An improved Food Fortification website was launched on June 21, 2005 at the Department of Health Convention Hall during the joint NUTRINET 18th and Department of Health’s 107th year anniversary.

The website can be accessed through www.doh.gov.ph and is designed to provide prompt and updated information on the micronutrient malnutrition problem, the Food Fortification Program, and the Sangkap Pinoy Seal program.

Interesting information from the site include the following: (a) the extent of micronutrient malnutrition (Vitamin A Deficiency Disorder, Iodine Deficiency Disorder and Iron Deficiency Anemia) on the at-risk groups nationally and regionally (b) consequences of micronutrient malnutrition (c) significant achievements on food fortification in other countries and experiences in the Philippines (d) key provisions of RA 8976 (e) Food Fortification strategic plan (f) mechanics of securing the Sangkap Pinoy Seal (g) list of food brands with Sangkap Pinoy Seal and answers to commonly asked questions.

Advertising and information, education and communication (IEC) materials as well as pictures of completed events can also be seen in the website.

The site will eventually provide direct interaction with surfers through the chatroom and bulletin board.

¾ Avoid Stress. Individuals who do not have family history of CVD can still develop the disease due to stress. Stress increases the body’s hormonal level such as cortisol, which increases blood glucose and blood pressure. Studies have shown that stressed individuals are more prone to colds and other acute infections due to the decreased functioning of immune system.

The 2003-2004 National Nutrition and Health Survey (NNHeS) estimates that 4 out 10 Filipino adults, 50 years old and above had history of stroke.

Furthermore, 4.1% of adults experienced symptoms of stroke such as sudden weakness or numbness and slurring or difficulty of speech. The nationwide survey was conducted by the Food and Nutrition Research Institute, Department of Science and Technology (FNRI-DOST) and supported by 14 major medical specialty organizations and agencies including the Department of Health (DOH).

¾ Get enough and good sleep. Sleep should not be taken for granted since it is an important part of healthy lifestyle, according to medical experts.

Recent research showed that lack of sleep may also lead to the development of heart disease including stroke. Thus, getting enough sleep for at least eight hours is a must for everyone.

According to experts, there is no magic formula for reducing cardiovascular disease including heart attacks and stroke. However, following a healthy lifestyle may help keep the heart healthy and strong.

¾ Eat the right kind and amount of food.

Consume large amounts of fiber from complex carbohydrate sources such as fruits, vegetables, whole grains and root crops while reducing the amounts of fat and salt for optimum health. ¾ Exercise regularly. Being active most of the days can reduce weight. It can also improve blood circulation which can lead to stronger heart muscles, and healthier blood vessels, thus reducing the risk factors of cardiovascular disease (CVD).

¾ Quit smoking and drink alcoholic beverages in moderation. A strong link has been established between cigarette smoking and cardiovascular disease, heart attacks and hypertension. In the Philippines, 35 out of 100 adult Filipinos (20 years old and over) are current smokers.

Likewise, heavy drinking of alcoholic beverages raises blood pressure and damages heart muscles.

Medical doctors, particularly cardiologists, advice to limit alcohol consumption to 1 drink a day for women and 2 drinks a day for men (1 standard drink =1 bottle of beer or ½ glass of wine or 1 jigger of whiskey).

The integration of nutrition and health in the elementary school curriculum, through the TeacherChild-Parent (TCP) approach, is a milestone in nutrition information and education. The TCP approach was institutionalized in the elementary school system in 1977. It has been considered as the innovative component of Educational Technology for Basic Education (ETBE) of the Education for All Program (EFA, 1991).

The founding of the Nutrition Center of the Philippines (NCP), a private institution aimed solely to support the country's nutrition program, is the forerunner of public-private partnership in nutrition.

The implementation of the country's nutrition plan and program ushered research and development (R&D) in the areas of service delivery, nutritional assessment and intervention. Implementation of the program at the grassroots was made possible through the longstanding nutrition network consisting of nutrition committees established at the regional, provincial, municipal and barangay levels.

Social marketing in nutrition was pursued through the airing of messages on food and food values (e.g. Ang Kangkong and Ang Monggo series) articulated by elementary schoolchildren on television and through the Nutri-bus. The TV plugs earned the Catholic Mass Media Awards in 1984 and 1985 for Best Public Service. The Nutri-bus, a mobile van equipped with behaviorally-designed VTR modules, was piloted in 1977 and was found effective as indicated in the improvement of the nutritional status of target groups and in the sales of Nutripak, a complementary food, in 30 provinces (NCP, 1977).

The barangay nutrition scholar (BNS), the primary change agent of the PNP, addressed the need for trained community-based workers in the delivery of basic nutrition services to families. The BNS was institutionalized by virtue of P.D. 1569, a landmark in manpower development, which now numbers more than 20,000 workers nationwide. In view of the need to locate the malnourished, two surveys have become the landmarks of the country's nutrition program. One is the Operation Timbang (OPT), a community-based, weight survey of preschool children. The other is the National Nutrition Survey (NNS) of the Food and Nutrition Research Institute, Department of Science and Technology (FNRI-DOST). The NNS is an anthropometric, dietary, clinical and biochemical evaluation of the nutritional health of the population __________________________

The pilot establishment of the Malnutrition Ward (Malward), a special hospital ward for severely malnourished children in Southern Island Hospital in Cebu provided many valuable lessons in the diagnosis, treatment and rehabilitation of children with severe protein-energy malnutrition (i.e. marasmus and kwashiorkor), vitamin A deficiency (VAD) and iron deficiency anemia (IDA). The Malward was expanded to more than 200 provincial hospitals of the Department of Health (DOH) and became a training ground for the health personnel (DOH-NCP, 1975).

