Political Watch • Gov. Gavin Newsom announced on Aug. 22 that California’s request for a presidential major disaster declaration was approved by the White House. This declaration aids in the state’s emergency response to wildfires, which are currently burning across the state after record high temperatures. “California is battling two of the largest fires in our history and has seen nearly 600 new fires in the last week caused by dry lightning strikes,” Newsom said in a statement. “These are unprecedented times and conditions, but California is strong—we will get through this.” The presidential declaration gives people in impacted counties access to various support services including crisis counseling, housing and unemployment assistance, and legal services, according to Newsom’s office. It also provides funding assistance for emergency response, recovery, and protective measures. Newsom declared a statewide emergency on Aug. 18 because of the fires, and California also secured fire management assistance grants from the Federal Emergency Management Agency to support the state’s fire response. In early July, Newsom announced that the state would hire nearly 900 more firefighters and additional California Conservation Corps crews.

“In the past year and a half, California has taken major action and made critical investments to fortify wildfire preparedness and response capabilities,” according to the governor’s office. “Cal Fire completed the last of its 35 emergency fuels management projects in May, making 90,000 acres safer ahead of wildfire season and protecting 200 vulnerable communities.”

• In an Aug. 23 Facebook post, U.S. Rep Salud Carbajal (D-Santa Barbara) commended the efforts of the Santa Barbara County Sheriff’s Office for making a drug bust on Aug. 20, which the department said was the largest in local history and resulted in 33 suspect arrests. “At approximately 3:04 a.m. this morning, Santa Barbara Sheriff’s detectives, patrol deputies, and personnel with allied agencies intercepted a panga boat at Arroyo Quemada beach that was carrying 3,164 pounds of methamphetamine, making this the largest drug seizure in the history of Santa Barbara County,” a statement from the Sheriff’s Office reads. “Going back to my first year in Congress, I have fought for federal funding to ensure local law enforcement has the resources necessary to combat Panga smuggling through operations like this one,” Carbajal said in his Facebook post. “This year, I requested $90 million in federal dollars to offset the costs to our local law enforcement so they can continue their work to protect the Central Coast from international drug and human trafficking.”

• Gov. Gavin Newsom signed an executive order on Aug. 17 to free up additional energy capacity in response to the statewide heat wave. This suspends permitting requirements “that restrict the amount of power that a facility may generate, restrict the amount of fuel that a facility may use, or impose air quality requirements that prevent the facility from generating additional power during peak demand hours,” the order states. Newsom also signed an emergency proclamation on Aug. 16 “that temporarily allows some energy users and utilities to use backup energy sources to relieve pressure on the grid during peak times during the energy emergency,” according to the governor’s office. Newsom additionally sent a letter to the California Independent System Operator, a nonprofit that oversees the operation of California’s bulk electric power system; the California Public Utilities Commission; and the California Energy Commission, “demanding an investigation into the service disruptions that occurred over the weekend [Aug. 15 to 16] and the energy agencies’ failure to predict and mitigate them,” according to Newsom’s office. ❍

VULNERABLE SETTINGS: The county continues to battle COVID-19 outbreaks in congregate living facilities, places that are particularly susceptible to quick virus spread.

Large North County COVID-19 outbreaks subside, but smaller ones persist As Santa Barbara County Public Health Department continues to juggle and monitor COVID-19 outbreaks throughout the county, some of the largest congregate living outbreaks appear to be cooling off.

Congregate living facilities are among the most susceptible spaces to COVID-19 outbreaks due to close living quarters and sustained interaction between individuals. But depending on the type of congregate living space, the definition of “outbreak” can vary.

“When you say ‘congregate living,’ that’s a big umbrella,” Deputy Director for Community Health Paige Batson told the Sun. “It can be skilled nursing facilities, shelters, H-2A housing.”

