The Dargaville Community Development Board will host a roundtable discussion meeting, aiming to distil the essence of west Kaipara’s tourism appeal into an easy-to-market concept. They aim to include all the positive points about this part of New Zealand. “It’s a chance to refresh and revitalise what we present to potential visitors,” says the DCDB’s Lorraine Davidson. “We want everybody to be on board, so we can create a strong, cohesive message and really promote our strongest points.” Marketing and advertising expert Nigel Corbett, who achieved fame as a collaborator in entertainment with his brother Jeremy, will be part of the team helping to plan a strong, recognisable brand for the west Kaipara region. Input is sought from all those who promote tourism in the region, as the many factors which make up the appeal of the Kauri Coast are discussed. “The essence of our region exists in the hearts and minds of everyone who lives in Dargaville and the Kauri Coast,” says Lorraine. “The trick is to extract that essence and express it, so everyone is saying the same thing in their marketing and promotional efforts.” The completed branding concept will help west Kaipara take the best advantage of the recently published Northland Inc Tourist Management Plan. The meeting will take place on February 15, at the Seed co-working space in Foster’s Arcade, Victoria Street, Dargaville, from 4pm. Those engaged in the tourism, hospitality

and outdoor industries are invited to come and add their ideas to the mix. This tourism push comes as several projects add to the tourist appeal of the region, and statistics come in from a summer of full campgrounds and good engagement with domestic travellers. Spots like Kai Iwi Lakes, Mangawhai and Tinopai were well patronised, and Ripiro Coast residents noted an uptick of visitor numbers on wheels, following the closure of Auckland-adjacent Muriwai beach for off-road adventures. The only dampener on summer was the decision to leave Northland in the red light

Covid setting through until the new year, with new Omicron variant restrictions curtailing a late-summer visitor boost. However, new wharves, the construction of the Kaihu Valley Rail Trail and an ambitious DCDB-led makeover plan for central Dargaville are all set to bolster the region’s appeal for the 2022 season. For the makeover alone, Creative Northland, Tourism Northland, NorthChamber, the Kaipara District Council, NorthTec and Northland Inc are listed as strategic connections, showing the broad skills base tourism growth ventures have to draw upon. ¢

p Two major roading projects which aim to connect people with Kaipara’s natural treasures are nearing completion. The Waipoua River Road upgrade is the first step in improving access to the Waipoua Forest with its giant kauri and creating a more multi-layered visitor experience. Meanwhile, sealing a large proportion of Pouto Road will make access to areas such as Kellys Bay and Poutō Point easier for locals and visitors alike. The Kaipara District Council reports that both projects should be complete by April this year.

Wastewater plan takes shape

Government lack hits rural community

u by Andy Bryenton

u by Paul Campbell

The Kaipara District Council’s first briefing of 2022 contained a master plan for Mangawhai’s wastewater treatment plant, with a view to increasing its capacity to meet demand.

The cancellation of the Northland Field Days is an example of government inaction in providing for the rural community across New Zealand and another major blow to the Northland economy, according to ACT party primary industry spokesman and Ruawai farmer, Mark Cameron.

A report on the wastewater facilities of the east coast town was presented by Sue Davidson and Eros Foshieri. It outlined plans already underway and steps to be taken toward a future in which 5,000 connections are made to the sanitation utility. Right now, 2,502 connections are active. p Councillors were informed on the particulars of new wastewater treatment works in Mangawhai at 2022’s first council briefing “After roads, the single issue which has the most interest assets to be consented and procured, across the district, east to west, is the constructed and commissioned before Mangawhai wastewater system,” said capacity limits are reached,’ wrote WSP’s Councillor Peter Wethey. “This government has got to make provision for the rural sector as well as their urban cousins. I am deeply saddened to hear that the field days event has had to be cancelled for the second year in a row and the resulting significant fiscal damage that the wider business and hospitality sector has to now absorb yet again.” The field days committee has announced the cancellation and is appealing for support from the event’s rural roots at a time when bank support is negative, suggesting cattle donations as a fundraiser. “With a very limited budget, we were ready to set up for our 2022 event when the government struck again with moving the whole of New Zealand into red in the traffic light system,” said president John Phillips. “Going forward, the Northland Field Days is now asking farmers for their help. Perhaps you can rear one of your beef calves to a weaner and then donate that calf to the Northland Field Days?” Mr Cameron said he applauded the “humble rural gesture of raising funds

