Hasson at the blue line. Hasson then made a cross-ice pass to Catto who snapped it past the goaltender.

Brady Campbell would score one more just under three minutes later from Seraphim and Pfeffer at 18:18 to make it 3-1.

The third frame saw the Kings starting shorthanded after Clayton Greer was given a penalty in the dying seconds of the second period on an interference call. Pen-

“I don’t know what it is that gets these two teams going. I think since a lot of these guys grew up together and play together; we have a lot of Cambridge kids on our team that there just seems to be something that happens when our two teams meet,” said DeSilva.

Horrigan stopped 25 of 26 shots for the win, while Machalski stopped 48 of 52 for the Hawks.

Emotions ran high during the game and the Kings need to be able to put them in check before the team starts

its playoff run in a month’s time.

“This has been a problem all season, it is tough to pull them back because they are trying to play a high pressure, high tempo game and to use our depth and we want guys to finish their checks, we are trying to teach them to hit sticks on puck, but using their shoulders their sticks come up and emotions start running high,” said DeSilva.

he Wellesley Applejacks split the weekend with a win over the St. George Dukes and a loss to the Hagersville Hawks both on home ice.

Facing the Dukes on Jan. 20, Mitch Metzger opened the scoring against St. George at the 11-minute mark of the contest courtesy of an assist from Corey Way and Matt Soveregin. It would be the only goal scored in a hardfought first-period battle.

“It was a good game, we played very well and so did St. George. It went back and forth, it was an excel-

lent game,” said Jacks head coach Kevin Fitzpatrick.

“We had a lot of guys really step up and perform and I was pleased with the performance the whole team gave.”

After the first intermission the Jacks came out flying, taking it to the Dukes who seemed sluggish returning to the ice after 20 minutes of play. Way would score his team-leading 21st goal of the campaign when he found the back of the net just over eight minutes into the frame.

Metzger picked up the puck just past the red line, slipping it over to Sovereign who would find Way alone on

the right of Dukes’ goaltender Tanner Armstrong. Way fired a one-timer below the glove of Armstrong to give the Jacks a 2-0 lead.

St. George cut into that two-goal lead at 13:13 during a powerplay on a shot that squeezed between Wellesley goaltender Josh Heer’s stick and the post, but Tyler Eckert got that one back four minutes later from Rob Hinschberger and Jake Steenson at 17:20 to make it 3-1.

The Dukes retaliated less than two minutes later, potting their second of the night during another powerplay.

The third frame was a well fought period with Wellesley

out-shooting St. George 13-5.

The Jacks managed to score their fourth of the night off the stick of Shawn Fitzpatrick. Bobby Gray took the puck from deep in Applejack territory, passed it to Blair Witmer who then banked a pass off the boards near the blue line to Fitzpatrick, sending him streaking down the ice. Fitzpatrick used his body to shield the puck from the defenders and managed to cut the right side of the net before slipping the rubber past Armstrong.

Jacks netminder Heer stopped 23 of 25 shots for the win, while Armstrong stopped 41 of 45 for St.

George.

Two days later the Jacks were up against Hagersville looking for redemption after losing the week before to the Hawks. Unfortunately the Jacks were not up to the task, losing 8-3.

“I have been giving this game a fair amount of thought over the last couple days and I am not really sure what happened,” said Fitzpatrick.

“Hagersville just beat us in all aspects of the game, what it comes down to is that they were better prepared than we were. I was shocked,

Grace is always in fashion when you’re out snowshoeing Not-So-Great Outdoorsman Steve Galea would be apt to call 911 and then immobilize your pelvis until the ambulance arrives. Trust me.

You see, despite the fact that snowshoes have been around for thousands of years, no one has yet found a way to do anything more than shuffle awkwardly in them.

In fact, I suspect that this is where almost every Caucasian dance move originated from.

The worst part is that you don’t even get points for trying to be innovative. For instance, though I have recently perfected a technique for emergency snowshoe removal that utilizes nothing more than an unnoticed snow covered log across the trail, the snowshoeing world has been reluctant to accept it.

This is the main reason I’d pay good money to see a lineup of models coolly walking down a well-lit runway, wearing trendy winter clothes, ridiculous hats and donning snowshoes.

I can just see it now. They’d be

just like that, all those folks who witnessed the spectacle of me “snowshoeing” down that steep incline would understand that I was merely trying to make a fashion statement – something about man’s indomitable will to survive, I suppose.

If they understood this much, what followed would have been much less awkward. I mean, when I finally dug myself out of that snow bank and stumbled toward the parking lot, they would have applauded and perhaps thrown roses at my aching feet – which I would have greatly preferred over them immobilizing my hips and calling 911.

hey say Imelda Marcos, the wife of ousted Philippine dictator Ferdinand Marcos, owned more than 2,700 pairs of exotic shoes. But I’d bet that not a single pair of them was snowshoes. This makes her much smarter than most of us give her credit for.

This thought crossed my mind while I was snowshoeing on the trails the other day. Call it the first indication that I should have been wearing a hat. A hat might have stopped my brain from freezing.

Yet even now, from the relative warmth of my office, I find it interesting that Imelda didn’t own a pair of snowshoes. And it’s even more telling that the fashion world hasn’t ever held a runway show in Paris or Milan that featured snowshoes. I’m not just talking about snowshoes hanging on the walls or nestled in stupid hats as fashion accessories either. No, I mean a show where models were actually forced to walk out in snowshoes. I happen to think that this would actually make for a highly entertaining event and one that I’d be only too happy to attend.

