n this issue of Diplomat magazine, the focus is on the Gulf countries: Saudi Arabia, Qatar and the United Arab Emirates. As it is known, the Georgian government actively seeks to strengthen diplomatic and trade relations with these countries. We spoke to Mr. Genadi Arveladze, Georgia’s Deputy Minister of Economy and Sustainable Development, to find out what the main accomplishments have been and what the future holds for these relations:

There is an active effort underway to deepen relations with Gulf Arab countries in the maritime sphere; Kuwait, the United Arab Emirates and Saudi Arabia have signed memorandums of mutual recognition of seamen’s certificates in the last three years, allowing Georgian seamen to be employed and serve on ships sailing under their flags. For Georgian sailors, this is especially important since the merchant fleets of these countries are primarily tankers, and this is the field that Georgian sailors’ traditionally specialize in.

In recent years, the business sector in Georgia has become increasingly interested in Arab countries, how does the Ministry of Economy contribute to the expansion and strengthening of these relationships?

Together with the agency Enterprise Georgia, the Ministry is actively working to attract potential investors, increase exports, and promote Georgia; as far as investments are concerned, Arab countries show the highest interest in real estate, agriculture, logistics, and energy. The mentioned countries were visited by high-level business representatives to meet with potential investors and representatives of the business sector during the last period. It deserves a special mention that Georgia participated in Expo Dubai 2020, an international exhibition that took place in the United Arab Emirates between October 2021 and March 2022. Within the framework of the exhibition, the Georgian pavilion focused primarily on the rich culture, business opportunities, and tourism potential of the country. During the same exhibition, in December 2021, a Memorandum of Understanding on Cooperation in the Field of Tourism between the Ministry of Economy and Sustainable Development of Georgia and the Ministry of Economy of United Arab Emirates was signed.

Together with the agency Enterprise Georgia, the Ministry is actively working to attract potential investors, increase exports, and promote Georgia; as far as investments are concerned, Arab countries show the highest interest in real estate, agriculture, logistics, and energy.

Furthermore on November 8, 2016, the Memorandum of Understanding between the Government of Georgia and the Government of the State of Qatar on Cooperation in the field of Tourism was signed between the two states.

To further to raise awareness about Georgias’ business tourism potential, the Convention and Exhibition Bureau of the Georgian National Tourism Administration participated in the international event MALT - Meetings Arabia & Luxury Travel Congress 2022, held in Dubai on March 30-31. .

Moreover, in May 2022, the Georgian National Tourism Administration took part in the international tourism exhibition-fair ATM held in Dubai, which promoted both the country’s tourist offerings and its business tourism potential.

In the period between September 30 and December 15 of the current year, the Georgian National Tourism Administration (GNTA) is implementing a marketing campaign on the international platform Bloomberg targeting all three countries.

In addition, during the period of November 2021 – January 2022, GNTA launched a large-scale marketing campaign on CNN, targeting Saudi Arabia and the United Arab Emirates, while Qatar was also the target market for the television part of the campaign.

Dynamics of air traffic restoration and, at the same time, launching of operation of new air routes from the Gulf states is particularly increasing. During the navigation season of summer 2022, a total of 8 airlines operated from the United Arab Emirates, Qatar and the Kingdom of Saudi Arabia in the direction of our country with total of 124 frequencies. Flights were carried out from Abu Dhabi to Tbilisi and Kutaisi (Air Arabia Abu Dhabi; Wizz Air Abu Dhabi); from Dubai to Tbilisi and Batumi (Flydubai); Doha-Tbilisi (Qatar Airways); Sharjah-Tbilisi (Air Arabia); The Flynas airline operated on the Dammam-Tbilisi-Dammam, Jeddah-Tbilisi-Jeddah, Riyadh-Tbilisi-Riyadh, Qassim-Tbilisi-Qassim, Dammam-Batumi-Dammam, Jeddah-Batumi-Jeddah, Riyadh-Batumi-Riyadh air routes. The Flyadeal airline also operated on the Dammam-Tbilisi-Dammam, Jeddah-Tbilisi-Jeddah, Riyadh-Tbilisi-Riyadh routes, while Georgian Airways – on the Tbilisi-Dammam-Tbilisi and Tbilisi-Al Joufi-Tbilisi routes.