Vaccination still Covid key u by Paul Campbell

While the government will start easing some of the world’s toughest pandemic border restrictions this month, Northland is making progress with vaccinations, both in fully vaccinated rates and with booster shots. Prime Minister Jacinda Ardern has released a five-step plan to reconnect to the rest of the world, beginning with waiving hotel quarantine requirements for Kiwis stranded overseas by the pandemic. New Zealanders in Australia can return home and self-isolate, rather than going into quarantine, from February 27. That is followed two weeks later by Kiwis elsewhere in the world and later made available to skilled migrants, international students, Australians, and eventually all vaccinated foreign nationals. It will involve international arrivals selfisolating for 10 days. The relaxation of the stringent border conditions has been welcomed across Kaipara’s business and hospitality

The Kaipara District Council has approved a budget of $1.25 million for new information technology in the current Long Term Plan, to monitor water and wastewater systems, replacing a current system fraught with inefficiencies.

Giant manta rays have been spotted in record numbers this summer, and scientists want the help of boaties and anglers to track their movements.

The pandemic we are in is unpredictable, and changing restrictions on people’s movements can make moving house difficult. A COVID clause in your property agreement can help tackle this problem, but it needs to be drafted well to match the specific needs of your situation. Trying to align dates using a catch-all clause, particularly when transactions are reliant on each other (for example, a purchase conditional on another property selling), can quickly make timeframes confusing and, sometimes, unworkable. A good lawyer will be able to draft a condition that allows for changes to timeframes due to COVID-induced restrictions, without overcooking it.

Renovation Summer with the roof down u by Andy Bryenton

During the cold and rainy months of winter, your roof takes a hammering from the elements, protecting you and all your possessions from storms and downpours. Summer presents its own challenges in the form of punishing sunshine, with New Zealand’s well recognised high ultraviolet factor. However, this is the season to give your roof some care and attention before the unpredictable conditions of autumn and winter return. Most of us never venture above our spouting and guttering, and even then, ascending a ladder to clear out leaves and twigs can be a dreaded task. Taking a good hard look at the condition of tiles or roofing iron is a great idea while the sun shines because this is the best season for removing and replacing worn materials, laying down a fresh coat of paint or blasting away moss and dirt. Those who deal with rooftop p Give your roof some care and attention while the sun shines; don’t wait for leaks and drips to betray their presence repairs have some top tips for those inspecting the upper reaches of use a ladder that’s wobbly or situated on metal roofing in the early part of the day before it gets uncomfortably hot, should the home. and cracks. For bigger jobs, it’s always best to call in the tradespeople with the right skills because a weathertight roof is the most important part of your defence against Mother Nature. However, remedial work like roof cleaning, repainting and applying antirust products is an easy task, delivering dividends when the rain falls. There’s another advantage to undertaking roofing work when long, warm sunny days are here. If the skin of your home is taken off, attic insulation will be easier to see and replace, and there’s even the chance to fix things like shower and kitchen extractor fans, which may need new flexible ducting or wiring. Installing these kinds of fans, or specific air conditioning and ventilation components, is a walk in the park when the roof is open, so if it’s possible to plan an install at the same time as roofing repairs, you may even get a discount; be cheeky and ask. ¢