That’s because there’s really no graceful way to walk in a pair of snowshoes. In fact, if you were walking in snowshoes and swiveled your hips the way models do, people

This weekend, the Kings are in Listowel Friday night to face the Cyclones before returning home Sunday to welcome the Stratford Cullitons. The puck drops at 7 p.m.

Capturing the enduring appeal of Buddy Holly T

he music may have died on Feb. 3, 1959, but it will be alive and well next Sunday, two days after the 53rd anniversary of that fateful plane crash that took the lives of Buddy Holly, Ritchie Valens and the Big Bopper.

In celebration of their music and that of the other performers of the era, Maryhill’s Commercial Tavern presents Buddy Holly: The Anniversary Concert.

The show is fronted by Jeff Giles, best known for his starring role in The Buddy Holly Story, the official musical show of the legendary rock ‘n’ roll pioneer. The musical itself has thrilled audiences worldwide since 1989, including an acclaimed Broadway production and 12 consecutive years in London’s West End with numerous subsequent tours continuing to run around the world. In Canada, Giles has starred as Buddy in Charlottetown, where he was also featured on CBC television.

Buddy Holly: The Anniversary Concert will celebrate the music of Holly’s

final tour, known as The Winter Dance Party, which debuted in January 1959.

It was on that tour that the three performers boarded a small chartered plane in Iowa bound for Minnesota, crashing shortly after takeoff. The death of the trio was later immortalized in the famous Don McLean song “American Pie,” and is often referred to as “the day the music died.”

To play Holly (born Charles Hardin Holley on Sept. 7, 1936 in Lubbock, Texas), Giles listened to a large assortment of recordings and watched the limited amount of available video footage of the singer, most of it from TV appearances.

“From what I’ve read, he was a lot more boisterous in concert than he was on television,” said Giles in an interview from his Toronto home, noting his own performances reflect that.

He sees the show as a tribute rather than a straight impersonation, though he’s worked hard to get the physical and vocal mannerisms down pat. He first joined a

cast of The Buddy Holly Story in 2008, with things taking off in 2010.

“I’ve been working really hard on improving myself technically as a singer. I’m trying to capture his essence and do justice to his songs and the way he performs them.

“When I’m in front of an audience, I’m bringing as much as I can,” he said, adding the goal is an honest representation of the music.

Just 28, Giles grew up listening to a variety of music, including late-1950s, early ’60s rock ‘n’ roll, as well as the Motown soul and R&B. In researching for the role, he came to appreciate Holly’s pioneering efforts, both as a singer-songwriter at a time when most artists didn’t record their own music and as someone who experimented with the technical side of the recording industry.

Though only active in the industry for less than two years – he was 22 when he died – Holly continues to influence music today. He’s credited with inspiring the

likes of The Beatles, The Rolling Stones, Bob Dylan and Eric Clapton.

Holly was in the first group of artists inducted into the Rock and Roll Hall of Fame in 1986. Rolling Stone magazine ranked him at number 13 on their list of the 50 greatest artists of all time.

While Holly’s music is the centerpiece of the show, Giles and his three-piece band (drums, bass, keyboards) will be performing tunes by the Big Bopper, Valens, Dion and others important to the Winter Dance Party. The music will be interspersed with stories about the songs and artists.

he air at the YMCA’s Camp Ki-Wa-Y will be filled with quintessential Canadian sounds – the swirling serenade of chattering sticks and skates – as five local teams carve their blades into the ice for the first annual Paradise Lake Cup pond hockey tournament being held today (Saturday).

On the ice, the game is four-on-four, with each team allowed one sub. There will be a rink-side official

standing outside the snowbanked pond tracking the score during two 15-minute periods.

There are no goalies; slap shots and body checking are not allowed. Instead a largely uninterrupted match of speed and stickhandling with quick wrist shots made on the fly will see goals and turnovers come fast.

Scores will be more representative of a football game than a normal hockey game.

Weather was a concern for the tournament organizers as this winter has been

quite mild but the lake has more than eight inches of ice which will do just fine for the tournament.

“We are hoping the weather stays cold because we have a few teams that are looking forwarding to coming out enjoying the day,” said Caitie Wright, director of Camp Ki-Wa-Y. The teams, made up of players aged 7-12, each paid $50 to enter the tournament with the funds contributing to future YMCA camp programs.

Originally planned as a

two-day event, organizers had to change things up because of a lack of interest due in part to this winter’s milder weather.

“We have turned the tournament into a family fun day. There will be tobogganing and skating for family members, and lunch will be included during the day as well,” said Wright. “The weather had a lot to do with our decision to change the event, but this is our first year and hopefully we will generate enough word of mouth to make this an an-

nual event.”

Wright believes all youth should have the opportunity to play non-contact hockey in a fun and supportive environment.

“We are looking to have a lot of fun and we just want the kids to come out and enjoy pond hockey and for most of them this will be their first experience playing hockey on a frozen pond rather than indoors in a rink. We hope the weather holds and it will be cold enough for everyone to enjoy the ice.”

DOG BITES - DIDYOU KNOW? The Township’s Animal Control By-law, By-law 75-2006, and the Dog Owner’s Liability Act prohibit the owner of a dog to permit a dog to bite or attack any person or domestic animal. It is the responsibility of the owner of the dog to exercise reasonable precautions to prevent it from behaving in a manner that poses a risk to the safety of persons or other domestic animals.

If a dog has bitten or attacked any person or domestic animal the Township’s Enforcement Officer may issue a fine in the amount of $495.00 to the dog owner and an Order that would require the dog be kept muzzled.

Additionally, the Township’s By-law Enforcement Officer may seek a further Order of the Court if necessary for the protection of the public pursuant to the Dog Owner’s Liability Act. The Enforcement Officer has 30 days to act after being informed of an incident.
