At my installation ceremony last December, I proposed an important question: Can we become engaged? With “engagement” as the theme of my presidency, my goal for 2019 was to increase member participation by creating more opportunities for you to get involved – and to have fun! As I write my last column as your president, I am proud to reflect on all the ways we engaged this year. We created five new volunteer groups – resulting in nearly thirty committees, advisory groups, teams and task forces that help shape the association and boost value to our members. And with over 200 applicants for 2020, we set the ball rolling for even more innovation and collaboration next year. We recognized your success in an exciting way by creating the all-new Top Producer’s Club – complete with a revamped celebration featuring a red carpet, live music and beautiful venue. This revitalized program put YOU at the center of the party. You can read more about this September event on page 7. Also new this year, the NVAR Ambassador team was formed as a way for you to engage with your peers throughout the region. This outgoing and motivated group of Realtors® serve as representatives for the association who promote upcoming NVAR events and spread the word about the multitude of valuable NVAR benefits. Meet your NVAR Ambassadors on page 34. YOU continue to LEAD the way on issues surrounding homeownership and the American Dream by supporting NV/RPAC. To date, you’ve invested $18,221 toward our annual NV/RPAC goal. Your engagement at the annual NVAR Convention and Trade Show on Oct. 15 reached new levels with over 2,400 registrants – more than ever before! Your involvement locally and across the globe even inspired an all-new Global Connect “convention within a convention,” where attendees were able to expand their knowledge of global business opportunities and international investment. You embodied the theme of our convention, “Realtors® Evolve: Master Your Mindset,” by participating in over 300 classes, events and forums this year. You constantly learn new skills and technology to deliver an outstanding experience to clients and provide the human connection that your clients crave. As the end of the year approaches and we look forward to 2020 and beyond, I hope you will continue to evolve, to celebrate your success and – of course – to be engaged! I’m sure that your incoming President, Nicholas Lagos, will want that, too. Your association will continue to thrive under his leadership. REALTORS®, ASSOCIATION, INDUSTRY EVOLVE AND REAFFIRM CORE BELIEFS From individual brokerages to real estate thought leaders and professional publications, everyone is talking about change in the real estate industry. And we know that change is the reality – in business models, consumer expectations, and our local market. Our Convention theme this year addressed this paradigm: Realtors® Evolve – and was reflected not only in program sessions, but in the event format itself. We added two new sessions this year to celebrate our global marketplace and our top producers. In fact, I’m pleased to announce that NVAR has again this year earned Platinum status in NAR’s Global Business Council Achievement Program. You can read more on page 29 about the great strides our members are making that helped lead to this achievement in 2019. And take a look on page 7 to see how we celebrated the success of our top producing agents in a bold new way this year. I’m excited about the new and innovative benefits and programs NVAR is introducing, yet it’s important to appreciate what’s not changing. The Realtor® profession is based on certain core beliefs that guide our work with one another and with the home buyers and sellers who rely on us as trusted professionals. And those core beliefs are reflected in our Code of Ethics as well as the concept of cooperation on which our multiple listing

service was created. Your NVAR Board of Directors recently adopted a position statement expressing core beliefs related to the MLS cooperation and off-MLS listings: 1. Marketing decisions must be made based on what is in the client’s best interest. 2. Properties not included in the MLS severely limits exposure to the widest group of potential buyers. 3. Withholding listings from the MLS compromises the integrity of MLS data to the detriment of consumers. 4. Cooperation between brokers is a cornerstone of the NAR Code of Ethics, the foundation of the MLS, and essential to promote the best interests of consumers. Cooperation is institutionalized and facilitated efficiently and effectively through the MLS. Continuing dialogue and open lines of communication are critical as our industry and association continue to keep pace with marketplace demands. Please share your feedback and suggestions. Your voice matters. Our staff team and I are looking forward to working closely with our newly elected volunteer leadership in 2020. Another Successful NV/RPAC Silent Auction A FAST CAR, GREAT GETAWAYS, CUTTING-EDGE AXE-PERIENCES! By Paula Martino

THE FOCUS OF THIS YEAR’S SILENT AUCTION was to offer more fun and exciting experiences to members – and it certainly paid off. Bidding was vigorous, with almost 300 bids cast for a final auction total of $18,221 raised for NV/RPAC to support the issues and candidates that preserve and protect your industry. Thanks to the hard work of Silent Auction Chair Mary Ann Burstein, the NV/RPAC Campaign Committee and the generosity of donors, this year’s auction offerings rose to the next level. For lovers of fast cars, Aston Martin Washington DC provided a weekend rental, James Bond style, with a 2019 Aston Martin DB11. There were getaways to the Caymans, a luxury Florida resort, Ambergris Caye, Belize and to a beautiful bed & breakfast right here in Northern Virginia. Those looking for fun recreational experiences a little closer to home could bid on packages from Bad Axe Throwing, Ultimate Archery Dodgeball, and Dave & Buster’s. Two lucky baseball fans had the opportunity to see the Washington Nationals WIN the National League Division Title in Game #4 against the St. Louis Cardinals. There were baskets of good cheer from local wineries and distilleries, plus many of 2019’s hottest electronic gadgets and gifts to bid on. The simple-to-use web-based auction platform was a hit again this year. This platform gives bidders the convenience of bidding and monitoring items remotely from their phones or computers as well as onsite during the convention. NVAR Congressional Town Hall Tackles Metro, Taxes, Association Health Plans and More By Kate O’Toole and Mary Beth Coya