The project demonstrates convergence of the various programs for children. “In Western Visayas, for example, we have municipalities where everybody is connected for children.

The municipality of Concepcion in Iloilo is very good example, as is Ajuy, also in Iloilo. And I believe the project is basically on track there because the region has less problems with calamities and armed conflict, as a Central Mindanao.�

Expressive and receptive language‌ Socio-emotional and personal adaptiveness‌ These are the seven indicators for child development, according to Undersecretary Celia Yangco of the Department of Social Welfare and Development (DSWD) in an interview where she discussed the Early Childhood Development (ECD) Project. “I believe we are the first in Asia to consider psychosocial development as an index, “ she said.

But despite problems of peace and order in Central Mindanao, Yangco said the ECD project in Central Mindanao has helped teach the Muslim children how to be together in daycare with Christians.

Usec. Yangco is the project director of the ECD Project being implemented by the DSWD, Department of Health (DOH) and Department of Education (DepEd) in 132 local government units (LGUs) in the country. It will eventually be replicated nationwide.

“ We have started them early on the notions of peace and being one with Christians, � Yangco reported. “Actually, with children there is a sense of common play- they do not distinguish between the play of Muslims and that of Christians. So the interagency team is really excited to converge, come together, activate and make the Local Council for the Protection of Children (LCPC) work.�

Some results of the success of the project may be gleaned from the members of the Loboc Children’s Choir of Bohol, one of the finest choirs in the world. “Some of the children were four years old when the program started and so they went to daycare, "the DSWD officials said. Many studies-for one, by DepEd-show that children who go to daycare have better achievement and staying capacity in school, compared to children who did not go.�

ECD components have since been replicated: “What I’m happy about is the replication of our best practices and interventions in five other regions under the LCPC. That’s part of the institutional development and sustainability of the project in Regions 5 (Bicol), 8 (Eastern Visayas) and 9 ( Western Mindanao).�

Yangco added: “For this reason the Early Childhood Experience package of the ECD Program is meant to level off the children who did and who did not go to daycare. At least for the first two months of Grade 1, nongoers are exposed to an enrichment curriculum with singing, storytelling, etc. and get deworming, iron supplementation, and other health nutrition services.�

A second effort of ECD is concretizing convergence of social services as the way to deliver services: “In other words, DedEd, DSWD, DOH and now the Department of Labor and Employment (DOLE) will be working closely in a convergent manner so that local government can have more impact.�

Equipping Medical and Health Librarians Towards an Integrated Information Systems Frameworks‌

She is married to Lauro C. Canceran, an industrial hygienist of the Occupational Safety and Health Center (OSHC). They have two children, Gian Laurence and Lorie May. According to Mrs. Canceran, being a medical librarian is not an easy task but, it can be challenging and fun especially when all your client needs are fulfilled.

Mrs. Canceran is a Technical Committee representative of University of the Philippines Manila, College of Medicine (UPM-CM) vice Mrs. Adawey F. Racal. Mrs. Racal is a Medical Librarian and has been the representative of UPCM to NUTRINET for 18 years who retired from the services last June 2005.

Being new to the NUTRINET, she considers the job a challenge. She feels great honor to work with fellow librarians for the improvement of the food and nutrition information system in the country.

According to Mrs. Canceran, connections and relationships among co-librarians are greatly helpful in updating knowledge in the field of health information.R

Successful efficacy trials on vitamin A-fortified margarine and pandesal and universal salt iodization are evidences of food fortification efforts. These are now the basis for marketing the fortified processed products and staple foods, and of subsequent legislation on food fortification. Charting the future of R&D requires the evaluation of existing policy, plan and program implementation.

Likewise, an inventory of local relevant R&D results should be undertaken, disseminated and utilized.

Further, a careful study of R&D needs with support is necessary to strengthen the nutrition program and insure the attainment of optimum nutritional health for the population. In these efforts, it is necessary to build strong partnerships with the industry, government organizations (GOs), non government organizations (NGOs) and the academe that are capable of bringing the PPAN to the grassroots, thus, bringing about an effective implementation of the barangay plan and program of action for nutrition (BPAN). R

The concept that began with ECD has now been expanded into Early Childhood Care and Development (ECCD) which will soon be implemented nationwide. And the buzzword of the expanded ECCD program is Bright Child: “The Bright child is basically a social development cluster of programs and services for children in the departments concerned with education, health, social welfare and of course local government. If we integrate all of these things, the result is really a Bright Child -- our slogan for describing in more concrete terms a child who is physically, mentally, emotionally secure because the foundation has been laid. If the foundation of the group aged 0-6 is very good, you can build other interventions.�

Buzzword ... from p.5 Are there daycare centers in all the regions? “Yes,� Yangco said, “and in private business establishments. So it’s getting better. The private sector is participating very well. In fact, some are sponsors of daycare centers. The Filipino-Chinese Chamber of Commerce has actually built daycare centers.�

Yangco concluded: “Each one of us has a contribution to make that child bright.

People contribute to children’s projects and so it’s getting better. I am happy that our children will have better health services than we had. It’s a better generation.

Children represent hope -- they’re very pure and have no pretenses. Only people who have something wrong within themselves would not be delighted with them.�R

Another welcome development is the Kabisig ng Kalahi, a consortium of manufacturing companies that contribute to the feeding program for children and help in the nutrition program of ECD. 7
