About NSSF Uganda:

The National Social Security Fund (NSSF) Uganda is a multi-trillion Fund mandated by the Government through the NSSF Act, as amended, to provide social security services to all eligible employees in Uganda.

The Fund is a contributory scheme and is funded by contributions from employees and employers of 5% and 10% respectively of the employee’s gross monthly wage. The Fund is regulated by the Uganda Retirement Benefits Regulatory Authority while the Minister of Gender, Labour & Social Development, and the Minister of Finance, Planning & Economic Development are responsible for policy oversight.

The Fund manages assets worth over UGX 25 trillion, invested in Fixed Income, Equities, and Real Estate assets within the East Africa region.

Meet the speakers and facilitators:

Patrick Ayota

Managing Director, National Social Security Fund, Uganda.

Patrick joined NSSF in July 2011 and is currently the Managing Director. He is also in charge of the Fund’s Strategy Function.

He was previously the Chief Financial Officer, a position he held for 6 years until November 2017. Patrick has been at the forefront of various projects at the Fund, which he steered successfully, including the strategy function’s setup and the rollout of the balance performance scorecard. He was named runner-up at the 2017 National CFO Awards organized by ACCA.

Prior to joining the Fund, he was the Finance Director for Barclays Bank (Uganda). He has extensive experience in accounting and finance management that has been attained in various roles in Uganda and USA.

Patrick is a Certified Public Accountant (CPA). He holds an MBA from the University of South Carolina (USA) and a Bachelor of Science in Finance from Liberty University, Virginia (USA).

Milton Owor

Chief People & Culture Officer, National Social Security Fund, Uganda

Milton is a Human Resources and Business Professional with several years of Local and International work experience in leading multinational companies including British American Tobacco Plc, Royal Dutch Shell, and General Electric Company (GE). He is well experienced in stewarding Strategic Human Resource Thought Leadership and Business Partnership at Board level.

He holds an MBA in Strategic Human Resource Management (University of Leicester, UK), Certification in Global Business Leadership (INSEAD, France) a Bachelor’s Degree in Economics and Public Administration (Makerere University), and is a certified Predictive Index Psychometric Analyst.

Milton has previously held several senior HR roles, including roles of the Africa HR Director for GE, Regional HR Director Anglophone Africa for Royal Dutch Shell, Regional HR Director West and Central Africa for British American Tobacco, Regional HR Director East and Southern Africa for British American Tobacco, among others. He is currently Chief People & Culture Officer, at the National Social Security Fund.

Milton is Professional Executive coach, trained and practicing at Advanced level. He is a member of the International Coaching Federation, and is an Executive coach to many senior Executives in the East Africa region.

Jody Butterworth

Lead Curator for the Endangered Archives Programme British Library United Kingdom

Jody is the Lead Curator for the Endangered Archives Programme (EAP) at the  British Library, which supports the digitisation of at-risk archives worldwide, safeguarding them from destruction, neglect, or deterioration and ensuring broad public access. In her role, Jody works closely with project teams to help them adhere to British Library digitisation standards.

During her time at EAP, she co-authored Remote Capture: Digitising Cultural Heritage in Challenging Locations (https://doi.org/10.11647/OBP.0138) and most recently, contributed to the article Reflections on Two Decades of the Endangered Archives Programme (https://doi. org/10.1515/9783111386713-003).

Before joining EAP in late 2012, she held positions at the British Library in both the Collection Care and Asia and Africa Studies departments. Her early career in heritage included positions at the National Trust, the Ashmolean Museum, and the Royal Collection. In 2024, she became a member of the ASLH Committee on Documentary Preservation.

Tony Olang

Head of Data Centre, Digitisation & Archival Services, CPF Financial Services Limited Kenya

Tony is a seasoned professional with over 25 years of experience across the financial services and renewable energy sectors. He currently serves as the Head of Data Centre, Digitization & Archival Services at CPF Financial Services Limited (CPF), where he leads large-scale automation efforts, having overseen the digitization of over 120 million records to improve client service delivery and operational efficiency.

Previously, Tony was the Executive Director at LITES, a CPF subsidiary, where he led multidisciplinary projects in energy, project management, data security, ERP, and electronic document management systems (EDMS). His work has supported institutions such as NSSF Uganda, AGRA, Liberty Life, and Kenya Power, as well as numerous public and private sector entities across East Africa.

Tony holds an MSc in Information Systems Security from Universidad Empresarial de Costa Rica, a Postgraduate Diploma in Information Systems Security from the Cambridge Association of Managers, and a BSc in Computing from the University of Portsmouth. He has received industry recognition for his leadership in sustainable technology and digitization.

A passionate advocate for clean energy and digital transformation, Tony is also a published author of nine titles spanning leadership, African folk stories, and data awareness. His works include What About My Data?, 100 African Folk Stories, and The 8th Day of the Week.

Jaffary holds a Bachelor’s and Master’s degree in Aeronautical Engineering from Algeria. In addition, he has earned professional certifications from IBM as a Security Intelligence Specialist and Data Warehouse Specialist. He is also a certified ISO QMS Auditor.

With over a decade of experience in Electronic Document and Records Management Systems (EDRMS), Jaffary is a seasoned expert in commissioning, integrating, and customising EDRMS solutions for both government and private sector clients.

Notably, he has led successful EDRMS implementations for organizations in Kenya, including the Insurance Regulatory Authority (IRA), Kenya Tourism Board, Agriculture Finance Corporation, Kenya Police Sacco, Counties Pension Fund (CPF), and the National Registration Bureau. In Uganda, he has served as an Implementation Consultant for the National Social Security Fund (NSSF) since 2018.

His core expertise lies in digitisation, automation, and enhancing efficiency in business and government processes, ensuring streamlined operations and compliance with industry best practices.

Co-Founder & CTO, Artis Multimedia Limited

With over 30 years of experience in the hi-tech industry, Walder brings a broad and deep understanding of how to drive organizational efficiency through document management and workflow solutions. His professional journey spans both Israel and international projects, and he has worked extensively with a wide range of platforms, computer systems, and development tools, from mainframe environments to modern micro-based architectures, focusing on end-to-end enterprise solutions, whether oncloud, on-premises, or in hybrid environments.

Walder is the designer of the ADA System ECM & Workflow, a widely adopted solution by enterprises, which is now available on the AWS Marketplace. He looks forward to sharing insights and practical strategies on how organizations can enhance their efficiency by leveraging modern document management and workflow systems.

Winny Nekesa Akullo Records Manager, NSSF Uganda

Winny is an experienced passionate professional with over 10 years’ experience specialising in data, records, and information management with both local and international exposure. She is a Certified Carpentries Instructor, providing training that enhances digital skills in libraries and research institutions. Her previous leadership roles include managing the Library and Documentation Centre at the Public Procurement and Disposal of Public Assets Authority, where she advanced digital records and information management.

Currently, as Records Manager at Uganda’s National Social Security Fund (NSSF), Winny leads the implementation of electronic document and records management systems, improving efficiency and accessibility in public sector information handling. She actively participates in global professional bodies, serving as IASSIST Africa Regional Secretary and a Standing Committee Member of the IFLA Government Information and Official Publications Section. These roles involve promoting digital literacy, best practices in government information access, and preservation.

Additionally, Winny advocates for the Sustainable Development Goals (SDGs) as an IFLA International Advocate, emphasizing the role of digital technologies in transparency and sustainable development. She is also a member of the International Council on Archives (ICA), contributing to initiatives that leverage technology to improve archival access and preservation worldwide.