At a skilled nursing facility, it just takes one positive case to be considered an outbreak, according to a May 11 outbreak definition and reporting guidance document from the California Department of Public Health that Batson shared with the Sun. At other congregate residential facilities, like homeless shelters, an outbreak is declared if there is one confirmed case, plus two or more “cases of acute illness compatible with COVID-19,” the document states. In other words, these facilities need to have one confirmed case plus individuals who are displaying certain COVID-19 symptoms.

Other community congregate settings—such as a housing complex, a workplace, or a school— must have three or more confirmed cases (in different households if it’s a housing complex) to be considered an outbreak.

“People think if there’s an outbreak that there’s

Solvang denies Doubletree Carriages application amid pressure from out-of-state residents The Solvang City Council denied Doubletree Carriages’ application for a horse-drawn conveyance license, stating that some of the streets downtown were closed to accommodate businesses for the duration of the COVID-19 pandemic.

The council asked for community input on the horse-drawn carriages after receiving comments that called on the city to ban the service altogether.

At the Aug. 24 City Council meeting, the council received several public comments from local organizations and visitors from the East Coast with concerns of harm done to the horses that are pulling the carriages.

Commenters from the East Coast cited the city of Chicago, which approved a ban on horsedrawn carriages in April that would go into effect Jan. 1, 2021. The council’s decision came after members of the Chicago Alliance for Animals pressured the city, calling the service inhumane.

Paula Kislak—a Santa Barbara resident, veterinarian, and member of The Humane Society of the United States—urged the board to ban horse-drawn carriages in the city.

“We as veterinarians treat animals as a result of the carriage trade and the trolley trade. We’ve treated heat exhaustion, which is exacerbated by the exhaust fumes, and we treat lameness, which can be acute at times when pulling heavy loads.

It’s very stressful on the tendons, ligaments, and joints, which causes arthritis that can last the lifetime of the animal,” Kislak said.

Solvang Mayor Pro Tem Robert Clarke said the city received about 52 emails against horse-drawn trolleys, but the senders were from the East Coast.

Clarke said he cares more about what the Solvang community thinks about the carriages.

“I’m not a huge fan of the horses being used to pull trolleys downtown, but it’s not my choice. I represent the citizens of Solvang, and it’s what the citizens of Solvang like, but I have to comment on the irony,” Clarke said.

He said while the comments from out-of-state individuals are valid, he had to question the timing of the discussion.

“But the irony of coming from Chicago that

they got the City Council to ban horse carriages, and you’ve got kids being slaughtered in the streets and hundreds of people being shot every single weekend in Chicago,” Clarke said. “And this is what we’re talking about from Chicago.”

The council moved to deny the application of Doubletree Carriages and directed staff to conduct a survey of city residents about horsedrawn carriages.

County to consider fines for violations of COVID-related health orders An ordinance that would have allowed Santa Barbara County officials to fine individuals for violating coronavirus-related health orders was tabled on Aug. 25, after it was criticized by several community members as being, at best, unnecessary, and, at worst, tyrannical.

The proposed urgency ordinance, which the Santa Barbara County Board of Supervisors discussed at a meeting on Aug. 25, would have enabled law enforcement officers and other select county staff to issue infraction citations and administrative fines to individuals repeatedly found to be out of compliance with health orders geared toward slowing the spread of COVID-19, including restrictions on large gatherings and face-covering requirements.

Though county staff said the administrative fines would offer a less aggressive enforcement option compared to the criminal citations that have already been used in some especially egregious cases, several community members who spoke at the meeting, who focused mostly on the statewide mandate requiring face coverings in public spaces, called it “draconian,” Orwellian, and likened it to the French Reign of Terror.

Although Andy Caldwell—executive director of the Coalition of Labor, Agriculture, and Business who’s running against U.S. Rep. Salud Carbajal (D-Santa Barbara) for the 24th District seat, agreed that fines for such health orders could be problematic, his main issue is with the county’s timing.

“I think this is coming at the wrong time,” Caldwell said at the meeting, noting that local cases of COVID are, for the most part, on a downward trend. “We need to reward people, not become punitive at this point.”

Since the pandemic’s start locally in midMarch, Assistant County Executive Officer Barney Melekian said there have been a number of ever-changing health orders that businesses and community members have had to navigate.