NVAR HELD ITS FIRST CONGRESSIONAL TOWN HALL on Sept. 13 with representatives Don Beyer, Gerry Connolly and Jennifer Wexton. As the first event of its kind to include all three representatives on a panel since the election last year of Congresswoman Jennifer Wexton, the town hall highlighted the significance of the Realtor® community and its influence with elected leaders. The representatives addressed regional matters, as well as key legislative issues NAR is lobbying for. They also fielded questions from the moderator, NVAR CEO Ryan Conrad, and the audience, which was comprised of 100 Realtors®. Included here are excerpts from the questions and answers.

Q: WHAT ARE YOUR THOUGHTS ON HOW TO RESTORE AND MODERNIZE FEDERAL INFRASTRUCTURE FUNDING TO STRENGTHEN THE FEDERAL HIGHWAY TRUST FUND? Connolly: We have to stabilize the highway trust fund. It took us 53 years to get rail to Dulles. The Chinese are building things in 53 days. We’ve got to get serious about infrastructure. Certainly, here in Northern Virginia, we understand the value of investments and the loss that occurs when those investments don’t occur or are delayed. There is a huge return on investment when it comes to infrastructure. The interstate highway system that Dwight Eisenhower started – try to calculate what the economic benefit has been over the years.

Wexton: Infrastructure isn’t just going to be roads and bridges and things like that; it also needs to be improvements to the electrical grid; it needs to be things like rural broadband access. In a lot of my district, even in parts that you wouldn’t think, there’s no broadband access – and that really limits their ability to grow and succeed. Beyer: The Society of American Engineers says that we are 2 trillion dollars behind in deferred maintenance for infrastructure, and in 20 years it’s a 4 trillion-dollar bill. The gas tax is … a 10year fix. If you have an electric car or a hybrid and aren’t going to pay any of that [gas] tax, you need to be contributing to that infrastructure. The federal government has the primary role.

town hall Q: WHAT ARE YOUR THOUGHTS REGARDING METRO AND THE SILVERLINE EXTENSION? Connolly: The Silverline is the single most important investment Northern Virginia has made in itself. We had a vision that by connecting Loudoun and Fairfax to Metro, we guaranteed our economic future, and you are now seeing that in Tysons. Tysons is the size of downtown Boston. It had 17,000 people living in it – and 150,000 people came into Tysons at precisely the same time every morning and went home at precisely the same time every evening. You’ll see green buildings, mixed-use developments, parks, restored streams and creeks. It will generate a billion dollars in new taxes, with more than half going to schools, and will ease the burden on homeowners, in terms of their tax rate. Wexton: It’s going to be huge for Loudoun. It’s going to be transformative. It can help us leverage density in growth in the east and maintain that rural character in the north and west, maintaining farms, wineries, etc.

Q: ON TAX REFORM, WHAT ARE YOUR THOUGHTS ON ADVOCATING FOR PARTIAL ROLLBACK OF PORTIONS OF THE LIMITS IN STATE AND LOCAL TAX DEDUCTIONS (SALT) VERSUS ADVOCATING FOR FULL ROLLBACK? Beyer: I think you’re thinking too small. I’ve been serving on the SALT committee. I think there’s unanimity around legislation now that will repeal the SALT limit for the next three years, taking us back to where we were before, and paying for it with an increase in the tax rate from 37% back to the 39.6%. Connolly: The reason for the cap was not about equity. It was to finance the corporate and high-income tax cuts http://nvar.com/1906 RE+VIEW

they wanted to finance. They did it basically on the backs of middle-class taxpayers. Wexton: I would certainly support such a measure.

Q: SEVEN THOUSAND VIRGINIA REALTORS® HAVE SAID THEY DON’T HAVE HEALTH INSURANCE AND WE ARE PURSUING STATE LEGISLATION TO ALLOW ASSOCIATIONS TO OFFER HEALTH PLANS CONTRACTED IN THE MARKETPLACE. WHAT ARE YOUR THOUGHTS ABOUT FEDERAL LEGISLATION TO ALLOW ASSOCIATION HEALTH PLANS? Beyer: I think it’s plausible, but it’s going to have to be in the context of the basic health care minimums. We want to avoid association health plans becoming the old junk plans we had before. Health plans are the smallest part of the picture. Number one is the cost of prescription drugs and number two is surprise billing. These are the number one cause of bankruptcy in America. Wexton: We want to make sure that they have those protections, but we are cognizant of issues that small employers and self-employed individuals have. Connolly: Healthcare is maybe the most complicated economic issue we face. We have expanded coverage by 15 million or so, but still, some people fall through the cracks. As selfemployed individuals, Realtors® often fall into that.

