OVERVIEW The Malaysia-Singapore Young Leaders Programme (MSYLP) is co-organised

by National Youth Council ("NYC") and Perdana Fellow Alumni Association ("PFAA") to support the development of influential young adult leaders from the NYC’s INSPIRIT Community of Young Leaders and PFAA, the latter being supported by Ministry of Youth and Sports of Malaysia.

OBJECTIVE The Programme aims to: Enhance bilateral relations between Singapore and Malaysia by strengthening understanding and solidarity among and between next-gen leaders from both countries Forge a stronger understanding of and appreciation for national policies, systems, regional developments and bilateral relations;• Promote substantive dialogues amongst participants and with thought-leaders from diverse 3-P sectors Involve outstanding young leaders from both INSPIRIT and PFAA in codesigning and/or initiating regular exchanges or partnership projects between the two networks, especially once the initial runs of this new programme had been established.

ABOUT PERDANA FELLOWSHIP The Perdana Fellowship programme was first organized by the Ministry of Youth and Sports of Malaysia in 2013. It provides Malaysian youth a first-hand experience in matters of national governance by placing Perdana Fellows directly under Federal Cabinet Ministers. Selected youths undergo several phases of a selection process and are exposed directly to knowledge of government administration related to policy development and implementation of the national agenda. Since 2013, more than 400 Perdana Fellows have graduated from this fellowship with average cohort size of about 60 to 70 annually.

ABOUT NATIONAL YOUTH COUNCIL The National Youth Council was set up by the Singapore Government on 1 November 1989 as the national coordinating body for youth affairs in Singapore and the focal point of international youth affairs. On 1 January 2015, NYC began its operations as an autonomous agency under the Ministry of Culture, Community and Youth (MCCY) and housed two key institutions: Outward Bound Singapore (OBS) and Youth Corps Singapore.

RESHAPING SUSTAINABLE CITIES FOR THE FUTURE "Policy silo, heirarchical bureaucracy, Feds and States disalignment, gap between rural and urban are among the challenges in reshaping sustainable cities" (Norliza Hashim, CEO Urbanice)

The forum featured Mrs Norliza Hashim from Urbanice and Mrs Lee Jian Piang from Think City who talk about the challenges and the initiatives that they have done in developing sustainable cities.

Urbanice Malaysia, set under the Ministry of Urban Wellbeing, Housing and Local Government is a centre of excellence established in June 2016 to create better cities in Malaysia. promotes sustainable and climate responsive urban development through knowledge sharing, partnership programmes and multi stakeholders management.

Think City was born with RM20 million from the Ministry of Finance to launch the George Town Grants Programme (GTGP) designed to spearhead urban regeneration.

Think City's programme focused on promoting community engagement to preserve and celebrate heritage through grants and technical support.

KEBUN-KEBUN BANGSAR Kebun-kebun Bangsar is a community garden that took shape with the help of the volunteers, who not only put in the hard work to transform the site but even contributed seeds of plants that they thought would be suitable. Some of the weeds were kept, particularly along the slopes, because they act as a natural erosion mitigation agent.

It took several meetings with TNB (land owner) and City Hall before they were eventually convinced the idea had merit. Once Ng (pioneer) and his team got the green light, work began to transform the space.

To help cover setup costs, Kebun-Kebun Bangsar received a substantial grant from Think City, an organisation focused on urban regeneration through grass roots and community programmes.

Part of the garden is reserved for animals, such as chickens, ducks, geese, a few turkeys – even a lone brown cow.

LUNCHEON WITH DEPUTY PRIME MINISTER

Luncheon was held at the Ministry of Women, Family and Community together with YB Hannah Yeoh, Deputy Minister.

The session was short but an engaging where Deputy Prime Minister spent few minutes delivering her thought and aspirations to delegates in term of relationship between family and leadership.

YAB Dato' Seri Dr Wan Azizah binti Wan Ismail is a Malaysian politician serving as the first female Deputy Prime Minister of Malaysia and the Minister of Women, Family and Community Development. She is the Member of Parliament for Pandan since 12 May 2018, after the Cabinet list has been announced by the newly appointed Prime Minister, Tun Dr Mahathir Mohamad. She is the first woman to hold the position in Malaysia

SESSION WITH SPEAKER OF HOUSE OF REPRESENTATIVE

Since the reformation of government post 14th General Election, the Parliament has also reformed the Parliamentary Special Select Committee that allows opposition as the Chairman of the committee.

The Special Select Committees function as a check-and-balance mechanism towards the executive, which also aim at improving and giving more legitimacy towards government policies. Currently there are about 14 Committees.

DINNER WITH DEPUTY MINISTER OF YOUTH AND SPORTS Dinner was held at Rebung with YB Steven Sim Chee Keong. YB emphasised the importance of maintaining the good relationship between the two countries. He also mentioned to revisit the history and appreciate the fact that the region has been recognized as meeting place since before the colonisation due to the trading activities that was heavily conducted in the Malacca Straits. Malaysia and Singapore share lots of similarities yet we are distinctive to one another, hence it is equally important to learn with one another and leverage upon each others strength and weakness.

DEVELOPING A VIBRANT ISKANDAR MALAYSIA Held at Level 33, Tower 2, Petronas Twin Towers, this sharing session started with presentation from Datuk Shahril Redza Ridzuan, MD of Khazanah, followed by Datuk Ismail Ibrahim, CEO of IRDA and Datuk Khairil Anwar Ahmad, CEO of Iskandar Investment Berhad. It was an insightful session where they share their journey in developing the Iskandar Malaysia and the future that area has to offer.