Because the orders can be confusing and difficult to keep track of, Santa Barbara County’s focus has largely been on enforcement through education.

That, for the most part, has worked and the majority of community members are complying voluntarily. But Melekian said county employees continue to receive complaints about various violations, most often related to large gatherings and a lack of face coverings in public spaces.

While law enforcement can issue criminal citations to those who refuse to adhere to COVID-19 related health orders, Melekian said those citations should only be used in extreme cases. Another option, which Melekian said is on the opposite end of the enforcement spectrum, is the county’s ability to issue civil cease and desist orders and formal injunctions to those out of compliance.

“But there really hasn’t been anything occupying the middle ground of that spectrum,” he said at the Aug. 25 meeting. “And the reason we’re here today is to try to strengthen that center piece, that administrative piece, both in terms of fines and/or the ability to suspend or revoke licenses people may hold or that business may hold if they’re not complying with a health officer order.”

Through the urgency ordinance, county staff would have been able to issue fines—$100 for a first violation, $200 for the second, and $500 for each additional violation—without having to take criminal action. But 5th District Supervisor Steve Lavagnino and 4th District Supervisor Peter Adam said they couldn’t support the ordinance, which both said was an overreach of the county’s power and an untimely one, considering the slowly declining cases of COVID-19 on the Central Coast.

Instead, the board voted 3-2 to bring a revised version of the urgency ordinance back as a regular ordinance for further discussion at a later date.

Golden State Killer sentenced to life in prison without parole Joseph James DeAngelo Jr., widely known as the Golden State Killer, was sentenced on Aug. 21 to 11 consecutive life sentences for committing 13 murders, plus an additional life sentence for 13 kidnappings, without the possibility of parole.

Among his 13 felony counts of first-degree murder, four were committed in Santa Barbara County.

DeAngelo also admitted to committing dozens more crimes against 87 individuals, though only crimes against 26 individuals could be charged due to statute of limitations or insufficient evidence.

Santa Barbara County District Attorney Joyce Dudley told the Sun about what it was like to bear witness to the historic moment of DeAngelo’s sentencing.

“I was just feet away from DeAngelo, maybe 2 1/2 feet, and then equally close to Debbi when

she was speaking,” Dudley said. “So I was literally between her and the defendant.”

Debbi Domingo’s mother, Cheri Domingo, was one of the Santa Barbara County murder victims.

Greg Sanchez was also murdered at the same crime scene as Cheri on July 27, 1981. Debbi spoke at the hearing on Aug. 20.

“I am speaking here today, not directly to DeAngelo, or for his benefit,” she said, with Dudley standing close beside her. “I am here today to have on the record the repercussions that his actions have had on my life. … Mom and Greg were two remarkable, young, vibrant people who were denied the opportunity to even be breathing today.”

DeAngelo received a life-in-prison sentence, rather than the death penalty, through a plea deal.

Dudley explained why this outcome is best for the victims and their families.

“Some of the percipient witnesses and survivors were getting very old, and I feared they’d have no sense of closure if this case continued and continued and continued,” Dudley said. “We knew that if we took the death penalty off the table, and he pled to life, that they would have some form of closure.”

It wasn’t an easy decision for prosecutors to make, Dudley added. Because DeAngelo’s crimes are so heinous, not opting for the death penalty in his case could set a precendent for future, similar crimes under the Equal Protection Clause.

“This was the worst crime many of us had ever heard of, and I’ve been doing this for 30 years,” Dudley said. “Last year, California decided that they wanted to keep the death penalty. So if we didn’t do it in this case, then wouldn’t it really be the end of the death penalty? Which is not what the people of California wanted.”

However, Dudley said that she is “never going to make a decision on a particular case based upon what can happen in the future.”

“I think it is unjust. I have to give each case what I think is right. In this case, under these circumstances, I felt that was right,” she said.

One of DeAngelo’s murder victims, Debra Alexandria Manning, was a Santa Maria-based psychologist, though she was murdered in Goleta.

