Sector 14: Oakland Sector 14 Home Oakland is Pittsburgh’s “Second Downtown,” and constitutes the third largest business district in Pennsylvania after Center City Philadelphia and Downtown Pittsburgh. The bustling streets of Oakland are home to Pittsburgh’s educational and medical institutions, which are world leaders in research and innovation. Central Oakland Central Oakland is one of four neighborhoods that make up the area more widely referred to simply as Oakland. Oakland is a center for academics, health services, and culture within the city of Pittsburgh. The area originally developed as a residential suburb of Downtown Pittsburgh accessed by the expansion of rail and cable car systems. Eventually, the area was annexed by the City as it became more densely populated--it took its current form around the turn of the 20th century. Central Oakland is home to many row houses and apartment buildings which are populated by families, students, and professionals employed in the area, especially the University of Pittsburgh and UPMC. There are vibrant business districts on Forbes Avenue and several cross-streets featuring restaurants, service, and retail shops.

Central Oakland Transportation The main corridors in Central Oakland are Fifth Avenue and Forbes Avenue.

Fifth Ave forms the northwest border and runs parallel to Forbes Ave. The two streets each run one-way in opposite directions; Fifth Ave runs toward Downtown, while Forbes Ave runs toward the East End. Parking can be scarce. Public lots and garages are available--hospitals provide limited parking as well. The residential portion of the neighborhood has a high amount of multi-person, student rental housing--making it difficult at times to find street parking at nearly all hours of the day. Using transit is highly recommended.

Rush hour traffic in this area can be particularly bad. Much of the on-street parking that isn't metered is regulated by the City’s Residential Parking Permit Program, and is only available to non-residents for one hour. There is heavy traffic flow from the University of Pittsburgh and UPMC hospitals. The streets are mostly a tight grid.

Numerous bus routes on Forbes and Fifth pass through Central Oakland. Fifth Ave has a dedicated bus lane through this neighborhood. Bus routes include the 61, 67, and 71 series. There is also a shuttle system available for staff and students of the University of Pittsburgh.

North Oakland North Oakland is the largest component neighborhood of the area most commonly referred to simply as Oakland. North Oakland is bordered by Central Oakland, West Oakland, Terrace Village, Upper Hill, Polish Hill, Bloomfield, Shadyside, and Squirrel Hill North. Located in North Oakland is most of the University of Pittsburgh campus, which has occupied the neighborhood since it relocated from Downtown in 1907. Also, North Oakland was the former home of the Forbes Field until the 1960s when the Pirates moved to the North Shore. In addition to being the civic and academic center of Pittsburgh, North Oakland also has some of the densest housing areas in the City. Several business districts are located in the neighborhood, including the vibrant and eclectic S Craig Street. As a focal point for the "City Beautiful" movement in the early 20th Century, the neighborhood features some of the most iconic architecture in the region.

North Oakland Transportation There are several major streets in North Oakland. They include Fifth Avenue and Forbes Avenue, which bisect the southern portion of the neighborhood, as well as Centre Avenue and Bigelow Boulevard, which account for much of the northwest boundary. Rush hour traffic can become congested on Forbes Avenue between Bellefield Avenue and Craig Street – this is the area where Forbes becomes a one-way street.

Parking can be quite difficult in North Oakland, and transit use is highly recommended. Many University of Pittsburgh and Carnegie Mellon University buildings are located in this area. There is one public parking lot, located at the intersection of Centre Ave and Craig St, with 31 spaces.

Plenty of major bus routes are available, including access to the East Busway system by way of the EBO route. There is a comprehensive shuttle system for University of Pittsburgh and Carnegie Mellon students and staff. Many residential streets in the neighborhood allow for quick and comfortable bicycle transportation as an alternative to the busy corridors.

South Oakland Located to the east of Downtown, South Oakland is bordered by Uptown, West Oakland, Central Oakland, Squirrel Hill South, Greenfield, and Hazelwood.

A short distance away--across the Monongahela River--is the Southside Flats. Though located very close to the civic, medical, and educational amenities of Central and North Oakland, South Oakland has a somewhat different character. It is composed of two mostly residential areas located south of the Boulevard of the Allies and on either side of the Bates Street valley. The Boulevard of the Allies also has a small collection of mostly automobile-oriented businesses along it. Also in the neighborhood, south of the Parkway East and along the Monongahela River, is a large former industrial brownfield redevelopment site--the Pittsburgh Technology Center.

South Oakland Transportation Major corridors in the upper part of South Oakland include the Boulevard of the Allies, Bates Street, Forbes Avenue, and Fifth Avenue. The Parkway East and Second Avenue are major corridors in the lower portion, and can be reached via Bates St. Traffic to and from nearby highways becomes very congested during rush hour on Craft Avenue between Forbes and Fifth Avenues, as well as the area near the Parkway East interchange and the Hot Metal Bridge (connecting to the Southside).

There are several bus routes running through South Oakland, primarily on Forbes and Fifth Avenues. There are also routes that can be boarded on the often less-congested Boulevard of the Allies and Second Ave that run to many locations including the Hazelwood and Squirrel Hill.

The Eliza Furnace Trail serves cyclists and pedestrians. This bicycle/pedestrian trail runs along Second Avenue from Greenfield, through South Oakland, to Downtown.

West Oakland Located to the east of Downtown and on the western edge of the civic, medical, and educational area commonly referred to simply as Oakland, West Oakland serves as the gateway to the area from Uptown. West Oakland is bordered by Terrace Village, North Oakland, Central Oakland, South Oakland, Uptown, and Crawford-Roberts. West Oakland is made up of residential units (mostly dense single family homes), the University of Pittsburgh, Carlow University, UPMC, and the businesses located along Fifth Avenue. West Oakland Transportation The main corridors in West Oakland are Fifth Avenue and Kirkpatrick Street.

Traffic gets congested on Fifth Ave during the afternoon rush hour. Kirkpatrick Street is an important connection for many Hill District residents who use the street en route to the South Side for groceries and other retail amenities.

There are no parking garages other than those at the UPMC hospitals. Overflow from hospital parking sometimes encroaches on residential parking in parts of the area, though much of the neighborhood is in a residential permit parking zone. Parking can be difficult to find during Pitt Basketball games and other large events held in the nearby Peterson Events Center. Transit use is highly recommended.

Residents can access numerous bus routes on Fifth Avenue. The 67 series, 71 series, and 54C provide frequent service to Downtown and the East End. There is also a shuttle service for hospital employees and university students/staff.
