1.0 Introduction

1.1 Project Introduction

This project is situated in Hotel Grand Baron, Jalan Air Terjun, 34000 Taiping, Perak. It is repurposed from a commercial building into an institutional one. It is a 1390 square meter space that functions as a bipolar therapy facility for healing and recovery. The entire project was supposed to be finished in a year, but for a variety of reasons, it took 1.5 years to finish instead. In the report, it will be covered in more detail. This project's estimated total payment cost is RM 600k, and its completion is scheduled for 2023. This project's client is RELATE MALAYSIA, a Malaysian non-profit organization focusing on mental health.

1.2 Company’s Profile

Midor Interior Designer and Furnishing Sdn. Bhd. is the company that constructed this project. With over 40 years of experience in Malaysia and its surroundings, Midor is the top refurbishment contractor in Malaysia.

The address of their headquarters is No. 2 & 4, Wisma Midor, Jalan 3/91A, Taman Shamelin Perkasa, Batu 312, Jalan Cheras, 56100 Kuala Lumpur. Having offices and factories in Kuala Terengganu, Bentong, and Johor Bahru, Midor has these locations.

From the initial interior design conception through contract fulfilment, Midor is precise in how it handles every area of its interior design and restoration operations. In order to guarantee that the projects are finished on schedule, Midor employs a team of highly skilled interior designers, engineers, and construction workers.

Midor Interior Designer and Furnishing Sdn. Bhd. served as the institutional project's lead designer and consultants, while CG Cheng Architect helped with the building's original construction. The project brief was reviewed by Midor, who then translated the ideas into a concept that satisfied the client's requirements. In order to make sure their demands were addressed, they also kept in touch with the customer throughout the design process. Ar. Cheng examined the submission designs in the meanwhile to make sure the building was built in accordance with the construction drawings and that they were appropriately assembled and satisfied all essential requirements, including UBBL and Bomba.

The interior architects are responsible for overseeing the entire design process from the project management, design development, space planning, material and finish selection, coordination with other professionals and quality control. Midor Interior Designer and Furnishing Sdn. Bhd. have to appointed the subcontractors including contractor, M&E Engineer, C&S Engineer and quantity surveyor to work for this project. As lead consultant for the project, Midor need to ensure that the project is complete on time, within budget and to the client’s satisfaction.

2.2 Roles & Responsibility of Other Consultants

2.2.1 Roles of Architect

Since CG Cheng Architect is the architect company who us in charge of the Grand Baron Hotel's design and construction, they helped with the building's initial blueprints. Ar. Cheng looked through the submission designs in the meantime to make sure the structure was constructed in accordance with the construction plans, that they were correctly put together, and that they complied with all pertinent regulations, including UBBL and Bomba.

2.2.2 Roles of Contractor

BWC Construction Sdn. Bhd. is the main contractor that leads the whole project. Hin Construction Sdn. Bhd is the site contractor appointed by the BWC Construction Sdn. Bhd. BWC Construction Sdn. Bhd. worked directly under Midor appointed project manager after won the bid As the main contractor, BWC Construction Sdn. Bhd. is responsible for overseeing the entire construction project from start to finish. They responsible for project management, construction management, quality control, safety, compliance, subcontract management, communication and financial management. The site contractor, Hin Construction Sdn. Bhd. provided appropriate supervision, information and instructions for the workers on site during the construction phase.

2.2.3 Roles of Mechanical & Electrical Engineer

Bennova Mechanical Engineering Sdn. Bhd. managed the specifications of the project regarding the mechanical and electrical works including the mechanical system design, electrical system design, system integration, system testing, system maintenance, compliance, communication and project management. Bennova Mechanical Engineering Sdn. Bhd. have to

ensure the building’s mechanical and electrical systems are efficient, safe and meet the required standards.