Renovation

Renovation resolutions u by Amy Fifita

The last month of summer is here, and it may be the final chance to do those home renovations you’ve been trying to do since New Year’s Day. Do you remember that renovation resolution you told yourself and declared to your friends and family, would happen? Chances are you haven’t done the patio, painted the fence or renovated the kitchen yet. So take this as a reminder, be informed, and make your plans, because you don’t want to paint the walls after you’ve put new carpet in. There are a few key ideas to consider when renovating such as colours, set up, pricing, and whether to do it yourself or bring in the tradies. Measure your dimensions, then draw out a scaled plan on graph paper to see what it could look like and how it will affect your space. It might be worth using masking tape to draw out your plan on the carpet or linoleum so you can see the changes as full scale as possible. From there, see what order the tasks need to be done in. Whether you’re doing it yourself or bringing in a certified tradesman, a strategy is a great idea. This is important and saves time and money if considered correctly. Ring

the tradesperson who needs to come first before everyone else, then work from there. Hopefully, the electrician, usually the last to complete work like lighting and air conditioning will walk out the door leaving a sparkling, finished new room. If you are doing it yourself, plan and buy your building materials in the order that jobs will be done. Some renovations, like basic painting, you can probably get away with doing yourself but, consider your timeframe and prioritise what is most important to be completed. It’s important to be honest with yourself about your skills and abilities. Remember, we all have our strengths, and for some of us, carpentry and DIY are not among them. Luckily there are professionals who excel in these areas. Take advantage of the Kiwi summer too. Projects like kitchen renovations are ideal for getting sorted. Having a kitchen worksite gives earnestness to firing up the barbecue. While your new kitchen is in progress, cooking in an open area in

Emissions pricing proposals u by Amy Fifita

A major agricultural emissions pricing consultation looms as the sector considers alternative pricing options from He Waka Eke Noa. He Waka Eke Noa, the division of the government responsible for implementing emissions trading scheme changes, has proposed two pricing alternatives. These are split between farm-level and processlevel hybrid levies. The farm-level levy focusses on farmspecific data in terms of net emissions and split gas rates, applying to short and long-lived gases. The intention is to reward on-farm sequestrations that decrease emissions pricing and use this levy to reinvest monies raised back to the agricultural sector. The process-level levy is priced on meat, dairy and fertiliser processes. It looks at fertiliser quantity received to farms in comparison to produce. The levy includes a split between short and long-lived gases. Collective and individual farms have the opportunity to enter an Emissions Management Contract to receive payment for emissions reduction and recognition regarding sequestration on farms. This proposition also includes reinvestment of monies raised back to the agricultural sector. There have been questions surrounding the method used to calculate methane, coinciding with the methane reduction goal set for 2050. The goal is to reduce emissions between 24% and 47%. However, this may be an unrealistic goal, according to Beef + Lamb New Zealand commentators, Dave Frame and Adrian

TOKATOKA LIME

Co Ltd

p There are new pricing alternatives proposed, with questions about the accuracy of current emission testing techniques, as the emissions trading scheme debate heats up

Macey. The two leaders in climate change science opine the current targets are too high. However, they also caution that, due to the importance of tackling global warming, it’s important not to aim too low. He Waka Eke Noa has been aiming to make methane reductions fair and achievable. Methane emissions are calculated using the Global Warming Potential (GWP) scale, across the duration of 100 years. While this method is currently used, a summary of the recent Intergovernmental Panel on Climate Change report states that ‘the current accounting method, known as GWP100, overstates the effect of the constant methane emissions on global surface temperature’.