MIT/Cal Tech of the mid-Atlantic and the world. There will be increased state investment for infrastructure and a new focus on housing. We are 150,000 housing units short in Metro D.C. and affordability is an enormous problem. There is a new region-wide commitment to affordable housing. Wexton: A lot of people are going to need a place to live. I hope we get Metro up and running and flexible telework options for employees. Connolly: We understand the value of key economic investments. This will anchor this region as Silicon East. We need to leverage it to address infrastructure – but especially housing.

Autumn Analytics NOT ALL HOUSING TYPES ARE CREATED EQUAL By Camilla Bosanquet

GOOD NEWS FOR HOME SELLERS, it seems, as Northern Virginia median home prices continue to rise, while median days on market continue to decline. Yet these two trendlines do not provide the whole picture; savvy Realtors® understand their regional housing market’s activity holistically and consider all available information before advising their clients. In NVAR’s Sept+Oct 2019 issue of RE+VIEW magazine, Dr. Terry Clower, director of George Mason University’s Center for Regional Analysis, shared four “regional change elements” critical to understanding the local housing market’s evolution: the regional economy, the urban form, mortgage lending, and the emergence of non-traditional real estate brokerages. This issue examines recent multi-year data and trends correlated to these four indicators.

INTEREST IN INVENTORY Everyone is talking about inventory! Buyers want options, sellers are concerned about competing listings, and Realtors® work hard to deliver exceptional results to their clients – but cannot wave a magic wand to loosen or tighten regional housing inventory. However, obtaining an overview of regional inventory trends – based on fact, not fairy dust – is helpful in educating clients and managing their expectations. Figure 1 tells an interesting story of a tightening housing market in Northern Virginia. Graphing the trending fiveyear decline in end-of-month active listings compared against relatively stable monthly housing sales, it’s possible to visualize the compression. As for those “relatively stable” year-over-year housing sales, a close

inspection of Figure 1 does show a modest three-season decline in peak summertime (May-August) closed sales, between 2017 and 2019. This recent (seasonal) month-over-year (MoY) decline is best illustrated in Table 1. Table (1)

This slight downturn mid-2018 and mid-2019 notwithstanding, when the graph is “smoothed” of all active listings and closed sales by recalculating each series as a function of each month’s (past) 12-month average, as in Figure 2, the previous perception of a tightening market is reinforced – with a noticeable change in inventory but relative stability in closed sales across the 60-month period. Having a macro understanding of declining inventory of all home types, taken together, in Northern Virginia is interesting, but understanding end-

of-month active listings by housing type provides a clearer picture of what is happening in the market. Figure 3 demonstrates an interesting trend in condo inventories over this past year. Specifically, in the October to December 2018 timeframe, condo inventories noticeably declined, and have since continued to fall away from the previous trend that roughly mirrors the availability of for-sale detached homes and townhomes. Yet the best way to compare the relative inventory changes between dissimilar quantities (in this case,

detached home, townhome, and condo end-of-month active listings) is to index each series to a common starting point. Figure 4 indexes a shadow of the combined inventory volume of all home types across the NVAR region (also indexed to September 2014, for parity). In so doing, the recent downturn in condo availability comes into sharp contrast against the availability of detached homes, noticeably crossing townhome availability in May 2019, then increasing its separation from relative detached home and townhome sales.

SHOWING SELLERS THEIR MONEY – AND QUICKLY If there is an upside to the downturn in housing availability, then it’s this: NVAR Realtors® are generally delivering higher median home sales prices that are very close to, if not matching, their seller’s original list prices. And these sales are happening in record time, as the total number of days that properties are on the market continues to decline appreciably.

Evaluating both median sales prices and Sales Price (SP) to Original List Price (OLP) ratios across the NVAR region, it becomes readily apparent that home sales prices, overall, are increasing. What jumps off the chart in Figure 5 is that sellers are increasingly receiving their ask, or close to it. Notice that the median SP to OLP ratio hit 100% only once in 2017. Yet in 2018, the median SP to OLP ratio reached 100% three times (April to June). By the

close of August 2019, fully three-quarters of 2019 sales months (six out of eight months) witnessed median SP to OLP ratios at 100% (March to August). This begs the question: what are the market trends in home sales prices when evaluated in terms of detached home, townhome and condo sales? Figures 6.A and 6.B provide indexed trends in actual sales price values and running six-month averages (once more, to “smooth” the data), respectively.

Once again, the data demonstrate an upwards trend in home price values across all housing types. Even so, growth in condo sales prices appears to lag behind that of both detached homes and townhomes. It is no secret that median days on market (DOM) have been in decline for a number of years. Analyses of recent data show a precipitous decline for all home types, from the start of this year until May when the median DOM slipped under the two-week timeframe (Figure 7). Median turnaround from listing to contract in May proved astonishingly quick for detached homes (13 days), condos (10 days) and townhomes (7 days). While longer waits are both typical and anticipated during the winter months, evertightening market inventory is unlikely to return recent DOM timeframes to something more palatable for already-stressed buyers.