It should be noted that in the summer of 2019, flights from the same countries were completed only with the frequency of 70.

Tourism is on the rise and has already reached levels before the pandemic.

All the aforementioned promotional activities resulted in the increased visitor numbers from the gulf Countries. The number of Saudi visitors we hosted during the 10 months of 2022 was 115,078 (9th among top 15 countries; 59.7% increase over the same period in 2019), the number of United Arab Emirates visitors was 11,141, a 23.1% increase over 2019, and Qatar visitors were 1,713 (54% increase over 2019).

It is obvious York Towers, under York Holding Group, is expanding rapidly. What is your strategy for growth?

This year, we opened a new branch in Dubai and set up a new marketing and sales department, targeting European customers and Russian speakers like Belarusians, Ukrainians, and Kazakhs. Besides Georgian products, we will offer our clients the opportunity to invest in Caribbean real estate, which offers excellent returns and many advantages, such as Caribbean citizenship.

Why did York Holding Group undergo an organization-wide transformation? Was it successful? What are the results?

I think this transformation will take many Georgian organizations and us to the global stage. After submitting our KROY plan, we developed great management tools and strategies. How appealing is the Georgian market to foreign investors and developers?

The Georgian market is fascinating for investors, as it is still young and needs excessive investment for growth. The country needs a tremendous amount of development. We'll help the real estate industry in this beautiful country to develop

It’s been very recently that you have been appointed as an Ambassador of Saudi Arabia to Georgia. What is your personal impression of this country?

Georgia is one of the most beautiful destinations worth discovering and experiencing, as it includes all the components for the enjoyment of its visitors and residents, starting with the charming nature, wonderful tourist and historical sights, as well as various entertainment opportunities. Georgia is also one of the safest countries for tourists and residents, and it is considered one of the lowest European countries in crime rates.

It’s been nearly 4 years since the Embassy of Saudi Arabia opened in Georgia, please tell us more about the whole process, how it became possible and what are the significant achievements of the Embassy’s work since then?

There is no doubt that the relations are distinguished between the two friendly countries, and both sides are keen to develop and strengthen relations in all fields, including economic, trade and investment, and we are in the process of establishing councils that serve the economy and businessmen between the two friendly countries.

The Saudi-Georgian relations are characterized by strong and good relations, and they are developing day by day due to the growing atmosphere of the joint positive desire to build and activate real partnership projects between the two countries, and their development in all fields, as the opening of the Saudi Embassy in December 2018 in the city of Tbilisi was a real breakthrough to strengthen and consolidate the bilateral relations between the two friendly countries, and the subsequent high-level visits between the two sides, and also, both, the Kingdom and Georgia support each other in international organizations. Within the framework of bilateral cooperation, political, economic, commercial, and tourism fields have developed, but it seems that the effects of the emerging Corona virus (Covid-19) affected at that time the increase in trade and investment exchange between the two countries. We are all currently working to strengthen relations, achieve trade and economic growth, and overcome these effects.

How are the bilateral diplomatic relations developing between both countries?

Diplomatic relations between the Kingdom of Saudi Arabia and Georgia are historical as they were established on May 27, 1994 and in 2016 the first agreement was signed between the two countries, which is a general agreement related to cooperation between the Kingdom and Georgia. The relations became

What recent trends have you noticed in trade between the two countries, and where do you see new opportunities for economic cooperation in Georgia?

