______________________________________________________________________________ Job Summary Under general supervision of the Chief Building Official, responsible for enforcing the Village of Homer Glen’s municipal codes pertaining to building, land use, signage and related issues in a fair, complete and consistent manner by methodically patrolling the streets of the Village, performing field inspections and responding to public questions and complaints.

Monitors activities in and around the Village on a daily basis, to assure compliance with all pertinent laws, rules, regulations, ordinances, etc., relating to the construction, repair, and/or alteration of buildings, and other structures, including on-site inspections of construction in progress, routine patrol, and ordinance violation investigation and maintenance of related records.

Conducts independent, on-site construction and all applicable regulatory code compliance inspections including, but not limited to: Residential (single-family and multi-family); Business; Commercial; Industrial; and vacant properties for both new and existing structures as well as miscellaneous code violations.

Enforces all applicable regulatory codes through verbal and written communications with such parties as property owners, contractors, developers, construction crews, and Village elected officials and staff members; preparation of warning tickets, complaint tickets, stop work orders, and notices to appear in court; Preparation and presentation of testimony in court.

Develops and maintains appropriate professional relationships with outside parties, such as builders, developers, and property owners, despite high levels of tension and resistance.

Responds to complaints concerning animals and land use code violations; including, illegal temporary signs, garbage, illegal dumping, weeds, etc.

Inspects physical premises for possible violations, gathers evidence and summarizes information.

Determines extent of violation and viable solutions. Recommends required steps for compliance, sets compliance dates and performs follow-up procedures related to compliance.

Researches documents such as code books, zoning maps, and site plans and communicates, in electronic format, all necessary forms, reports, and written documents in order to effectively follow through on all projects.

Remains current with technology and industry standards through continuous participation in applicable education and certification programs in order to increase individual and departmental effectiveness.

Prepares status reports for Chief Building Official relative to code compliance and building inspector efforts; schedules mowing contractors and follow-up letters; issues and files liens for properties with delinquent accounts; initiates related correspondence as required.

Participates in the maintenance of a wide variety of records related to departmental activities, including code compliance issues and complaints.

Removes and disposes of illegal temporary signs in Village right-of-way.

Monitors temporary sign permits in compliance with the municipal code.

Registers and tracks all solicitation permits and collection of fees.

Develops enforcement programs and procedures to gain compliance with Village codes.

Maintains a list of foreclosed homes within the Village with information provided by the Village Clerk and Will County government websites.

Takes required actions, per Village Code, as it relates to dogs running at large and bite incidents.

Performs related work as required.

A thorough knowledge of ICC Codes and the Village of Homer Glen’s code.

Knowledge of basic construction procedures and techniques.

Knowledge of operating all modern day office equipment and ability to operate personal computer, photocopier, telephone, facsimile and calculator.

Working knowledge of Microsoft Office Word, Excel and Outlook.

Ability to work in uncomfortable working conditions in all types of weather for extended periods of time.

Ability to compose articulate correspondence and maintain accurate and concise case files.

Ability to deal professionally and effectively with the public and explain the Village’s code, sometimes in contentious circumstances.

Ability to establish and maintain effective working relationships with fellow staff members, elected officials, volunteers and other agencies.

Ability to organize, prioritize and carry out office work with minimal supervision and in a timely manner.

______________________________________________________________________________ Minimum Required Qualifications (Education and Experience) • •

High School diploma or equivalent.

At least two (2) years of experience in field work with respect to construction processes and building codes.

Other equivalent combinations of education and experience may be substituted.

Associates or Bachelor’s degree from accredited College or University.

ICC Certification – Property Maintenance and Housing Inspector.

______________________________________________________________________________ Physical Activities The physical demands described here are representative of those that must be met by a staff member to successfully perform the essential functions of this position.

While performing the duties of this position, the staff member is regularly required to reach with hands and arms. The staff member is frequently required to stand, walk, talk, hear and use hands to finger, handle, feel or operate objects, tools or controls. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The staff member occasionally is required to sit, climb or balance, stoop, kneel and crouch. The staff member may occasionally lift and/or move heavy objects up to 80 pounds.

______________________________________________________________________________ Work Environment This position requires a forty (40) hour work week. Work is partly performed in an office environment and primarily performed outdoors, during each weather season, as it relates to inspections. The staff member will have to travel outside the office environment to accomplish specific duties. The position has frequent interaction with the public.

______________________________________________________________________________ Additional Requirements Valid State Driver’s license is required for travel to and from job sites and field inspections.