Admittedly, these market trends have been apparent for some time now. Perhaps the most surprising detail in this analysis, though, is that while condo inventories have tightened to a greater degree than their detached home and townhome counterparts, condo sellers are not necessarily enjoying higher returns relative to increases enjoyed by detached home and townhome sellers. However, most sellers do appear to be getting under contract with their buyers extraordinarily quickly. Moreover, sellers are generally walking away with more money in their pockets thanks to buyers making offers much closer to, if not above, original list prices. Whether consumers are new homebuyers or existing home owners on the hunt for their next residence within Northern Virginia, they will have to work closely with their RealtorŽ to negotiate the tight housing market – where moving quickly and smartly when making offers on hot homes is essential to success. No matter how great 2019 has been for your business, you probably hope 2020 is even better. As every successful Realtor® knows, one way to take to your career to the next level is with a robust strategy for the future. Just as important, many agents say, is making education and training part of that business plan. Whether you’ve been an active real estate agent for months or for decades, there’s always room to learn new skills and to stay up to date on a changing profession. “The best agent is an educated agent, one who is on top of not only the latest trends in home design and decorating or their neighborhood, but who takes the extra time to learn more than the basics,” says Robyn Burdett, CEO and associate broker with RE/MAX West End in Falls Church. “In order to serve our clients at a higher level, I think we need to be up on market statistics, the Code of Ethics, state laws including license requirements, homeowner association rules and changes that can affect your clients such as disclosure rules.” NVAR and Virginia Realtors® (VAR) offer courses and send out emails regarding these issues, says Burdett, which make it easy for agents to stay current. Beyond taking essential classes to fulfill license requirements and keeping informed about market conditions and legal news, Realtors® have a variety of favorite classes or training sessions that they credit with pushing their careers to new heights or improving their customer service. Among the recommended options are: • FACE-TO-FACE ENCOUNTERS: Whether in a formal class, at a broker’s open or over a coffee date,

several Realtors® say that nothing tops live conversations. “Some of my greatest learning comes from clients and other agents,” says Susan Koehler, an associate broker with Washington Fine Properties in Washington, D.C. “You think you have a vast knowledge base and yet I learn something every day and am so surprised that I did not know whatever it is.” Even a drop-in at a broker’s open can provide an education. “My late colleague, Walter Burns, taught me to go to as many broker’s open tours as I possibly could,” says Donna Martin, a Realtor® with TTR Sotheby’s International Realty in McLean. “I learned my marketplace and gained respect from the agents that work there.” In-person training can bring a better understanding than online courses and is worth the extra effort, some agents say. “Learning from other people’s mistakes is much better than learning from your own,” says Angie Delboy, a Realtor® with Better Homes & Gardens Real Estate Premier in Falls

Church. “I am a younger Realtor® and really love the in-person legal classes. I find the conversation so valuable because you learn from actual events that are likely to be something you may encounter versus a very bland generic example.” In many cases, training sessions can be a great opportunity to network with other agents and to have some fun, too. “I’ve really enjoyed the quarterly customer service training McEnearney has sponsored at the Ritz Carlton – is there a better customerservice brand out there to learn from than the Ritz?” says Ann McClure, a Realtor® with McEnearney Associates in McLean. “To have the ability to employ some of their strategies in our real estate businesses is an incredible opportunity. I feel like I’ve been fortunate to engage in some really good training this year.” • EARN A DESIGNATION: A variety of designations are available to Realtors® to increase their knowledge and distinguish themselves from other agents. Delboy recommends the Military Relocation Professional (MRP) designation from NAR, which she says is a well-designed program that doesn’t require an annual fee. “The MRP designation is something that I highlight for myself and seek when researching a referral for a veteran client,” says Delboy. “We’re surrounded by bases, veterans, active duty military and support staff. It’s respectful to learn some of the branches, ranks and acronyms that they live by and move by. Really, just a handful of acronyms show that you care during their PCS [permanent change of station], especially in focusing that their Realtor® Training continued on page 22

priorities are within their BAH [basic allowance for housing].” A designation can be beneficial even if you shift focus in your real estate career. Cindy Thornhill, an associate broker with Century 21 New Millennium in Alexandria, earned her Certified Commercial Investment Member (CCIM) designation from NAR when she initially thought she wanted to be a commercial real estate agent. “The designation process ensures that CCIMs are proficient not only in theory, but also in practice,” says Thornhill. “It taught me to look at real estate properties to optimize the buyer’s investment return. I am able to forecast investment performance by quantifying the real estate risk.” Today, Thornhill sells residential properties and land and uses her financial return on investment and market analysis training to help her buyers choose properties as part of their overall financial strategy.