Professor Frame and Dr Macey advocate for emissions to be calculated using a new calculation that better determines methane emissions. Since 1990, the agricultural sector has reduced emissions by 30%, but is a step in a longer journey. As many sectors adapt to address the climate change issue, the emissions pricing consultation in February will give more information on further steps that can be taken by the agricultural sector. ¢

FARMING

Special forestry test branded unfair u by Andy Bryenton

Short term incentives for foreign investors to buy Kiwi farmland and turn it into unmanaged, potentially unlogged pine forest may be hurting future prospects for agriculture. fuller pro groove joint pliers

The forestation of productive farmland has raised concerns in both the dairy and red sector agricultural industries, as multiple government policies promote the growth of Pinus radiata for carbon credit trading. “The recent spike in the afforestation of sheep and beef farms is not the result of consumer-driven demand,” says Federated Farmers meat and wool chair William Beetham. “Rather, it is the result of heavy-handed and short-term government policies designed to incentivise more trees, regardless of whether or not they are the right tree in the right place.” Of particular note is the so-called special forestry test. The Overseas Investment Office requires most investments by foreign concerns to display a ‘benefit to New Zealand’ in their business model. However, this clause is waived entirely when offshore interests buy farmland for forestry activities. Technically, there is no mechanism to ensure that these new forests are logged and harvested when mature or pruned, maintained for fire prevention or swept for biohazardous pests. “That’s not fair even to our responsible New Zealand foresters,” says Mr Beetham.

Keeping tractors in action

p Federated Farmers warns that the current system governing foreign investment in forestry may be detrimental in the long term, though it supports the idea of carbon sequestration

The price of New Zealand carbon credits has hit a record high of $68 a unit. Polluting industries offshore can buy the credits to offset their carbon emissions, so investors are incentivised to buy farmland, plant trees, reap the credits, sell them offshore at a profit, and thus take that money out of the local economy. Farming, by comparison, generates export dollars to benefit the country’s bottom line, as well as putting food on Kiwi tables. A report commissioned by Beef + Lamb New Zealand from Wairarapa-based BakerAg last year found between 2017

and 2020, some 24,956 hectares of land were approved for sale to overseas buyers under the special forestry test. More recent data shows another 40 consents were granted under the special forestry test to a foreign applicant between July 2020 and August 2021. While Federated Farmers is not against the concept of sequestering carbon in forestry, it says New Zealand should be more strategic and look to the long term. The alternative may be a landscape of unharvested pine, doing nothing for us but filling the bank accounts of foreign businesses. ¢

FARMING

19

Covering all bases u by Andy Bryenton

The competitive price point and durability of CFMoto’s early quad bike offerings gave the brand a tenacious foothold in rural New Zealand, and now the company is set to unveil its biggest range ever. The big surprises from the 2022 CFMoto offering are in areas that those original farming customers might not expect, but they deliver a message that’s loud and clear. CFMoto is a serious contender with the big brands in this space and is moving up to challenge road bike builders of pedigree at just the right time. In the UTV and quad off-roader arena, 2022 sees a whole lot of choice, with UForce side-by-side units spanning the power range from 600cc through to a beefy, power steering equipped 1000cc unit. CForce quads continue to deliver good value for money, with a span from the utility focussed 400cc model all the way up to the CForce 625 with power steering. This summer has seen a lot of action in the recreational and sports off-roader field. CFMoto’s ZForce 1000 EPS may be the perfectly balanced entry-level machine for this category, beating its rivals hands down in a comparison of cost to thrill-factor. There’s even an electric quad on the way for the youngsters, with styling reminiscent of blockbuster computer game Halo’s ‘warthog’; a reference many gamer parents will smile about too. However, it’s in the realm of

road bikes where CFMoto has really thrown down the gauntlet for 2022. In a year when commuters are seriously considering two wheels to bust petrol price woes, a trim, good looking commuter bike like their 300NK is just the tonic. Alternatively, the 300SR has the look of a real racer, or buyers could step up to the 700CL-X Heritage, an aggressive-looking bob-tailed street machine that still comes in, brand new, at less than $10,000. Then there’s the 650MT adventure bike, and an even bigger, more versatile 800cc model in the works, slated for release later this year. It all adds up to a stable of machines rivalling the scope of some big, established names out of Japan and the US and poses an important question for farmworkers, adventure enthusiasts and road riders alike. Why not give one of these sharply priced and well-appointed machines a test ride when you’re shopping around for some fresh horsepower in 2022? ¢