While Dudley said she’s never met any of Manning’s relatives, she did hear from one of her Santa Maria patients when DeAngelo was first apprehended in 2018.

“When this whole thing first broke, I got an email from a patient of hers who said that they had been suffering over this since it happened, 40-plus years ago,” Dudley said. “The fact that we found the killer and brought him to justice gave this patient a tremendous sense of relief. I certainly always think about the victims, their families, their loved ones, their friends. But in this case we had a doctor with patients, and all those patients also had to feel the pain of this.” m —Malea Martin

Free class gives local families the tools to support a loved one’s mental health

ental illness doesn’t just affect the people who receive the diagnosis; it’s an experience that loved ones go through with them. The National Alliance on Mental Illness (NAMI), with chapters in both Santa Barbara and San Luis Obispo counties, is working to equip families with the tools they need to support a loved one who may be struggling.

In partnership with Transitions-Mental Health Association in Northern Santa Barbara County and SLO County, NAMI’s Family to Family program is a free class that educates family members about different mental illnesses, provides coping suggestions, and teaches students how to effectively communicate with ill loved ones. Santa Maria Valley classes begin Sept. 23. The SLO class’s exact start date is still being determined, but will also begin in September. Both classes will be held virtually over video conference because of the pandemic.

“It’s once a week, in the evening, and it’s 2 1/2 hours,” Transitions-Mental Health Association Family Support Specialist Maria Perez told the Sun. “Every week there’s a topic that’s talked about and read about. You learn about symptoms, medications, the recovery process, the possibilities of employment.”

In Santa Maria, the class will be offered in both English and Spanish, Perez added. The English course is eight weeks long, while the Spanish course is 12. The SLO class, which for now is only offered in English, is 12 weeks long.

Perez said that some of the course’s teachers are actually former students who completed the class in the past, and SLO Family to Family class coordinator Henry Herrera said the same is true for his course.

“The teachers are mostly all family members of someone who had a mental illness,” Perez said. “They go through training and certification to be able to teach it. The people who take the classes can then, if they’re interested, also do it.”

“Families go through an emotional roller coaster when they have a loved one with a mental illness, if either that person is not accepting of that illness or just not getting help for that illness,” Herrera told the Sun. “We help

families cope with it and get through it. It’s a lifelong journey for both the person with the mental illness and the family members.”

Herrera said that those who complete the class often come out with not just the tools to support their loved one, but a new perspective on mental illness in general.

I understand that the illness they have, they didn’t ask for.’”

“A really big thing that these families get is realizing, ‘Our family is not the only family who is going through this,’” Perez added. “Because many times, that’s how it feels: You feel like your family is the only one. It’s just a matter of taking the time to learn, once a week.”

Highlight • The Santa Barbara Foundation and Santa Barbara County announced on Aug. 17 the availability of grant funding for small businesses in unincorporated areas through a fund called Santa Barbara Better Together.

The county is partnering with the foundation to support grants of up to $7,500 for qualifying small businesses “as they reopen and adapt to operating under proper public health guidelines due to COVID-19,” a press release stated. “Many small businesses that shape the character of our community are struggling during this time,” 2nd District Supervisor and Board Chair Gregg Hart said in a statement.

“The county of Santa Barbara and the Santa Barbara Foundation want to help these businesses with a local, small-business grant program to provide some financial relief during the pandemic.” The fund received an initial donation of $500,000 from Deckers Brands in March 2020, and the fund’s committee includes representatives from Deckers, the Santa Barbara Foundation, and local experts, who collectively vote on fund distribution. First she had two oral surgeries to fix shattered teeth, then orthopedic surgery to fix her broken leg and remove mammary tumors, which turned out to be cancer. ‘Don’t just hope for a better Lompoc, vote for it’

ayor Jenelle Osborne is running for reelection in November; she has served as mayor for the last two years, during which she has been consistently disrespected by three councilmen who serve with her. They regularly ignore her ideas and instead impose their own brand of governing, and it has caused a significant deterioration of city services.

