The Project Overview BACKGROUND Change in the global climate is obviously not a nature driven phenomenon; human induced changes in the global climate and associated sea level rise are now widely accepted by the policy makers and scientists. Vulnerability in Bangladesh is worsening due to the high dependence of a majority of the population on climate-sensitive sectors, such as agriculture, forestry and fisheries. Compounding these vulnerabilities, Bangladesh is challenging with weak infrastructure facilities, institutional mechanisms and a lack of financial resources. Given the general lack of institutional capacity to systematically identify and address climate-driven changes in risk patterns, the Government of Bangladesh is implementing project to reduce the vulnerability of coastal communities to climate change-induced risks in 4 coastal districts. Climate change is the biggest global threat to humanity in the 21st century. And Bangladesh is one of the most vulnerable countries in the world facing the potential impacts of climate change. With an understanding of the nature and magnitude of the adverse impacts of climate change and the efforts required to enhance resilience, the Government of Bangladesh adopted Bangladesh Climate Change Strategy and Action Plan (BCCSAP) in 2009. A multi-donor trust fund, known as “Bangladesh Climate Change Resilience Fund (BCCRF)”, was established to implement the strategy and action plan. As of today, BCCRF has attracted around US$190 million (initially it was US$125 million) from the bilateral development partners (United Kingdom, European Union, Sweden, USA, Australia, Switzerland and Denmark). Ninety percent of the available fund will be allocated to public sector projects, while 10 percent will be channeled through NGOs for community level climate actions through a different project titled ‘Community Climate Change Project (CCCP)’. The Governing Council of BCCRF entrusted Palli Karma-Sahayak Foundation (PKSF) to implement the community-level climate change adaptation activities through CCCP. On behalf of the contributing Development Partners and in consultation with the Government of Bangladesh (GoB), the World Bank (WB) ensures the fiduciary management of the project.

ABOUT THE PROJECT NSS is implementing a three yearly sub project of CCCP under the caption “Community Participation to thrive Climate Change through Adapting Sustainable Mechanism in Life and Livelihoods (CPCCASMLL) Project since July 2013 with the assistance of PKSF under “Bangladesh Climate Change Resilience Fund (BCCRF)”. PROJECT LOCATION & JUSTIFICTION The geographical location of the project is at 4 unions, covering 36 vulnerable villages, of Taltoli upazila under Barguna district. The unions are: Chotobagi, Karibaria, Pancha Koralia, and Sarikkhali. With the adverse effect of climate change these areas are rapidly turning to arid region with vulnerability. Saline intrusion is dominant in this area. It is increasing alarmingly which is endangering the agriculture and creating adversity of livelihoods in this area. PROJECT’S GOAL Men and women are capable to thrive with the adverse impact of climate change and they are enjoying sustainable livelihoods with their efforts. OBJECTIVES OF THE PROJECT Community people are capable to cope with the adverse affect of climate change. Community people are familiarized with sustainable adaptation to address salinity, cyclone and tidal surge. PROJECT THEME The project concept has been designed to address theme T1 Food Security, Social Protection and Health of Bangladesh Climate Change Strategy and Action Plan (BCCSAP) of 2009.

TARGET PEOPLE & BENEFICIARIES Small and Marginal Farmers, Women Headed Families and Fishermen. Total direct beneficiaries: 1500 which comprise with 38% Male and 62% Female PROJECT ACTIVITIES Software activity Group formation and beneficiary profile development Social mapping and survey Training on modern technology in agriculture and aquaculture for skill development Awareness raising in climate change adaptation through community meeting Hardware support Deep hand tube well installation (for safe drinking water supply) Community level sustainable sanitary latrine (for improving hygiene and sanitation) Slatted house for goat rearing (for livelihood development) Duck rearing cage (for livelihood development) Canal digging or re-excavation (to preserve non-saline water for irrigation in dry season) Input support Saline tolerant crops cultivation (mungbean BARI-6, paddy BR47 and sunflower) Support for introduction gunny bag cultivation Fingerling support (short growing mono sex tilapia or gift tilapia) Seed support for homestead gardening Vaccination Campaign for live stock and poultry