2.2.4 Roles of Civil & Structural Engineer

The structural work of the building was managed and supervised by Perunding OCS C&S Sdn. Bhd. They collaborate with Midor Interior Designer Sdn. Bhd. on the load and stress of building structures since the engineers must give the architect information before the design can be completed. With regard to civil and structural designs and the criteria for the renovation work's approval, they must collaborate with the authorities. They need to make sure the current structure is secure before starting construction.

2.2.5 Roles of Quantity Surveyor

Advantage QS Sdn. Bhd. is in charge of estimating, preparing, and reviewing the cost of the materials and labour required for the project, as well as preparing, analysing, and monitoring cost reports, monitoring costs throughout the project, and offering advice on cost-saving techniques. It is also responsible for identifying potential risks, suggesting risk management techniques, and reviewing and approving contracts and payment applications. Advantage QS Sdn. Bhd. is crucial in ensuring that an interior project is finished on time and within budget, as well as that everyone involved is aware of the associated expenses.

2.2.6 Landscape Architect

Studio Green Malaysia has been tasked with designing the Sanatorium Center's softscape and hardscape while integrating them with land characteristics. They must set aside an area for the sensory garden of the greenhouse and some indoor planting for this project. They were in charge of producing comprehensive designs and drawings for the project, which included data on the building process, planting plans, and material requirements. A maintenance strategy, including suggestions for continuous maintenance, is also being developed by Studio Green Malaysia. They collaborate extensively with clients, suppliers, and other parties involved in the project to make sure that everyone is on the same page and that everything is going according to schedule.

5.0 Project Information

5.1 Objective & Goals

5.1.1 Objectives

• Organizing the design process to ensure that it is completed in a timely manner and within budget.

• Ensuring that the design complies with the project's requirements for cost, timeline, and standards.

• Regular monitoring is necessary to lower the chance of project failure and to offer effective and precise solutions when issues arise.

5.1.2 Goals

• Producing a design that fulfils stakeholders' needs while concentrating on low maintenance, effective service, and long-term quality control, as well as being practical and aesthetically pleasing.

• Coordinating the work of the design team in order to satisfy the project's financial, timing, and quality objectives.

• Review whether the project's planning, coordination, and administration satisfy the client's demands and take the surrounding environment into account.

5.2 Implementation Phases

5.2.1 Schematic Design

The early stage of the design development process, when the general idea for a project is investigated and developed, is referred to as schematic design in the construction industry. The architect or design team will normally provide initial plans and drawings at this stage that depict the project's fundamental structure and characteristics. At this time, one or more architectural firms get engaged with the project. The design team and client will collaborate extensively at this stage to make sure the project fulfils the client's requirements and expectations. The project's scope covers both its overall aims and goals as well as a review of the contextual and regulatory requirements for the project's location. A preliminary schedule for the project is then created. As the project moves through the phases, its priorities will become more evident.

5.2.1.1 Client Approach

Relate Malaysia has been in contact with Midor Interior Designer & Furnishing Sdn. Their objective is to convert the ground and rooftop of the Hotel Grand Baron into a therapeutic and healing center for bipolar patients. But later, after intense discussion with the design team, the client decides to convert the ground and first floor instead. In order to achieve this, they have enlisted the services of Ar. Cheng, the architect for the Hotel Grand Baron. Together, the interior designers from Midor and Ar. Cheng have started working on this project. They have investigated the area and the existing building, and have begun rough sketching design ideas. After being presented with a variety of preliminary design concepts and options, the client will have the opportunity to select the design that

best meets their criteria.

5.2.1.2 Design Proposal

The ground floor and rooftop of Hotel Grand Baron were originally intended for renovation, but owing to Malaysia's hot and humid environment and the efficiency of visitor circulation, Midor interior designers and Ar. Cheng chose to adaptively use the space on the ground floor and first floor. They redesign the spaces to fulfil the needs of the customer. The commercial building is being transformed into an institutional building to give back to society

5.2.1.3 Client and Planning Approval

In order to meet the demands of the client, consultants are hired to offer advice on the project's early cost estimations as Ar. Cheng, Midor interior designers and landscape architect create the schematic design drawing. The customer starts comprehending the project as it moves through the phases, which is necessary to preserve the continuous agreement on the project's scope, quality standards, and budget. Concurrently, a submission approval will be sent out. The consultants will improve the design once the design and built project has been accepted by the development phase.