Mayor Osborne is always upbeat and has seemingly boundless energy; Lompoc is her home, and she has invested her time and energy to try and make it better for everyone living here. I had a chance to interview Mayor Osborne, and her observations and her plans for the future are worthy of note.

She sees the biggest problems facing Lompoc in the next two years as multifaceted. The council majority made budget cuts in planning, code compliance, and parks a priority in two budget cycles. Osborne said, “Lompoc has lost much of its quality of life for so many in so many ways. This comes down to budget and personnel cuts, so I approach these issues from the source of the problems—lack of investment and vision.”

She said, “In doing this they adversely impacted people choosing the career such as policing and electrical line workers in our city due to lower pay when compared to surrounding communities.” This position can be attributed to a failure of the majority to acknowledge the fact that Lompoc must offer competitive wages to attract new employees.

While chairperson for the Economic Development Committee, Osborne worked to craft the Economic Development Element of the General Plan. It is important for every city

to have a vision for the future and to achieve improvements for its citizens, and a vibrant and growing economy is a must.

Osborne also sees a lack of revenue flexibility. “We finally put the 1 percent sales tax on the ballot, and residents supported it.

Unfortunately, the council majority choose to reset the unfunded liabilities with CalPERS and left no flexibility to accomplish the immediate needs the funds should have been considered for,” she said.

She sees “creating new events in partnership with various organizations, building park facilities that generate revenue, and restoring local venues to useful community centers, providing additional programs and safe havens for our at-risk youth that provide the support and resources they need to make better choices” as important quality-of-life issues.

COVID-19 has had a dramatic impact on local businesses. This will impact the revenue side of the general fund budget. To help resolve local business concerns, she observes, “Our locally owned businesses have weathered several difficult cycles for several decades. Many have started utilizing online retail, delivery, even outdoor options. It is important for the city reevaluate how we make it easy for these changes to remain in place and even expand them.”

Concerning the general fund, she said, “COVID-19 has only worsened a bad start.

The council majority approved a deficit budget for 2017-19 and had already dipped into the [general fund] reserve fund for several cycles, depleting it far below appropriate levels before the pandemic.” For the 2020-21 budget, “that reserve is now exhausted, and we are at an approximate deficit of $1.2 million.”

“With the passing of the cannabis taxes and the 1 percent sales tax, Lompoc was poised for growth, but the uncertainty of the economy and not knowing when it will rebound makes it difficult to fully understand when and how quickly expansion will occur,” she said.

Mayor Osborne added that she looks forward to the next two years and said, “Furthering the improvement of our community’s public safety and reinstating the Drug Enforcement Task

Force and the Gang Reduction Task Force is my highest priority and always has been. We need to find a balance in what we ask our police officers to do and find other resources and personnel for homelessness, mental health, and code enforcement, just to name a few areas we have pushed onto law enforcement.”

LETTER Some victory, EDC I would like to offer my congratulations to the EDC for their great victory against the people of Santa Barbara County.

The consistent extremist anti-petroleum posturing in Santa Barbara County is nothing if it is not consistent. It never ceases to amaze me, their ability to attack an entire industry with no accountability to the community, and none demanded by their elected puppets. Let us tally up their great victory: 1) They have proven that even when all the complex safety requirements and the regulatory demands are met, they still say “no” (what a surprise). 2) The devastating financial hit that the community will incur due to the loss in tax revenue. 3) The staggering volume of the loss of high-paying head-ofhousehold jobs.

If you ran for office with this as your platform you would likely be run out of town. Yet these environmental extremists are, as it appears, now running our county. I refuse to allow these fanatics to own the moniker “environmentalist.”

But let’s get real here. These people offer no solutions! They are operating under the delusion of “noble cause corruption” and expect all to bow down to them without question.

The reality is that this so-called “victory” has done nothing for the environment but add harm. As the activists continue to drive to their demonstrations, the gas they use will now be coming from foreign suppliers that embrace no environmental regulations, not to mention that this fuel will need to be transported via tanker using bunker fuel (look it up).