Khazanah was incorporated under the Companies Act 1965 on 3 September 1993 as a public limited company and began operations a year later. Except for one share owned by the Federal Lands Commissioner, all the share capital of Khazanah is owned by the Minister of Finance Incorporated, a body pursuant to the Ministry of Finance (Incorporation) Act 1957. Khazanah’ s mandate is to grow Malaysia’s long- term wealth.

Grow in this context is to sustainably increase the value of investments while safeguarding financial capital injected into the fund. Long- term refers to a period spanning generations and focuses on ensuring future generations’ ability to meet their needs. Wealth refers to the value of Khazanah’ s financial as set s and economic development outcomes for the nation.

Iskandar Regional Development Authority (IRDA) is a Malaysian Federal Government statutory body tasked with the objective of regulating and driving various stakeholders in both public and private sector towards realizing the vision of developing Iskandar Malaysia into a strong and sustainable metropolis of international standing. IRDA’ s statutory powers and functions are designed to achieve the above objective and include the following corefunctions in planning, promotion and facilitation.

Khazanah development initiative in Iskandar Malaysia is catalytic and is implemented through a number of steps. For example, Iskandar Investment Bhd. (IIB) which owns 60% of the shares is the main developer of Medina Iskandar, an important business center in Nusajaya. IIB is also the developer of EduCity, an educational hub in Nusajaya that includes world-class universities, international schools and colleges, residences and recreational facilities. In addition, IIB is involved in the construction of the LEGOLAND Malaysia Theme Park.

LEARNING JOURNEY ON SUSTAINABLE WASTE MANAGEMENT Singapore has been exercising sustainable waste management for quite some time and the initiative was well received and implemented on the ground level including Our Tampines Hub (OTH). OTH has an onsite waste treatment machine called an EcoDigester to reduce food wastage in the building itself.

It converts food waste entirely into three byproducts within 24 hours — non-potable water, liquid plant nutrients, and organic fertilisers.

LEARNING JOURNEY TO MARINA BARRAGE Marina Barrage, a project commissioned by PUB, was officially opened on 31 Oct 2008

by Mr Lee Hsien Loong, Singapore's Prime Minister. Desalting started in April 2009 through natural replacement by rainwater.

On 20 November 2010, Marina Reservoir was commissioned by the late Mr Lee Kuan Yew as a freshwater reservoir, augmenting Singapore’s water supply for generations to come.

With a catchment area of 10,000 hectares, Marina catchment is the island’s largest and most urbanised catchment. Together with two other reservoirs, Marina Reservoir has increased Singapore’s water catchment from half to two-thirds of the country’s land area.

NETWORKING DINNER Held at Sofra, Jalan Bugis, the dinner was set as a platform for the young minds to share their experience and knowledges.

Delegates also had a chance to talk to numbers of influential young leaders of Singapore who are also youth advocates at the NYC including Ms Nicolette Tan, Former Manager at The Singapore Smart Nation and Digital Government Office.

LEARNING JOURNEY ON SUSTAINABILITY IN DESIGN THINKING Gardens by the Bay is an independent organisation responsible for developing and managing one of Asia’s foremost garden destinations. The Gardens is led by a multidisciplinary team of professionals who have been involved in the greening of Singapore and had worked alongside international and local experts to develop the Gardens.

It has an in-house team of skilled landscape designers, horticulturists, arborists, engineers, plant health, garden and turf management experts, as well as plant research and orchid breeding professionals, who leverage on the extensive global network of plant sources cultivated during the development days, to continuously curate and grow the Gardens.

BIOMASS ENERGY PRODUCTION EcoWise has been awarded a concession (15 years) to operate an environmental sustainability concept where horticultural and other wood wastes are utilised as biomass fuel to provide the required energy for daily operations at Gardens by the Bay.

Gardens by the Bay was an exercise in conservation and sustainability from its very conception, serving as an example of how powerful conservation and natural energy can be.

The Flower Dome and Cloud Forest are easily spotted peeking out from the foliage like towering mountains. Each is fitted with special glass that uses sensor operated sails to shade the plants within as needed.

Warmer air is vented through upper levels as it rises, and desiccant, a dehumidify, is used to reduce the amount of energy required to cool the air.

The waste heat created from the burn off of garden biomass is utilized to generate the electricity needed to cool the conservatories. When the desiccant moves to the biomass burn off, it is recycled back into the air.

Industry players as well as investors are now putting more attention towards Sustainable Development Goal and its relationship with businesses could not be ignored.

LEARNING JOURNEY ON SUSTAINABLE BUSINESS PRACTICES

FairPrice-CSR Food Waste Reduction Inititative gives blemished fruits a second chance, and donates more than S$200,000 worth of groceries to the needy yearly.

More than 100 FairPrice stores are designed with eco features and over 20 stores are Green Mark certified by Building and Construct Authority.

Every year, FairPrice helps save about 10 million plastic bags by giving over S$500,000 in rebates.

Strict food safety and product quality standards are maintained with a biannual internal quality audit rating of above 95%.

MOU SIGNING NYC X PFAA Witnessed by Mr Radzi Jamaluddin, Deputy High Commisioner of Malaysia to Singapore, National Youth Council and Perdana fellow Alumni Association inked Memorandum of Understanding on the final day of the programme with the aim to further enhance collaboration between the two organizations or countries as a whole.

CLOSING CEREMONY The ceremony was graced by closing speeches from both sides; Mr David Chua (CEO of NYC) and Mr Samuel Choong Wai Hoe (President of PFAA).