5.2.2 Design Development

Development continues in collaboration with other experts after the preliminary design solution has been accepted. Other experts offer their opinions after which the designers make changes. Engineers will begin work on the structural, plumbing, electrical, heating/ventilation, energy analysis, and any other project-specific systems. The majority of changes were done at the detail level because the floor plan, section, and elevation were mostly set at this stage.

5.2.2.1 Design Drawing

Working diagrams represent the overall framework of the Bai-Phoria Sanatorium Center. Sections, elevations, and floor plans are among the projections which compose up this. Submission plans are a compilation of comprehensive building drawings from building plan drawings as well as structural and other system drawings. Cost of the labour and supplies required for the project, as estimated and approved by a quantity surveyor.

5.2.2.2 Submission for Building Approval

i. Building Plan Submission

In accordance with the uniform building by-laws, an application accompanied by building designs is filed to the local government, Taiping Municipal Council. It would be simpler for the client to grasp the project during

meetings if all of the drawings from the designers and consultants contain specified settings for the structures.

The Uniform Building By-Laws must be followed, and a slightly modified set of plans were submitted to the regional BOMBA authority for approval. These plans would also incorporate red-coded compartmentation such as party walls and fire

5.2.3 Contract Documentation

The intricate detail of a project's design is finished at this point. The project's design and engineering components were finished by the designers and engineers, who also produced the documentation that will act as a reference for all future project participants.

5.2.3.1 Negotiated Tender

Based on their reputation or an existing relationship, the client approaches Midor Interior Designer and Furnishing Sdn. Bhd. The contract's conditions are then discussed. This allows Relate Malaysia the assurance to work with them, which may save the time and expense of the tendering process and enable early supplier engagement.

A range of contracts, such as those for the provision of equipment, demolition work, enabling works, etc., are covered by the paperwork. Midor Interior Designer and Furnishing Sdn. Bhd. engages with necessary experts such as M&E and C&S engineers to provide full and precise tender drawings and specifications.

5.2.3.2 Bills of Quantity

The drawings and specifications from the tender documents will be utilized to identify the items of work, and bills of quantity calculating the quantities of those items will be produced. Counts, lengths, areas, weights, volumes, and times are all ways to convey quantities. The production of a bill of quantities requires both a specification and a completed design.

5.2.4 Contract Implementation & Management Phases

According to the terms of the building contract, Midor Interior Designer and Furnishing Sdn. Bhd. carried out all the responsibilities and duties of an architectural consulting firm. In order to avoid mistakes in execution during construction, information and instructions were also given to the contractors on-site prior to requirements under the terms and conditions of the building contract.

5.2.4.1 Monthly Site Meeting

Throughout each stage of construction, the project manager hired by Midor met often with the accompanying consultant to make sure the work was being completed in compliance with the contract's requirements and that the site was developing as planned. It also provided a platform for discussion and solution ideas about issues that had come up during the construction process.

5.2.4.2 Architect’s Instruction (AI’s)

Midor had the authority to issue orders to the on-site contractors. The contractor is obligated to abide by the rules after receiving a "notice to comply" from the consulting designer.

5.2.4.3 Construction Schedule

Midor was in charge of reviewing the work schedules provided by the

contractors as the primary consultant. The actual progress will be continually checked in order to offer an accurate estimate for the labour cost. This is to verify that the building work is being carried out and completed within a defined time period.

Extension of Time (EOT)

In most circumstances, if there is a delay that is not the contractor's fault, construction contracts allow the work length to be prolonged. The contractor gives written notice of the delay to the contract administrator, including all relevant information about what caused it.