They seem to only be discussing petroleum as a fuel for cars; are they so ignorant that they fail to understand that all plastics are derived from oil? Do they understand that their electric car is 50 percent made from oil-derived plastics? What about medical supplies, cellphones, asphalt, or any one of the thousands of products that are in all our homes right now! I do not think there is an option to replace these life-saving products by way of wind- or solar-generating processes.

Why are they stopping short and attacking only oil producers? When will they start attacking all of us for falling short of realizing their one-sided view of reality? Make no mistake, climate change is a global issue. Santa Barbara is already doing more than its share. No matter how much the EDC strives to stroke its own ego by pushing for 110 percent capitulation despite the social and economic harm to the community they claim to serve, it will have little impact on the global climate.

It is almost laughable until you understand that there are real victims of this political power grab, and those victims are all of us.

pparently East Coast residents felt the need to give Solvang some direction, going so far as to call in to the City Council meeting with their two cents on exactly what the city should do about Doubletree Carriage’s application for a horsedrawn conveyance license.

That horse-drawn carriage drama! It extends beyond those quaint Danishinspired streets!

Tourists (I guess?) really want to make sure Solvang isn’t in the animal abuse business. Chicago Alliance for Animals members phoned in to the Aug. 24 meeting to pressure City Council members to make the “right” decision. See, they said, if Chicago can ban horse-drawn carriages, you can too.

Those East Coasters also sent emails! Solvang Mayor Pro Tem Robert Clarke said the city received about 52 anti-trolley emails from out-of-staters.

I, for one, was just dumbfounded at why they think their opinion matters for public policy that’s being created 2,140 miles away from where they live. And Clarke, agrees. Solvang’s City Council serves the citizens of Solvang. But then, he went a little bit further.

Because apparently Chicagoans should be concerned about what a Solvangian thinks about their public policy issues!

“They got the City Council to ban horse carriages, and you’ve got kids being slaughtered in the streets,” he said during the Aug. 24 meeting.

Whew! That’s got some cringe factor to it.

So I guess, it’s one or the other, according to Clarke. You can’t be concerned about animal welfare and gun violence. They are mutually exclusive! Although people who are concerned about animal rights to the point that they’re calling into a City Council meeting across the damn country also probably want to take away everyone’s guns, too. Got any commentary on that, Clarke?

How’d they find out about the Solvang vote anyway? Phone a friend?

You know who needs to phone a friend right now? These people who call Santa Barbara County to complain about that stranger across the street who isn’t wearing a mask. I get it. People should absolutely be wearing masks for their own protection and the protection of those around them.

What are we in, kindergarten? These tattletales have been so annoying that the county Board of Supervisors considered passing an ordinance on Aug. 25 that would have allowed law enforcement and certain county staff to fine individuals who aren’t in compliance with state and local health orders.

Really? Can we control behavior by fining?

These people who are freaking out about having to wear masks are no better. God. They are so dramatic!

One public speaker who didn’t want the county to pass the ordinance compared it to the French Reign of Terror! Wowee, people. You’re comparing mask mandate enforcement to a series of massacres and public executions. I think you’re overexaggerating just a scoche.

If you don’t like it when people don’t wear masks in public, maybe you shouldn’t go out in public. Don’t think large gatherings should be held? Great! You don’t have to go to them.