The signing of an agreement to avoid double taxation between the two countries in March 2018, which entered into force in April 2019, led to the development and growth of trade and economic relations between the Kingdom and Georgia, as it aims to reduce tax rates for the public and private sectors and the air transport sector, and achieve economic balance between the two countries. An agreement related to air traffic was also signed, and this agreement facilitates the launch of regular and direct flights between the Kingdom and Georgia, which in turn strengthened trade, tourism and economic relations.

What would you advise the Georgian government how can they attract investors from Saudi Arabia and what makes Georgia an attractive place for Saudi Arabian investors?

Georgia provides investment opportunities in various fields such as agriculture, real estate, food production, manufacturing, energy and tourism, which in turn has attracted many Saudi businessmen to Georgia to search for investment opportunities.

What are the major areas where Saudi Arabia and Georgia could cooperate more?

In fact, we are keen on the importance of joint bilateral work that helps in deepening and developing bilateral relations and their prosperity between the Kingdom and Georgia in various fields, in a way that serves the common interests of the Saudi people and the friendly Georgian people. The areas of cooperation between the two countries are numerous, including, for example, the success of Georgia in recent years in attracting Gulf tourists in general, and Saudi tourists in particular. The number of Saudi tourists this year 2022 reached more than 100,000 visitors, compared to 2014, when their number did not exceed 5,000 Saudi tourists.

Hassan Al-Mutawa, Qatar’s Ambassador to Georgia, who has been leading this mission for more than a year, discusses bilateral relations between Qatar and Georgia on a diplomatic and trade level; The ambassador shared with us some important achievements along the way and discussed what needs to be done to increase Qatari investors’ interest in Georgia.

What is the current state of bilateral diplomatic relations between the two countries?

Diplomatic relations between Georgia and the State of Qatar have been continuously developing since their establishment (in early 90ties) on May 16, 1993, and particularly since the opening of the Georgian Embassy in Doha in November, 2012, which was followed by the opening of the Embassy of the State of Qatar in Tbilisi in August, 2013. These developments took place through the high level visits in the past and intensified recently with the participation of the delegations of the two countries in the various activities held in the State of Qatar and Georgia.

Political consultations between the foreign ministries of the two countries also played an important role in the growth of bilateral relations in all fields. Numerous agreements and memorandums of understanding have been concluded with the aim to further deepen relationships in most fields.

During the past ten years, the governments of the two friendly countries have attached great priority to the development of relations in various fields. There have been numerous visits at the ministerial level. The main topics of discussion during those meetings were development of bilateral relations, signing of more mutual agreements and implementation of existing mutual agreements. All these serve the interests of the peoples of both friendly states.

We have daily flights by Qatar airways to Tbilisi, there were three daily flights to Doha before pandemics. Unfortunately, the pandemics interrupted many ambitious ideas. Georgia is an important hub of the Caucasus. Tourists from Qatar are interested in the climate, the environment, the cities… They travel a lot, especially from Georgia to Turkey, Trabzon is an important point. Many Qatari citizens also have properties in Trabzon, in Batumi, which they visit mostly in summer.

Can you tell us what makes Georgia appealing to Qatari investors and how the Georgian government can attract investors from Qatar?

he diplomatic relations between Georgia and Qatar were established in 1993; next year will mark the 30th anniversary of these ties. We spoke with the Ambassador of Georgia to Qatar, Nikoloz Revazishvili, about how bilateral relations are developing and what tangible results are being achieved in diplomatic, trade, and cultural directions.

Could you tell us how the bilateral relations between the two countries are developing and which key achievements have been made so far?

Among the Persian Gulf nations, Qatar was the first to open an embassy in Georgia in 2013, and Georgia’s embassy has operated in Qatar since 2012. The relations between the two countries have developed dynamically over the past few years,

There is an increasing dynamic in the turnover of goods between countries. As part of a collaboration between the Embassy of Georgia in Qatar and Lulu Hypermarket, one of the largest trade chains in the Persian Gulf region, in 2021, Georgian goods were exported and a Georgian food festival was held for the first time in Qatar, contributing significantly to promoting and establishing Georgian goods on the Qatari market, as well as growing the export opportunities.