Due to events that happened concurrently and overlapped with one another, BWC Construction Sdn. Bhd. requested an extension of time for this project from Midor Interior Designer & Furnishing Sdn. Bhd. In order to submit a request for a time extension, the project manager will next look into the causes that caused the delay.

5.2.4.4 Payment Certification

The ability to pay the contractor before the job is finished is made possible by an interim certification. Based on the architect's observations and assessment of the contractor's application for payment after taking into account the schedule of value and completeness, the project manager will determine the amount owed to the contractor under the construction contract and issue the client with the certificate for payment.

5.2.4.5 Approval for Service Providers

As specified in the building contract, Midor and Relate Malaysia will help with notification of the inspection. Before sending the report to Midor, the project manager was responsible for examining it. The inspections must conform with the following authority approvals: TNB, IWK, SYABAS, and BOMBA.

5.2.5 Completion & Final Accounts

Once the construction is finished, the project's construction phase will have been completely finished. Construction projects are typically completed in stages because it is required and crucial to verify that all the tasks outlined in the contract agreements have been completed as agreed upon and that all relevant handover procedures have been followed. If all patent flaws have been fixed, the payment will typically be provided at the conclusion of the defect's liability term.

5.2.5.1 Certificate of Practical Completion (CPC)

By providing a Certificate of Partial Completion, a building contractor or project manager can certify that a certain area of a construction project has been completed to a specific stage and is appropriate for use or occupancy. This certification is frequently provided after a contractor has received some of the client's payment. The issuance of a Certificate of Partial Completion in Malaysia is governed by the Housing Development (Control and Licensing) Regulations 1989.

When the task is finished, the contractor will inform the contractor administrator. When all of the works outlined in the contract have been completed, ADW issues a practical completion certificate. The client, who is Relate Malaysia, receives ownership of the completed work for occupancy upon issuance of the certification of practical completion (CPC).

5.2.5.2 Certificate of Compliance (CCC)

For building owners and occupants, the CCC is a crucial document since it

guarantees that the structure or project complies with the relevant safety and quality criteria. By granting the certificate of compliance, Midor and the engineers confirmed the construction's compliance with the Uniform Building By-Laws and attested to their oversight and progress monitoring of the project. The CCC was given when Relate Malaysia was awarded the contract and secured the relevant approvals from TNB, SYABAS, BOMBA, JPP, and other organizations.

5.2.5.3 Client Handling Over

The process of handing over control of a building project from the construction contractor to the customer is referred to as "client handover". It often occurs once all open issues have been resolved and the construction project has been completed to an acceptable level of quality. During the client handover process, the construction contractor will provide the client with all pertinent paperwork and information, including warranties, maintenance instructions, and operational manuals. The customer will also receive a full handover report outlining the status of the project, including any problems or outstanding tasks.

Relate Malaysia was granted legal possession of the building once the contract administrator determined that all of the duties listed in the contracts had been completed. Throughout the process, Relate Malaysia provided the following paperwork to Midor: a building logbook and user manual, an operation and maintenance manual, building as-built drawings, certificates, and warranties.

5.2.5.4 Defect Liability Period

A construction contract's Defect Liability Period (DLP) specifies the time

frame during which the contractor is liable for fixing any problems with the building work they have completed. After practical completion is attained, the DLP lasts normally between one and two years. In this project, the duration of liability for the error was set at twelve months. The contractor would be responsible for correcting any issues that arose within that period.

In Malaysia, the DLP is an essential part of construction contracts since it ensures high-quality construction work and timely and effective correction of any defects. It also protects the client against risks associated with construction job errors, such as the need to employ a different contractor to solve the issues or pay out more money for repairs.

5.2.5.5 Final Account Certificate

The final payment was calculated and anticipated for the duration of the defective liability term. The total cost of the contract, the amount the client has already paid, and the remaining balance the client owes the contractor are all detailed in the final account certificate. Along with any revisions or changes to the contract price and associated expenditures, additional work or modifications to the task's scope are also included. The last account certificate is an important document for both the client and the contractor since it provides a clear record of the final payment due and payable for the project. This meant that all parties concerned had met their financial responsibilities.