If you don’t like it when governments pass emergency laws to protect public health during a pandemic that has killed 88 Santa Barbara County residents since March, maybe you should move somewhere where the government doesn’t care about the people. ven though it was a few years ago now, I still remember how hungry—and then how satisfied—I was the first time I ate at La Picosita. My boyfriend and I were driving home after a long day of trudging through the sand sans snacks at the Guadalupe Dunes Preserve. I was starving. Absolutely famished. Hangry. We decided on a whim to stop for tacos at La Picosita, which I barely spotted as we passed by. It was tiny and cramped and there was a long line, but the food smelled amazing and we decided it’d be worth the wait. I ordered the carnitas chimichanga and various tacos—including the pastor, another round of carnitas, and the asada—and I swear I almost cried when I took my first few bites. Pure bliss. Afterward I wondered if the food only tasted so good because I was so hungry. The answer is no. I’ve been back many times since, and La Picosita (and its seafood truck La Picosito) is just that good. If you’re profoundly indecisive like me, I recommend the combo plate: choose three from a list of 16 classic options, and you can’t go wrong. My go-to combination is crispy falafels, house-made hummus, and grape leaves. don’t know about you, but I for one sure miss seeing movies on the big screen. Having grown up in Orcutt, Edwards Santa Maria 10—or Edwards Cinemas as I know it—was a staple of my youth and largely responsible for nurturing my ever-evolving film snobbery. As far back as kindergarten, I remember our first field trip as a class was venturing off to Edwards for a screening of Disney’s Mulan (1998). But here we are in 2020, just days before Mulan’s live-action remake is set to premiere through streaming only. The day it’s safe to resume movie and popcorn outings at Edwards will be a very exciting day indeed.

I’ve gone into that store looking for cheap pleated pants and come out with what appeared to be unused Rollerblades, two tennis rackets, and bar stools for the cool high kitchen counter I once had. Once I “popped in” for “a quick peek” on my “half-hour lunch break” and ended up coming out, arms filled with low-cost goodies, at 2 p.m. Best of all, if you want to buy something super heavy, the employees at New Image will help you load it up. …is looking for loving local families to foster infants & toddlers CLAUDIA AND ALAN DAVENPORT first learned of Angels Foster Care through an article in the newspaper. Something about the article caught their eye, and the description of the family support that Angels Foster Care provided for parents was very attractive to them. Claudia says the extra layer of support from the agency gave them confidence to move forward and become certified as an Angels Foster Care family. Moving through the process, they realized that fostering was the path they wanted to take no matter what the

outcome of the placement was. For Claudia and Alan, the most valuable takeaway from the fostering process was that attaching and giving their hearts to a child in need is truly a gift. They knew that in the big picture, they wanted to give love and stability to an infant or toddler when he or she needed it the most. Claudia and Alan became Angels parents in 2006 and adopted their daughter in 2009.

TRICIA AND MATT KLEIN credit the Angels Foster Care team with providing resource parents with the tools needed to help infants and toddlers in foster care heal. Tricia says that the trauma-informed parent training provided

by Angels Foster Care helped the couple build positive outcomes for their children and strengthened their entire family. Matt and Tricia relied on their Angels Foster

KELLY AND JIM O’NEILL first learned about Angels Foster Care at a Kiwanis club meeting in 2006. Inspired by Angels Foster Care’s unique approach to nurturing infants and toddlers, Kelly and Jim decided to learn more. As fate would have it, there was a little boy who was in immediate need of a loving Angels Foster Care family. With an open heart and home, they were enthusiastically ready to make the leap. When Kelly and Jim first brought their now-adopted son home,

they were touched by the outpouring of love and support from friends, family, neighbors and co-workers. Kelly says that everyone immediately fell in love with him. Kelly describes the experience of fostering a young child as a team effort.

She is grateful to the Angels Foster Care social workers who work hard to make sure that children don’t get lost in the foster care system.

Dead Reckoning is a historical novel centered on the Honda Point disaster of 1923, when seven U.S. Navy ships ran aground off the coast near Lompoc. Twentythree sailors were killed during the tragedy. Using both historical figures and fictional characters, Vannier and Ray sought to reimagine the mindsets of the sailors aboard the ships, while maintaining historical accuracy of the central event.

irl Talk isn’t just a locally produced Americana album, it basically doubles as a coffee-table book. And it isn’t just a coffee-table book either, it’s also a nightlight, explained Lompoc-based singer-songwriter Angelina LaPointe.

While LaPointe is excited for the opportunity to perform at the High Roller Tiki Lounge for livestream viewers to enjoy virtually, she deeply misses the aspect of face-to-face interaction with audience members during traditional gatherings. She also misses getting to meet and collaborate with other musicians in person.