“A home is an investment, and everyone should look at the resale potential,” says Thornhill. “A home can also be used for leverage to help the owner borrow against its equity for their children’s education or toward retirement or to create a stream of income as a rental.” • TRAINING PROGRAMS: Several agents recommend Brian Buffini’s training program. “The most effective training I’ve received was participating in seminars with Brian Buffini,” says Boofie O’Gorman, a Realtor® with Long & Foster Real Estate. “I primarily attended mid-career and found that his focus on staying in touch with your sphere of influence and past clients corresponded exactly with my belief in relational business practices. It also enhanced my established geographic farming – though that wasn’t the intent. The discipline [that the training] encouraged provided structure that

has served us well for many years.” Koehler is also a Buffini fan. “Brian Buffini gives the most amazing seminars and the message is clear – stay close to the people you know – your friends, your past clients, the folks you meet,” says Koehler. “It seems so simple and yet we often get busy and forget this basic principle that brings in referrals.” For Robin Butler, a Realtor® with Century 21 New Millennium in Fredericksburg, the multi-week Buffini course was an excellent experience. She says he and his instructors were “right on the dime.” “Taking care of your top sphere puts revenue in your pocket as they are the best free advertisers for your business,” says Butler. “For example, after I sold a house for some clients, I did several ‘pop bys’ to their residence, especially if they just sent me a referral. Once they were home and several times they weren’t. Even years later, they remember their

No brainer.” Burdett and some other agents prefer Tom Ferry’s training to help them with their business plans, lead generation and overcoming obstacles. “Besides training on the latest and greatest things happening in real estate, you also get the chance to network with agents all over the country and the world,” says Burdett. “Every marketplace is different but the goal of being the CEO of your business, growing your business and providing quality service is the same. For me, education not only happens in the classroom, but from other agents in the industry,” she says. • MULTI-WEEK COURSES: “FIRE” (Full Immersion in Real Estate), a 15week course offered by her brokerage, helped Peggy Elkind, a Realtor® with Century 21 New Millennium in McLean, get immediate results with her clients. “FIRE is a comprehensive nutsand-bolts educational immersion in the most important aspects of running an effective, professional, results-driven real estate business,” says Elkind. “I could not imagine entering the profession without this training. Topics ranged from understanding contracts, negotiations, necessary forms, handling client needs, sourcing clients, offering valuable services, ethics, company systems, being a http://nvar.com/1906 RE+VIEW

buyer’s agent, evaluating property for listings and absolutely any other item necessary to be successful.” Soon after completing the class, Elkind gave a listing presentation. “FIRE gave me both the tools and the confidence to make the presentation to the seller,” says Elkind. “I won the listing and successfully sold the home in six days for over the asking price. FIRE is the type of course that I will revisit continually through my career. The tools and real-life tips offered by my trainer were invaluable.” Martin says she incorporates into her business lessons she learned through her training by the “greats” – Tom Ferry and Brian Buffini – and most recently, the “Ninja Selling” course, based on the Ninja Selling: Subtle Skills, Big Results book by Larry Kendall. “The Ninja Selling course reminds us of what is most important in this business: relationships, service and the value we provide,” says Martin. “This is a people business and all of the technology in the world won’t change that. At the core of my business is integrity and authenticity. You have to feel good about the job you do as a professional.” • SINGLE-CLASS TRAINING: Sometimes just one session can improve a particular skill or provide inspiration to an agent. called “Negotiating Strategies with The Black Swan Group,” which was sponsored by her brokerage and a settlement company, was phenomenal. “Our industry is like a pressurecooker: clients are more savvy than ever and the D.C. metro area likely has the most-highly educated consumers in the country,” says McClure. “Knowing how to negotiate with them – and for them – is crucial. This was truly the best single course on negotiation that I have ever taken. The psychology shared from the former hostage negotiator who led the class to the incredibly intense role-playing (we were really, literally sweating during it and not because the temperature was too high at the Ritz Carlton where it was held!) was amazing and gave us practical, hands-on tactics.” Education is never a one-size-fitsall proposition. Each agent may need something different to enhance their career and their customer service at various stages. “Education and trainers are like diets ... we try them all until one works for us,” says Burdett. “Finding the right one is important.” For help finding the support you need, you can turn to NVAR, VAR, NAR and your own brokerage as well as outside coaches and real estate trainers. Commercial Construction Surges AS SILVER LINE NEARS COMPLETION By Frank Dillow