5.3 Implementation Tools

5.3.1 Planning and Scheduling

5.3.1.1 Microsoft Office Excel

The designers utilize Gantt charts to plan their activities and workflow for the project. This is carried out to guarantee that the construction projects are finished on time. According to the designer, the Gantt Chart makes the project more structured and guarantees that the team completes the tasks in the allocated time. Gantt charts provide a graphical depiction of a schedule that aid in project planning, coordination, and progress monitoring.

5.3.2 Design and Drafting

5.3.2.1 AutoCAD

Throughout this implementation phase, it is vital that the architect and team provide comprehensible drawings using Autodesk AutoCAD. This application is well known for its 2D computer help and proficiency in drawing. Interior designers and architects utilize them effectively while producing drawings such as floor plans, roof plans, elevations, sections, and detailed drawings.

5.3.2.2 SketchUp

Using SketchUp, two-dimensional AutoCAD designs are transformed into three-dimensional buildings throughout the designing process. SketchUp is renowned for its intuitive user interface and its capacity to generate 3D models swiftly and simply. For building and viewing 3D models, SketchUp is a flexible and effective application. Projects may be more easily envisioned with SketchUp, and 3D models can be used to demonstrate designs to clients for approval at client meetings.

Enscape is a user-friendly rendering tool for designers that enables real-time rendering. It improves the representations' lifelikeness and their luminescence. Different perspectives are chosen, along with material textures, lighting, and lighting effects. Renderings are afterward exported as images for improved client visualization. For marketing purposes, the final renderings will be used.

Adobe Photoshop is used to create architectural renderings for customer presentations and documentation in order to improve the ability to visualize the treatment center. The interior designers and architects may work more efficiently and quickly by creating a realistic visualization with the help of Photoshop.

5.4 Monitoring Tools & Strategies

As leading consultants on the project, monitoring tools enable interior designers and architects to observe and manage every detail. This will guarantee that the project is moving forward as planned, give you a heads-up on any possible problems, and help you plan an approach for dealing with them.

5.4.1 Regular Site Meeting

Meetings held on-site are essential to the efficient administration of a construction project. Site meetings must include all participants, including the site contractor and stakeholders, as opposed to technical meetings, which exclusively include consultants. Its goals are to promote better communication, increase awareness of the continuing effort, and give it more meaning. The possibility that the construction project will be effectively completed rises with the encouragement of active involvement from all stakeholders.

5.4.2 Meeting Minutes

Written information is used as a database throughout each stage of implementation. Every meeting's proposed solution, absentees, and issue mentioned on the agenda are all recorded. In order to avoid misunderstandings before and after the conference, it also functions as official documentation.

5.4.3 Technical Meeting

Technical meetings are held more frequently than site meetings and solely include architects and consultants. It is a brief meeting when everyone provides specific responses for discussion. On-site technical concerns are discussed at the meeting in order to be resolved, and each consultant will provide relevant advice for the project at its appropriate execution phase.

5.4.4 Gantt Chart

Updates to the Gantt chart are being made, and it has been posted in the hallway for everyone to see. The project schedule is kept on file, and progress may be monitored.

5.5 Risks & Solutions

A technique for recognizing, evaluating, and controlling risks to an organization's resources and profits is risk management. There are a wide variety of dangers and hazards that might arise, including unforeseen economic conditions, legal obligations, poor strategic planning, mishaps, and natural calamities.

A few of the issues at the Hotel Grand Baron on Jalan Air Terjun in Taiping, Perak, are as follows:

The main issue the team encountered during the entire construction of the Hotel Grand Baron, Jalan Air Terjun, Taiping, Perak, is the delay of the construction for about 6 months and the delay period of the materials from the supplier due to late purchases. Despite the setbacks, the client is delighted with the end result.