The embassy works closely with Qatar’s relevant ministries and foundations to promote Georgian culture as part of cultural diplomacy; To this end, the first concert by the Sukhishvili dance ensemble in the Persian Gulf region was held in Doha, a Georgian statue was erected in the city center, days of poetry and cinema were held, and exhibitions of Georgian artists were organized. These are all reflected in tourism, as well.

As part of bilateral relations, tourism plays a major role, with daily direct flights between Doha and Tbilisi, Qatari citizens and persons with residence permits constantly interested in visiting Georgia, which is also influenced by the fact that both countries have visa-free travel regime.

Do you see potential for deepening relations in any particular direction?

A priority for the Georgian government when it comes to deepening relations is economic ties; Qatar, the Gulf region in

general and Georgia are naturally well positioned to develop economic cooperation due to Georgia’s geographical and cultural proximity to the Arab world, existing transport links, and ongoing processes in the world. Thus, there is a great potential for deepening relations in areas such as trade, investment, transport, environment, education, innovation, and information technologies.

What are your thoughts on the recent high-level visit to Qatar by the Georgian government and what are the plans for the future?

A visit to Qatar by the Prime Minister of Georgia Irakli Gharibashvili took place in June 2022. As part of the visit, the Prime Minister of Georgia attended the Qatar Economic Forum, where Qatari and international business circles were present. Prime Minister discussed the investment climate in Georgia as well as the situation in the region and potential cooperation opportunities.

The Prime Minister held meetings with the Emir of Qatar Sheikh Tamim bin Hamad bin Khalifa Al Thani, Qatar’s Prime Minister and Interior Minister Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, the Qatari Businessmen Association Chairman Sheikh Faisal bin Qassim Al Thani, and the Executive Director of Qatar Investment Authority, Mansoor bin Ibrahim Al Mahmoud.

During the visit, two agreements were signed between the governments of Georgia and Qatar, on mutual promotion and protection of investments, and on economic, trade and technical cooperation. Within the framework of the visit of the Georgian Prime Minister to Qatar, a permanent Georgian corner was opened in the museum of Sheikh Faisal bin Qassim Al Thani.

In terms of future plans, the parties are actively preparing to host high-level and higher-level visits next year, within which they will continue to advance existing legal frameworks in areas like maritime transportation and environmental protection.

Diplomatic and trade relations between the countries are particularly active, as indicated by high-ranking bilateral visits. This year also marked the introduction of a visa-free regime between the two countries, which was the most important event of the year. During the interview with “Diplomat,” Paata Kalandadze, the first resident ambassador of Georgia to the UAE, discussed the main directions of cooperation and future prospects:

from the Emirates to the three cities of Georgia, Tbilisi, Kutaisi, and Batumi. In addition, it is important to note that in June of this year, the two parties signed an agreement that gave Georgian citizens who had ordinary passports the right to enter the Emirates without a visa. Additionally, the establishment of the Georgian embassy in the United Arab Emirates provided fast and efficient consular services to Georgian citizens temporarily living there.

Economic issues are the main direction of cooperation between the two countries; Naturally, from this perspective, we pay particular attention to attracting investment from the United Arab Emirates, expanding trade and, in connection with the latter, promoting Georgian products in the Emirates and throughout the Gulf. To promote cooperation in this direction, the two countries have already signed several important agreements. We would like to emphasize the bilateral agreement on economic and technical cooperation, as well as the successful free trade negotiations between the two countries that are currently underway.

A high-ranking visit by the Georgian Prime Minister, Mr. Irakli Gharibashvili, took place in Abu Dhabi in November, during which the highest leadership of the Emirates participated in very interesting and meaningful meetings, which resulted in a clear understanding of the priorities for future cooperation between the two countries.

The Georgian ambassador to Jordan, Zaza Kandelaki told Diplomat that there are plans to hold high-level visits between both countries in 2023.ი.