THE FINAL COUNTDOWN has begun on the second phase of Metro’s Silver Line extension. By this time next year, Metro should be providing service to Dulles International Airport and beyond. The expansion of the Silver Line will extend the Phase 1 segment completed more than five years ago from Falls Church to Whiele-Reston by adding six additional stations heading west into Loudoun County: Reston Town Center, Herndon, Dulles International Airport, Innovation Center, Loudoun Gateway and Ashburn. Phase 2 construction is already roughly 95% complete and expected to be finished in February. With necessary inspections and corrections still needed to be completed, operations are not expected to begin before late July. The completed Silver Line will stretch from the Largo Town Center in Maryland to Ashburn through a total of 34 Metro stations providing riders in Fairfax and Loudoun counties full access to the 118 miles of Metro rail service throughout the metropolitan area. Northern Virginia Realtors® have already seen the impact of the Silver Line expansion on both commercial 26

and residential properties. According to a report earlier this year from the Washington Council of Governments, 44% of new office buildings in the metropolitan area, accounting for 4.8 million square feet (or 82% of new office space under construction at the end of 2018), were within one-half mile of a Metro station. “Getting Metro access to Dulles is key,” Fairfax County Economic Development Authority’s president and CEO, Victor Hoskins, explained. “But the completion of the Silver Line extension will also give employees from Loudoun and Fairfax counties fluid access to the major business centers throughout the region.” Among the most notable new projects in Northern Virginia are:

CAPITAL ONE CENTER – 5.4 million square feet of development, including a 470-foot-tall headquarters, more than 3 million square feet of office space, a 1,600-seat performance center, a corporate hotel and ground floor retail, including a new Wegman’s market near the McLean Station. NOV+ DEC 2019

THE BORO – 2.3 million square feet of office space, 680 residential units across three residential towers, a 15-screen ShowPlace Icon movie theater, and retail space including a Whole Foods Market in Tysons.

THE MILE – A recently approved 10-building, 3 million-square-foot mixed use development including residential, retail, storage, office, a hotel and five-acre public park spread over a 38-acre site in Tysons. The plan also includes demolition of nine existing buildings at the site.

RESTON STATION – Already under construction with 800,000 square feet of office space, 450 residential units and 120,000 square feet of retail at the Whiele-Reston Metro station.

CAMPUS COMMONS – Also at the Whiele-Reston station, a nearly 12-acre development with a 14-story office building, including an additional 26,000 square feet of retail, two multi-family buildings totaling 629 residential units, RE+VIEW http://nvar.com/1906

HALLEY RISE – Approved for 1.5 million square feet of office space, 1,500 apartments and 380,000 square feet of retail near Reston Station, including a Wegman’s market and an entertainment center with bowling and bocce.

RESTON GATEWAY – 2.2 million square feet of office space, about 2,000 residential units, 162,000 square feet of retail and a 570-room hotel north of Reston Town Center. The area around Dulles International Airport is more likely to attract new hotel and entertainment uses. Development plans west from Reston focus on enhancing Loudoun County’s existing infrastructure to allow further

residential and commercial development over time as well as adding to Loudoun County’s status as the nation’s leading hub for data centers. Loudoun County’s economic development director, Buddy Rizer, has defended the addition of more data centers, pointing out that they provide needed tax revenue to help the County pay for the Metro expansion. The impact of regional cooperation and the completion of the Silver Line has already started to be felt, according to Hoskins, although it will probably be another 10 years before we see the full potential. That spirit of cooperation has recently led to the formation of the Northern Virginia Economic Development Alliance, or NOVA EDA, composed of 10 jurisdictions in Northern Virginia including Arlington, Fairfax, Prince William, Fauquier and Loudoun counties

along with the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. Learn more about the alliance on page 36 of this issue. The new organization will allow the region to collaborate more effectively and work with the Virginia Economic Development Alliance to recruit additional new business opportunities. “We have to take advantage of the entire (regional) workforce, the entire portfolio of housing, the entire transportation system,” Hoskins told the Washington Post in announcing its creation.“It’s such a great time in the history of this region,” Hoskins enthused. Realtors® working in Northern Virginia should agree. Preparing Your Home for a Safe Holiday By Nancy Harvey Steorts

THE HOLIDAY SEASON IS UPON US. At this time of year, as we prepare for visitors and festive celebrations, having a home that is safe should be top priority for every homeowner or renter. As the former chairman of the U.S. Consumer Product Safety Commission and as a national safety expert, I was exposed to thousands of accidents that occur in homes each year, causing millions of dollars in property damage and thousands of injuries and deaths. Many of these accidents could have been prevented if consumers had the right information, tools and resources.

SAFE FOOD PREPARATION 1. Thoroughly wash your hands with soap and water before and after each food preparation task. This will prevent cross-contamination. 2. Prepare the turkey very carefully and cook it thoroughly. If it is frozen, defrost it in the refrigerator, not on the counter. Salmonella is found in over 50% of poultry products, so you must be careful when handling poultry. 3. After the turkey is defrosted, wash it thoroughly and dry with paper towels. Place a meat thermometer in the turkey and cook it to 170 degrees Fahrenheit. 4. Thoroughly wash all counter areas and utensils so that there is no cross-contamination from turkey juices. 5. Prepare the stuffing separately from the turkey. Do not put stuffing in the turkey. 6. Wash all fruits and vegetables to remove any chemical residues. 7. Keep hot foods hot and cold foods cold until you are ready to serve. Warm is NOT a safe temperature. If you are serving buffet style, do not keep any foods on the buffet table for longer than two hours. 8. YPN GOES GLOBAL NVAR member and past president, Mario Rubio, of Rubio Real Estate, has fully embraced his role as NAR’s Regional Coordinator to South America, working closely with real estate professionals in Argentina to bolster their young professional program. On behalf of NVAR, Rubio, in the first undertaking of its kind, signed a Memorandum of Understanding with the Federacion Inmobiliaria de la Republica Argentina this past July. While NVAR has previously signed reciprocal agreements with groups in China, Cambodia and Vietnam, this was the first specifically linked to a young professional organization. In September, Rubio spoke at Argentina’s first convention for young real estate professionals, sharing information about the global market, NOV+ DEC 2019