5.6 Contract Procurement

The selection of the best procurement strategy is crucial for clients as well as the other project participants since it is a significant contributor to overall client satisfaction and project success. This decision will be influenced by several aspects, including cost, time, and quality, which are commonly regarded as the most important criteria for clients looking to produce their final result "at its finest, at the lowest price, and in the fastest time."

In order to design the sanatorium center, Relate Malaysia engaged Midor Interior Designer and Furnishing Sdn. Bhd. Relate Malaysia using traditional procurement methods for this project. This approach predates the development of the building trade. The main characteristic is the separation of the design and construction phases. Before the contractor is asked to submit a bid for the job, complete paperwork is required. In summary, the conventional technique consists just of the processes of design, bid, and construction.

After BWC secured the competitive tendering, it then became the main contractor. Prior to the start of the tendering process and the construction itself, Midor must be completely prepared. The design is within the control of Relate Malaysia as client and Midor as the designer, and BWC is not accountable for the design. However, the good news is that the construction cost is fully known ahead of time and there may be a need for modification as provided for in the contract. Projects often take a long time to complete since the design and construction processes are independent and sequential. Midor was appointed as the main consultant by Relate Malaysia to handle the contract on his behalf and to advise on the design, progress, and stage payments that Midor must pay. These standards are often utilized to measure how well the project management process is working, as well as to make sure the project is completed on schedule, on budget, and to the satisfaction of all parties involved.

5.7.1 Cost Criteria

In project management, "cost success criteria" refers to the precise goals or benchmarks that are used to assess a project's cost efficiency. These requirements are frequently used together with other success criteria, such as quality and timekeeping, to make sure a project is completed effectively in all respects. The profitability of the client and other stakeholders is directly impacted by cost success criteria in project management, which are also tightly related to the project budget and financial capability. Project managers can ensure that a project is executed under budget and satisfies the expectations of stakeholders by establishing clear cost success criteria and evaluating progress against these criteria.

5.7.2 Quality Criteria

The term "quality success criteria" refers to the precise objectives or benchmarks that are used to judge the quality of the project results. While evaluating the quality standards, time and cost considerations are also evaluated

in addition to the degree of project completion. This may involve standards for client satisfaction, the effectiveness and performance of project outputs, and compliance with important legal requirements and industry standards. Even though expenses exceeded the budgeted amount, the project's quality was higher and sustainability was emphasized to assure long-term growth in the future. Briefly stated the customer was satisfied with the quality of the delivered outcomes because they exceeded the original project specifications.

5.7.3 Time Criteria

The exact goals or benchmarks that are utilized to judge the project's timeliness are referred to as time success criteria. Based on the length of the project, its progress, and any time overruns, the time criteria are assessed. The project timeline, achievement of project milestones, and observance of project deadlines are a few examples of possible contributing elements. For a project to be deemed successful, it must adhere to the stated project timeline. This project's building timeline was delayed, and it was finished six months beyond the stated completion dates. This resulted from an abrupt change in the materials. The client has, nevertheless, consented to extend the project to obtain the desired outcome.

6.0 Conclusion

The goal of this project is to give back to society. The goal is to make it easier for people with bipolar illness to find a specialized hospital to receive treatment. This initiative aims to promote communication and increase understanding of mental health issues in Malaysia.

The coordination and management of every aspect of a design project is what design management in the design field refers to. To assure the effective completion of a project includes planning, organizing, leading, and regulating resources, activities, and procedures.

Project management, communication, teamwork, and decision-making abilities are all required for effective design management. Along with decision-making and action-taking skills, it also requires the capacity to manage resources, such as time, money, and materials.

A strategic approach is necessary for effective design management, including the capacity to establish and prioritize goals, create and carry out plans, and assess and modify strategies as necessary. As part of the design process, it also entails the capacity for risk and challenge management as well as effective stakeholder communication.

Design management, in general, is an essential component of interior design that may assist guarantee the success of a project and provide high-quality, useful, and aesthetically appealing spaces.