“It is very difficult to imagine you have people who support you when you can’t see their faces or hug them after a gig. Netflix If, like me, your knowledge of the mafia mostly comes from Martin Scorsese films, you’d be forgiven for thinking the scope of the criminal enterprise was overblown for the sake of compelling fiction, but if nothing else, Fear City proves that Scorsese classics like Goodfellas (1990) and Casino (1995) were in fact more realistic than we’d care to believe.

In its three documentary episodes, crafted from vintage footage and contemporary interviews, Fear City starts by setting up how pervasive mob corruption was in 1970s New York. The five families had their hooks in everything from drugs, prostitution, and numbers-running to controlling labor unions and deciding who would get construction contracts.

The money involved was enormous.

The second episode shows the painstaking police surveillance and wiretapping necessary to get evidence on the slippery dons, while the final episode shows how using the RICO (Racketeer Influenced and Corrupt Organizations) statute finally gave the feds the tool they needed to end the mayhem. Along the way we witness the ugly, murderous side of the mob. They

have plans to travel, he said, “The second you tell me I cannot go to Italy, I need to go there real bad.”

He said his interest in cooking started when he was a teenager, at a time when his mother had a tough pregnancy and needed him to heat up some food. It made him feel so good to be a part of the meal prep. The next time he became interested in cooking came when looking through a calendar of Italy at a kiosk in the mall.

“I was like, ‘That’s beautiful, I want to go there,’” he said.

Clapp worked two jobs for an entire year so that he could move to Rome, Italy, and he fell in love with cooking while living in the Trastevere district of Rome. He said the inspiration came from the open-air markets, where he would buy food and experiment with it in his apartment.

“It completely changed my life,” Clapp said.

“It showed me that there was a whole world out there that was not small-town Indiana.”

At that time he didn’t see a future in being a chef.

“There’s no money, long hours—it’s hot. It’s dirty, … and you work every holiday forever,” he said with a laugh.

So he enrolled at Indiana University, earned a master’s degree in business, and moved to Dallas, finding work in the business world. Yet after a year of feeling unfulfilled, Clapp left

his job to enroll in Le Cordon Bleu Institute of Culinary Arts in Dallas.

He loved it, moved back to Italy, and vowed to instill the cultural experience in all his cooking. He traveled the world working in restaurants in Australia and faraway rainforests.

When back in the states, he found a trusted mentor while working with chef Nicholas Walker at Rosewood Mansion on Turtle Creek and worked as a chef on a cruise ship in the Bahamas.

He and his future wife settled down in California, where Clapp worked as executive chef at Villa San-Juliette Winery in San Miguel prior to joining 15c. Mid-August marked his two-year anniversary at 15c. It wasn’t too long ago that Clapp convinced Carscaden that he was the chef she needed to bring a little Italy to Templeton.

The neighborhood place has rolled with the punches since the mid-March shutdown. They expanded the to-go food options and wine bottles for takeout and secured a Paycheck Protection Program loan.

Clapp said sometimes he worries about the uncertainty that rainy and winter weather will bring as well as the ever-changing pandemic mandates and requirements, but not enough that he will stop whistling while he works. No matter how sarcastic you think he sounds when you ask him how he’s doing, he’s going to say, “Living the dream,” and mean it.

If you haven’t been to 15 Degrees C yet, I hope you will take Clapp’s advice and order the Margherita pizza. He says it proves his pizza is the real deal. I assure you, it is.

But after that, make sure you order at least one pizza to-go, so you have some 15c love for tomorrow. Locals’ pizza of choice is the Forager: Roasted mushrooms perfectly executed in a Parmesan cream truffle sauce, topped with fresh arugula, grated Parmesan, and speck (smoked prosciutto).

But what really made my day was the homemade pasta special: the Pasta al’ Nerano, a dish invented in the ’50s in Nerano, a small town on the Sorrento peninsula on the Amalfi Coast, where they grow divine zucchini. The flavors were wonderful and delicate.