NAR tools, and the importance of involvement at the local association level. “The dream of having a YPN in Latin America is doable,” says Rubio. “We need to find our replacements. In [these professionals] I see myself 27 years ago,” Rubio says. The influence of NVAR members extends beyond the community to countries and cultures around the world. A Climb for Hearts and Homes NVAR MEMBER CASEY MENISH GIVES BACK WITH MOUNTAIN CLIMB FUNDRAISER By Kate O’Toole

ON JULY 17, 2019, 11 climbers braved the tallest peak in the lower 48 states, Mount Whitney, to benefit two nonprofits: the Wholehearted Foundation and the Paradigm Foundation. Casey Menish, a Realtor® with Pearson Smith Realty and vicechair of the NVAR Cares Committee, was among the climbers – many of whom know each other through their real estate businesses. “We are really blessed as Realtors®,” Menish said. “We have a unique position to interact with the community one-on-one and see what its needs are.” This was the second climb for Menish, Jacob Koppel, and the founders of each of the nonprofits – Ryan Koppel and Tim Winter – who all summited Mount Rainier two years ago and raised 60,000 dollars. After a year of recovery, the group began planning for Mount Whitney. The 11-member team spent one year training, including a few hikes in the days leading up to the summit to acclimate to the high altitude, and

successfully summited Mount Whitney in just two days. The climbers paid for the trip and gear completely out of pocket, and all proceeds raised were split between the two organizations. Menish said some of her biggest supporters were past clients who she stays connected with on social media.

Wolf, who has been a Realtor® for 23 years, has contributed over 300 unpaid hours and raised more than $167,000 to benefit The Walter Reed Society, Mission M4. The Walter Reed Society makes a difference for the critically ill children of the military and their families by improving the patient experience. Among her many outstanding contributions to The Walter Reed Society, Wolf secured the first In-Bore System for the children’s radiology unit at Walter Reed. This system, at a cost of $50,000 per

installation, helps children cope with the experience of the MRI process by allowing them to watch a movie during the scan. Wolf has raised funds to purchase a second system that is in the approval process for Tripler Army Medical Center in Hawaii, and she is currently working to gain approval for the system to be installed in 100 military hospitals around the country.

Spirit Award honors a brokerage that gives back to the community and is based not on funds raised, but by the collective brokerage effort of charitable outreach. Rachel Carter, managing broker of the office, co-chairs the company’s charitable foundation, CB Cares. The foundation is completely funded by agent and employee contributions and has donated over $1 million to local charities. The Coldwell Banker, Alexandria Office proudly participates in an annual

food drive with the company’s entire Mid-Atlantic region. Coldwell Banker has provided tens of thousands of pounds of food and donated well over $300,000 in the past five years to area food banks. With over 80% participation from office agents and some clients, the Alexandria office has collected nearly $10,000 in the past 5 years – all of which has gone to local organizations such as Carpenter’s Shelter and ALIVE! Teamwork Makes the (NOVA) Dream Work NVAR ECONOMIC SUMMIT PANELISTS DISCUSS REGIONAL PARTNERSHIPS AND AMAZON SUCCESS By Kate O’Toole

THERE WOULD BE NO NATIONAL LANDING – the newly branded region that will house Amazon’s Arlington headquarters – without collaboration in Northern Virginia. “Let’s go back to September of 2017 … when all the Northern Virginia localities got together – Arlington, Alexandria, Fairfax and Loudoun – and we decided to work with the state in putting a pitch together for Amazon’s HQ2 campus,” Christina Winn, economic development director of Prince William County, said at the 2019 NVAR Economic Summit on Sept. 5. (In 2017, Winn served as business investment director for Arlington County Economic Development.) At this initial meeting, Winn explained, economic developers from each of the localities came with site proposals. “Alexandria came with a site, and Arlington came with a site – they happened to be right next to each other,” Winn said. The sites pitched by Arlington and Alexandria were owned by the same developer, JBG SMITH, and shared many of the same assets,

including its work force, airport and transportation system, Winn said. In fact, planners from Arlington and Alexandria had already been developing a transportation system to connect the two areas. By combining sites and creating National Landing, the joint proposal was capitalizing on already existing transportation networks and community plans. In addition, the Virginia Economic Development Partnership (VEDP) had encouraged collaboration among jurisdictions by adding incentives for joint proposals, which “created a platform that was really unique from all the proposals that came from around the country,” Victor Hoskins, president and CEO of the Fairfax County Economic Development Authority (and former director of Arlington County Economic Development), added. As the jurisdictions started to put together a joint response to Amazon’s Request for Proposal, they also organized a meeting with all the universities in Virginia. “We said, ‘Who has a great, big, bold idea about increasing the tech talent pipeline? … Lots of people had ideas, but

President Sands of Virginia Tech stood up and said, ‘Not only do I have an idea; I have a blueprint,’” Stephanie Landrum, president and CEO of the Alexandria Economic Development Partnership, said. Virginia Tech was quietly involved in the project from early on and was an integral component of the pitch, she added. “There are not 25,000 unemployed tech workers sitting in the D.C. market right now just waiting for these jobs,” Landrum said. “We needed to show Amazon that there was a pipeline of continuous people coming into this market, which is how the VT innovation campus came to be.” Northern Virginia was announced as a chosen location for Amazon HQ2 on Nov. 13, 2018, and since the announcement, regional leaders have made significant strides in continued collaboration. On September 16, shortly after the Economic Summit, an official announcement was made introducing the Northern Virginia Economic Development Alliance (NOVA EDA) – an alliance of 10 jurisdictions from Northern Virginia.

Northern Virginia Realtors® were also a major part of working to bring together Virginia, Maryland and Washington, D.C. to seek Metro funding.” The take-away: through collaboration on key matters that affect our economy and real estate market, Realtors® and Northern Virginians help ensure the success of the region and its residents. In the 1960s, more than 70% of adults were married; now, it is less than half. 3. CARETAKING NOW NEEDS A LINT BRUSH There is a drop in birth rates in the U.S. because of finances, but people are placing importance in pets (89% would not give up pet due to housing). 4. STUDENT DEBT IS CRUSHING FINANCES Student loan debt continues to delay home buying and selling. 5. BANK OF MOM AND DAD One-third of first-time buyers use down payment help from friends and family. 6. BAR HAS RISEN ON BUYER EXPECTATIONS In the age of HGTV, buyers’ expectations have risen and shown that staging brings in a better offer. 7. TENURE IS LONGER People are staying in homes nine to 10 years. 8. MARIJUANA IS A BUDDING ISSUE Commercial inventory changes include demand for warehouses and land, which has the potential to cause residential and fair housing issues. 9. IBUYERS: A GOOD HEADLINE? The buzz about iBuying continues, but only 5% of households have heard of iBuyers and eight in 10 would not consider using one. 10. AGENT USE IS HIGH 87% of buyers use agents, and over half of people buying new builds are still using an agent. 11. HOMEOWNERSHIP IS A GOAL Apple pie, baseball and home ownership! Owning a home is still part of the American Dream.

Are one-day codes permitted in the NVAR footprint?

The Board of Directors of the Northern Virginia Association of REALTORS® recently approved the use of SentriLock® one-day codes in the NVAR geographic footprint. This change in the Regional Rules & Regulations for the SentriLock® Lockbox System (the “Rules”) was approved for the benefit of the membership, to provide consistency across the region, and because the original liability and security reasons for prohibiting the use of one-day codes have been addressed.

Why did the Board of Directors approve one-day codes now?

Realtors® throughout Northern Virginia practice real estate where the business takes them. This may require the use of SentriLock cards and lockboxes in jurisdictions covered by other regional associations. In order to make it easier for members to use SentriLock features properly and effectively, it makes sense for the standards and use to be consistent across all associations governed by the Rules. Members should not have to remember whether the property is located in the footprint of NVAR, or the Prince William, Dulles, Fredericksburg, Greater Piedmont or Blue Ridge associations in order to determine what types of codes they can use to provide access to a property. One standard for all associations in the region will make it easier for our members to do business and to comply with the Rules.

Furthermore, the original reasons for not allowing oneday codes are no longer relevant. NVAR and its members have a decade of experience with SentriLock features, including using the cards and lockboxes in the territory of associations that already permitted one-day codes. The NVAR listing agreements have been updated to provide members protection from liability resulting from parties

accessing property. The listing agreements specifically require brokerage compliance with the Rules, and sellers agree to release the brokerages from any liability for damage to property during the listing period. The Rules have been established and revised over the years to require that precautions and security measures be taken before issuing one-day codes. These measures include obtaining and verifying the names and licenses of real estate licensees, contractors and inspectors before issuing a one-day code. Finally, SentriLock has updated and upgraded the technological features of the lockboxes, cards and applications to help prevent misuse of one-day codes by making it easier to track who is accessing the property, when the property was accessed, and for how long. There are always risks associated with parties accessing property that does not belong to them. However, these risks are mitigated by technology, consistent enforcement, changes in the rules, and protection in the brokerage agreements. The NVAR Board of Directors determined that the potential risks are outweighed by the benefits to members resulting from consistency in the Rules across the region and the convenience of one-day codes.
